23:31   Police issues fresh notices to lawyers to appear before it
Delhi Police on Friday issued fresh notices to three lawyers who despite being summoned for two consecutive days, did not turn up before the investigators in connection with the attack on journalists, students and teachers of JNU in Patiala House court on February 15.

"This is the third time the police have sent them notices, asking them to join investigation. If they do not respond this time, we are likely to move court," a senior police officer said. 

While one of the three lawyers has been identified as Vikram Singh Chauhan, who led the groups of attacking lawyers on Monday and also on Wednesday defying Supreme Court instructions, names of the other two have not been disclosed by the police.

Notices to them were first issued on Wednesday in which they were summoned at Tilak Marg police station by 3 pm but they did not appear, following which similar notices were again served in the next day, and for the third time on Friday.

23:20   Top Union ministers review Haryana situation
Top Union Ministers -- Rajnath Singh, Manohar Parrikar, Arun Jaitley and Sushma Swaraj -- tonight reviewed the prevailing law and order situation in Haryana in the wake of sudden spurt of violence following Jat agitation on quota.

The Union Ministers, along with NSA Ajit Doval, Union Home Secretary Rajiv Mehrishi, Director of Intelligence Bureau Dineswar Sharma besides others, took stock of the situation in Haryana where curfew has been imposed in several towns after violence broke out.

The top government functionaries decided that all assistance will be given to the state government to tackle the situation arising out of the violence, official sources said. 

Army has already been deployed in several towns to deal with the volatile situation while 3,300 additional paramilitary personnel have also been sent to assist the state government.

The BJP government in Haryana, led by Manohar Lal Khattar, is grappling with the quota agitation of the powerful Jat community.

22:57   Betting in cricket should be legalised: Justice Mudgal
Justice (Retd) Mukul Mudgal, who has headed the IPL spot-fixing and betting probe, today called for betting in cricket to be made legalised in the country.

Asked about legalising betting in the sport, Justice Mudgal said he supports such a step as it would help prevent corruption in cricket. 

"It will help in reducing spot fixing and other illegal practices, the government will also be able to make money from it in the form of taxes," he said. 

Justice Mudgal said the BCCI is entitled to its opinion on the recommendations of the Supreme Court appointed Justice Lodha panel recommendations seeking sweeping reforms to its structure.

He added that he has received a letter from Delhi and District Cricket Association regarding the managing committee meeting where observations were made on the Lodha Committee report.

"I have received a letter from the DDCA stating that no such committee exists and no decisions were taken on the Lodha Committee recommendations," Justice Mudgal said after his book titled 'Law and Sports in India' was launched in Delhi.

Standard IV textbook would have a chapter on Shivaji Maharaj as management guru, Education Minister Vinod Tawde said here today. 

The eight-page lesson would be incorporated in school curriculum from next academic year, the minister said. 

"Everybody knows his valour, but not many know that he was an administrator as well," Tawde said. 

Students will get to know this facet of Shivaji Maharaj as well, the minister said after an event at Mantralaya to celebrate Shiv Jayanti, birth anniversary of the Maratha king.

22:49   National flag should also fly atop RSS headquarters: JNUSU
The national flag should not only fly atop a 207-ft mast on university campuses but also at RSS headquarters in Nagpur, JNU students union said today asserting that their varsity already has a flag-post since decades.

The statement from JNU Students' Union (JNUSU) comes in wake of a resolution, adopted yesterday at a meeting of the Vice Chancellors with HRD Minister Smriti, saying the tricolour will fly on the campuses of all 46 central varsities "prominently and proudly" to signify a "strong India". 

"No wonder how anti-national JNU is branded as, the flag-post at the administration block has existed here since decades. But this 'nationalism' is not only needed in universities but there is also a need to replace the 'saffron' flag atop RSS headquarters in Nagpur with the national flag," said JNUSU Vice President Shehla Rashid Shora at a press conference in New Delhi today.

"RSS has always had a problem with JNU and every now and then this anti-national tag has been hurled at the university ever since the BJP government came to power. But we stand united and the varsity is very much national," she added.

22:47   IMF re-elects Lagarde to second five-year term as chief
The International Monetary Fund on Friday said its board re-elected Managing Director Christine Lagarde to a second five-year term, starting on July 5.

Lagarde, the only candidate nominated for the post, was elected "by consensus," the IMF said in a statement.

Lagarde, who took over the post in 2011, has overseen an easing of Europe's sovereign debt crisis and has implemented changes to give greater influence in the Fund to emerging markets including China and Brazil.

21:33   Harper Lee, author of 'To Kill a Mockingbird', passes away
Nelle Harper Lee, who won the Pulitzer Prize for fiction in 1961 for her book, To Kill a Mockingbird, has died at the age of 89, multiple sources in her hometown of Monroeville confirmed Friday morning.

Lee was born April 28, 1926, in Monroeville, the youngest of four children of lawyer Amasa Coleman Lee and Frances Cunningham Finch Lee.

As a child, Lee attended elementary school and high school just a few blocks from her house on Alabama Avenue. In a March 1964 interview, she offered this capsule view of her childhood: "I was born in a little town called Monroeville, Alabama, on April 28, 1926. I went to school in the local grammar school, went to high school there, and then went to the University of Alabama. That's about it, as far as education goes."

20:50   3G phone like Freedom 251 would cost Rs 2,300, finds DoT
With questions being raised over the promised price of Rs 251 for a 3G smartphone by new entrant Ringing Bells, the Telecom Ministry has found that a device with such specifications would cost about Rs 2,300. 

"The ministry has analysed the issue and it feels that such a device can be manufactured for about Rs 2,300," sources said.

However, they refused to say if any action will be taken against the company in the matter.

Earlier this week, Noida-based firm Ringing Bells launched the world's cheapest phone -- Freedom 251 -- priced at Rs 251, hogging limelight globally. 

Indian Cellular Association, which represents the handset makers industry in India and has members like Apple, Samsung, Microsoft, Lava and Micromax, had also written to Telecom Minister Ravi Shankar Prasad.

The body said the bill of material value for a product like this when sourced from the cheapest supply chain cost approximately USD 40 (Rs 2,700). 

When translated into retail price after addition of applicable duties, taxes and distribution and retail margins, the cost of the product would be at least Rs 4,100, it added.

Universities across India will celebrate 'Matribhasha Diwas' to promote the use of mother tongue on March 3 this year as February 21, the day declared by UNESCO as  Mother languages day, happens to be a Sunday. 

In a letter written to Vice Chancellors, University Grants Commission (UGC) has said that since February 21, which is celebrated as the Mother Languages Day falls on a Sunday, it has been decided to celebrate 'Matribhasha Diwas' on March 3.

You are, therefore, requested to kindly ensure celebration of 'Matribhasha Diwas' on March 3, 2016, the letter written by UGC secretary Jaspal Sandhu to VCs said. 

The Commission has also asked universities to hold various activities to celebrate 'Matribhasha Diwas'.

18:55   SC seeks Salman's reply on Maha's appeal in hit-and-run case
The Supreme Court today sought the response from Bollywood superstar Salman Khan on Maharashtra government's appeal against his acquittal in the 2002 hit-and-run case, observing that exoneration from the top court would "vindicate him once and for all".

"Acquittal from this Court is important. If you (Salman Khan) are acquitted from here, you will be vindicated once and for all," a bench comprising justices J S Khehar and C Nagappan said while issuing notice to Khan on the plea of Maharshtra government. Attorney General Mukul Rohatgi, appearing for the state, said the Bombay high court had erred on two points while acquitting the filmstar.

"Firstly, the high court had erred in its finding by holding that there was 'erroneous application' of Section 33 of Evidence Act (relevancy of certain evidence for proving, in subsequent proceeding, the truth of facts therein stated) by the trial court," he said.

Rohtagi said that on second count, the high court had erred by holding that the prosecution witness Ravindra Patil, a constable who was guarding the actor and had first called the police, was not a "wholly reliable witness" and his version needed corroboration with accounts of other witnesses.

18:47   Thrashing on local train: 2 held after videos go viral
Two persons have been arrested for allegedly stripping and whipping a duo with belts on the Mumbai local train system while accusing them of stealing a mobile phone days after videos of the purported episode went viral on social media.

The duo identified as Harish Sheik, 24, and Nazim Sheikh, 23 were arrested by Dadar Government Railway Police after a railway inquiry was launched to ascertain the time, place and the identity of the persons involved in the incident, which officials said had taken place in 2013.

Inquiries revealed that the incident had taken place on a CST-bound local and then at Parel railway station. A person who is visible in the clippings as witnessing the incident was tracked down and he identified the two accused, who were in the business of selling fish, a GRP official said.

The accused had switched off their mobile phones after the videos of the incident surfaced on social media. GRP laid a trap and arrested them this morning after one of the victims in the video clips, Wasim Shaikh, who was traced by the investigators, lodged a complaint y

17:47   Bimal Julka frontrunner for information commissioner post
Bimal Julka, former secretary to the Government of India, is a frontrunner for the post of information commissioner, something which Delhi police chief B S Bassi was so angling for.

The decision was taken by a 3-member panel comprising Prime Minister Narendra Modi, Finance Minister Arun Jaitley and Leader of the Opposition in the Lok Sabha, Mallikarjun Kharge. MoS in the PMO, Jintendra Singh, was the special invitee.

Julka, who is said to have ties with the Congress leadership, was backed by Kharge in a bid to keep Bassi, under fire for the police inaction during the violence by lawyers in a Delhi court, out.

The panel was racing against time to meet the 6-week deadline issued by the Delhi high court to fill the three vacancies in the Central Information Commission.

Sources said the government has sent all the three shortlisted names to the President for his approval.

According to reports, others in contention are ex-secretaries to Government of India Shyamal K Sarkar and Anup K Pujari.

In December 2015, the government had appointed former defence secretary R K Mathur as Chief Information Commissioner, and he will hold the post till he reaches superannuation at 65 years, on November 25, 2018.

"I want to appeal to them (Maoists) to shun the path of violence and join the mainstream ... Government is ready to hold talks with them if they give up violence without any condition," Singh told reporters in this Maoist-hit district after reviewing the situation arising out of Left wing extremism in Odisha.

A controversial circular from the Narendra Modi government about rating the integrity of government servants has created a flutter in the bureaucracy.

According to this circular, the integrity of government officers would now be classified as beyond doubt, doubtful, most doubtful, in their annual performance appraisal reports (APAR).

On Friday, soon after the Central Secretariat opened, the confidential circular dated February 11, 2016,issued by the department of personnel and training was circulated among joint secretaries.

The circular asks supervisory officers to maintain a confidential diary to note the integrity of government staff, and consult this diary when filling the integrity column in their subordinates' APAR.


The officers have been asked to make a note in the diary about any instances that raise suspicion about the integrity of a subordinate and the action taken to verify the truth. They should also note the action taken by the supervisors,like making confidential departmental inquiries or referring the matter to the special police establishment for further action.


The circular justifies this system by saying that reporting officers often do not make a clear and categorical noting about the integrity of the officer being appraised.


Soon after receiving this circular, personal assistants and private secretaries started consulting legal experts to understand the implications of this circular and its legal validity.


Our correspondent tried to get hold of a copy the circular but no senior officer was ready to part with it.

On Thursday February 18, Irani decided to give Vice Chancellors of central university a sample of her venom when she played an irate headmistress at a meeting of 42 VCs. Reports in several newspapers including Hindustan Times mention the intemperate behaviour of the HRD minister on a few counts. She accused the senior academicians of not "performing up to the mark' and for failing to set their "house in order.'

The HT report states: "Irani asked them to perform better and scolded them for not responding to the queries sent by the ministry regarding appointment of ombudsman."


In her speech the HRD minister chastised the senior academicians and asked them why they continued to remain in their cocoons. While admonishing them, she reminded them that they were at "the mercy of tax payers' money."


Making the charges without giving any of those targeted and opportunity to present a defence is grossly unfair. Irani's behaviour reflects the top-down culture that is embedded in this government.


The 'boss' comes and admonishes those sitting front '" remember the Modi picture that went viral that portrayed one party leader after another standing up like school students to introduce themselves -- while those getting the sock do not have an opportunity to even raise hands to defend their visage. Finance minister Arun Jaitley at the Halwa ceremony marking the beginning of the Budget printing process. The process of printing documents for the Budget 2016-17 began today with the ritual halwa ceremony, which was attended by the finance minister in North Block.


As part of the ritual, halwa is prepared in a big kadhai (vessel) and served to the staff of the ministry.


The significance of the sweet dish is that after it is served, a large number of officials and support staff, who are directly associated with budget making and printing process, are required to stay in the Ministry and remain cut off from their families till the presentation of the budget by the Minister.

They are not even allowed to contact their near and dear ones through phone or any other form of communication, like email. Only very senior officials in the Finance Ministry are permitted to go home. The budget, will be presented on February 29.

Yesterday, delegations from the Congress and Aam Aadmi Party called on President Pranab Mukherjee. And today it was the turn of Finance Minister Arun Jaitley and Principal Secretary to the Prime Minister, Nripendra Misra, to visit Rashtrapati Bhavan.

Because this visit was such a hush-hush one, the bureaucracy has gone into speculation mode over what was discussed.
 
One theory goes that Jaitley and Misra, armed with thick files, went to discuss developments in Arunachal Pradesh, but the question then arises: If Arunachal was indeed the topic of discussion, why was Home Minister Rajnath Singh not part of the delegation?

Another theory goes that the discussion centred around the imminent appointment of information commissioners. But, again, the question arises as to why Jaitley would go to discuss CIC appointments.

In the absence of any clear indications, babudom continues to speculate about the real purpose of the meeting and, needless to say, all sides are tight-lipped about it.

Which is why theres not even a mention of it in any of the Twitter feeds.

15:27   BCCI to approach SC on Lodha recommendations
Meanwhile, the Board of Control for Cricket in India was authorised by its members on Friday, at its Special General Meeting in Mumbai, to file an affidavit in the Supreme Court on pointing out the anomalies and difficulties encountered in implementation of the Justice Lodha Committees recommendations.

The members authorized the president and secretary to discuss the governance and financial restructuring of the International Cricket Council subject to such restructuring being incorporated in the constitution of the ICC for permanency.

Further, they also authorised the president and secretary to rework the Future Tours Programme (FTP) for the period 2016 to 2023 and ensure equitable distribution of the matches.

The members approved the recommendation of the BCCIs affiliation committee to grant full member status to Chhattisgarh State Cricket Sangh. It will be a part of Central Zone for all BCCI tournaments.

Meanwhile, the Working Committee authorized the president and secretary to appoint an agency to search for candidates for the posts of BCCI CEO and CFO.

While transferring the bail plea of Kanhaiya, who has been charged with sedition, the bench took an assurance from Solicitor General Ranjit Kumar that in the "prevailing extraordinary situation" pertaining to this matter, the Government of India and the Delhi Police Commissioner would provide adequate safety and security to the accused and a stream of lawyers who will be appearing in the High Court.


The bench also said that the counsel for all the parties would be given preference while entering into the court room at the High Court and the Registrar General would be responsible for limiting number of people to be allowed to enter inside.

Just in: The AAP-ruled Delhi secretariat recommends the expulsion of BJP MLA OP Sharma. The Ethics Committee of the Delhi Vidhan Sabha has made the recommendation saying Sharma is a habitual offender.

Sharma, who has been accused of assaulting a man outside Patiala House court complex on Tuesday, was on Thursday questioned for eight hours by the Delhi Police., but was released immediately on bail.

"He was arrested under charges of causing hurt and later granted bail," said a senior police official.

After coming out of the police station, Sharma told reporters, "If someone has to pay such a price for stopping a person who raised pro-Pakistan slogans, then I have got nothing to say."

Kanhaiya Kumar bail plea: The SC said that the counsel for all parties will be permitted in the HC court room but entry of others including journalists would be regulated by the Registrar General.

Kanhaiya's lawyers tells SC that their lives are under threat. SC agrees that the situation in the Patiala House Court is not proper.

This means that Kanhaiya Kumar will remain in jail till the High Court decides to hear his bail plea. He is in judicial custody at Tihar jail till March 2.

The SC says it cannot set a precedent where accused move the apex court at the initial stages.

The Supreme Court transfers the bail plea of jailed JNUSU President Kanhaiya Kumar to the Delhi High Court. The SC agrees that the situation in Patiala House courts is not proper and says, "we can't ask you to approach the Patiala House Court."

The SC asks the Centre and the Delhi Police to ensure proper security arrangements for the counsel of the student union leader on the HC premises.

Explaining the reason for the transfer of the bail plea to the Delhi High Court, the Supreme Court said that if it took up the case it would send out the message that other courts are incapable.

Kanhaiya's family in Begusarai return police protection, say police wasn't able to protect him when he was attacked. That's his mother, Meena Devi in the picture.

Yesterday, she told PTI over the phone from Begusarai, "I am not a terrorist's mother. I know it will be proved some day but until then if my son dies in custody, who will be responsible for it? They can call Kanhaiya a threat to nation but cannot protect him from other threats?"

Just in: Hearing on Kanhaiya Kumar 's bail plea in Supreme Court begins for the day. Delhi Police has not sought extension of police remand for the JNUSU leader, says his lawyer. Kanhaiya Kumar has moved the Supreme Court for bail and release from custody under Article 32 of the Constitution. Article 32 is an extraordinary judicial relief sought from the highest court when a citizen seeks protection of his fundamental rights, including his life and personal liberty.

Kanhaiya is represented by senior advocates Soli Sorabjee and Raju Ramachandran and advocate Vrinda Grover.

He was supposed to move the magistrate court for bail on February 17, but was thwarted by the mob.

He has been remanded in judicial custody for 14 days, ending March 2. 

Kanhaiya has argued that there has been an exceptional and unprecedented breakdown of the justice delivery mechanism and administration of justice even after the writ of the Supreme Court.


The petition said the failure of the Delhi Police to provide security on February 15 and 17 was in violation of the fundamental rights of the student, his lawyers and journalists.

Donald Trump acknowledged Thursday that he "could have" signaled support for invading Iraq during a 2002 interview with Howard Stern.

"It was probably the first time I was asked that question," the GOP presidential front-runner told CNN's Anderson Cooper during a South Carolina town hall. "By the time the war started, I was against the war."

He also noted he "wasn't a politician" at the time of the interview.

Ahead of Saturday's South Carolina Republican primary, Trump has repeatedly blasted former President George W. Bush for launching the war.

10:23   4 railway workers killed by oncoming train in Mumbai
Four contract labourers working with the railways were killed while crossing tracks between Kurla and Vidyavihar, early on Friday. The incident took place around 6.3 0am on slow track number 2.

Railway police officials said the four workers stayed nearby. 

They were crossing tracks when they were hit by Karjat-CST Up local. They were taken to the Rajawadi hospital where all were declared dead. The Kurla GRP has recorded accidental death cases.

The quartet was identified as Gokul, 18, Shravan, 18, Nana, 27, and Kashinath, 19. The bodies have been sent for an autopsy.

North Korean leader Kim Jong-Un says his reclusive nation plans more "satellite launches" -- which the West sees as a cover for ballistic missile tests -- calling space exploration a "strategic goal", state media said
today.

"Conquering space is ... a fierce class struggle against the hostile forces seeking to usurp our peace and sovereignty", Kim was quoted as saying at a Wednesday awards ceremony for those involved in this month's rocket launch. 

He also underscored the need to successfully launch "more working satellites", Pyongyang's KCNA news agency said.

"The advance toward space... is the DPRK's (North Korea's) strategic goal", he said. 

Calling the scientists involved in the February 7 launch "best patriots and admirable heroes", Kim gave out medals, prizes and wristwatches bearing the names of the two late leaders of the Kim dynasty -- Kim Il-Sung and Kim Jong-Il. 

North Korea sparked international outrage with the launch of the Kwangmyongsong-4 satellite, which came just a month after its fourth nuclear test.

Kanhaiya's bail petition will be argued by former Attorney General Soli Sorabjee. Kanhaiya in petition has said that there is repeated breakdown of law and order at the Patiala House Courts despite directives of the apex court, making it impossible for him and his lawyers to approach the session's court for bail.

08:52   Four Maoists gunned down in Jharkhand
Four Maoists were gunned down on Friday morning following a nine-hour encounter with security forces in Taimara valley on NH-33 and four firearms were seized, CRPF IG Rakesh Kumar Mishra confirmed. 

The police have recovered four dead bodies and a process to identify them is on. 

All the four dead Maoists are in Naxal fatigue.

The operation began on specific inputs around 9 pm on Thursday night and ended on Friday morning. Ranchi SSP Kuldeep Dwivedi, who led the operations, said intermittent firing continued throughout the night.

"The Maoists, around 40 in number, were led by two top commanders. It was a strong team which engaged the cops in the operation all through the night," Dwivedi, who camped in the valley at night, said.

Jeb Bush and John Kasich refused to be drawn into the war of words between Donald Trump and Pope Francis on Thursday.

At CNN's South Carolina Republican town hall, Kasich simply said he was "pro-Pope."

The Ohio governor was responding to a question about comments in which Francis said Trump is "not Christian" if he wants to deport undocumented immigrants and build a wall along the U.S.-Mexico border.

"This man has brought more sense of hope and more about the do's in life than the don'ts," Kasich said, referring to the Pope. "This guy has been so humble."

Bush, who is a devout Catholic, didn't criticize the Pope's comments. But he said he personally wouldn't "question people's Christianity."

"I think that's a relationship they have with their Lord and savior and themselves. So I just don't think it's appropriate to question Donald Trump's faith," Bush said. "He knows what his faith is."

Trump will appear at the town hall later in the evening. At a rally earlier in the day at Kiawah Island, South Carolina, he said the Pope's statement was "disgraceful."

A gas well leak that spewed tons of methane into the environment and forced thousands of Los Angeles residents from their homes has been permanently capped, state officials said.
The announcement confirmed earlier reports by the Southern California Gas Company (SoCalGas) that a leaking well at its facility in Porter Ranch had been plugged. 

The news put an end to a four-month-long drama that saw thousands of Porter Ranch residents sickened by the fumes and forced to relocate to other areas of Los Angeles.

"We have good news," Jason Marshall, deputy head of the California Department of Conservation, told a news conference yesterday.
"We have confirmed that the leak of gas has been capped. We have the gas emissions under control."

He said the damaged well was sealed with concrete, putting it permanently out of service.

Taking strong exception to attack on their son Kanhaiya Kumar by some lawyers inside the Patiala House court complex, the parents of JNU students' union president refused to take police protection provided to them.

"We refused the police protection because if in the presence of 400 policemen my son can get attacked in the court premises then why do we need protection? The government has failed to provide security to my son and as a result he was attacked," Kanhaiya's mother told the media here.

"What difference would my life make to the government? Why they are sending police to protect us? They should protect my son," she added.

She further said her son is not an anti-national and that every member of their society stands behind them.

"My son is a victim of a conspiracy. There has been no action against those who attacked him in the court premises. My son is innocent, he is being framed," she added.

Colombian authorities are investigating the disappearance and dismemberment of at least 100 people whose bodies were allegedly thrown into a sewer system underneath a notorious prison in Bogota.

The investigation is focusing on La Modelo, one of Colombia's largest and most overpopulated prisons. But officials say the practice of dismembering people and tossing their remains into sewers might have also happened at other prisons in cities such as Popayan, Bucaramanga and Barranquilla between 1999 and 2001 and possibly later.

Caterina Heyck Puyana, a special prosecutor in charge of the case, said Wednesday that the Colombian attorney general's office has been investigating what happened at La Modelo for months.

The telecom ministry is believed to have sought clarification from Ringing Bells for marketing its 'Freedom251' mobile phone without BIS certification and have asked UP government to check its credentials, as per BJP MP Kirit Somaiya.

"#Freedom251 Telecom Ministry called clarification for marketing without BIS certifications & also asked UP Govt to check Bonafide of Company," Somaiya tweeted. 

The BJP MP has approached telecom ministry, telecom regulator TRAI, RBI, SEBI, ministries of consumer affairs, corporate affairs and finance, and state governments to check various concerns that he has on company offering mobile phone for Rs 251 -- which is the world's cheapest.

"#FREEDOM 251 mobile set @ 251 #TRAI Chairman & Telecom Ministry assured me appropriate step Buyer must check twice," said in another tweet. 

No comments were received from the telecom ministry on query related to Somaiya's Tweet.

Noida-based company Ringing Bells on Thursday started booking for the phone for Rs 251 and has said that delivery of all handsets will be completed by June 30.

Pope Francis insisted today that abortion was always a crime but hinted that the Church could exceptionally relax its ban on contraception for women at risk of contracting the Zika virus.

"Abortion is not a lesser evil. It is a crime," Francis said in response to a question about how best to combat the outbreak across Latin America of the virus linked to birth defects. 

But he added: "Avoiding a pregnancy is not an absolute evil." 

The 79-year-old pontiff recalled that one of his predecessors, Paul VI (1963-1978) had authorised nuns working in Africa to use contraceptives in light of a high risk of them being raped by soldiers. 

"We must not confuse the evil consisted of avoiding a pregnancy with abortion," Francis said. "Abortion is not a theological problem. It is a human problem, medical. One person is killed to save another. It is evil in itself, it is not a religious evil, it is a human evil. 

"On the contrary, avoiding a pregnancy and, in the cases of Paul VI which I have cited, it was clear. 

"I would also urge doctors to do everything they can to develop a vaccine."

India has hit back at Pakistan for its statement on the hanging of Parliament attack convict Afzal Guru, saying Jammu and Kashmir is an internal issue and its "gratuitous references" are unacceptable. 

"Jammu and Kashmir is an internal matter of India. Pakistan's gratuitous references to Jammu and Kashmir are unacceptable," External Affairs Ministry spokesperson Vikas Swarup said.

He was reacting to his Pakistani Foreign Office counterpart Muhammad Nafees Zakaria's statement that "the Kashmiri people have never accepted the unfair trial of Afzal Guru".

Zakaria had said at a weekly briefing on Thursday that "Pakistan has repeatedly voiced concerns and condemned the incidents in which the Kashmiris of valley were subjected to 'atrocities'". 

He said that Pakistan has adequately and appropriately raised the Kashmir dispute at all the international forums.
