20:43   US vetoes Brazil's Israel-Hamas aid resolution
The UN Security Council on Wednesday failed to adopt a Brazil-led resolution calling for humanitarian pauses in the Israel-Hamas conflict to ensure delivery of aid after the US vetoed the text.

The 15-nation Council met and voted on the draft resolution that called for the rescission of the order for civilians and UN staff to evacuate all areas in Gaza north of the Wadi Gaza and relocate to southern Gaza.

The resolution received 12 votes in favour while Russia and Britain abstained.

The US, one of the five permanent members, voted against the resolution, leading to the failure of the Council to adopt the resolution.

For a resolution to be adopted in the Council, it must receive at least 9 votes in favour and not a single veto from any of the five permanent members.

Since the unprecedented attack by Hamas in southern Israel areas bordering Gaza on October 7, there have been more than 1,400 killed, most of them civilians, and about 200 people taken captive in Gaza. -- PTI

20:25   Blanket of mist envelops Mumbai; PM10 level in city air higher than in Delhi
A blanket of mist enveloped Mumbai on Wednesday, pushing the city's air to the 'moderate' category on the Air Quality Index.

The phenomenon has been there for the last three to four days, said officials.

According to the Indian Institute of Tropical Meteorology-managed System of Air Quality and Weather Forecasting and Research, at 6 pm on Wednesday, the PM10 level in Mumbai's air was 143 as against 122 in Delhi.

"There is availability of moisture, anti-cyclonic wind circulation which does not allow the wind to ascend. The anti-cyclone is right over Mumbai,' said India meteorological department scientist Sushma Nair, adding that moisture gets stuck in the air due to it.

However, with deteriorating air levels come respiratory illnesses, said medical professionals.

Dr Rajesh Sharma, mentor, Department of Pulmonary Medicine, Sir H N Reliance Foundation Hospital, said that commonly when the quality of air is very poor, it has a lot of particulate matter, gases, and chemicals used in buildings '" for furniture being made or polish and painting works.

"When the air quality is really bad, and people are constantly inhaling this (poor air), they tend to develop bronchitis. There is a definite correlation between poor air quality and worsening symptoms ranging from cough, breathlessness, and wheezing, over a period of time," Sharma said. -- PTI

20:06   Will do everything to make Israel safe for Jews: Biden
"Scores of innocents from infants to elderly grandparents, Israelis and Americans, taken hostage. Children slaughtered, babies slaughtered, entire families massacred, raped, beheaded, bodies burned alive. Mass committed atrocities, that recall the worst ravages of ISIS unleashing pure unadulterated evil upon the world. There's no rationalizing it. No excusing it..." US President Joe Biden says in Tel Aviv, where he landed earlier in the day in solidarity with Israeli Prime Minister Benjamin Netanyahu.

"Based on the information we have seen today, it appears as a result of a rocket fired by a terrorist group in Gaza,' President Biden said.

"The State of Israel was born to be a safe place for Jewish people of the world. That's why it was born. Long said, if Israel didn't exist we would have to invent it. While it may not feel that way today, Israel must again be a safe place for the Jewish people. I promise you, we will do everything in our power to make sure that it will be," Biden said.

"Terrorists believe they could bring you down, bend your will, break your resolve but they never did and they never will. Instead, we saw incredible stories of heroism, courage, Israelis taking care of one another.." the US president said.

"A majority of Palestinians are not Hamas. Hamas does not represent the Palestinian people. Hamas uses innocent, innocent families in Gaza as human shields...

"Palestinian people are suffering greatly as well. I was outraged and saddened by the enormous loss of life yesterday at the hospital in Gaza. The United States unequivocally stands for the protection of civilian life during the conflict..." he said.

Among other points Biden made in his speech-statement was that Israel has agreed to let humanitarian aid flow into Gaza at his request.

The US has promised $100 million for Palestinians in Gaza and the West Bank.

Biden also spoke about the need for a two-State solution.

And to those who are thinking of attacking Israel, his advice: "Don't. Don't. Don't."

19:53   Despite start of tourism season, beach shacks yet to come up in Goa
Beach shacks, which are popular among tourists visiting Goa, are yet to be set up this year despite the start of the tourism season as the state environment department has so far not allotted locations to them, officials and stakeholders said on Wednesday.

Beach shacks, which are typically built from eco-friendly materials such as bamboo, wooden poles and thatched palm leaves, have become a popular attraction for domestic and international tourists visiting the coastal state.

This is for the first time that the environment department is allotting sites for the shacks.

This task used to be carried out by the tourism department earlier.

The tourism department has already allotted licences for 359 beach shacks, but their installation is yet to begin, a senior tourism department official said.

"The tourism department is ready with the allotment procedure as per the beach shack policy. But there is confusion due to the involvement of the state environment department, which will decide the location of the shacks depending on the beach carrying capacity," he said.

In the past, state tourism department was mandated with the role of allotting the beach shack location, he said.

"The environment department should have been responsible for the beach carrying capacity only and the allotment of shacks should have been done by the tourism department," the official added.

He also said that shack owners are not accepting the locations demarcated by the environment department. -- PTI

16:42   Will ensure Israel has what it needs: Biden
United States President Joe Biden who arrived on Wednesday on an official visit to Tel Aviv backed Israel's claim that the strike on a hospital in Gaza hospital seemed to have been carried out by the "other team" in reference to Palestine terror group Hamas.

He also asserted that the US will make sure that Israel would get what it requires to defend itself from Hamas attacks. Ghassan Abu Sitta, a maxillofacial surgeon of Palestinian origin working in London, returned to Gaza to help. He was at the Al-Ahli al-Arabi Hospital:
He writes of the bombing: "This morning I went to Al-Ahli Hospital, also know as the Baptist Hospital as it was full of patients and needed a Plastic Surgeon to help out. As with all hospitals it was full of internally displaced families seeking refuge.
"At around 5:30pm upon discussion with my colleagues I decided to sleep there over-night so that we can keep  operating. While in between cases I heard the screech of 2 missiles and then a loud explosion.
"The false celing in the OR fell. As I walked towards the side entrance of the OR department I saw that the hospital itself was on fire and that it was directly hit. The wounded started stumbling towards us. I then ran to the Emergency Room where there were hundreds of very severely wounded and dead.
"I put a tourniquet on the thigh of a man who had his leg blown off and then went to tend to a man with a penetrating neck injury . When the ambulance came I took him with the paramedics to Shifa Hospital.
"I am unharmed but this was a masscre against a hospital.

"This was a massacre by appointment. The Israelis said they were going to commit such a crime and they did. I am in awe and admiration of the health professionals in Gaza. Nurses and doctors joining any hospital they have access to. Only leaving work to ensure their families have what they need and then coming back to work. 14:20   'No crater at Gaza hospital site proves not Israel'
Hours after a deadly blast at a civilian hospital in the besieged Gaza Strip killed hundreds of people, Israel on Wednesday claimed that a lack of a crater at the blast site proves that it was not an air strike by its forces as claimed by Hamas-run Health Ministry.

A massive explosion at the Al-Ahli Baptist Hospital late on Tuesday night killed at least 500 people, Gaza's Hamas-run Health Ministry said. Apart from the large number of in-house patients at the hospital, there were hundreds of Palestinians who had taken refuge at the hospital over the last two to three days after Israel had asked civilians from the northern Gaza Strip areas to move south.

The Palestinians taking refuge at the hospital had hoped that they would be spared Israel's bombardment. Asserting that Israel wasn't behind the strike, the Israel Defence Forces (IDF) published drone footage that it said proves that the deadly blast at the Al-Ahli Baptist Hospital's parking lot was not caused by its ordnance, which it said, would have left a crater and not a burning parking lot and shrapnel-pocked roofs.

The drone video shows the hospital's parking lot where a large fire was caused in the area as a result of the blast, but there is no crater. Israeli strikes generally leave large holes in the ground, the IDF said.

The drone footage also points to shrapnel that landed on the roof of the nearby buildings, which remain largely intact. IDF also released a soundtrack, which it claimed, was a communication between terrorists talking about rocket misfiring and said, the terrorists realised that the rocket had misfired and made specific reference to the Al-Ahli Madani Hospital. Israel, instead, blamed it on what it called a failed rocket launched by the Palestinian Islamic Jihad terror group. -- PTI

14:11   Gaza horror: Surgeries without anaesthesia
Surgeries on hospital floors, operations without anaesthesia, a desperate shortage of medicines -- is how doctors at Gaza are struggling to cope with hundreds upon hundreds of patients.

The Hamas blamed the blast on the al-Ahli hospital on Israelis, while the Israeli military blamed a rocket misfired by other Palestinian militants.

At least 500 people were killed, the Hamas-run Health Ministry said.

Rage at the hospital carnage spread through the Middle East as US President Joe Biden headed to the region in hopes of stopping a spread of the war, which started after Hamas militants attacked towns and cities across southern Israel last week.

Ambulances and private cars rushed some 350 casualties to Gaza City's main hospital, al-Shifa, which was already overwhelmed with wounded from other strikes.

13:02   IDF releases video of blast at Gaza hospital
The Israel Defense Forces (IDF) on Wednesday produced a 30-second video it says shows the deadly hospital blast in Gaza City could not have been the result of an Israeli airstrike.

A failed rocket launch by the Islamic Jihad terrorist organization hit the Al Ahli hospital in Gaza City, the IDF said. IAF footage from the area around the hospital before and after the failed rocket launch by the Islamic Jihad terrorist organization was released on X.

Palestinian officials have blamed Israel for the bombing that is believed to have killed hundreds of people while Israeli officials say a rocket fired by Islamic Jihad caused the blast.

"An analysis of IDF operational systems indicates that a barrage of rockets was fired by terrorists in Gaza, passing in close proximity to the Al Ahli hospital in Gaza at the time it was hit," he posted on social media platform X.

"Intelligence from multiple sources we have in our hands indicates that Islamic Jihad is responsible for the failed rocket launch which hit the hospital in Gaza," he added.

12:43   Hospital bombing: 'Hamas knew it was Islamic Jihad'
Hamas understood the blast was caused by a misfired Islamic Jihad rocket, but launched a "global media campaign" to blame Israel. "They went as far as inflating the numbers of casualties," Daniel Hagari, a spokesman for the Israel Defense Forces (IDF) tells the BBC. "They understood with absolute certainty that it was a rocket misfired by Islamic Jihad that damaged the hospital."

In a video message posted on social media platform X earlier today, Hagari said, 'I can confirm that an analysis by the IDF operational systems indicates that a barrage of rockets was fired by terrorists in Gaza, passing in close proximity to Al Ahli Hospital in Gaza, at the time it was hit."

The letter sent by a secretariat official said, "I am directed to state that the Committee on Ethics has decided to hear you in the above matter, in person, on Thursday, 26 October, 2023..."

11:29   They tried to hit our children, but...: Israeli envoy to New Delhi
Israeli Ambassador to India, Naor Gilon on Wednesday said that the Hamas terror group is afraid of the Israel Defence Forces and is putting pressure on them to prevent any further action on Hamas.

"After cowardly murdering, abducting and abusing defenceless Israeli citizens, they are afraid to confront the IDF, they are trying to create international pressure to prevent us from taking action. But nothing will prevent us from making sure that these murderers will not be able to repeat their atrocities...Come out of the tunnels and fight us," he said.

He went on to mention the recent explosion at the Al Ahli Hospital in Gaza and said that Hamas hit their own area while they were trying to target Israel.

"Al Ahli Hospital was hit by a rocket of the Palestinian Islamic Jihad...They tried to hit our children, but on the way hit their own children...It's really a pity that many around the world are cooperating with them. In our technological world, everything is documented. We have clear-cut evidence that it was a Palestinian Islamic Jihad rocket. The Palestinian terrorists and their allies immediately take out their victim cards" the Ambassador to India said.

Earlier, the Israeli Envoy to India taking to X, said, 'THE HOSPITAL IN GAZA WAS HIT BY AN ISLAMIC JIHAD ROCKET!! This ability of the Palestinians to invade 30 Jewish communities, slaughter 1400+ Israelis, kidnap more than 200, shoot 7000+ rockets at Israeli civilians and still play the victim is amazing. The 'eagerness' of some in the world to accept these lies by #HamasISIS is disappointing but not necessarily surprising.'

10:40   Biden leaves for Israel, scraps Jordan visit
United States President Joe Biden on Tuesday left the White House for a quick trip to Israel to show solidarity with the people of the country in the aftermath of the terrorist attack by Hamas.

However, Biden had to abruptly scrap his trip to Jordan for a meeting with leaders of Jordan, Egypt and Palestine after the Palestinian Authority cancelled the summit following a huge explosion at a hospital in Gaza

Hundreds of civilians are feared dead after a deadly blast at the Al Ahli Arab hospital in Gaza. Israel has denied its involvement in the bombing, while the Palestinians have held it responsible.

'I am outraged and deeply saddened by the explosion at the Al Ahli Arab hospital in Gaza, and the terrible loss of life that resulted. Immediately upon hearing this news, I spoke with King Abdullah II of Jordan, and Prime Minister Netanyahu of Israel and have directed my national security team to continue gathering information about what exactly happened,' Biden said in a statement minutes before he boarded Air Force One for Israel.

The United States stands unequivocally for the protection of civilian life during conflict and we mourn the patients, medical staff and other innocents killed or wounded in this tragedy, Biden said.

In a statement, the White House said after consulting with King Abdullah II of Jordan and in light of the days of mourning announced by Palestinian Authority President Mahmoud Abbas, Biden will postpone his travel to Jordan and the planned meeting with these two leaders and President Abdel Fattah El-Sisi of Egypt.

The President (Biden) sent his deepest condolences for the innocent lives lost in the hospital explosion in Gaza, and wished a speedy recovery to the wounded.

He looks forward to consulting in person with these leaders soon, and agreed to remain regularly and directly engaged with each of them over the coming days, said a White House official.

Following reports of the huge toll due to the Gaza hospital blast, Biden was briefed by his national security team, including National Security Advisor Jake Sullivan and Principal Deputy National Security Advisor Jon Finer.

"The President spoke by phone with Secretary of State Tony Blinken, who is still in the region. The President also spoke with King Abdullah II of Jordan and with Prime Minister Netanyahu. The President continues to receive regular updates," said the official.

Biden has been backing Israeli calls for eliminating Hamas following the attacks carried out by it on Israel on October 7 in which more than 1,300 people were killed and between 200 and 250 Israelis are said to have been taken to Gaza as hostages.   -- PTI

10:26   Sikkim flash flood toll rises to 40
The toll in the flash flood in Sikkim mounted to 40 with the recovery of two more bodies, while 76 people are still missing about two weeks after the disaster, officials said.

The flash flood in the Teesta river, triggered by a cloudburst in the early hours of October 4, devastated the state, affecting about 88,000 people.

Sikkim has a population of about 6.10 lakh people, the lowest for any state in India, according to the 2011 census. Most of the bodies were found in Pakyong.

Among the 26 bodies found in the district, 15 were of civilians while 11 were of armymen, according to the Sikkim State Disaster Management Authority (SSDMA).

Four bodies were found in Mangan, eight bodies in Gangtok and two in Namchi, it said in a bulletin.

Several bodies have been found in neighbouring West Bengal as well, carried by the Teesta to the downstream areas, the officials said.

Of the 76 people missing, 28 were from Pakyong, 23 from Gangtok, 20 from Mangan and five from Namchi.

At present, 20 relief camps are operational in the state where 2,080 people are taking shelter, the SSDMA said.

According to the National Disaster Management Authority (NDMA), a combination of excess rainfall and a Glacial Lake Outburst Flood (GLOF) event at South Lhonak Lake in North Sikkim could have triggered the flash floods.  -- PTI
