23:52   Guardian appoints Katharine Viner as editor-in-chief
Katharine Viner has been appointed the editor-in-chief of the Guardian, the first woman to run the newspaper in its 194-year history.

Viner, currently the editor-in-chief of Guardian US, will take up the role in the summer from incumbent Alan Rusbridger, who is to stand down after 20 years.

The Scott Trust, the ultimate owner of the Guardian which safeguards the title's editorial future and independence, made the announcement on Friday after members of the board conducted final interviews with two shortlisted candidates. She will become only the 12th editor since the paper was founded in May 1821.

Viner won the overwhelming support of Guardian and Observer staff in an indicative ballot held earlier this month. Fifty-three per cent of those who voted backed Viner with a first-choice vote of 438 in the single transferable vote system used for the ballot.

Commenting on her appointment, Viner said: "Being editor-in-chief of the Guardian and Observer is an enormous privilege and responsibility, leading a first class team of journalists revered around the world for outstanding reporting, independent thinking, incisive analysis and digital innovation."

18:40   I just got shot, US student posts smiling selfie
A 20-year-old US student who was shot in the shoulder during the deadly Arizona rampage this week took it in his stride and posted online a series of bloody selfies rather than calling for medical help.

Arizona-based college student Isaac Martinez was shot during the deadly Arizona rampage on Wednesday that left one person dead and five others injured, but the selfie-savvy youngster started posting smiling selfies with a bloody face instead of calling 911.

Martinez did not just stop there and continued documenting his harrowing ordeal online as he was being taken to the hospital, posting a series of bloody selfies, Fox News reported.

Once in the hospital, he shared another selfie which showed him lying in bed bare-chested with a white dressing on his bloodied shoulder. "Any higher or lower it could have hit a artery, or shatter my shoulder blade. It was a miracle hit," he wrote.

After being released from the hospital, Martinez again updated his condition, saying that the bullet struck him from behind and exited out of his collar area. "I'm glad it went the way it did rather than any other way," he posted.

16:18   Arun Jaitley's 'thanksgiving' lunch to MPs after Mines Bill is passed
Almost half the Union Cabinet and many leaders of opposition were present as Finance Minister Arun Jaitley hosted a Marwari lunch for his colleagues.

The 17-course lunch was served at his chambers in Parliament.

Most of food on the menu was prepared at BJP MP Ajay Sancheti's  home and brought into Parliament House.

NCP senior leader Praful Patel jokingly stated it was a thanksgiving for passing the Mines Bill. Also present at the lunch was Congress leader Rajiv Sukhla.

Jaitley, however, is non-vegetarian and is known to love his tandoori chicken.

In fact, in August, last year, Jaitley hosted a lunch for a few close friends in his chambers inside Parliament house. The lunch was prepared and brought to Parliament, (yes, you guessed it) by Ajay Sancheti, BJP MP from Maharashtra and therefore was primarily Maharastrian cuisine and a pure vegetarian spread.

MPs across parties --  Supriya Sule, DMK leader Kanimozhi, Javed Akthar, Rajeev Chandrasekhar, Rajiv Sukla, Naresh Gujral, Dushyant Singh, Anurag Thakur Ministers Nirmala Sitaraman, Prakash javedkar, Dharmedra Pradhan and Harsimrat Kaur -- were present. Sule wanted non vegetarian cuisine, while Harsimrat Kaur was more specific -- Amritsari Kulche and  Fathepuri Chhole. Burp.

15:53   Land Bill may be passed by May?
The BJP government is believed to have drawn up a new strategy to ensure the Land Bill gets the green signal in Parliament.

A new Land Bill will be introduced in the second half of the Budget session in the Lok Sabha. This bill will be presented before a Joint Select Committee and suggestions for changes can be sent to the JSC in a month.

The suggestions for changes to be incorporated in the bill can be sent over the Internet. The government is also planning to ensure maximum interaction with the maximum number of political parties.

The government wants the Budget session to be extended by a week, by which time both houses will pass the Land Bill (or so it hopes).

This strategy will be put in place once regional parties like the AIADMK, BJD, BSP, SP, NCP and the Trinamool can be convinced to come on board.

Some of the basic amendments suggested by the BJP committee report on the Land Bill is that RSS inputs will be in corporated.

And yes, sources tell us that the Land Bill will be law by the middle of May.

So, was there any deal that was struck due to which Mr G's text was ignored? The real story will never be revealed.

14:26   Japan remembers subway gas attack, 20 years on
Japan marked the 20th anniversary today of coordinated attacks on the Tokyo subway system, when a doomsday cult released a Nazi-developed nerve gas on packed trains, killing 13 people and injuring 6,000.

At Kasumigaseki, one of the hardest hit subway stations, staff and relatives of some of those who died in the biggest attack on post-WWII Japan fell silent at 8 am to remember those who were lost and those still affected.

"Twenty years have passed but I think the victims are still suffering," said Fumiko Suzuki, who was there to pay tribute to a friend made ill by the invisible clouds of sarin that spread through rush-hour trains.

"We should not forget about the attack." Prime Minister Shinzo Abe also visited the station in the afternoon to place flowers in memory.

"I offered my condolences to the victims as we marked the 20th anniversary of the attack," he said.

"The incident isn't over yet because many are still suffering from the after-effects of the sarin."

Thirteen members of the Aum Supreme Truth cult remain on death row for their part in the March 20, 1995 terror and for other murders and kidnappings the group carried out.

Cult leader Shoko Asahara, a blind mystic who espoused a blend of Hinduism and Buddhism, was convicted of ordering five teams of followers to dump packets of sarin on trains, puncturing them with the sharpened tip of an umbrella.

Thousands of commuters were unknowingly exposed to the colourless, odourless nerve gas, which even in low doses can cause paralysis of the lungs and neurological damage. Some died almost instantly, while others suffered gradually worsening symptoms.

13:04   Bihar's shame: Patna HC tells police to ensure cheating-free exams
The Patna High Court today has directed the Bihar DGP to ensure the conduct of the ongoing Class 10 board examination is free and fair.

This follows a petition on statement by Bihar's Education Minister PK Shahi that cheating-free examinations were not possible in the state without the cooperation of parents.

More than 600 students taking the class 10 board exams in Bihar's Hajipur district have been expelled in the last two days after they were caught cheating in the examination.

The cheating did not just involve the students but even their parents who clambered over school building walls to pass chits and assist their wards and friends.

District officials said that over 100 parents were arrested on Thursday.

Bihar Education Minister P K Shahi on Thursday said that free and fair exam was not possible unless parents and guardians of over 1.4 million students in the state appearing for the examination cooperate with the state government.

"It is not possible to fully stop cheating during the exam,' Shahi said at a press conference.

"It is the responsibility of the society, not the state government alone, to ensure a cheating-free exam. More than the government parents and guardians of students should come forward for it," Shahi said.

Congress members even stormed the Well of the House amid demands that the Mines and Minerals Bill be again sent to the Select Committee which already scrutinised the proposed legislation and presented its report to the House only on Wednesday.

After the adjournments totalling 50 minutes, an agreement was reached between the treasury and Opposition benches that the bill will be taken up Friday.

Parliamentary Affairs Minister M Venkaiah Naidu said if the House fails to take up the bills Friday, the last day of the first part of the Budget session, the session will have to be extended.

He asked members to understand the difficulties of the government and told them that if some amendments are made in the bill, it will have to go back to Lok Sabha.

09:51   Black money Bill likely to be tabled in Lok Sabha today
The government is likely to table in the Lok Sabha Friday a Bill to make non-disclosure of overseas income and assets a predicate offence that will attract punitive action including upto a 10-year jail term.

The Bill will provide a short window to overseas asset holders to declare their wealth, pay taxes and penalties to escape punitive action.

The Undisclosed Foreign Income and Assets (Imposition of New Tax) Bill, 2015, according to Finance Ministry sources, will be tabled on Friday-- the last day of the first leg of the Budget session of Parliament.

The first leg will end today unless extended.

After being tabled, the Bill could be referred to the Parliamentary Committee for scrutiny before being taken up for passage.

Earlier this week, the Cabinet approved the Bill which provides for a maximum of 10 years rigorous imprisonment for offenders who conceal income and assets and indulge in evasion in relation to foreign assets.

09:49   Peeved BCB to take up Rohit 'no-ball' with ICC
Outraged by the umpiring in Bangladesh's World Cup quarterfinal loss to India at Melbourne, the country's Cricket Board is all set to lodge a protest in the ICC and has got the backing of the governing body's President AHM Mustafa Kamal, who said the on-field officiating was "very poor".

Bangladesh were handed a 109-run thrashing by India in the quarterfinal match here. The only dramatic moment in what was otherwise a clinical Indian performance was when centurion Rohit Sharma got a close no-ball reprieve.

Rohit was on an individual score of 90 and team total on 196 in the 40th over bowled by Rubel Hossain when a marginal 'no-ball' call went in favour of the Indian opener. Rohit went onto add another 47 runs in quick time to help India go past 300-run mark.

Ian Gould was the umpire who adjudged Rubel's full-toss as waist high 'no-ball' with Rohit being holed out at deep mid-wicket boundary. However, TV replays showed that it was a real touch-and-go situation which could have gone either way.

BCB said it will protest the umpiring in its report to the ICC.

09:48   Ranaghat gangrape victim discharged from hospital
The elderly nun, who was gangraped at a convent in Ranaghat in Nadia district of West Bengal last Saturday, was discharged from hospital early this morning.

Ranaghat sub-divisional hospital superintendent A N Mondol said the Sister Superior of Convent of Jesus and Mary, who had been declared fit for discharge, was released from hospital at around 2:45 am.

"She was officially discharged at 2:20 AM but it took another 25 minutes for her to collect her belongings and leave," Mondol said.

The Medical Board had earlier conducted tests on the nun and found her to be physically and mentally fit, Mondal said.

The 71-year-old nun was admitted to the hospital after being brutalised by dacoits at the convent at Gangnapur in Ranaghat in West Bengal's Nadia district in the early hours of March 14.

CID teams visited the convent yesterday and were seen taking photographs and making sketches of the convent building.

The West Bengal government had on March 18 decided to hand over the case to the CBI as the demand for justice grew louder with the culprits still at large. But the investigating agency is yet to formally take charge of the case.

No arrest have been made even five days after the incident though 15 persons have been detained in connection with it, police said.
