17:30   Panel for scanning Puri temple's Ratna Bhandar using advanced technology
The committee formed by the Odisha government to supervise the inventory process of the Ratna Bhandar at Puri Jagannath temple has decided to recommend to the shrine's managing committee the use of advanced technology to conduct a thorough inspection and scanning of the treasury.

This recommendation aims to address concerns and historical indications suggesting the possible existence of secret or hidden chambers within the treasury.

Justice Biswanath Rath, chairman of the high-level committee overseeing this process, made the announcement after a meeting in Puri on Monday.

The committee unanimously agreed to propose the use of latest technology for a comprehensive inspection of the Ratna Bhandar, he added.

"To clear such doubts, we have unanimously decided to recommend the temple managing committee to use latest technology and non-destructive instruments for proper inspection of the Ratna Bhandar," he said.

"If any such chambers are discovered, appropriate steps will be taken; otherwise, necessary measures will be initiated for the repair and maintenance of the treasury," Justice Rath explained. -- PTI

17:11   Sena-UBT neta's son dies after feud with auto driver
The 45-year-old son of a Thane Shiv Sena (UBT) leader died of a heart attack during an argument with an autorickshaw driver in Vasai in Palghar district, after which police registered a case of culpable homicide not amounting to murder against an unidentified person, an official said on Monday.

Milind More, son of Raghunath More, former Thane district chief of the undivided Shiv Sena, was at a resort in Navapur with his family when the incident occurred late Sunday evening, Deputy Commissioner of Police Jayant Bajbale said.

"While moving out of the resort, he had an argument with a rickshaw driver, during which he collapsed and was rushed to a nearby hospital. Doctors declared him dead on arrival and opined heart attack as the prima facie cause," he said.

Based on the complaint by More's kin, a case was registered under section 105 (culpable homicide not amounting to murder) under the Bharatiya Nyaya Sanhita against an unidentified person, the DCP added. Milind More is the deputy chief of the Thane unit of the Shiv Sena (UBT), party functionaries said.

Following the incident, Chief Minister Eknath Shinde has directed the civic authorities to demolish unauthorised resorts near Arnala beach, a release from the CMO said.

The Vasai-Virar Municipal Corporation (VVMC) has started razing illegal structures in the area, it was stated. PTI

16:56   Congress demands law to regulate coaching institutes
During a discussion in Rajya Sabha on Monday, Congress MP Randeep Singh Surjewala demanded legislating a law to regulate fee structure, conditions of teachers as well as students and also their safety.

Participating in the discussion on the death of students in a coaching institute in Delhi due to alleged negligence of authorities, Surjewala said, "Why cannot coaching institutes be regulated? They may have a role to play. What would the government do to strengthen education?" He asked why cannot there be a law to regulate fee structure, condition of education, conditions of people who impart education as also those who receive education and safety conditions in the coaching institutes.

"I urge through you that the government should seriously have widespread deliberations with all stakeholders and bring a law to regulate coaching institutes in this country," he said.

Surjewala pointed towards commercialisation of education in the last 10 years and said everyone is shedding their responsibility. There were 2.88 lakh private schools in 2014-15 and the number increased to 3.85 lakh in 2020-21, he stated.

He pointed that a parliamentary panel has said 10 lakh posts of teachers are vacant in schools, colleges and universities. The government should have paid attention to the issues instead of promoting crony capitalism, he suggested.

16:26   MCD's 3-pronged strategy after basement horror
The civic body is working on three fronts, including demolishing encroachments over stormwater drains, following the deaths of three IAS aspirants at a coaching centre in Old Rajinder Nagar after its basement got flooded due to heavy rain, MCD Commissioner Ashwani Kumar said on Monday.

Action has also been stepped up on illegal basements that are a threat to safety, the senior Municipal Corporation of Delhi (MCD) official added.

"We worked on three fronts. Encroachments covering stormwater drains, due to which its cleaning was not easy, are to be demolished. Action has been initiated against illegal basements which are a threat to and safety," he said.

"Three basements were sealed last evening. We have taken action against the maintenance engineers responsible for containing waterlogging. The junior engineer has been terminated and the assistant engineer suspended," Kumar said.

16:01   Kanwariyas head to female bathing ghat, cops act
Police wielded lathis to disperse kanwariyas who were allegedly heading towards a women's ghat in Lohargal Dham in Jhunjhunu district, an official said on Monday.

The incident occurred on Sunday night when the Kanwar Yatra reached the Lohargal Dham, they said.

Superintendent of Police Rajasrhi Raj Verma said the kanwariyas take the water from the Dham after taking a dip. However, some of the kanwariyas started creating nuisance while taking a bath in the 'kund' and were moving towards another 'kund' where the female devotees were taking a bath.

"Rajasthan Armed Constabulary (RAC) Jawans deployed there tried to control the situation," Verma said. But other kanwariyas also gathered on the spot, and the police wielded lathis to disperse them and prevent them from moving to the other 'kund'. The situation was soon brought under control, Verma added. PTI

15:28   INDIA bloc will break up govt's chakravyuh: Rahul
In Lok Sabha, LoP Rahul Gandhi says, "The 'Chakravyuh' that you have built is harming crores of people. We are going to break down this 'Chakravyuh'. The biggest way of doing this, one that scares you, is the Caste Census. Like I said that INDIA Alliance will pass guaranteed legal MSP in this House, similarly, we will pass Caste Census in this House, whether you like it or not.

"Hindustan's nature is different. There is a formation against 'Chakravyuh' in every religion. In Hinduism, 'Shiv ki Baarat' is the opposite of 'Chakravyuh'. Anyone can join 'Shiv ki Baarat', -- anyone from any faith...This fight is between 'Shiv ki Baarat' and 'Chakravyuh'.

"We break down 'Chakravyuh', through MNREGA, green revolution, independence, constitution...You form 'Chakravyuh'. 'Chakravyuh' can't defeat 'Shiv ki Baarat'. Look at your history. You call yourself Hindu, you don't understand Hinduism. You are people who form 'Chakravyuh', bogus."

Drawing parallels from the Mahabharata, the Leader of Opposition, Rahul Gandhi, on Monday attacked the Bharatiya Janata Party over the Union Budget and said that there's an atmosphere of fear in the country, adding that the country is now trapped in a "Chakravyuh of lotus," referring to the BJP's symbol.

Speaking on the Union Budget 2024 in the Lok Sabha, the Leader of the Opposition attacked Prime Minister Narendra Modi and said that farmers, workers, and youngsters of the nation are terrified.

In Lok Sabha, LoP Rahul Gandhi shows a poster of the traditional Halwa ceremony, held at the Ministry of Finance before the Budget session. He says, "Budget ka halwa' is being distributed in this photo. I can't see one OBC or tribal or a Dalit officer in this. Desh ka halwa baant raha hai aur 73% hai hi nahi. 20 officers prepared the Budget of India... Hindustan ka halwa 20 logon ne baatne ka kaam kiya hai..."

14:52   6 men killed Abhimanyu, 6 men control India: Rahul
LoP in Lok Sabha, Rahul Gandhi, says, "Thousands of years ago, in Kurukshetra, six people trapped Abhimanyu in a 'Chakravyuh' and killed him. I did a little research and found out that 'Chakravyuh' is also known as 'Padmavuyh' -- which means 'Lotus formation'.

"'Chakravyuh' is in the shape of a Lotus. In the 21st century, a new 'Chakravyuh' has been formed -- that too in the form of a Lotus. Prime Minister wears its symbol on his chest. What was done with Abhimanyu, is being down with India -- the youth, farmers, women, small and mediums businesses...

"Today, too there are six people in the centre of 'Chakravyuh'. Six people control today too -- Narendra Modi, Amit Shah, Mohan Bhagwat, Ajit Doval, Ambani and Adani."

After Speaker Om Birla's intervention, he says, "If you want, I will omit the names of NSA, Ambani and Adani, and take just 3 names."

"My expectation was that this Budget would weaken the power of this 'Chakravyuh', that this Budget would help the farmers of this country, would help the youth of this country, would help the labourers, small business of this country.

"But what I have seen is that the sole aim of this Budget is to strengthen this framework -- framework of monopoly business, of a political monopoly that destroys the democratic structure and of deep state and the agencies. The result of this has been - those who gave employment to India, small and medium businesses, were attacked through demonetisation, GST and tax terrorism..."

14:12   Coaching horror: Why was SUV driver arrested?
Delhi police arrested seven persons so far, including a driver of an SUV vehicle, on Monday in connection with the deaths of three students in basement flooding at a coaching centre in Old Rajinder Nagar.

DCP (Central) M Harshvardhan said that the SUV driver was arrested based on a video that was widely shared on social media platforms, which showed the accused pass by the coaching institute on his vehicle at a very high speed and later the gate of the building was found damaged.

The police identified the driver and the vehicle through the CCTV footage of the area.

"Negligence has been established on the part of the arrested driver, who has been arrested in the Old Rajender Nagar case. He was driving the vehicle very fast, due to which the gate of the coaching centre broke. Before he hit the building gate, a street vendor had tried to stop him," the DCP said.

According to the police, the flow of water towards the institute became faster after the vehicle passed by, flooding its premises.

"At the beginning of the video, the gate of the coaching institute was fine, but after the car passed, it broke and fell down. The accused driver has no connection with the coaching owner or the building owner," DCP Harshvardhan said.

Shreya Yadav from Uttar Pradesh, Tanya Soni from Telangana, and Nevin Dalwin from Kerala died after the basement of the building housing Rau's Study Circle in Old Rajinder Nagar flooded due to rain.

The owner and coordinator of the coaching centre were also arrested in the case. The accused have been booked for culpable homicide, among other charges.

13:32   Coaching horror: MPs unite to demand inquiry
Lok Sabha members cutting across party lines on Monday demanded an inquiry into the death of three civil services aspirants at a coaching centre in central Delhi's Old Rajinder Nagar area, with the BJP blaming the city's AAP government for the tragic incident. BJP leader and New Delhi Lok Sabha MP Bansuri Swaraj blamed the AAP's "utter apathy" for the death of the students and demanded that an inquiry committee under the Home Ministry be set up to probe the incident.

"Criminal negligence of the Aam Aadmi Party has led to the death of these students. An inquiry should be set up on the Delhi Government which is neck deep in corruption. Why are the drains not being cleaned in Delhi?" she asked during the Zero Hour. Officials have said an absence of drainage system and safety measures, and use of basement for commercial activities in violation of norms led to the death of three civil services aspirants at the coaching centre.

Congress MP from Thiruvananthapuram Shashi Tharoor said there has been a violation in the safety codes, and demanded compensation for the families. He said that drains have to be cleaned and steps taken to prevent recurrence of such incidents. Tharoor demanded a comprehensive inquiry on the matter.

Akhilesh Yadav (SP) said that the incident is tragic and there should be thorough investigation to ascertain who is responsible for what has happened to the students.

"In Uttar Pradesh, bulldozer is run over illegal buildings. I want to know if bulldozers will be run here also," Yadav said. The Delhi Police on Sunday arrested the owner and the coordinator of the coaching centre -- Rau's IAS Study Circle -- and booked them for culpable homicide and other charges. PTI

11:21   Coaching centre deaths: PIL seeks high-level probe
A public interest litigation (PIL) has been filed in Delhi High Court, seeking the formation of a high-level committee to investigate the Rajendra Nagar incident in which three people lost their lives.

The petitioner is Kutumb, an NGO through its trustee, Jitender Singh, represented by advocate Rudhra Vikram Singh. The plea also sought direction to constitute district-level committees in each district of Delhi to investigate and address illegal commercial construction.

"Submit an action-taken report concerning the Mukherjee Nagar incident as previously ordered by the court. Formation of a committee to investigate coaching institutes operating illegally or not adhering to standard norms," the plea stated.

According to the plea, the prayers collectively aim to address systemic issues in regulatory enforcement and ensure accountability in cases of illegal construction and non-compliance by educational institutions.

The plea further submitted that due to the huge corruption involved in the departments of the respondents, many people have lost their lives over the years and Delhi has faced many terrible and scary incidents in the past few years.

In a recent incident that happened in a coaching institute situated in Rajendra Nagar, New Delhi, three young UPSC aspirants lost their lives and many others are struggling between life and death due to the negligence of the respondents.

Unfortunately, this was not the first incident in the national capital but many such unfortunate events have taken place in Delhi in the past few years. The respondents have never taken any preventive measures to avoid such scary incidents, the plea said.

09:41   Basements of 13 coaching classes in Delhi sealed
After the Municipal Corporation of Delhi (MCD) initiated action against coaching centres violating building bye-laws, the owners of the institutes asked students using the basement libraries to vacate on Monday.

The MCD sealed the basements of 13 coaching centres in Karol Bagh on Sunday for violating building bye-laws amid protests by students. Mayor Shelly Oberoi has directed strict action against coaching centres operating illegally in basements.

Three students died after the basement of the building housing a centre for coaching IAS aspirants in Delhi's Old Rajinder Nagar was flooded following rains. The students complained that biometric access was mandated to enter libraries, which were located mostly in basements.

"What happened on July 27 was that the biometric got blocked, because of which students got trapped inside when the basement was being flooded with water. This tragedy could have been averted," Manish Kumar, a student, said while speaking to ANI on Monday.

Manish further said that alternatives to biometrics need to be ensured so that another such tragedy can be averted.

Another student, Punit Singh, complained that there is no way to rescue the occupants of the buildings housing the institutes in case of any emergencies.

"The entry and exits of most of the buildings here need biometric access. In case of an emergency or unforeseen incident, there is no balcony in the entire building, and there is no way to rescue any occupants of a building in case of a fire. We will not be able to escape and no one will be able to enter the building without a biometric," Punit Singh said.

"Who will be held accountable for our lives and safety? Access to 70-75 per cent of libraries in the region is controlled by biometrics and the libraries are located in basements," he added.

The student protests continued in the early hours of Monday also in Karol Bagh, raising various demands, including action against coaching centres and owners running libraries in basements, a rent regulation bill or code of rent regulation to control irrational rent and brokerage, and an insurance cover or grievance redressal mechanism for students.

They have also demanded that the government take steps to avoid waterlogging or electrocution in the area during rain.

The Delhi Police have arrested the owner and coordinator of the coaching centre in connection with the incident. They have been booked for culpable homicide, among other charges. -- ANI

09:29   No reason why Harris should not win: Rushdie
Mumbai-born author Salman Rushdie has endorsed Kamala Harris's candidacy for the US presidency and said he believes she is the person who can prevent former president Donald Trump from dragging the country towards authoritarianism.

Rushdie on Sunday extended his support and endorsement of US Vice President Harris during a virtual South Asian Men for Harris' event attended by scores of leading names from the Indian-American community, including prominent lawmakers, authors, policy experts, entrepreneurs and diaspora organisations.

"It's a critical moment. I'm a boy from Bombay and it's great to see an Indian woman running for the White House. And my wife is African-American, so we like the fact that a Black and Indian woman is running for the White House," Rushdie said.

Harris, 59, is the presumptive presidential nominee of the Democratic Party. She officially declared her candidacy after incumbent President Joe Biden withdrew from the race for a second term on July 20.

She is expected to be officially declared as the presidential candidate by the Democrats next month.

The 77-year-old British-American novelist also noted that ethnicity itself is not enough. "We would not be gathering in this way let's say for Usha Vance or Nikki Haley," he said, referring to the Indian-American wife of Republican Vice Presidential nominee J D Vance and the Indian-American former South Carolina governor.

Rushdie emphasised that the momentum is because something very extraordinary, transformative has happened in American politics in just under one week. "The conversation has entirely changed with the arrival of Kamala Harris's candidacy and it's changed most joyfully, a way of optimism and positive, forward-thinking," he said.

Rushdie underscored that the community has to make that work because we can't allow the alternative to happen".

"This hollow man without a single noble quality, trying to drag this country towards authoritarianism. That cannot happen," he said, referring to 78-year-old Trump, a Republican. Rushdie voiced his confidence that Harris is the person who can prevent it. "And so I'm right in 1,000 per cent in for her."

He added that star power matters in America and one could argue that Trump's celebrity status from being on TV for many years helped him get elected to the White House in 2016. "Well, right now, he doesn't look like the star. He looks like the old, fat guy. Kamala looks like the superstar. And I think the charisma she brings to the campaign could be critical in the weeks ahead," he said.

09:12   Worli hit-and-run: Victim dies after after a week
A 28-year-old man who was left severely injured after his two-wheeler was hit by a speeding BMW car in Mumbai's Worli area on July 20 has died in hospital, a police official said on Monday.

The incident took place on Khan Abdul Gaffar Khan Road at Worli Seaface when Vinod Lad, employed as a supervisor with a Thane-based transport firm, was returning to his house nearby where he lived with his cousin, the official said. Those present at the spot took Lad to hospital and also called police, he added.

"He died in Nair Hospital in Mumbai Central on Saturday. We have booked the accused, who was driving his employer to a five star hotel on Worli when the mishap took place.

While he was earlier charged for causing grievous hurt through negligent driving, we have now added the section pertaining to causing death by negligent driving," the official informed.

Incidentally, on July 9, a speeding BMC had rammed into a two-wheeler on Annie Besant Road in Worli, killing a woman, Kaveri Nakhwa, and severely injuring her husband Pradip. Accused Mihir Shah, his family driver and father were arrested for alleged attempts to destroy evidence and hoodwink investigators as well as other offences.

On July 22, a speeding Audi had left three persons injured in Mulund in the city's north east tip after it collided with two autorickshaws. On May 19, a Porsche driven by a minor in an inebriated condition had knocked down a motorcycle in Kalyani Nagar area of Pune, the state's second largest city, leaving two IT professionals hailing from Madhya Pradesh dead.

The case hit national headlines after the minor was given bail by the Juvenile Justice Board on lenient terms and a police probe found several attempts to destroy evidence, including swapping of blood samples meant for alcohol tests. PTI

08:57   Prashant Kishor's Jan Suraaj to become political party on Oct 2
Former election strategist Prashant Kishor on Sunday said his Jan Suraaj campaign will become a political party on October 2, coinciding with Gandhi Jayanti, and contest the Bihar assembly polls next year.

Kishor was addressing a "state-level workshop" of Jan Suraaj in Patna, which was attended by several persons, including two former legislators and a granddaughter of late socialist icon Karpoori Thakur, joining the campaign.

"As stated earlier, Jan Suraaj will become a political party on October 2 and contest next year's assembly polls. Other details, such as who would lead the party, will be decided in due course," said Kishor, who had launched the campaign two years ago.

He welcomed the entry of Jagriti Thakur, whose father Virendra Nath Thakur is the younger son of Karpoori Thakur, a former chief minister of Bihar and a Bharat Ratna awardee.

Notably, late Thakur is seen as a mentor to many top leaders of the state, including Chief Minister Nitish Kumar and RJD president Lalu Prasad.
Thakur's elder son Ram Nath Thakur is a JD-U MP and a Union Minister of state.

Other notables who joined Jan Suraaj include Monazir Hasan, a former Bihar minister who had been associated with RJD as well as JD-U and has served multiple terms in Parliament as well as the state legislature.

Other prominent inductees were former RJD MLC Rambali Singh Chandravanshi, who was recently disqualified from the legislative council on grounds of indiscipline, and Anand Mishra, a former IPS officer who resigned from service hoping for a BJP ticket but contested the Lok Sabha polls from Buxar as an Independent after being denied the ticket.

Another entrant was Priyanka, a daughter of JD-U leader Mangani Lal Mandal, a former MP and an ex-MLA.

Founder of IPAC, a political consultancy firm, Kishor first shot to fame in the 2014 Lok Sabha polls campaign of Prime Minister Narendra, which was a spectacular success.

He also worked for Nitish Kumar in the 2015 assembly polls. Kumar was impressed with his acumen and inducted him into JD-U in 2018. Kishor was elevated to the post of national vice-president soon, only to be expelled from the party less than two years later.

Kishor, who is in his 40s, gave up political consultancy after 2021 West Bengal assembly polls, which saw his client Mamata Banerjee, the Trinamool Congress president, retaining power with a thumping majority.

In 2020, Kishor had launched a campaign in his home state called 'Baat Bihar Ki", which got embroiled in a copyrights case and was ultimately shelved. -- PTI

08:29   Delhi basement deaths: 13 'illegal' coaching centres sealed
The Municipal Corporation of Delhi has started action against illegal coaching centres and will set up a high-level committee to probe the flooding of the basement of a coaching institute which led to three civil services aspirants' deaths, an official said on Sunday.

A team of the civic body reached the Old Rajinder Nagar area to seal several illegally-run basements of coaching centres, a statement by the Delhi government said.

Around 13 such coaching centres were sealed during the action till late Sunday night.

These included IAS Gurukul, Chahal Academy, Plutus Academy, Sai Trading, IAS Setu, Topper's Academy, Dainik Samvad, Civils Daily IAS, Career Power, 99 Notes, Vidya Guru, Guidance IAS, and Easy for IAS.

"These coaching centres were found to be operating in basements in violation of rules and they were sealed on the spot and notices were pasted," the statement said.

The Rau's IAS Study Circle, where the incident took place on Saturday, has been sealed by the police.

The MCD had last year conducted a survey of such coaching centres after a massive fire broke out at an institute in Mukharjee Nagar, another coaching hub in north Delhi.

"To begin with, the survey will be used to identify those flouting norms," the official said.
