"The decision of permitting use of Surplus Coal for power generation has been ratified by EGoM on two separate occasions (once in 2008 and again in 2012)," Reliance Power said in a statement.

Based on the Attorney General's opinion, the EGoM on UMPPs has affirmed in April, 2012 that the decision to permit usage of surplus coal from Sasan UMPP is a well considered decision. Thus, CAG's recommendation of reviewing this decision has already been implemented, the statement said.

14:00   Pvt firms gain Rs 1.86 L-cr getting coal blocks on nomination
More on the CAG report on coal. Government auditor CAG today said private firms are likely to gain Rs 1.86 lakh crore from coal blocks that were allocated to them on nomination basis instead of competitive bidding, which amounted to the loss to national exchequer.

The CAG in its report, tabled in Parliament, names 25 companies including Essar Power, Hindalco, Tata Steel, Tata Power and Jindal Steel and Power which have got the blocks in various states. "Delay in introduction of the process of competitive bidding has rendered the existing process beneficial to the private companies. Audit has estimated financial gains to the tune of Rs 1.86 lakh crore likely to accrue to private coal block allottees," CAG said in a report on allocation of coal blocks.

The CAG said it has arrived at the estimates based on the average cost of production and average sale price of opencast mines of Coal India in the year 2010-11. "A part of this financial gain could have accrued to the national exchequer by operationalising the decision taken years earlier to introduce competitive bidding for allocation of coal blocks," CAG said.

The auditing body said it is "of strong opinion that there is a need for strict regulatory and monitoring mechanism to ensure that benefit of cheaper coal is passed on consumers".

The concept of allocation of captive coal blocks through competitive bidding was announced in 2004. However, government is yet to finalise the modus operandi of competitive bidding.

"We have completed a thorough review of each of Fareed Zakaria's columns for Time and we are entirely satisfied that the language in question in his recent column was an unintentional error and an isolated incident for which he has apologized," Time's statement read.

"We look forward to having Fareed's thoughtful and important voice back in the magazine with his next column in the issue that comes out on Sept 7," it said. The CNN followed suite.

"CNN has completed its internal review of Fareed Zakaria's work for CNN, including a look back at his Sunday programs, documentaries, and CNN.com blogs. The process was rigorous. "We found nothing that merited continuing the suspension. Zakaria has apologized for a journalistic lapse. 09:51   China is treating Obama as a doormat: Paul Ryan
Republican vice presidential nominee Paul Ryan has accused President Barack Obama of allowing China to treat him like a "doormat" and failing to stop its economic cheating.

"They (China) steal our intellectual property rights. They block access to their markets. They manipulate their currency. President Obama promised he would stop these  ractices. He said he would go to the mat with China. Instead, they are treating him like a doormat," Ryan said at a campaign event in Ohio.

03:50   53 killed in pre-Eid Iraq attacks
A wave of attacks across Iraq killed at least 53 people amid warnings that insurgents would mount deadly attacks ahead of the end of the holy Muslim fasting month of Ramadan.

Officials yesterday reported more than a dozen explosions and shootings in 15 cities and towns nationwide that also left more than 250 people wounded as Iraqis readied to celebrate the Eid al-Fitr festival. The latest unrest takes the overall death toll from violence this month to 198, according to an AFP tally based on security and medical sources.

02:15   Wave of attacks in northern, central Iraq kill 28
Insurgents today unleashed a wave of attacks that killed 28 people and wounded dozens in central and northern Iraq, the latest in a series of persistent strikes aimed at undermining the government's authority.

The bomb and shooting attacks made for the country's deadliest day in more than three weeks, rattling nerves as families prepared to gather for a holiday weekend. More than 120 people have been killed in violence across the country since the start of August, showing that insurgents led by al-Qaida's Iraqi franchise remain a lethal force eight months after the last US troops left the country.

One of the day's deadliest attacks came around midday, when a car bomb struck near the local security forces' headquarters in the northern city of Daqouq. As police rushed to the scene, a roadside bomb exploded, killing seven policemen. Another 35 people were hurt, police said.

02:14   US denies seeking to 'persecute' WikiLeaks founder
The United States today said it was had no intention of "persecuting" WikiLeaks founder Julian Assange and denied charges that it was pressuring Britain to seize him.

State Department spokeswoman Victoria Nuland declined comment on Ecuador's offer of asylum to Assange but rejected assertions by WikiLeaks and Quito that the Internet activist needed protection against the United States.

"With regard to the charge that the US was intent on persecuting him, I reject that completely," Nuland told reporters. Asked whether the United States was pressuring Britain to seize Assange, who has been holed up for two months in Ecuador's embassy in London, Nuland said she had "no information to indicate that there is any truth to that at all."

01:24   White House backs Biden for VP
The White House today ruled out dropping Vice President Joe Biden, and told former Republican nominee John McCain that with his track record he was in no position to give advice on running mates.

Several prominent Republicans suggested the gaffe-prone Biden should be replaced on President Barack Obama's Democratic ticket after he enraged Republican candidate Mitt Romney with an attack this week.

McCain, the Republican candidate in 2008 who chose the much criticised Sarah Palin as his running mate, said on Fox News yesterday that it might be "wise" to swap Biden for Secretary of State Hillary Clinton.

00:56   White House: Romney angry because he's 'losing'
The White House today said Mitt Romney's complaint that President Barack Obama was peddling "hate" showed the Republican candidate wanted to change the subject as he was losing the election debate.

Republican Romney's outburst on Tuesday sent the White House race into overdrive, reflecting fast rising bitterness between the two campaigns just 82 days before November's election. White House spokesman Jay Carney said there was often a point in campaigns when one side would try to distract media attention from one story, by trying to spin reporters on another one.

"That is invariably because that side is losing the policy debate," said Carney, arguing that Obama, just back from a three-day bus tour of Iowa, was narrowing in on issues that matter to the economy and the American people.

00:27   Assange to appeal if Britain blocks exit: Lawyer
WikiLeaks founder Julian Assange will appeal to the International Court of Justice if Britain blocks his exit to Ecuador, renowned Spanish rights lawyer Baltasar Garzon said today.

Garzon, who is helping Assange's defence, told Spanish daily El Pais that Britain had a legal obligation to allow his client to leave the country once Ecuador granted him diplomatic asylum.

"What the United Kingdom must do is apply the diplomatic obligations of the Refugee Convention and let him leave, giving him safe conduct," the former judge said. "Otherwise, we will go to the International Court of Justice."
