The Supreme Court today made it clear to the Jammu and Kashmir government that it cannot force the Centre to take quick decisions on its demand for Rs 44,000 crore for relief and rehabilitation of flood victims.

"We cannot be forcing them to take a decision tomorrow," a bench comprising Chief Justice H L Dattu and Justice A K Sikri said. "Appropriate decision will be taken by the Finance Ministry and the Planning Commission," the bench said in a brief order. The state government has demanded central grant of Rs 44,000 crore for rehabilitation of flood victims.

The Centre has announced over Rs 1,700 crore assistance to the state to help the flood victims. The apex court asked the state government to apprise it of relief and rehabilitation work undertaken so far by the State Disaster Management Authority (SDMA) in the flood-ravaged state. "You (State) should be in a position to tell us as to what has been done so far," it said.

Making clear her willingness for an alliance of non-BJP parties, Trinamool Congress President Mamata Banerjee today said her party will join such a front for the "greater interest" of the country.

The West Bengal Chief Minister said, "Whoever will work for the peace of this country, I will be with them." She, however, hinted that the onus is on the Congress, the biggest non-BJP party, to make the move for an alliance of 'secular' parties.

"Let them decide... Let them invite," Banerjee told a news channel when asked if she would join such an alliance formed by the Congress. "But I can tell you that from myself there will be no problem. For the greater interest of the country, for the peaceful situation of the country, for the stability of the country... I will be with them," she said.

Senior NCP leader and former Shiv Sainik Chhagan Bhujbal today said Sena president Uddhav Thackeray and MNS chief Raj Thackeray's possible reunion will become a force to reckon with in Maharashtra politics if the estranged cousins decide to bury their differences and come together.

"The strength of both the (cousin) brothers will increase many times if they come together after a gap of so many years. Being together, they will not need the support of anybody else to make a strong mark in the state. I also feel Uddhav should take the first step towards rapprochement," Bhujbal said.

He was speaking to a regional news channel after the Thackeray cousins shared the stage together for the first time in last two years while paying tribute to late Bal Thackeray on his second death anniversary at Shivaji Park in Mumbai.

22:13   BJP govt in Maha re-sends cow protection bill for President's nod
The BJP government in Maharashtraha's resent the Maharashtra Animal Preservation (Amendment)Bill 1995, which seeks to ban cow slaughter, for the President's assent.

Mahesh Phatak, secretary, animal husbandry and fisheries department, in a letter dated November 13 has informed the Centre that the new government in the state wanted to followup the Bill and wanted its enactment.

The letter was in response to a communication from deputy secretary, Union Ministry of Home Affairs, seeking to know if the government was interested in pursuing the Bill, passed way back in 1995 by the state legislature.

Finance Minister Sudhir Mungantiwar said the Congress-NCP government never responded to the enquires from the President seeking the state's views on the Bill before giving the assent.

He said he regularly followed up the issue in the Assembly, however the erstwhile government said it had set the UPA committee to study the Bill and its report was yet to come.

From Newslocker: The jihadist Islamic State group has executed nearly 1,500 people in Syria in the five months since it declared the establishment of a "caliphate", a monitoring group said Monday.

"The Syrian Observatory for Human Rights has documented the execution of 1,429 people since the IS announced its 'caliphate' in June," the group's director, Rami Abdel Rahman, said. The majority of IS's victims in Syria have been civilians, he said.

A 74-year-old Indian-origin Sikh, known as the 'peach king of California', has been honoured by the state's governor who praised the community's contributions to the nation. 
Didar Bains, godfather to the region's more than 50,000 Sikhs, was yesterday honoured by governor Jerry Brown, who went to the Sikh Temple of Sacramento to honour his longtime political supporter. Brown praised Bains and thousands of other immigrants from India who he said have enriched the nation with their culture and work ethics. 
"It's an honour and a privilege to be here,' Brown told some 2,000 Sikhs from Los Angeles who filled the West Sacramento Gurdwara, the Sacramento Bee reported. Brown's inaugural visit to the temple comes as more Sikhs engage in politics. Narinderpal Singh Hundal, a Sikh newspaper publisher and businessman, ran for mayor in West Sacramento, losing the November 4 polls to incumbent Christopher Cabaldon. 
"The Sikh community is at a turning point that many immigrants go through; we are no longer looking inward. We are politically active, and the governor recognises this," said Sikh activist and attorney Amar Shergill. Brown said that, like Bains and many in the audience, his grandfather was a farmer.

Prime Minister Narendra Modi has been named as the top decision maker in a list of 100 global thinkers by a leading American foreign policy magazine. 
Modi is placed at the top followed by German Chancellor Angella Merkel and Bharatiya Janata Party President Amit Shah in the decision makers category of the '100 Global Thinkers' by the Foreign Policy magazine. 
The magazine described 64-year-old Modi as a charismatic and business-friendly leader. 
'In India's 2014 elections Modi had convinced many that his record as a charismatic, business-friendly leader made him just the person to revive India's flagging growth. His speeches drew hundreds of thousands, and he reached millions via 3-D holographic projections,' the magazine said.  
On Shah, the magazine praised the 50-year-old leader for 'building a formidable campaign machine' in Uttar Pradesh, where he directed the BJP to victory in the polls.

From CNN: Captured on what appears to be a cellphone video, the scene is believed to be the immediate aftermath of the crash of Malaysia Airlines Flight 17 in eastern Ukraine four months ago.
The footage emerged online over the weekend, just as the removal of wreckage from the crash site for an international investigation finally began.

In what may be taken as a snub, Prime Minister Nawaz Sharif has rejected the use of a bulletproof car provided by India for next week's summit of South Asian leaders in Kathmandu. Sharif "will be bringing his own car ... all other vehicles for visiting heads of countries have come from India," said foreign ministry spokesman Khaga Nath Adhikari. The South Asian Association for Regional Cooperation summit will see the leaders of Afghanistan, Bangladesh, Bhutan, the Maldives, Sri Lanka, Nepal, India and Pakistan meet in Kathmandu on November 26 and 27.

India and America conducted the third Higher Education Dialogue in New Delhi today. The Dialogue explored various forms of collaboration between the two countries, especially in the fields of development of community colleges, massive open online courses, student and faculty exchange and skill development.

The US Department of State also announced the launching of the new Passport to India website (http://www.passporttoindia.com) in cooperation with the Ohio State University. The Passport to India initiative encourages young American leaders to seek out study and internship opportunities in India. The new website will serve as a portal to help students identify these opportunities.

The father of a British medical student-turned-jihadist has said his son should face execution himself if he is proved to be a killer appearing in an Islamic State execution video alongside Jihadi John. Ahmed Muthana, said he fears his son, Nasser Muthana, is one of a gang of camouflaged Islamic State fighters who line up to behead Syrian military captives in a horrific video released over the weekend. Muthana, 57, said: "If that's what he has done to someone then that is what should be done to him."I am like any other father. I am trying not to believe it is my boy, but it looks like him. But I am not going to make excuses for him. He is a grown man and he must face up to what he has done."

19:23   Doctor dies of Ebola in Nebraska hospital; second fatality in US
Marking the second Ebola death in the United States, Dr Martin Salia died today, according to Nebraska Medicine spokesman Taylor Wilson. A legal permanent resident of the US, Salia was working in West Africa when he contracted the virus. 

Salia arrived on Saturday at Nebraska Medical Center in Omaha. The hospital tweeted that he was "extremely critical" when his treatment began and "unfortunately, despite our best efforts, we weren't able to save him". 

Salia was suffering from advanced symptoms of Ebola, including kidney and respiratory failure, health officials said.

Breaking protocol, defence minister Manohar Parrikar today visited the Paryavaran Bhavan (Environment ministry) to meet minister Prakash Javdekar.

Officials gently reminded Parrikar that he was senior to Javdekar in the council of ministers, but the defence minister is believed to have said that Javdekar was in fact senior to him in the party.

"I respect him. Moreover certain clearances for the defence ministry are pending, so it's better to go to him," Parrikar said.

Thrilled at the sudden arrival at his office, Javdekar's office is believed to have called up Marathi news channels.

Parrikar has always been a Modi favourite for his administrative abilities and clean image.

17:46   Lokpal Act to be amended to appoint new CBI chief
The Central Bureau of Investigation (CBI) will be headless when its director Ranjit Sinha retires on December 2. Sinha's successor can be chosen only under the new Lokpal Act, which however has to be amended.

According to the Lokpal Act, a panel consisting of the Prime Minister, the Chief Justice of India and the leader of opposition in Lok Sabha will select the CBI director. However, the government has decided to amend the Delhi special police establishment (DSPE) act that governs the working of the agency, to bring the leader of largest party in opposition in the selection panel in place of leader of opposition.

Highly placed sources in the HRD ministry say that the government will bring an amendment to the Lokpal Act during the Winter session of Parliament to be convened on November 24. The government cannot issue an ordinance as the decision to convene the parliament session has already been made.

Attacking Congress leader Salman Khurshid for questioning the genuineness of the crowd during Prime Minister Narendra Modi's trips abroad, Union Minister Arun Jaitley today said his plight was understandable as Modi had a larger audience in Sydney than his leader got in India.

"If UPA leaders during their days in government left the expatriate Indian population underwhelmed, is it to be presumed that this should be true for others?

"I can understand the plight of Salman and his party colleagues particularly when Prime Minister Narendra Modi gets a larger crowd in Sydney than what Salman's leader gets in India," the BJP leader said in a statement soon after Modi addressed a large diaspora gathering in the Australian city.

Khurshid, a former External Affairs Minister, had expressed doubts over the genuineness of the big gathering of the people of Indian origin who had turned up to meet Modi at Myanmar's capital Nay Pyi Taw.

"I have been to Nay Pyi Taw twice. No one is found on the streets there. Then how come 20,000 people came to listen to him (Modi). He must have taken along many with him," Khurshid had told reporters in Farukhabad in Uttar Pradesh on Saturday.

BJP government accords Z Plus security to yoga guru Baba Ramdev  after he received a death threat letter from Dubai recently.  Ramdev had requested the Uttarakhand government to provide him with 'Z-plus' security "considering his vulnerability to attacks from his opponents".

Ramdev had said that he was at risk of being harmed by his adversaries. At present he has been provided with 'Y-level' security, but he said it was insufficient.

The Adani group's proposed plan to build a 7-billion-dollar coal mine was today cleared by Australia's Queensland state which also announced a major investment in rail infrastructure to support the Indian conglomerate's mega project.

The Adani group welcomed the decision of the Queensland government to clear the project in the Galilee basin that will ensure that one of the mega mines proposed by the company and GVK gets a clearance next year.

Bihar Transport Minister Ramai Ram on Monday said that Lalu Prasad Yadav's RJD and the state's ruling JD-U should merge as one party to defeat the BJP in the next assembly polls in 2015.

"Instead of a grand alliance of RJD and JD-U, both the parties should merge as one to defeat the BJP," he said.

The minister, who is also senior JD-U leader told newspersons that both the parties have the same ideology of socialism and secularism.

The announcement to build the memorial was made during Bal Thackerays first death anniversary on November 17 last year. A committee headed by NCP chief Sharad Pawar had also taken the responsibility to look for space for the memorial. The plan for the memorial at the Mahalaxmi Racecourse did not take off, after the party was refused permission by the previous state government led by Congress-NCP alliance.

A CRPF jawan was shot dead by a fellow officer from the force at a camp located a Hojai in Nagaon district of Assam today. The accused was was arrested by the police immediately. Police informed that the CRPF jawan Ashok Kumar, who is from Madhya Pradesh, was shot dead in a fit of rage by his colleague S Ram. The incident happened inside the CRPF camp.

So, what does did the Mudgal Committee panel say today?

The panel appointed to probe the spot-fixing and betting scandal in the sixth edition of Indian Premier League, has given a clean chit Board of Control for Cricket in India president-in-exile N Srinivasan.

Srinivasan was not involved in match-fixing activity, the committee said in its report to the Supreme Court. He is also not guilty of scuttling the probe.

However, Srinivasan's son-in-law, Gurunath Meiyappan, has been found found guilty of placing illegal bets, it said, but NOT for match fixing.

The RBI tells me it will take three years to get banking facilities extended for all Indians.  The PMO told me it will take one year. I heard everyone and I announced on Independence Day that banking facilities to all (the Jandhan Yojna) will happen in 150 days.

I got the work done and  6.02 crore bank accounts have been opened in 10 weeks. It's possible to get things done with the same people, the same attitude, the same habits. Rs 5000 crore has been deposited in these accounts.

Believe in your people, guide them in the right direction, and they will run ahead of you," says Modi.

Modi now moves on to the Swachh Bharat Andolan.

Indians abroad don't dirty the streets, but when they return home they do, he says.

In New Delhi, Congress President Sonia Gandhi today said secularism is a compelling necessity for a country as diverse as India. She also said that there can be no India without secularism and it remains more than an ideal.

Addressing an international conference on the 125th birth anniversary of Nehru in Delhi, Gandhi said secularism was an "article of faith" for the first Prime Minister of the country.

"There can be no Indianness, no India without secularism....secularism was and remains more than an ideal. It is a compelling necessity for a country as diverse as India," she said. The Congress President recalled that Nehru had once warned that he would fight to his last breath of his life to protect secularism if it comes under attack.

In an opaque reference to BJP, she said knowledge about Nehru's life and work has weakened in recent years, drowned out by misrepresentation and distortion.

Victorian Multicultural Minister Matthew Guy flagged off the train at Southern Cross station - the major railway station and transport hub for Melbourne -- amid huge fanfare of Modi who is the first Indian premier to visit the country in the last 28 years.

For the first time in the history of Melbourne, a train service was organised under the name of a prime minister.

Modi, who is the first prime minister to visit Australia in 28 years after Rajiv Gandhi, arrived in Sydney on Monday on the second leg of his four-city tour of this country.

Australia's aboriginal dancers today gave a traditional welcome to the prime minister.

Modi spent about five minutes at the lobby of Hotel Pullman and watched the four male dancers, who also sang, perform a few dance sequences. Modi, who sat in a chair, also clapped his hands at the end of each sequences. He later shook hands with dancers. He got a boomerang as a gift from the dancers.

10:36   Hamstring may force Aus skipper Clarke to miss India series
Australia's preparations for next month's home Test series against India have been thrown into jeopardy after it was revealed today that inspirational skipper Michael Clarke might be forced out owing to a hamstring injury.

The 33-year-old, who picked up the injury during the ongoing ODIs against South Africa, might have to undergo surgery, according to media reports. 

"We are putting the World Cup and Ashes right up there and if he's right for the Indian Test series so be it," team performance chief Pat Howard told Fairfax Media. 

"But we've seen him rushed back and what we'd hate is for him to play a Test or two and then break down. Everything is on the table at this point. We saw (paceman) Nathan Coulter-Nile go through hamstring surgery and come back in eight weeks, so obviously that is one possibility," he explained when asked about Clarke's availability for the series against India.

Clarke, a veteran of 107 Tests, is currently nursing his third hamstring injury in less than four months even as he continues to battle a recurring back problem. Howard said the focus is on helping Clarke prolong his career. 

"I have talked about the priorities and what they are. Sometimes you have got to take a little bit of a long-term and a medium-term picture," Howard said.

In a new Aadhar-linked facility, Maharashtra government has developed an online repository for important documents like certificates, degrees, etc which are frequently required to apply for any job and  other services. 

The "Maha Digital Locker" will end to hassle of physically carrying important documents like education and property certificates. 

"Our state has done a lot of progress in e-governance and even the central government has praised us for our revolutionary work in the IT field. Even this new programme of ours has earned the appreciation of the Union government," Director of IT department of the State Secretariat, Virendra Singh told PTI.

Elaborating on the specifics of the programme, Singh said, "Everyone who has an Aadhar card can use the e-locker facility by logging in on elocker.maharashtra.gov.in. The Aadhar number will be the key to open the person's account. That person can upload and save the scanned copies of all his important documents and can retrieve it whenever required."

He added that uploading certificates like those related to birth, marriage, income and caste certificates on the e-locker will ensure that there is no need to carry them in physical format when they are needed for educational or job purpose.

A Border Security Force jawan guarding Jammu and Kashmir Chief Minister Omar Abdullah's residence was on Monday arrested after his service weapon went off. 

The guard has been removed from duty for the lapse.

Around 7:10 am on Monday, 4-5 gun shots were heard outside the CM's residence which a BSF personnel at one of the posts had fired. 

The guard was immediately cornered and picked up by the forces.

The police have taken the guard for questioning. 

However, media reports quoted senior officers as saying that the incident as merely an accident.

10:03   Sensex retreats from record high on profit-booking
The benchmark BSE Sensex retreated from record high to trade 44 points lower in early trade today on emergence of profit-booking, mainly in healthcare, IT, banking, capital goods and oil and gas sector stocks amid weak Asian cues.

The 30-share Sensex, which had gained 106.02 points in the previous session on Friday, slipped by 44.51 points, or 0.16 per cent, to 28,002.15 in early trade. The gauge had closed at a record high of 28,046.66 in the previous session on Friday on sustained foreign fund inflows and positive economic data.

In a similar fashion, the NSE Nifty slipped from record high by losing 18.25 points, or 0.22 per cent, to trade at 8,371.65. It closed at a life-time high of 8,389.90 in the previous session. 

Brokers said emergence of profit-booking by participants at record levels and lower-than-expected earnings posted by some blue-chip companies pulled down the key indices from record highs.

Besides, a weak trend at the other Asian markets, after data showed Japan's economy had slipped into recession, too weighed on trading sentiments here, they said.

Utilising the 125th birth anniversary celebrations of Jawaharlal Nehru, the Congress is organising a big international conference on the former prime minister's legacy in the national capital on Monday.

Barring the NDA parties, all regional players have been invited for the conference. 

The two-day international conference will be attended by a host of international leaders and representatives of various political parties from India and abroad.

The parties, whose leaders have been invited include all Left parties, JD(U), RJD, JD(S), Samajwadi Party, Trinamool Congress and other "who believe in the idea of India" as espoused by Nehru, as a Congress leader put it.

While leaders from 52 countries have been invited to participate in the conference, Prime Minister Narendra Modi or any other leader from BJP or from its allies have been left out. 

BJP has been alleging that the decision not to invite the Prime Minister reflected the narrow-mindedness of Congress and is a disrespect to the nation.

The world leaders who have arrived included former President of Afghanistan Hamid Karzai, former president of Ghana John Kufour, former President of Nigeria Obasanzo, former Prime Minister of Nepal Sher Bahadur Deuba, Queen Mother of Bhutan Majesty Dorji Wangmo Wangchuck, human rights activist from Pakistan Asma Jehangir, according to a release.

09:22   US aid worker Kassig's parents 'heartbroken' by his beheading
US aid worker Peter Kassig's parents said they were "heartbroken" by the death of their son, after his beheading by Islamic State militants was shown in a video.

"We are heartbroken to learn that our son, Abdul-Rahman Peter Kassig, has lost his life as a result of his love for the Syrian people and his desire to ease their suffering," Ed and Paula Kassig said in a statement posted on Twitter. 

A video released yesterday by IS militants showed the beheading of Kassig, who took the name Abdul-Rahman after converting to Islam, and that of 18 men described as Syrian military personnel.

His death was confirmed by President Barack Obama. 

The 26-year-old was captured last year and was threatened in an October 3 video showing the beheading of British aid worker Alan Henning. 

"Fed by a strong desire to use his life to save the lives of others, Abdul-Rahman was drawn to the camps that are filled with displaced families and to understaffed hospitals inside Syria," his parents wrote. 

"We know he found his home amongst the Syrian people, and the hurt when they were hurting."

Prime Minister Narendra Modi on Monday asserted that good governance is the starting point of change and added that reforms launched by his government is aimed at boosting economic growth and improve quality of life.

Prime Minister Modi made this statement this morning, in front of captains of industry who met him at a breakfast hosted by Queensland Premier, Campbell Newman. Prime Minister Modi was seen interacting with businessmen informally during the breakfast session.

In a series of tweets, the Prime Minister's Office tweeted sharing about Prime Minister Modi`s message at the breakfast meet with the business leaders in Brisbane.

"Good governance is the starting point to change," Prime Minister Modi tweeted.

Heaping lavish praise on Queensland`s warm hospitality, Prime Minister Modi said that the Australian state can be an important partner in India`s development.

"Queensland can be important partner in India`s development, says PM @narendramodi during breakfast with Australian and Indian business leaders," PMO further tweeted.

According to television reports Prime Minister Modi also mentioned about the Foreign Direct Investment (FDI) laws being eased by his government referring to in the areas of defence and railways. He added that reforms launched by his government is aimed at boosting economic growth and improve the quality of life.

09:02   Haryana: Godman Rampal won't appear in court today as well
As tension continued to mount in this town of Hisar, controversial Godman Rampal on Monday said he will not appear before Punjab and Haryana High Court today in the contempt case on health grounds.

The latest information was passed on to the media by the spokesperson for the godman's ashram Raj Kapoor.

Kapoor yesterday contended that the 63-year-old Rampal is not well, he said doctors will again review his health on Monday morning and see if he can travel to Chandigarh, which is about 270 kms from here.

Punjab and Haryana High Court had on Monday last issued a fresh non-bailable arrest warrant against Rampal in a contempt case and asked as to why his bail in a 2006 murder case should not be cancelled.

Rampal has been charged with interfering in judicial proceedings during the hearing of a case in the Hisar sessions court.

On July 15, his supporters had marched inside the district court complex in Hisar and tried to create trouble in the court proceedings.

The stand-off between followers of the godman based and security forces continued with the police failing to take him into custody till Sunday evening.

Hundreds of women and children, along with men followers of Rampal, continued to provide him shield by blocking entry of the security forces into the Satlok Ashram.

Tamil superstar Rajinikanth has hinted that he may plunge into politics about which there has been speculation for a long time.

"I have been moving in the direction shown by God. If he desires that I should come to politics, I will serve the people," the 63-year-old actor said at the launch of the audio and trailer of his tri-lingual action-thriller 'Lingaa' on Sunday night.

"Politics is dangerous and deep. I am not afraid of politics, but hesitant. In politics you need strong roots," he added.

There has been speculation for years about whether the megastar would join politics as various political parties have been wooing him.

'Lingaa' is expected to release on Rajinikanth's birthday on December 12. The film is being produced in Tamil, Telugu and Hindi.

The White House says a review of a new Islamic State video confirms the death of US aid worker Peter Kassig.

That announcement came today as President Barack Obama flew back to Washington from Hawaii after a trip last week to the Asia Pacific region. 

In the video released today, a militant claimed to have killed the 26-year-old Kassig. 

Kassig served in an Army special operations unit in Iraq and after he was medically discharged, he formed an aid organization in Turkey to help Syrian refugees. 

The Indianapolis man delivered food and medical supplies, and provided care to wounded Syrian civilians before he was seized in eastern Syria last year.

Prime Minister Narendra Modi today left for Sydney at the end of his visit to Brisbane after attending the G20 Summit.

Modi, who is the first prime minister to visit Australia in 28 years after Rajiv Gandhi, left for Sydney on the second leg of his four-city tour of this country. He will be on a whirlwind six-hour visit to Sydney before proceeding to Canberra tonight and later to Melbourne.

"Modi fever grips Sydney," the Canberra Times said yesterday in a headline while carrying a report on its online edition.

"The city will get a dose of Modi-mania when the Indian Prime Minister makes a quick-fire, high-energy visit," it said.

More than 16,000 members of the Indian diaspora will pack Allphones Arena at Olympic Park to salute Modi at a community reception. About 5,000 more are expected to be watching the evening event on big screens outside.

More than 200 Modi fans left Melbourne bound for Allphones Arena tonight on a specially a chartered train dubbed the "Modi Express."

India has made its policies transparent and have made the procedures clearly defined and smooth," PM Modi said at the breakfast meet, hosted by Campbell Newman, premier of Queensland. Among Indian business leaders, industrialists Anand Mahindra and Gautam Adani were present at the meet.

PM Modi also said that Queensland can be an important partner in India's development.

"Government is focused on eliminating unnecessary laws and regulations, making processes easier and shorter, ensuring that our government is more transparent," the PM said at the business meet.

08:22   Islamic State claims beheading of US aid worker Peter Kassig, 18 Syrians
The Islamic State group on Sunday released a video claiming the beheading of US aid worker Peter Kassig in a warning to Washington as it prepares to send more troops to Iraq.

The same video showed the gruesome simultaneous beheadings of at least 18 men described as Syrian military personnel, the latest in a series of mass executions and other atrocities carried out by IS in Syria and Iraq.

Washington said it was working to confirm the authenticity of the video, which sparked widespread condemnation.

"If confirmed, we are appalled by the brutal murder of an innocent American aid worker and we express our deepest condolences to his family and friends," National Security Council spokeswoman Bernadette Mehan said.

In the undated video, a man who appears to be the same British-accented jihadist who beheaded previous Western hostages stands above a severed head.

"This is Peter Edward Kassig, a US citizen," the black-clad masked executioner says, urging US President Barack Obama to send more troops back to the region to confront IS.

"Here we are burying the first American crusader in Dabiq, eagerly waiting for the remainder of your armies to arrive," the militant says, referring to a northern Syrian town.
