Maharashtra Chief Minister Devendra Fadnavis today disapproved of Shiv Sena's protests against the launch of former Pakistan Foreign Minister Khurshid Mahmud Kasuri's book here saying the issue has brought disrepute to the state.

"We may not agree with views of somebody, but when a foreign dignitary or a diplomat arrives on a valid visa and holds a programme, which is not illegal, it's the duty of a state to provide protection," Fadnavis said while reacting to Shiv Sena's protests.

The chief minister said there could have been better ways to put forth the point of view by Shiv Sena.

"We cannot endorse Mr Kasuri, but can't let our state turn into banana republic. The rule of law has prevailed. I think the way things have happened has brought a bad name to our state. There could have been better ways to put forth a point of view," he added.

23:34   Jagan's fast over AP special status enters 6th day
The indefinite fast started in Guntur by YSR Congress President Y S Jaganmohan Reddy seeking special category status for Andhra Pradesh entered sixth day today and doctors expressed concern over his health condition. 

According to government doctors, who are monitoring Jaganmohan Reddy's health, ketone bodies in the body rose and he may encounter kidney-related and other health problems if the same situation continued. 

Meanwhile, a war of words is on between the leaders of YSRCP and the ruling TDP over the opposition leader's indefinite fast.

The war of words began with state ministers Prathipati Pulla Rao and Kamineni Srinivas reportedly expressing doubts on Jaganmohan Reddy's fast (with his glucose levels allegedly rising) and YSRCP leaders taking strong objection to it yesterday.

"At a time when the fast entered sixth day and his (Jaganmohan Reddy's) heath is causing concern, the way the shameless ministers are speaking, I wonder if they have humaneness. They say Jaganmohan Reddy is doing a fake fast," YSR Congress leader Ambati Rambabu alleged today. 

Countering YSRCP leaders' comments, state Information Minister Palle Raghunatha Reddy today said there is no need for Jaganmohan Reddy to undertake a fast now.

23:34   2008 Malegaon bomb: Purohit, 3 other accused refused bail
A Special NIA court today rejected the bail petitions of Prasad Purohit and three other accused in the 2008 Malegaon bomb blast case. 

Besides Purohit, who is in jail since his arrest in late 2008, the other accused whose bail pleas were rejected were Dyanand Pandey alias Swami Amritanand Dev, Rakesh Dhawade and Major (retd) Ramesh Upadhayay.

Special Public Prosecutor Prakash Rasal confirmed the development but declined to provide further details as the court passed the order during an in-camera hearing. The accused, in their bail applications, had told the court that they were innocent and incarcerated for the past seven years without the trial taking off.

However, National Investigation Agency (NIA) opposed their bail, saying there were evidences against them in the terror attack. 

Twelve persons, including Sadhvi Pragya Singh Thakur and Purohit, were arrested for alleged involvement in the September 29, 2008 blast in Malegaon, a powerloom town in North Maharashtra district of Nashik, about 200km from Mumbai. 

Six persons were killed and 100 others injured in the explosion.

23:33   Rs 14,672 crore saved on LPG subsidy in a year: Govt
A total of Rs 14,672 crore is saved in LPG subsidy in a year as a result of direct benefit transfer, the government said today.

An Oil Ministry statement said as on April 1, 2015, there were 18.19 crore registered LPG consumers and 14.85 crore active consumers implying a gap of 3.34 crore consumers which are duplicate/fake/inactive accounts.

The duplicate/fake connections were blocked under the direct benefit transfer scheme, called PAHAL. 

"If we take into account the quota of 12 cylinders per consumer and the average LPG subsidy of Rs 336 per cylinder for the year 2014-15, estimated savings in LPG subsidy due to the blocking of 3.34 crore accounts work out to Rs 14,672 crore, during that year," the ministry said in a statement. 

It said the subsidy outgo is a result of multiplicity of factors like prevailing crude price and exchange rate as well as tax structure in various States.

23:32   Punjab farmers' stir to continue till tomorrow
The six-day-old 'rail-roko' agitation by Punjab farmers will continue till tomorrow, the union leaders announced tonight after talks with Chief Minister Parkash Singh Badal who offered some compensation and promised to take up their demands with Prime Minister Narendra Modi.

"We will carry on with our agitation till tomorrow," said BKU Ekta (Dakunda) general secretary Jagmohan Singh who was part of the representatives of 12 farmers' outfits who took part in the three-and-a-half hour meeting with CM here to find an end to the strike which has paralysed the train services. 

Singh stated this just before the meeting of farmers groups to decide the next line of action on the basis of the parleys held with Badal. 

Asked whether any offer was made by Badal, Singh said government has offered to pay Rs 64 crore compensation for farm labourers but no assurance was given with regard to raising compensation component on cotton crop loss by pest attack and higher rates for basmati rice prices. 

"The state government is not ready to pay more than Rs 8,000 per acre on crop loss. The government is also not giving any assurance on giving higher rates for PUSA basmati1121 price," the union leader said.

21:58   CBI likely to file more FIRs into Kingfisher loans
The CBI is likely to register more FIRs into alleged loan defaults of Kingfisher even as it plans to expand its probe to look into the allegations of diversion of about $200 million dollars to "tax havens". 

The agency is likely to register more FIRs to bring into the ambit of probe the additional Rs 3100 crore loans from 10 other nationalised banks on which the company has allegedly defaulted, turning them into non-performing assets, CBI sources said.

They said the present FIR against the company is related to Rs 900 crore of bad loan from IDBI bank but more FIRs may be registered to probe exposure of other public sector banks. 

They said the agency has received prima facie input which indicates that the company has allegedly diverted about $200 million from these loans to two "tax haven" countries which will be probed during the course of investigations. 

When asked for a reaction, UB group spokesperson declined to comment on the development. 

Asked to comment on the diversion of funds, CBI spokesperson said the probe is in initial stage and every input is being evaluated. The sources remained tight-lipped about the countries where such transfers were made as they feel it might compromise the information that they might be seeking through Letters Rogatory, judicial requests, from these countries.

The US dentist who sparked an international outcry after killing a lion in Zimbabwe will not be prosecuted because he had obtained the legal authority to hunt, officials say.

Walter Palmer admitted to killing Cecil the lion in July but has always denied that he acted illegally.Zimbabwe's Environment Minister Oppah Muchinguri said he could not be charged as all his "papers were in order".

External Affairs Minister Sushma Swaraj will leave for Moscow on October 19 on a three-day visit to participate in the annual India-Russia Inter- Governmental Commission meeting in which both sides will deliberate on strategic issues besides energy and trade.

The 21st round of inter-governmental meet, to be co- chaired by the External Affairs Minister and her Russian counterpart Dmitry Rogozin, will take stock of the entire gamut of ties between the two time-tested partners.

The talks are likely to focus on ways to expand cooperation in trade and investment, particularly in the energy sector including nuclear power.

Oscar and Grammy winning Indian music composer A R Rahman today confessed that he did not know Pele before he composed music of a biopic on the Brazilian football legend.

"I'm zero on sport. I only know of Kapil Dev and Sachin Tendulkar in sport. I composed music on the biopic on Pele without even knowing him. But when I saw the movie I cried three times," Rahman said after meeting Pele for the first time during a glittering evening titled 'Legend Tour of India' at the Netaji Indoor Stadium.

But having seen the biopic, which is yet to be released, Rahman said he was very keen to meet the legend.

"I wanted to see the real Pele. He's such an amazing personality, a great inspiration. All my musician friends were jealous when they came to know that I'm doing the music of 'Pele'. How can you do a film on Pele, they all asked me," he said.

20:26   Model claims molest bid, whips out gun at Delhi retail outlet
In a dramatic incident, a Mumbai- based model allegedly whipped out a gun at a retail outlet in Karol Bagh to thwart two men whom she claimed had tried to molest her, police said.

The incident was reported at around 9 am when the woman, on a visit to Delhi, had gone with her friends to the outlet near Karol Bagh Metro station. The episode unfolded at the billing counter when she suddenly pulled out a gun as she accused two men present there of having passed lewd comments at her.

She also alleged that they had tried to touch her inappropriately when she was waiting her turn at the counter, said a police official. By the time the shop manager intervened and other customers gathered around, the accused duo had fled the scene.

The police was thereafter informed and a case registered at Rajendra Nagar police station by the woman.

20:22   No legal bar on campaign outside poll-going constituencies: EC
The Election Commission today ruled that there is no legal bar on campaigning outside constituencies going to polls, a decision which came a day after the grand alliance demanded a ban on live telecast of Prime Minister Narendra Modi's rallies as it could influence voters in the first phase of Bihar elections today.

The Commission is learnt to have conveyed to the representatives of JD-U, RJD and Congress that under Section 126 of Representation of the People Act, there is no legal bar on people to campaign outside areas going to polls.

Section 126 deals with prohibition on campaigning 48 hours before the elections but does not state that campaigning cannot be held in nearby areas not going to poll on the same date.

The 'mahagathbandhan' or grand alliance consisting of JD-U, Rashtriya Janata Dal and Congress had yesterday approached the Commission seeking a ban on live telecast of Modi's poll rallies in Bihar on the ground it could influence voters of constituencies going to poll today.

Voting for the first phase of 5-stage Bihar Assembly election is was held today. Modi addressed a rally in Bhabua near Sasaram today.

20:11   Centre asks states to be alert on terrorists, communal tension
Amid reports of five Pakistani terrorists having entered India, the Centre has asked all states to be extra vigilant to thwart any attempt by terrorists and subversive elements to disrupt peace and create communal tension during the upcoming festival season.

Acting on intelligence inputs, the Home Ministry has issued a country-wide advisory asking all states to deploy additional forces in crowded places like markets, railway stations, bus terminus and religious sites to foil attempts by terrorists to carry out attacks.

The advisory was issued after intelligence inputs suggested that five Pakistani terrorists have entered India in recent past, official sources said. The Home Ministry particularly told police forces of major cities like Delhi, Mumbai, Kolkata, Chennai, Bengaluru and Hyderabad to be extra vigilant during the upcoming festival of Navratri, Durga Puja, Dussehra and Moharram.

The states were also asked to be alert during the festival as provocative sloganeering, especially near mosques and dargahs, installations of idols and observance of the festival at disputed places, processions through non-traditional routes and forcible collection of donations, eve teasing often trigger communal tensions.

Campaigns against cow slaughter by Hindu activists have witnessed a rise in recent weeks with cattle transportation, sometimes leading to road-blockades, arson and communal incidents.

In the past, sacrifice of cattle at public and non-traditional places has triggered communal incidents. Besides, crowded pandals and immersion processions also remain soft targets for saboteurs.

20:07   Man taken away by tiger in Sunderbans
Two days after a man died of tiger attack, another person was today dragged away by the Big Cat at Gosaba in Sunderbans in South 24 Parganas district.

A district police officer said Anathbandhu Kayal, 50,was taken away by a tiger while catching crab at Sreehari creek this afternoon and could not be traced ever since. Kayal's wife and brother-in-law, accompanying him, raised an alarm but the tiger vanished in the nearby dense mangrove forest grabbing the man by neck.

The incident followed the death of Arjun Sardar from injuries due to tiger attack, in Gosaba on Saturday last, the officer said. Meanwhile, Sardar's two relatives were today arrested by the police for allegedly not taking him for cremation after the man expired while being taken to hospital, the officer said.

19:57   Road in Ramallah named after India as Pranab visits Palestine
An important road and a roundabout here have been named after India, coinciding with the tour of President Pranab Mukherjee, the first Indian head of state to visit Palestine.

The Sharia-e-Al-hind (India road) and Midan-e-Al-hind (India roundabout) in Ramallah were named at a ceremony attended by Mukherjee and Palestinian President Mahmoud Abbas and hundreds of Palestinians.

The new road, which is close to the Mahatma Gandhi Road that houses the Indian mission, was unnamed so far and a Palestinian official said that it was given its name in honour of Mukherjee "whose visit reflects the strong bonding between the two people". 

"The visit of the Indian President, the highest official to visit Palestine from New Delhi, is a historic moment and the naming and inauguration gives it a sense of history," an official of the Beitunia municipality, Yazan, said. A lotus structure mounted on a raised platform at the roundabout was laid with the Indian national flower in mind, he said.

19:41   Mismatch in quantity of Salman's blood samples alleges lawyer
The lawyer of Bollywood superstar Salman Khan, who was given a five-year sentence in 2002 hit-and-run case, today alleged in the Bombay High Court that there were several discrepencies in the collection of the actor's blood samples and its examination.

The lawyer said the quantity of blood taken at the hospital did not match with the one received by a forensic lab for examination.

"Blood extracted by PW-20 (Dr Shashikant Pawar, Medical Officer at JJ Hospital in Mumbai) was 6 ml, which was stored in two vials of 3 ml each. However, PW-18 (Dattatray Bhalshankar, chemical analyser at Forensic Lab in Kalina) found 4 ml of blood only in one vial," Salman's lawyer Amit Desai told Justice A R Joshi of the Bombay high court.

The high court is hearing an appeal filed by the actor against his conviction in which he has been found guilty of ramming his car into a shop in suburban Bandra on September 28, 2002, killing one person and injuring four who were sleeping on pavement.

In wake of protests by the Shiv Sena, the Mumbai police is taking no chance to ensure that the book launch of former Pakistani foreign minister Khurshid Mahmud Kasuri in Mumbai passes off peacefully, reports Prasanna D Zore/Rediff.com.

To prevent any untoward incident in the backdrop of Shiv Sainik's blackening the face of the organiser Sudheendra Kulkarni this morning, the state administration has put into action 300 police, state reserve police force, Mumbai riot control police outside Nehru Centre in Worli, the venue of the event.   

"We will ensure that there is no law and order issue during the event. We have got appropriate number of cops on duty," Deven Bharti, joint CP Law and Order, Mumbai, told rediff.com.

He, however, did not divulge the number of cops stationed around the venue. A senior cop manning one of the four check points, told rediff. com that more than 300 personnel from the Mumbai police, SRPF and Mumbai Riot Control platoon have been posted around the venue.

Addressing a presser soon after reports that Shiv Sena had called off a protest against former Pakistan minister Khurshid Mahmud Kasuri's book launch, party spokesperson Sanjay Raut said, "We haven't stopped protesting against Pakistan. It is completely wrong to say that we have stopped our agitation against Pakistan. The CM should ensure that the Kasuri's book launch should not be held. We have sent to the CM the evidence of Kasuri's acts against India."

"We have written a letter to the Maharashtra CM asking him to take a call on the event. Kasuri is not an artist but a Pakistan politician. Kasuri has been supporting the Hurriyat Conference, which has supported separatist elements in Kashmir," said Raut calling Sudheendra Kulkarni an agent of Pakistan.

The Shiv Sena has decided to withdraw its protest against the book launch of former Pakistan minister Khurshid Mahmood Kasuri in Mumbai. The climbdown comes Uddhav Thackeray spoke to the Maharashtra CM and decided that protest against Sudheendra Kulkarni will be called offafter the intervention by Maharashtra Chief Minister Devendra Fadnavis. 

Earlier in the day, Sena activists had flung ink at Sudheendra Kulkarni, the organiser of the event, which is to be held today in Mumbai's Worli area. After the attack, the Sena had defended its actions, saying that it was a mild attack and that the ink was symbolic of all the blood of the soldiers who had lost their lives fighting terror forces from across the border.

President Pranab Mukherjee arrived today in Palestine for an overnight visit, the first by an Indian Head of State, which comes amidst heightened tension between Israel and Palestinians in recent weeks which has led to heavy casualties. Mukherjee flew in from Amman to Israel's Ben-Gurion airport in Tel Aviv and drove down to the Palestinian Authority territory where he has a packed programme before returning to Israel tomorrow for a three-day visit.

After blackening the face Sudheendra Kulkarni for wanting to host the book launch of former Pakistan foreign minister Khurshid Mahmood Kasuri in Mumbai, the Pune unit of the Shiv Sena has now targeted young entrepreneur and Congress supporter Tehseen Poonawalla on his Facebook page- threatening him if he organises a Pakistan Food Festival in Pune. The threat is made on Poonawalla's Facebook page from the account of Amar Bhosale, brother of the Shiv Sena working president in Pune Ajay Bhosale. 

Earlier too, Poonawala was threatened by the Shiv Sena when they had asked him to stop wearing the Indian flag pin on his shirt at pubs and hotels.

13:54   Washington Post reporter Jason Rezaian convicted by Iranian court
Washington Post correspondent Jason Rezaian has been convicted in a case that included espionage and propaganda charges, according to Iranian reports. A verdict against the American-Iranian journalist had been reached over the weekend, but was not confirmed until Monday when a state TV program spoke with Chief Justice of Iran officials. 

"He has been convicted, but I don't have the verdict's details," the government's judiciary spokesman Gholam Hossein Mohseni Ejehi said. The conviction follows Rezaian's July 2014 arrest accusing him of spying on the Iranian government and a closed-door trial that ended in August.

As the first of the five-phase elections in Bihar started, BJP's star campaigner, Shanawaz Hussain, announced that the party's veteran lawmaker from Gaya, Dr Prem Kumar, will be the chief minister if the NDA comes to power in the state. The statement was a departure from tradition for the party, which rarely announces its chief ministerial candidate in advance. 

"I request you to vote in large numbers and return your legislator Prem Kumar, who will be the Chief Ministerial candidate for the state. He will be the chief minister of the state if the NDA comes to power," said Hussain, a senior leader and former Union minister of the party.

12:51   Kashmiri poet returns Sahitya Akademi award, takes total number to 16
Noted Kashmiri writer and poet Ghulam Nabi Khayal has joined the bandwagon of authors returning their Sahitya Akademi awards, saying the minorities in the country today feel "unsafe and threatened". "I have decided to return the award. The minorities in the country are feeling unsafe and threatened. They feel their future is bleak," Khayal said. 

Khayal, who won the prestigious honour for his book Gashik Minaar (Luminaries) in 1975, said he would soon return the cash prize and copper plaque to the Akademi.  "The government has failed in fulfilling its duty of protecting the minorities as enshrined in the Constitution of the country," he said. 

This is the first time that a Kashmiri writer has decided to return the literary honour to protest the "communal atmosphere" in some parts of the country.

12:48   Why Rahul Gandhi did not announce a compensation for Dadri victim
A day after Mohammad Iqlakh was lynched over beef rumours, Congress vice president Rahul Gandhi had visited the family to condole the loss. However, the vice-president did not announce a cash compensation for the victim's family. Meanwhile, the Samajwadi Party announced a compensation of Rs 45 lakh and the Bahujan Samaj Party provided Rs 11 lakh.  Which begs the question why didn't the Congress VP announce compensation? 

According to party insiders, a cash crunch has forced the party to refrain from announcing aid to victims. In fact, senior Congress leaders are joking that the All India Congress Committee may soon be renamed as the All India Cash Crunch.

12:26   IED blast in J-K's Shopian; no casualties
Mukhtar Ahmad reports: A powerful improvised explosive device exploded near the district office complex in south Kashmir Shopian's this morning.
However,  no one was injured in the blast. A senior police officer said the IED had been planted by militants on the road near the district office complex, which houses the offices of senior officers including that of the deputy commissioner.
No group has yet claimed responsibility for the blast.

11:52   4 injured as violence breaks out during Bihar polls
Four people have been injured after it was reported that workers from the BJP and the Grand Alliance clashed near booth number 156 in Jamui. At 10 am, the voter turnout recorded in Bihar was 20 per cent. Bihar went to polls today in the first of its five-phase elections. Forty-nine assembly constituencies are going to the polls in the first phase with a total of a total number of 1.35 crore electors.

Former Pakistan foreign minister Khurshid Mahmud Kasuri in a joint press conference with Sudheendra Kulkarni said that the ink attack on the ORF chief ahead of the book launch concerned him, but as a political worker he was used to such protests. 

He said, "I have been a political worker myself, I understand political protests, but it should be in a peaceful manner. Not depressed by things like these, I know there are people in Pakistan and India who do not want good relations between two nations."

In four constituencies of naxal infested Jamui district voting will conclude at 3 pm.

09:48   Sena workers fling ink at ex-Pakistan minister's book launch organiser
Sudheendra Kulkarni, Chairman of Observer and Research Foundation, a foreign policy think tank, which has organised an event for the book launch of former Pakistan minister Khurshid Mahmud Kasuri, was attacked by Sena workers this morning. Kulkarni alleged that the workers threw black ink on him. 

Earlier, the Sena had threatened the group saying it better cancel the event and had said that it would take action if the event wasn't cancelled. Kulkarni had met Sena chief Uddhav Thackeray last night, pleading that no incident takes place and that the launch goes off without a hitch. But, the meeting was inconclusive, Kulkarni had said.

Bihar Cabinet minister Awadhesh Prasad Kushwaha, who resigned on Sunday after a video purportedly showed him accepting bribe, said that the entire incident was serious but it was a conspiracy. "Conspiracy by my political opponents;will try to bring out the truth before people." He added that he had resigned and asked the CM to accept his resignation. Meanwhile, the Election Commission on Monday asked the District Magistrate ordered a probe into the sting.

08:43   Organisers to launch ex-Pakistan minister's book today amid Sena threat
A key organiser of today's Mumbai launch of a book written by former Pakistan foreign minister Khurshid Mahmud Kasuri has said the event will continue as scheduled amid threats from Shiv Sena. 

Sudheendra Kulkarni, Chairman of Observer and Research Foundation, a foreign policy think tank, which has organised today's event, met Shiv Sena president Uddhav Thackeray at the latter's residence Matoshree in Mumbai late last night. It is understood that the meeting went futile and Kulkarni left Matoshree without getting any assurance from the Sena leader whose party's threat to disrupt Pakistan ghazal singer Ghulam Ali's concerts led to cancellation of his events in Mumbai and Pune recently. 

"I have requested Uddhav Thackeray that Shiv Sena should not oppose the book launch event. I also told him that the event will proceed despite Sena's threat," Kulkarni said. 

The Sena, which shares power with the BJP in Maharashtra, has written to the director of Worli's Nehru Centre, the launch venue, to cancel the show because of the Pakistan connection. 

Maharashtra's home department, headed by BJP Chief Minister Devendra Fadnavis, has assured the organisers of full security cover. 

Kasuri is scheduled to attend the launch of his book 'Neither a Hawk nor a Dove: An Insider's Account of Pakistan's Foreign Policy' at 5.30 pm in Worli.  "Our event will go on as planned. We have been assured full security and assistance by the police," Kulkarni said.

A confident Giriraj Singh, after casting his vote in the Barahiya area in the first phase of elections said that the Grand Alliance comprising of the Janata Dal-United, the Rashtriya Janata Dal and the Congress would fail. "The Grand Alliance will fall flat on its face," said BJP's union minister. Polling has begun for 49 seats.

As polling in Bihar begins, Prime Minister Narendra Modi, the star campaigner of the BJP, took to his Twitter page, urging people to cast their vote and decide the future of their state. "Urging all those voting today in Bihar to vote in large numbers. I particularly urge my young friends to cast their vote."

07:50   Race for Bihar is on as first phase of polling begins
Voting for the first of the five-phase assembly elections in Bihar has begun - polling is being held on 49 seats. The BJP has fielded 27 candidates - the rest of the seats will be contested by its allies, including 13 seats for Ram Vilas Paswan's Lok Janshakti Party. In the opposite camp, the Janata Dal -United has fielded 24 candidates, Rashtriya Janata Dal 17 and Congress 8.

While in a majority of seats, the polling will end at 5 pm, at some constituencies in Naxal-hit areas, the polling will end a couple of hours early in view of the law and order situation.
