A Sri Lankan minister today accused the Indian Peace Keeping Force of raping Tamil women during the LTTE war.

48-year-old Vinayagamurthi Muralitharan alias Karuna, who was a former LTTE leader and now a deputy minister in the Mahinda Rajpaksa government, told the parliament that the IPKF who conducted peacekeeping operations in Sri Lanka between 1987 and 1990, had raped several Tamil women while also killing Tamil's.

"There is evidence for that," Muralitharan, who was then the LTTE's feared eastern leader said.

The IPKF was invited into north and eastern Sri Lanka in terms of the Indo-Lanka Accord of 1987. 

Karuna brokeaway from the LTTE in 2004 to form his own movement and later his own political party. 

He was later allied with Rajapaksa's ruling coalition to become a deputy minister. He was also appointed a Vice President of the dominant party in the ruling coalition, Sri Lanka Freedom Party (SLFP).

Meanwhile, the opposition United National Party (UNP) said that Karuna, a terrorist leader has become a senior member of the SLFP. 

Karuna warned the UNP saying he will not hesitate to reveal a lot of information which will cause the main opposition party much embarrassment if they continued  to raise allegations against him.

In his speech in the parliament he praised the Sri Lankan Navy of preventing poaching in Lankan waters by Indian fishermen.

India today conveyed the "sensitivities of Indian public" to Sri Lanka over the detention of country's fishermen in international waters, days after five Indian fishermen were given death penalty in the island nation for alleged drug trafficking. 

Urban Development Minister M Venkaiah Naidu, who is in Seoul to attend the 5th Plenary Session of Asia Pacific Ministerial Conference of Housing and Urban Development, raised the issue during his bilateral meeting with Sri Lankan Minister for Construction Engineering Services, Housing and Common Amenities Wimal Weerawansa.

During the meeting, Naidu also raised the issue of detention of Indian fishermen in international waters. 

"He emphasised that he is neither complaining nor interfering in the internal issues of Sri Lanka but is conveying sensitivities of Indian public," an official statement said.

The five fishermen, hailing from Tamil Nadu, were apprehended in 2011 by Sri Lankan Navy on charges of smuggling drugs. They were among a group of eight people sentenced to death by the high court in Colombo.

The fishermen had been arrested on a boat in the seas off northern Jaffna's Delft islet. 

Naidu also held bilateral meetings with ministers from several other countries including Iran, Bangladesh and Iraq.

A senior Vatican official has condemned as "wicked" the assisted suicide of Brittany Maynard, an American woman suffering from terminal brain cancer. Brittany Maynard, 29, died in Portland, Oregon on Saturday having announced her intention to self-administer a cocktail of fatal drugs legally provided by her doctors in the US state, where she had moved with her husband after being given six months to live in January. Anticipating a painful end to her life, she had announced her intention to end it in a video seen by millions of web users around the world that sparked a national debate in the United States over the right of the terminally ill to die with dignity at a time of their choosing. However, her decision has angered Vatican officials, who said, "It is a wicked thing because it (suicide) is saying no both to one's own life and to everything which signifies respect for our mission in this world and towards those closest to us."

A policewoman who was part of a team on Muharram duty, received a bullet injury in her shoulder near Jungle narh village. The spokesman said the cop has been hospitalised where her condition was stated to be stable.

An iron gate with the notorious Nazi slogan "Arbeit Macht Frei" has been stolen from the former Dachau concentration camp in Germany, officials said.

The slogan, which translates as "Work sets you free," became emblematic of the forced labor camps of World War II in which so many inmates died.

The gate was stolen overnight from Saturday to Sunday, officials at the Dachau Concentration Camp Memorial said in an online statement.

Central intelligence agencies have alerted Kolkata police about the possibility of a terror attack in the city, especially in the port area, a senior official of Kolkata police said on Tuesday.

"We have received inputs from central intelligence agencies that there might be a terror attack in Kolkata, especially in port area. We have beefed up the security in the port area and have put the entire city under security blanket,' said a senior Kolkata police officer on condition of anonymity.

According to the input, terrorists might carry out an attack in port area and may also use small boats to carry out the attack, he added.

18:09   Moderate Hurriyat asks NHRC to probe army firing
The moderate Hurriyat Conference today filed a petition before the National Human Rights Commission seeking an inquiry into yesterday's army firing incident in Kashmir's Budgam district which left two youths dead and two others injured.

"It is necessary to take up the matter and make an impartial investigation into the incident so that the guilty are brought to justice...," the Human Rights Division of the Hurriyat said in its petition to the NHRC.

18:03   Gadkari: NO question of demolishing Ram Sethu
Union Surface Transport and Shipping Minister Nitin Gadkari on Tuesday said there was no question of demolishing 'Ram Sethu' while implementing the Sethusamudram Shipping Channel Project and asserted it would be done without harming the environment.

"There is no question of demolishing 'Ram Sethu'  (mythical bridge built by Lord Rama to reach Lanka) while implementing Sethusamudram Shipping Channel Project,' he told reporters after inspecting the area by air in a Coast Guard aircraft and through sea by hovercraft (pictured).

Gadkari said government was studying four or five options and its implications, including cost, as suggested in a report submitted by RITES, after government asked it to survey an alternate alignment and possibilities for constructing SSCP.

The SSCP project envisages dredging a ship channel across Palk Straits, providing a shorter navigational route for ships from east and west coasts of the country instead of circumventing Sri Lanka, has hit a block after protests over the proposed demolition of Ram Sethu.

How did I get to know? I was sitting next to him and had a suspicion. Once he went to the washroom, I peeped into his laptop and the mail was lying open. I was stunned to see the contents," Harbhajan revealed.

"Once Sourav came back, I told him about this e-mail and he seemed unaware and equally shocked."

17:43   Christian couple burnt alive in Pakistan for alleged blasphemy
In a gruesome incident, a Christian couple was today thrashed and burnt alive by a group of angry Muslims in Pakistan's Punjab province for allegedly desecrating the Quran.

The horrific crime was reported from the villages of Kot Radha Kishan of Kasur district. A large number of police personnel were deployed in the villages to provide security to the minority community.

17:40   Gadkari assures steps to bring back five fishermen from Lanka
The families of five fishermen, who were awarded capital punishment by a Sri Lankan court last month on drug-trafficking charges, today met Union Minister Nitin Gadkari and sought immediate steps by India to bring them back home.

Gadkari assured them government would take necessary legal steps and take up their case in the court in Sri Lanka for their release.

He also informed them that External Affairs Minister Sushma Swaraj had instructed Indian High Commission in Sri Lanka to hold talks with officials concerned in the island nation to secure the release of the fishermen.

South African prosecutors on Tuesday filed an appeal against the sentence and conviction of star Paralympian Oscar Pistorius, who last month was sentenced to five years for the culpable homicide of his girlfriend.

"Tuesday, we announce that the NPA filed the application for leave to appeal both the conviction and sentence," the National Prosecuting Authority said in a statement.

The athlete stood trial for killing his girlfriend Reeva Steenkamp, whom he shot four times through a locked toilet door in the early hours of Valentine's Day in 2013. Pistorius admitted to shooting Steenkamp, 29, at his upmarket Pretoria home, but told the court that he had mistaken her for an intruder. The state sought to prove that Pistorius deliberately shot Steenkamp.

In a blunt assessment of terrorist safe havens in Pakistan, the Pentagon has told the US Congress that the country is using militant groups as proxies to counter the superior Indian military.

"Afghan-and Indian-focused militants continue to operate from Pakistan territory to the detriment of Afghan and regional stability. Pakistan uses these proxy forces to hedge against the loss of influence in Afghanistan and to counter India's superior military,' the Pentagon told the Congress in its latest six-monthly report on the current situation in Afghanistan.

"These relationships run counter to Pakistan's public commitment to support Afghan-led reconciliation. Such groups continue to act as the primary irritant in Afghan-Pakistan bilateral relations,' the Pentagon said in the report running into more than 100 pages.

In a move which could embarrass the Uttar Pradesh government, state Transport minister Durga Prasad Yadav has embarked on a week-long study tour to Brazil with family in tow.

The minister left for the tour, meant for studying the transport system in Brazil with focus on infrastructure and IT, with the intention of adopting the best practices in UP, on Saturday with his son, daughter-in-law, private secretary and few other officials and wife of one of the officials, a transport department official said.

The tour sponsored by the Association of State Road Transport Undertakings (ASRTU), a body with country's all state road transport corporations as its members, was originally meant for just three persons (from UP State Road Transport Corporation) but somehow the numbers were raised and VIPs were included in the list, he said.

13:59   Better late than never, says Cong on LG decision
Congress today took a dig at Lt Governor Najeeb Jung for his recommendation to the President for dissolution of the Delhi Assembly, saying it is "better late than never".

"There is a saying in Farsi 'der aaye, durust aaye' (better late than never). This should have happened long back, but the LG in his wisdom, on the advice of the BJP, tried to prolong it.

"Wisdom descended upon the LG only after the intervention of the Supreme Court", party General Secretary Shakeel Ahmed, who is in charge of party affairs in Delhi, said, when asked about the development.

Ending the eight-month-long political uncertainty, Jung today recommended to the President dissolution of the Delhi Assembly as major players BJP, AAP and Congress have expressed "inability" to form government and preferred holding of polls.

The report by Jung paved the way for holding of fresh polls in the capital which is under President's Rule since February after the AAP government quit after ruling for 49 days.

A British-Iranian woman jailed in Iran after trying to watch a volleyball match is on a hunger strike, refusing food or liquids, her brother told AFP yesterday.

Ghoncheh Ghavami, a 25-year-old law graduate from London, is protesting against a judicial delay in making her one-year prison sentence official, her brother said.

"She's been on hunger strike from Saturday," Iman Ghavami said in a phone interview. "She's not eating any solid foods and she's not drinking any liquids."

Ghavami said that his sister was "frustrated" at her detention without an official sentence.

"The case is in limbo. The investigation is over and the case is closed and the verdict is decided," he said. "I don't understand why they don't want to issue the verdict when they have made the decision. It's quite concerning for us. They have no legal basis to have her detained."

Jammu and Kashmir chief minister Omar Abdullah says he has spoken to the Union Defence Minister Arun Jaitley regarding yesterday's incident where army firing resulted in two deaths. "Such killings have no place in an otherwise improving security environment where militancy incidents are at record low level. These deaths have served to vitiate the poll atmosphere already strained by the post flood reconstruction challenge that people face.

"Arun Jaitley has assured a time bound transparent inquiry in to the incident to ensure action follows if wrongdoing is established," he said.

The Army has ordered an inquiry into the killing of two youths by its soldiers in a firing incident in Jammu and Kashmir's Badgam district.

"Army regrets the loss of lives and has ordered an inquiry into the circumstance leading to the incident. Anyone found guilty will be severely dealt with," a statement issued by the Army said.

Two youths identity as Faisal Yusuf Bhat and Mehrajuddin Dar were killed, while two others --Shaker Bhat and Zahid Naqash -- were injured on Monday evening when soldiers of 53 Rashtriya Rifles opened fire on the Maruti car they were travelling in at Chattergam village in Badgam district, 20 km from Srinagar.

The Army said the driver of the car did not stop at a mobile vehicle check post after he was signalled to do so.

Prime Minister Narendra Modi was in favour of polls in Delhi and the RSS has also conveyed its view that the party should not form government adopting any "unfair means".

Currently BJP, along with ally Akali Dal's lone MLA, has 29 legislators and would have required support of five more MLAs to form a government and prove majority in the 67-member Assembly.

BJP had emerged as the single largest party in the December Assembly polls winning 31 seats but fell four seats short of a simple majority. It had refused to form government then, saying it will not resort to any "unfair means" to take over the reins.

AAP had formed the government in Delhi with the support of Congress.

The government led by Kejriwal had resigned on February 14 after the party's pet project, the Janlokpal Bill, could not be passed due to opposition from BJP and Congress. President's Rule was imposed on February 17.

In a blunt assessment of terrorist safe havens in Pakistan, the Pentagon has told the US Congress that the country is using militant groups as proxies to counter the superior Indian military.   

"Afghan-and Indian-focused militants continue to operate from the Pakistan territory to the detriment of Afghan and regional stability. Pakistan uses these proxy forces to hedge against the loss of influence in Afghanistan and to counter India's superior military," the Pentagon told the Congress in its latest six-monthly report on the current situation in Afghanistan.   

"These relationships run counter to Pakistan's public commitment to support Afghan-led reconciliation. Such groups continue to act as the primary irritant in Afghan-Pakistan bilateral relations," the Pentagon said in the report running into more than 100 pages.

10:31   EC has to schedule elections in 6 months after assembly dissolved
NDTV reports: Lieutenant Governor Najeeb Jung has set the ball rolling for fresh elections in Delhi by recommending to the President that the assembly elected in December last year be dissolved.

Once the assembly is dissolved, the Election Commission has to schedule elections within six months. The commission enrolls new voters in January and publishes revised rolls by the second week of that month and elections are likely after that, sources said.

Prime Minister Narendra Modi and BJP chief Amit Shah reportedly favour fresh elections in February next.

Brushing aside India's concern, China defended its submarines making port calls in Colombo, saying there is "nothing unusual" as it is an international common practice for warships to stop for refuelling at ports abroad.

"It is nothing unusual for the naval vessel to dock at Colombo port," official media here quoted the Chinese defence ministry as saying. "It is an international common practice for navy submarines to stop for refuelling and crew refreshment at an overseas port," an official from the defence ministry has been quoted as saying by state-run Xinhua news agency.

03:28   Pakistan suspects 'foreign hand' in Wagah attack
Pakistan's Punjab government has said that the involvement of a "foreign hand" could not be ruled out in the Wagah Border suicide bombing, even after three homegrown militant factions separately claimed responsibility for the attack that killed at least 61 people.

"Foreign hand cannot be ruled out in the Wagah Border suicide attack," Punjab Interior Minister Col (R) Shujah Khanzada told reporters on Monday evening.

"The suicide-bomber wanted to blew himself up at the Parade Avenue. Had he succeeded a ground would been prepared for action against Pakistan by the international forces. This is why some foreign hand seems to be behind this incident," he said.

Khanzada said the government has formed a joint investigation team to look into the "aspects of the attack."

He also criticised security lapse by Pakistan Rangers.

"The New York City skyline is whole again, as 1 World Trade Center takes its place in Lower Manhattan," said Patrick Foye, executive director of the Port Authority of New York and New Jersey, which owns both the building and the World Trade Center site. 

The agency began moving into neighboring 4 World Trade Center last week.

He said 1 World Trade Center "sets new standards of design, construction, prestige and sustainability; the opening of this iconic building is a major milestone in the transformation of Lower Manhattan into a thriving 24/7 neighborhood."

03:09   Russia blocks UN statement on Ukraine rebel vote
Russia has opposed a UN Security Council move to criticise rebel elections held in eastern Ukraine, the Ukrainian ambassador has said. 

A statement from the 15-member council was discussed on Friday and again at the weekend, but Russia fiercely opposed it.

The Lithuanian-drafted text stated that the elections held on Sunday in the Lugansk and Donetsk regions run counter to the provisions of the Minsk peace agreement, reached in September.

"They tried to draft a statement last Friday and Saturday. They drafted this paper, but their will was blocked by Russia," said Ukrainian Ambassador Yuriy Sergeyev. 

The Russian mission to the United Nations said the statement was "inadequate," but did not elaborate. 

European leaders have told Russia they do not recognise the outcome of the elections, seen as an attempt to give legitimacy to pro-Moscow leaders in east Ukraine who are seeking to break away from Kiev.

A bomb exploded today near Egyptian troops demolishing houses along the border with the Gaza Strip, causing no casualties but prompting authorities to raise security alert levels in the area as Egypt clears a buffer zone to halt weapons smuggling, military officials said.

The border town of Rafah and its surrounding areas in the northern part of the Sinai Peninsula have been under a state of emergency for more than a week since an October 24 militant assault killed 31 troops. It was the deadliest attack on Egyptian troops in recent times. 

No one claimed responsibility for the bombing, but the Northern Sinai has become a stronghold of Islamic militants who have carried out scores of attacks in recent months, mainly targeting soldiers and police.

Despite a nearly yearlong military offensive, the insurgency has expanded at times to reach Cairo and other cities.

Following the killing of the 31 troops, the government declared it will create a 500-meter (550-yard) buffer zone along Egypt's 13-kilometer (8-mile) border with Gaza extending from the Mediterranean Sea. Over the past week, troops demolished 300 houses out of more than 800 targeted, home to more than 10,000 residents.

A memorial to Apple founder Steve Jobs has been dismantled in the Russian city of St. Petersburg after the man who succeeded him at the helm of the company, Tim Cook, came out as gay.

The six-and-a-half-foot tall monument, in the shape of an iPhone, was erected outside a St Petersburg college in January 2013 by a Russian group of companies called ZEFS.

Citing the need to abide by a law combating "gay propaganda," ZEFS said in a statement on Monday that the memorial had been removed on Friday -- the day after Apple CEO Cook had announced he was homosexual.

"In Russia, gay propaganda and other sexual perversions among minors are prohibited by law," ZEFS said, noting that the memorial had been "in an area of direct access for young students and scholars".

The case of the disputed Sherlock Holmes copyright is hereby closed after the U.S. Supreme Court on Monday left intact a ruling that said 50 works featuring the famed fictional detective are in the public domain.

The high court's justices, which like the eccentric detective get to decide which cases to tackle, declined to hear an appeal filed by the estate of author Arthur Conan Doyle, who died in 1930.

The estate had wanted writer Leslie Klinger to pay a $5,000 license fee before a volume of new stories based on the Holmes character, famed for his genius IQ, deerstalker hat and cocaine habit, could be published.

The courts action means that the 7th US Circuit Court of Appeals ruling from June in Klinger's favor is the final word in the case. The appeals court held that the 50 Sherlock Holmes works published before 1923 are in the public domain as copyright protections have expired.

Pro-Russian separatists in Ukraine named a leader of a breakaway republic on Monday after weekend elections which was denounced by Kiev and the West and further deepened a standoff with Russia over the future of the former Soviet state.

Organisers of the vote said that Alexander Zakharchenko, a 38-year-old former mining electrician, had easily won election as head of the "Donetsk People's Republic", an entity proclaimed by armed rebels in the days after they seized key buildings in cities of Ukraine's Russian-speaking east last April.

A rebel representative said Igor Plotnisky had won a majority in a similar election in Luhansk, a smaller self-proclaimed pro-Russian entity further east.

The rogue votes, which Kiev says Russia encouraged, could create a new "frozen conflict" in post-Soviet Europe and further threaten the territorial unity of Ukraine, which lost control of its Crimean peninsula in March when it was annexed by Russia.

00:40   FBI warns against against homegrown terror threat
The US faces an increasing number of homegrown violent extremists radicalized online and inspired by jihadists in Syria to carry out acts of violence, the FBI warned today. 

Federal Bureau of Investigation director James Comey said the danger was witnessed "in a very real way" by attacks that killed two soldiers in Canada in recent weeks. 

In a speech in New York, Comey said tracking down those inspired by the so-called Islamic State group in Syria was "extremely difficult and something we spend every single day working on."

The risk is nationwide and is represented by people of all ages, different ethnic backgrounds and all walks of life, he told a conference on counter-terrorism at Fordham Law School. 

"It's a problem wherever there are troubled souls with access to the Internet and that is everywhere in this great country of ours." 

Without meeting a member of Al Qaeda, they are radicalized by online propaganda and are "equipped to engage in their jihad without ever actually leaving their basement or bedroom," he said.

"(They) can get all they need on the Internet to engage in an act of violence here in the United States," he said, urging Americans to report any suspicious change of behavior they may notice.

Hezbollah chief Hassan Nasrallah made a rare public appearance today in the Lebanese capital's southern suburbs, addressing thousands of his supporters ahead of the Shiite Ashura commemorations.

As he appeared on stage wearing a black robe and turban, the crowd seen in a live broadcast on Hezbollah's Al-Manar television began cheering wildly, as they apparently had not expected to see him.

The head of the Shiite militant group, whose forces are fighting in Syria alongside the troops of President Bashar al-Assad, usually addresses supporters via video link for fear of assassination by arch-foe Israel, and had not appeared in public since July.

A reshuffling of President Barack Obamas staff looks all but certain after Tuesday's congressional elections, which are likely to bring humbling losses to his Democratic party and could add to pressure on him to reboot his presidency.

Forecasters say that Republicans, who have made Obama's unpopularity a top issue in the elections, are in a strong position to capture the six seats they need to take over the Senate from Democrats. They are also expected to expand their majority in the House of Representatives.

But current and former White House aides say that even if those predictions prove correct, Obama will likely resist calls to clean house for the final two years of his administration, a departure from the dramatic makeovers quickly ordered by many of his predecessors after similar setbacks at the ballot box.

Days after Virgin Galactic's SpaceShipTwo disintegrated above California, killing one of its co-pilots, Virgin founder Richard Branson says making commercial space travel a reality is worth the risks involved.

The accident killed co-pilot Michael Tyner Alsbury and injured co-pilot Peter Siebold, who managed to parachute to the ground.

Branson paid tribute to Alsbury in an interview with CNN's Poppy Harlow on Monday.

"He was an extremely brave man -- as all test pilots are, extremely brave people. He had a young family, he was married and his family loved him enormously," Branson said.

"But he was a test pilot, and test pilots are trying to discover things that 400 engineers and technicians on the ground can't necessarily see on the ground. And the test pilots push the aircraft to the limit before, finally, members of the traveling public are allowed on it."

A safety device on the Virgin Galactic spacecraft that crashed on Friday killing a test pilot had been deployed early, US investigators say.

Air safety chief Christopher Hart said the "feathering" device, designed to slow the craft on re-entry, activated without a command from the pilots.

But he said it was too soon to confirm any possible cause of the crash.

Media reports had focused on the fuel tanks and the engine, but Mr Hart said that both were found intact.

Virgin boss Sir Richard Branson accused a "handful of British newspapers" of publishing "wild accusations" over the crash.

Contactless credit cards are a hit in the UK. But a British research team has revealed a serious security flaw that allows anyone to charge up to $999,999.99 in foreign currency to a nearby card, even while it's still in a wallet or purse.

Contactless cards let you buy things without a pin, up to a certain limit (20 in the UK), thanks to radio waves emitted from the card and picked up by a nearby terminal. But according to a team from Newcastle University, there's a serious security flaw in at least one major company's contactless system.

At the ACM Conference on Computer and Communications Security, which is going on this week in Arizona, the team explained how it's easy to set up a point-of-sale terminal using a phone, then create a transaction of up to $999,999.99.
