There is bound to be lingering doubt at the end of the day whether US President Barack Obama's trip to Cuba measured up as a 'historic visit'. What is Cuba's history without Fidel Castro? Except for a last-minute drama, the possibility of Fidel receiving Obama at this home seems very remote. And that caps the optics of Obama's visit despite the red carpet welcome he received.

Much like the aftermath of the Paris attacks in November 2015 and the Charlie Hebdo attacks in January last year, social media users unified in full strength to condemn the Brussels attacks.

This morning a spate of attacks rocked the Belgian capital of Brussels, which left at least 38 dead according to Belgian media.

Brussels residents wasted no time in reaching out to those who might have been affected, offering shelter and a shoulder to cry on.

In echoes of the aftermath of the Paris attacks in November, people in Brussels immediately took to Twitter using the hashtags #OpenDoor and #PorteOuverte to signal safe locations where people could go if they were in need.

Those geographically distant, lent their support to Belgium with these sketches and cartoons.

16:45   The Brussels terror attack: What we know so far
Two explosions tore through Brussels airport on Tuesday morning killing at least 21 people in what Belgian public broadcaster VRT called a suicide attack, and a further blast struck a metro station in the capital shortly afterwards.

French media reports that the border between Belgium and France is sealed.

The Belga agency said shots were fired and there were shouts in Arabic shortly before two blasts rang out at the airport. Pictures on social media showed smoke rising from the terminal building through shattered windows and passengers running away down a slipway, some still hauling their bags.

All public transport in Brussels was shut down, as it was in London during 2005 militant attacks on the underground that killed 52.

The Belgian Crisis Centre, clearly wary of a further incident, appealed to the population: "Stay where you are".The blasts at the airport and metro station occurred four days after the arrest in Brussels of a suspected participant in November militant attacks in Paris that killed 130 people.

Belgian police had been on alert for any reprisal action.British Sky News television's Alex Rossi, at the airport, said he heard two "very, very loud explosions".

"I could feel the building move. There was also dust and smoke as well...I went towards where the explosion came from and there were people coming out looking very dazed and shocked."

"The thinking here is that it is some kind of terrorist attack - that hasn't been verified by any of the authorities here at the airport."

The blasts triggered concern across western Europe with Britain calling a meeting of its crisis response committee. The Dutch military strengthening security at airports and borders and London's major airports Heathrow, Gatwick, Stansted and City said they were working to provide a high police presence.

Video showed devastation inside the departure hall with ceiling tiles and glass scattered across the floor. Some passengers emerged from the terminal with blood spattered over their clothes. A witness said the blasts occurred at a check-in desk.

The metro station hit by the explosion was Maelbeek, close to European Union institutions. There were no details immediately available of casualties in this second incident of the morning.VRT said the blast went off on a carriage of the underground train but that no one was killed.

Earlier, private broadcaster VTM had said there were reports of the metro death toll at 10.Other media reports cited the transport authority saying the explosion was on a train travelling between Schuman and Maelbeek stations, close to the EU instutions.

A local journalist tweeted a photograph of a person lying covered in blood among smoke outside Maelbeek metro station, on the main Rue de la Loi avenue which connects central Brussels with the EU institutions.

15:04   There was blood everywhere, says Brussels terror survivor
Explosions rocked the Brussels airport and the subway system Tuesday, killing at least one person and injuring many others just days after the main suspect in the November Paris attacks was arrested in the city, police said.

Zach Mouzoun, who arrived on a flight from Geneva about 10 minutes before the first blast, told BFM television that the second, louder explosion brought down ceilings and ruptured pipes, mixing water with blood from victims.

"It was atrocious. The ceilings collapsed," he said. "There was blood everywhere, injured people, bags everywhere." "We were walking in the debris. It was a war scene," he said.

Near the entrance to the Maelbeek subway station, not far from the headquarters of the European Union, rescue workers set up a makeshift treatment center in a local pub. Dazed and shocked morning travelers streamed from the metro entrances as police tried to set up a security cordon.

"The metro was leaving Maelbeek station for metro when there was a really loud explosion," said Alexandre Brans, 32, wiping blood from his face. "It was panic everywhere. There were a lot of people in the metro." First responders ran through the street outside with two people on stretchers, their clothes badly torn.

The explosions happened only days after Salah Abdeslam, the prime suspect in the Nov. 13 Paris attacks that killed 130 people, was arrested in Brussels.

"Let me make it clear that neither His Excellency the Governor nor the Honourable Chief Minister asked me for my resignation," Aney said in a statement. There are two reasons for my resignation. The first has to do with conflict of duty. The second concerns institutional stability. As to the first reason, I firmly believe that the Advocate General is the first lawyer of the people of the state. The Advocate General is not a Government Pleader."

Based on this belief, as Advocate General, I considered it my Constitutional duty to place the interest of the people above the interest of the governmental machinery.

12:48   Why the PDP-BJP alliance was on its deathbed
The fresh efforts from PDP, which has 27 MLAs in the 87-member state Assembly, come in the backdrop of repeated assertions made by BJP that it was committed to implementation of Agenda of Alliance arrived at by late Mufti Mohammed Sayeed.

The talks with BJP, which has 25 MLAs, had hit a roadblock last week when the party's interlocutor Ram Madhav made it clear that no fresh demands would be entertained from PDP and that they had to decide whether they want to form a government based on the Agenda of Alliance document.

The toughening of stand came as a surprise for Mehbooba who boarded a plane on Friday last and returned to the state. PDP MP Muzzafar Hussain Baig, who has been playing a key role in the backchannel talks, had clarified that PDP had made no fresh demands and that there was a miscommunication from both sides leading to derailing of talks.

PDP and BJP had formed an alliance on March one, last year with Sayeed as the Chief Minister. Both the sides had formed an Agenda of Alliance which sought to address internal and external dimension of the state.

PDP had toughened its stance after Sayeed's demise by seeking concrete plans for the state's development, including handing over of power projects to the state and vacation of land by the army before the coalition could be revived.

Governor's rule was imposed in J-K on January 8 after Mehbooba decided against taking over the reins after her father's death.

12:36   Smoke chokes: Citizens protest against Deonar dumping ground fire
Residents of Chembur, Vashi and other areas around the Deonar garbage dump have planned a gathering on Tuesday at Azad Maidan to protest against the municipal corporation's failure to stop fires at the dump.

"We were promised by the chief minister that another incident of fire from the Deonar landfill will not happen. But only a month later, this fire has begun choking us again,' said Priya Fonseca, resident of Chembur.

"We will be wearing black clothes and masks as a sign of protest from 10am onwards for the right to breathe clean air."

Residents living close to the dumping ground pointed out that on the third day, the smoke was carried by strong winds towards Navi Mumbai on Monday morning and there was no improvement by the evening as the blaze was seen spreading from one location to the other.

Chembur resident Vandana Tripathi said, "The air that we are breathing today is poisonous, could lead to cancer, birth deformity, tuberculosis. It is a slow poison, possibly leading to premature death."

12:16   Myanmar president to include Aung San Suu Kyi in his Cabinet
Myanmar's president-elect on Tuesday proposed an 18-member Cabinet that will include party leader Aung San Suu Kyi, the former dissident who for decades had campaigned for a democratically elected government to replace the country's military junta.

President-elect Htin Kyaw submitted the names to the parliament for a formal review and approval by legislators on Wednesday, after which the Cabinet positions of the ministers will be decided.Notable, and top on the list, is Suu Kyi, who was not able to become president because of a constitutional block, even though she led her party to a landslide win in general elections last November.

It was widely rumoured that Suu Kyi will become the foreign minister, but that's far from certain because if she were to take that post she would have to give up her parliament seat and end party activities."I doubt that Aung San Suu Kyi would take the position of the foreign minister,' said Toe Kyaw Hlaign, a political analyst.

"Also, working as a foreign minister requires a lot of time travelling around the world. She will have to do a lot of international relations and overseas trips, and she won't have the time to exercise control over the government,' he told The Associated Press.

Suu Kyi has said in the past that she will be "above the president' and indirectly govern the country from behind the scenes.

Still, Suu Kyi's entry into the government is a remarkable turn of fortunes not only for the Nobel Peace laureate but also for the country, which had been under an iron-fisted military rule since 1962.

For decades, the junta kept Myanmar in isolation and economic stagnation while refusing to listen to international counsel or homegrown demands for democracy.

Suu Kyi came to prominence in 1988 when popular protests were building up. The junta simply crushed the protests that had turned into anti-government riots, killing thousands of people and placing Suu Kyi under house arrest in 1989.

Earlier, Obama and Castro shook hands before their sit-down, the third time the pair have met for bilateral talks since the resumption of diplomatic relations in 2014. It was unclear whether the leaders would later take questions from the press.
