22:00   Tejas 'missed' target during Iron Fist 2016, says IAF official
The Air Force on Monday said the Laser Guided Bomb fired by indigenously-built Light Combat Aircraft Tejas had 'missed' the target during the Exercise Iron Fist 2016 but refused to call it a 'failure'.

On Friday, in an impressive show of firepower, the IAF had put up a dazzling display of its military prowess and a senior official then had said that Tejas 'hit the target'.

The IAF is also planning to procure measured, extendable aerial targets drones to avert such situations in the future, the official said.

Another Mirage assault aircraft also could not fire at the target during the triennial exercise due to bad weather, he said.

"The LGB fired from the LCA (Tejas) missed the target and we are looking at it as to why it occurred. There was a malfunction of the bomb," a senior air force official said, adding, there was 'no fault' of the pilot or with the aircraft itself.   The official, however, declined to call it a 'failure', saying it is 'extremely ordinary (routine) for a missile to hit the target'.

The accuracy of the weapons to hit a target varies and the overall accuracy rate of the weapon is generally in 90-93 per cent range, he said.   "It had gone very close to the target," he added.

19:24   BJP leaders march to Rashtrapati Bhavan to discuss Uttarakhand crisis
The Bharatiya Janata Party and the Congress will present their side of the story to President Pranab Mukherjee on the political developments in Uttarakhand where the two parties are at loggerheads over the crisis facing the Harish Rawat government.

The BJP took out a march from Vijay Chowk to Rashtrapati Bhawan with all its MPs and MLAs, including the nine Congress rebel MLAs, to highlight that the Harish Rawat government had lost majority after it failed to get the finance bill passed and has no moral right to be in power.

They will also highlight the role of the Uttarakhand speaker whom they allege is acting like an 'agent' of Rawat.

A five-member delegation including BJP vice president Shyam Jaju, who is incharge of party affairs in Uttarakhand, general secretary Kailash Vijayvargiya and state BJP unit chief Ajay Bhatt, besides former chief minister and rebel Congress leader Vijay Bahuguna and Harak Singh Rawat, a former state minister, is meeting the President.

The Congress leaders will be telling the President that the BJP and the Centre were seeking to destabilise a sensitive border state and it has long-term implications for the national security.

Congress spokesman Manish Tewari said the appropriate forum for testing majority of any government was the state assembly.

The Congress delegation will comprise A K Antony, Ghulam Nabi Azad, Motilal Vora, Ambika Soni, Ahmed Patel and Kapil Sibal.

19:07   Mumbai air quality plunges, Delhi fares better
Air quality of several Mumbai areas on Monday oscillated between 'poor' and 'very poor', against the backdrop of Deonar dumping ground fire, while in Delhi it was 'good' due to favourable weather conditions.
According to System of Air Quality and Weather Forecasting and Research, the average level of fine respirable pollutants PM 2.5 fell in the 'poor' category in Mumbai as opposed to Delhi where it was recorded as 'good'.
Even in terms of air quality index, Delhi fared better than Mumbai when checked around 6 pm. AQI of the SAFAR's Delhi monitoring stations were moderate while two stations in Mumbai had 'very poor' AQI and four had 'poor'.
An AQI of 301-400 is considered very poor which may give rise to respiratory illness on prolonged exposure. When its is between 201-300, it is regarded as poor, which may cause breathing discomfort on prolonged exposure.
At 6.20 pm, the real time readings of PM 2.5 in Delhi and Mumbai were 57 and 97.8 micrograms per cubic metre (ug/m3).

The corresponding PM 10 levels were 135.9 and 138.5 respectively.
The safe limits of PM 2.5 and PM 10, microscopic particles that can enter and embed deep into the lungs and subsequently bloodstream, are 60 and 100 ug/m3 respectively.
Fresh smoke was witnessed this morning at the Deonar dumping ground, where the fire which has been raging for three days now intensified last evening even as people living in the vicinity complained of discomfort due to the fumes emanating from the site.

18:54   'Trump can't be Republican nominee without enough delegates'
In some disturbing news to Donald Trump, the Republican National Committee chairman has made it clear that he would not back the controversial front-runner's argument that the candidates with the most delegates should automatically win the party's presidential nomination.
Reince Priebus said that if no candidate wins the 1,237 delegates necessary to clinch the party's nomination before the convention in Cleveland in June, it was up to Republican delegates to decide how to go forward.
"This is a delegate-driven process. This is the first time in a long time people actually cared about delegate count, but delegates matter," Priebus said ahead of key primaries in Arizona and Utah on Tuesday.
"The minority of delegates doesn't rule for the majority," Priebus told CNN.
"No one's disenfranchised. In fact, they're empowered by the delegates they receive," he said.
Under rules, in the event of a brokered convention, the Republican Party could feasibly end up choosing a nominee who was not a formal candidate.
With 678 delegates won so far, 69-year-old Trump remains the far-and-away front-runner in his party's delegate count.
To get the magic figure of 1,237 delegates, the outspoken real estate mogul would have to win more than 60 per cent of the remaining delegates, a difficult feat he could accomplish only by winning the remaining 19 Republican contests with about approximately 40 per cent support, New York Daily News reported.
45-year-old Texas Senator Ted Cruz, who has emerged as the most likely candidate to overtake Trump, has so far won just 423 delegates, making it even more difficult for him to ultimately win the necessary majority, it said.

18:44   Cong takes a dig at Naidu's flattering chant of Modi
The Congress on Monday took a dig at Union Minister M Venkaiah Naidu for hailing Prime Minister Narendra Modi as a "God's gift to India" wondering whether his flattering chant was much different from Dev Kant Baruah's "India is Indira and Indira is India" remark for which he was castigated.

"When Baruah symbolically said Indira was india and india was Indira he was castigated; is Naidu's chant abt Modi being god's gift much diff?", party spokesman Abhishek Singhvi asked in a series of tweets.

Baruah was the President of the Congress during the emergency in the mid-seventies and is chiefly remembered for his sycophancy to the then Prime Minister Indira Gandhi.

"jaya's cabinet prostrates with idolatry & fawning flattery condemned; Wht of whole modi cabinet (egNaidu &Swaraj) paying verbal obeisance?", Singhvi said suggesting that Modi's cabinet is no different from that of the Tamil Nadu CM which prostrates before her.

Another party spokesman Sanjay Jha was sarcastic and recalled the Gujarat riots in 2002 when Modi was the chief minister.

"God's gift indeed ! Go ask the family of Ehsan Jafri and over a thousand mercilessly killed, and their families and children. #Shameless"

18:34   Afridi to be sacked after T20 World Cup, says Pak board chief
Flamboyant Pakistan all-rounder Shahid Afridi will be replaced as Pakistan's T20 captain after the World T20 in India, Pakistan Cricket Board chairman Shaharyar Khan announced today, while hinting his days as a player were also numbered.

Shaharyar Khan told reporters in Lahore on his return from Kolkata on Monday that the board and Afridi had a understanding that he would retire after the World Cup.

"He is captain till the World Cup under this understanding and he has said he will retire after the event. Even if he changes his mind and wants to carry on we will have to see whether he can be picked as a player or not," Khan said.

He, however, made it clear that the board didn't err in appointing Afridi as captain of the national T20 squad last year.

"Afridi is an iconic figure in Pakistan and he has won us matches in the past some on his own. His choice was logical. It is natural that whenever the team loses a big match there is criticism directed at him. But I think at this he needs the support of everyone," Khan said.

The PCB chief also confirmed that the board was contemplating changing the coach after the world event.

18:30   New Zealand's big boost for animal rights
New Zealand has set an incredible precedent by legally ruling on what nature lovers already know to be true: that animals are sentient and have feelings in the same way that we do, reports vbetweenthelines.com

The website says, 'The Animal Welfare Bill that passed last month will prosecute people in animal cruelty cases and ban animal research and testing. All hunting and capture of wild animals will be illegal,' and that the move marks an incredibly shift in public perception, where previously only some animals were given the benefit of protection.

18:19   Congress distances itself from Tharoor remarks
The Congress has virtually disapproved of party leader Shashi Tharoor comparing Jawaharlal Nehru University Students' Union president Kanhaiya Kumar, facing sedition charges, with Bhagat Singh.

"There has been only one Bhagat Singh. There is only one Bhagat Singh", party spokesman Manish Tewari told reporters when asked about Tharoor's remarks which has sparked a controversy.

The BJP has accused Tharoor, a former Union minister, of insulting the legendery freedom fighter.

Addressing a group of students in th eJNU last night, Tharoor, while listing the names of victims of sedition law under British rule had said Bhagat Singh was the Kanhaiya Kumar of his time.

18:05   NC wants mid-term polls in J-K, says Omar after meeting governor
Just in: National Conference in favour of mid-term polls in view of J-K stalemate, says NC chief and former J-K CM Omar Abdullah after meeting Governor N N Vohra.

This comes even as Peoples Democratic Party president, Mehbooba Mufti, today visited Delhi fuelling fresh speculation of a possible patch-up between her party and the BJP for government formation in Jammu and Kashmir.

The Bharatiya Janata Party on Sunday said it was fully committed to the agenda of governance in the state. Mehbooba has had several meetings with top BJP leaders like party president Amit Shah and general secretary and party in-charge of Jammu and Kashmir, Ram Madhav, but the meetings ended with a stalemate with the BJP saying government cannot be formed with pre-conditions.

A senior leader of the PDP had said that they had not put any preconditions but wanted the centre to come up with some confidence building measures for government formation in the state which has been under governor's rule since the demise of former chief minister Mufti Mohammad Sayeed on January 9.

Union finance minister Arun Jaitley yesterday said that the BJP was 'fully committed to the agenda of governance that was formed in Jammu and Kashmir'.

There have been reports that Mehbooba has called a meeting of PDP legislators and leaders to inform of her confabulation with the top BJP leadership in New Delhi for formation of government in the state.

18:00   In friendly T20 match, IAS XI lose to Akhilesh Yadav's team again
A friendly match is still a game which is usually played with some desire to perform well and win. Not if the match is between IAS XI and CM XI in Uttar Pradesh. After all, the IAS officers have now lost their friendly T20 clash with Akhilesh Yadav's side for four consecutive years - showing consistency in losing akin to minnow nations in international cricket, reports the Times of India.

The most recent match between the two teams took place at the La Martiniere pitch in Lucknow and was attended by several celebrities including Mandira Bedi. Many though felt that it was a match like they have never seen, thanks to its rather comic overtones. Not one bowler from IAS XI could stop Akhilesh from hitting 65 runs courtesy 11 boundaries and a six. The bowler who finally did get his wicket looked shockingly crestfallen as he held his head and covered his face. Most of the remaining batsmen failed to score more than 10 runs but that did not stop CM XI from scoring 126 runs.

The chase in contrast was strong. Too strong perhaps. With just 3 needed from two overs, IAS XI somehow managed to collapse and hand the match to the opposition. "We tried really hard and fought well but the bowling improved in the last few overs. That's why the win slipped from between our fingers," said a beaming chief secretary Alok Ranjan.

Akhilesh too beamed at the final outcome and was declared man of the match - for the fourth consecutive year. "I will obviously thank my team for the win but would also like to thank chief secretary and his team. I hope we keep getting their support like this in the future," he said.

Indeed, if cricket is a gentleman's game, none can be gentler than the members of IAS XI in UP.

Just in: Mumbai's Deonar dump yard to be declared a prohibited area in wake of the fire at the grounds, which the BMC says was caused by sabotage. An FIR has been filed over the issue.

Environment Minister Prakash Javadekar today said a two-member special team will be sent to investigate the incident.

Javadekar, who held a telephonic conversation with the municipal commissioner of Mumbai on the issue, blamed the fire on the "callousness" of the contractors in charge of managing the dump yard and said action will taken against the violators.

Asked if there was a possibility of a "sabotage", he said it will be clear once the team submits its report after their investigation.

17:20   Both Bhagat Singh, Kanhaiya Marxists, that's all, explains Tharoor
Congress leader Shashi Tharoor clarified today that he had not intended to equate Kanhaiya Kumar, the student recently arrested on charges of sedition at Jawaharlal Nehru University or JNU, with freedom fighter Bhagat Singh. "It was a girl in the audience (at JNU) who mentioned Bhagat Singh, and I said that Bhagat Singh was a Kanhaiya by which I meant he was a young man in his twenties with Marxist ideas and beliefs who had a great passion for the motherland and Kanhaiya had the same qualities ...it's nothing more than that," Tharoor, a parliamentarian from Kerala, said to reporters.

Tharoor tweeted: Quite. Both Bhagat Singh & Kanhaiya Marxists in their 20s, passionate about their country. That's all. Eras different

The BJP disagreed. "If Kanhaiya is Bhagat Singh, what are Sonia and Rahul Gandhi?" asked the party's Shahnawaaz Hussain, referring to Mr Tharoor's party bosses. "The way the Congress is making anti-national slogans, even Gandhi and Nehru would be upset seeing all this," he claimed.

17:13   Phase II of Odd-Even begins in Delhi from April 15
Phase II of Delhi's Odd-Even rule to begin from April 15 and end on April 30. No school buses to be used this time. Instead the AAP-run Delhi government will run the 'Paryavaran Bus Seva'. The government has envisioned a 50 per cent of seats will be reserved for women and there will be marshals in each bus.

The odd-even scheme hopes to reduce the capital's notorious air pollution and traffic snarls. Women driving alone or with young children, several categories of VIPs and two-wheelers will be exempted.

The policy was introduced by the Aam Aadmi Party government for a trial phase of 15 days from January 1 as a measure to take a swipe at rising air pollution levels and smog in the national capital.

According to the rule, cars with even-numbered registration plates will ply on even dates while those with odd license plates will ply on odd dates. Two-wheelers, cars driven by women, cars with differently-abled persons and those of VIP, VVIP such as PM, President, Chief Justice, CJI and CMs of states and union territories were exempted by the rule.

16:31   BJP ties up with new Ezhava party for Kerala polls
The newly formed Bharat Dharma Jana Sena and the BJP today reached an agreement for seat-sharing in the May 16 Kerala assembly elections under which the fledgeling party will contest 37 of the 140 seats at stake.

Both parties arrived at a consensus on seat-sharing at a crucial meeting in Thiruvananthapuram, leaders of the parties said.

As per the agreement, the BDJS, floated recently by Sree Narayana Dharma Paripalana Yogam, would contest 37 seats, BJP state president Kummanam Rajasekharan and BDJS president Thushar Vellappally told a joint press conference.

The SNDP is an outfit of the numerically stronger backward Ezhava community in the state.

Rajasekharan said the National Democratic Alliance's state committee meeting would be held in the first week of next month and the candidate list of the partners was expected to be announced before that.

Besides BJP and BDJS, the Kerala Congress led by former Union minister P C Thomas is also part of the NDA in the state.

The BJP is looking at opening its account in the upcoming assembly elections in the state. The saffron party has so far not been successful in the assembly and Lok Sabha elections in the state. It, however, put up a better showing in last year's civic elections.

16:26   Environment ministry to send 2-man team to probe Mumbai dumpyard fire
Terming as a "serious" issue the fire at the Deonar dumping ground in Mumbai which is emitting toxic gases, Environment Minister Prakash Javadekar today said a two-member special team will be sent to investigate the incident.

"Fire at dump yard which is emitting toxic gases is a serious issue. This shows callousness on the part of contractor and those who are involved in the operations of managing a dumping waste.  We are sending a two-member special team this evening to the dumping site and our team will give a full report within a week. I have discussed it with the commissioner of Mumbai and will discuss with Chief Minister Devendra Fadnavis as soon as the report is ready," he said.

Fresh smoke was again witnessed this morning at the Deonar dumping ground after the fire which broke out two days ago intensified last evening.

15:54   BITS Pilani grads launch health app
Four graduates of BITS Pilani have come together to launch an on-demand healthcare platform, named VISIT, that connects patients with practitioners anytime, anywhere through smartphone or computer.

The motivation for building the telemedicine app came when they -- Anurag Prasad, Vaibhav Singh, Chetan Anand and Shashvat Tripathi -- felt for such a service on the BITS Pilani campus, which is located in a remote area and accessing quality healthcare was inconvenient.

VISIT has 100-plus top practitioners since the initial launch last month and 200 more of them are in the waiting list, Anurag Prasad said. The team has been incubated by technology company MapMyIndia, that has taken a minority stake in the early stage venture, which is now also in talks with Indian and global venture capitalists to raise a major Series A round of funding for scaling up operations.

15:52   Himalayan snub for India as Nepal signs railway deal with China
China today agreed to Nepal Prime Minister K P Oli's request to build a strategic railway link between the two countries through Tibet to reduce land-locked Nepal's total dependence on India, as the two sides cemented their ties by signing 10 agreements including a landmark transit trade deal.

Oli, who arrived in Beijing yesterday on his maiden seven-day visit to China, was given a red carpet welcome by Premier Li Keqiang at the Great Hall of the People. He also called on Chinese President Xi Jinping.

Oli's high-profile visit comes as Nepal seeks to open more supply routes from China amid fears of a repeat of recent nearly six-month long crippling blockade when the Indian-origin Madhesis blocked Nepal's trade-routes with India, throwing normal life out of gear.

During the talks, the two prime ministers made a comprehensive review of bilateral relations and expressed satisfaction over steadily growing relations between the two countries.

"The two sides exchanged substantive views on further strengthening and consolidating mutual trust and understanding as well as promoting mutually beneficial cooperation in various fields," according to a press release issued by Nepalese foreign ministry.

15:23   After clean chit, 'drunk' Delhi cop moves SC over YouTube clip
Months after receiving clean chit from departmental enquiry, Head Constable of Delhi Police Salim P K has now filed a petition in the Supreme Court, seeking compensation for the uploading of the video to social media and the subsequent coverage which has irreparably maligned his image in the eyes of the public.

The Indian Express reports that the then Delhi Police Commissioner B S Bassi had initiated departmental action against Salim, who hails from Kerala and was posted at the Police Lines in Outer district. But now Salim has also requested the Centre to help him.

Salims lawyer Wills Mathews told The Indian Express that Salim is in his native state of Kerala and on three months medical leave as he had apparently suffered a massive stroke three years ago.

His medical condition is not stable and his wife is going through from some medical treatment.

According to his medical reports, three years ago, a blockage in his brain caused a brain haemorrhage that left him with a paralysed left side, a contorted face, memory loss, body weakness, and difficulty communicating normally, he said.

He claimed that 50-year-old Salim had a black-out, leading to dizziness that sent him crashing to the floor on the day on which the video was recorded on the train.

The video (a clip is pictured here) went viral on August 25 and two days after it, Bassi had suspended him after terming the incident an exception.

The undated video, posted on Facebook by a user, showed Salim, struggling to hold on to a pole while swinging back and forth inside the Metro coach.

The 36-second clip also showed the dishevelled policeman with his shirt untucked trying to find his way around the coach in drunken stupor. As the train braked to a halt at Azadpur station on the Yellow Line, the policeman lost his balance and fell. The video showed fellow passenger helping him get up.

The timing may attract attention, since Prime Minister Narendra Modi is due to visit Saudi Arabia only a week later and is yet to visit Iran. Iran has attached the highest importance to India traditionally as its key partner in South Asia, but Rouhani is choosing Islamabad for his first visit to the region. On the other hand, it is futile to rush into conclusions until the outcome of Rouhani's visit gets known in a week's time. 13:03   Bihar may end practice of gifts to MLAs during Budget session
Bihar considers doing away with practice of gifts for lawmakers from government departments during Budget session, reports NDTV.

For about two decades now, every government department hands out gifts to the state's MLAs in the Budget session to thank them for doing their job - raising questions in the house in public interest. The rationale offered for the startling tradition is that their contribution through the year helps departments decide which areas need focus when the state's budget is being prepared.

After the Budget is presented, the thanksgiving begins; each department hands out its gifts on a different day.

The tradition of giving away token gifts to the legislators had started many years ago. Earlier, each legislator used to receive dairies, watches or briefcases as token gifts every year during the Budget Session. But now, they are getting much more "useful" consumer durable items.

On Friday, each of the 243 legislators were gifted a microwave oven by the state's education department. On other days of the ongoing Budget session they have received suitcases and mobile phones.

12:21   We want an India with both Krishna and Kanhaiya: Tharoor
Taking a dig at ruling BJP over its stand on the JNU row, Congress leader Shashi Tharoor on Sunday said nationalism is now decided by whether one can say 'Bharat Mata Ki Jai' or not.

He said people should have the right to choose what they believe is correct and still be tolerant of others' ideas in a democracy."Today nationalism is decided by whether or not one can say 'Bharat Mata Ki Jai'. I am happy to say it, but should I also oblige everyone to say it?"

Our Constitution gives people the right not to say it just as it gives people the right to say it as well. I will choose when to say it and that's democracy," Tharoor said addressing students at JNU.

Tharoor said our country is not just 'Hindi, Hindu and Hindustan' and called for an India 'more accepting of diversity' which he said has been the tradition throughout history.

"India is not just Hindi, Hindu and Hindustan. We want an India with both Krishna and Kanhaiya Kumar. We want in India people from every corner of this vast land an equal stake in our future.

"If we understand that the Indian civilisation allows many religions, celebrates range of opinions and is today sustained by constitutional democracy which stands for certain values that all of us claim as our own, if this is the Indian legacy we can live, then we can all stand under that flag and celebrate," he said.

He was speaking on 'JNU and Nationalism' outside the administrative hall of the university which has been the centre of protests ever since sedition charges were slapped on three students over an event held where anti-national slogans were allegedly raised.

Tharoor appreciated the students for stirring a debate on vital issues in India, saying student days are the days "to expand one's consciousness".

"You may have come here for education but you are also educating the nation. What is happening here has given the whole nation an education in the vital issues of dissent and democracy, sedition and of course of 'azaadi' (freedom)," he said.

Tharoor's nearly 40-minute long speech was dotted with historical anecdotes and personal experiences and he repeatedly quoted personalities like Jawaharlal Nehru and Everlyn Beatrice Hall to drive home the idea of tolerance and diversity and their importance in India.

11:37   Ambedkar comparable to Martin Luther King, says Modi at memorial lecture
Prime Minister Narendra Modi speaks after laying the foundation stone of the Ambedkar Memorial in New Delhi. The memorial would mainly house his relics and cover all important aspects of his life and work.

Highlights of his speech:

"I am the first Prime Minister who has come to speak here. It is a matter of great fortune for me.

I have got an opportunity to fulfil Baba Saheb's dream. He left us in 1956. Today, after 60 years, a memorial is being set up. Sixty years have passed! I don't know how we can explain this, but we have had to wait for 60 years for this. Perhaps this was written in my fate. Perhaps I had blessings of Baba Saheb on me.

I want to take a moment to remember Vajpayeeji. He is the one who took this decision, but those who came after him did not have Ambedkar in their hearts. That's why even after acquiring the place, the work for the memorial did not start.

But today, I want to announce that I will inaugurate it on 14th April, 2018. And I assure you it will be spectacular. For the world, it will be an iconic building. For us it will be an inspiring building.

Sometimes we do great injustice to Baba Saheb. To call him the messiah only of the Dalits is a great injustice to him. Let us not limit him to that. He was the one who raised his voice against any injustice.

We should see him as 'Vishwa Manav' and not limit him to our borders. The way the world sees Martin Luther King, Baba Saheb should be seen like that. He was the voice of the downtrodden.

Baba Saheb was the guardian of human values. In the pages of history I see two people as really special - Sardar Patel and Baba Saheb Ambedkar.
India lay divided in princely states. Even the English wanted India to be split. But Sardar Patel through his will, skill and diplmacy united India.
While there was political divide on one side, there was social divide on another.

There has always been efforts to fix the problems in Indian society. But it was Baba Saheb who succeeded. Sardar Patel united India politically, Baba Saheb united India socially.

The question arises why did he have to resign? History in our country has often been diluted and diverted to serve vested interests.

When the Hindu Code Bills was being introduced, Baba Saheb fought for the rights of women. But the government of the time was not progressive enough. And so Baba Saheb left the government.

But eventually all that he said, had to be accepted by the subsequent governments. But by then many years had passed."
