US actor Steven Seagal has been given Russian citizenship, the Kremlin says.

President Putin signed a decree to make the award to the martial arts expert, who starred in Hollywood action thrillers during the 1990s.

Seagal is friends with Putin, who he has described as "one of the greatest world leaders".

Putin's spokesman said Seagal was known for his warm feelings towards Russia and his status as a famous actor was a reason to make him a citizen.

Seagal made headlines when he described Russia's actions in Crimea, which it annexed in 2014, as "very reasonable". A keen guitarist, he played a concert there the same year.

Meryl Streep, regarded as the finest actress of her generation, will get the Golden Globes lifetime achievement award at the annual ceremony in January, organizers announced on Thursday.

Streep, a three-time Oscar winner, will be presented with the Cecil B. DeMille award in recognition of her 40 years in the industry.

"She has always taken roles with strong female leads, creating art by showing vulnerability and portraying truth on the big screen. Simply put, she is a trailblazer, having paved the way for women in television, film and stage," Hollywood Foreign Press Association President Lorenzo Sofia said in a statement. 

 "For shattering gender and age barriers, all with finesse and grace, the HFPA is humbled to bestow this honor upon her," Sofia added.

The HFPA organizes the Golden Globes awards for film and television, one of the biggest ceremonies in Hollywood's long awards season. The 2017 ceremony will take place in Beverly Hills on Jan. 8.

Coming out in support of Congress, the Shiv Sena today said detention of Congress Vice-President Rahul Gandhi by the Delhi Police was "shameful".

"Rahul Gandhi and Delhi Deputy Chief Minister Manish Sisodia should not have been stopped from visiting the aggrieved family of a retired soldier who allegedly committed suicide over the One-Rank-One-Pension (OROP) issue," Sena spokesperson Arvind Sawant told reporters.
"What kind of an attitude is this? The action of Delhi Police was condemnable and shameful," said Sawant, an MP from Mumbai South constituency.
"It was not right to politicise the alleged suicide and the family was not treated well. The issue has been politicised after detention of Rahul Gandhi and Sisodia," he added.
"Rahul is Vice-President of a national party while Sisodia is Deputy Chief Minister of an elected government. Action should be taken against the erring Delhi Police officials," demanded Sawant.
The suicide by an army veteran over OROP snowballed into a huge political show with Rahul Gandhi, Chief Minister Arvind Kejriwal and other opposition leaders attacking the Narendra Modi government on the issue while there was high drama after police detained and prevented them from entering a hospital.

After showing off its might through silent marches in parts of Maharashtra, the Maratha community has now decided to organise a bike rally in Mumbai on November 6 to press for their various demands.

This event is being seen as a prelude to the community's "biggest" ever silent march, which is planned to be held in Nagpur during the winter session of the state legislature next month.

Meanwhile, talking to PTI, Chief Minister Devendra Fadnavis said most of the demands of the Maratha community are "just" and the government has initiated steps to address their discontent.

Giving details, Virendra Pawar, one of the organisers of the Maratha event, said, "We have decided to hold the biggest ever silent protest in Nagpur on December 14, during the winter session of the state Legislature. If the government does not pay heed to our demands even after that, we will carry out a maha morcha in Mumbai, which will break all the records." 

"Until the Nagpur rally happens, we have decided to carry out a Janajagruti bike rally in Mumbai on November 6, where we expect around 15,000 to 20,000 bikers to participate," he added. 

Pawar said the rally will commence from K J Somaiya ground in Sion at 9 AM and will culminate near Chhatrapati Shivaji Terminus station after passing through Matunga, Dadar, Parel, Lalbaug and Byculla areas.

21:53   National Geographic's 'Afghan Girl' hospitalized in Pakistan
Pakistan's foreign ministry says an Afghan woman who gained fame in 1984 after a photograph of her as a refugee girl was published on the cover of National Geographic has been hospitalized after falling ill while in custody.

Ministry spokesman Nafees Zakaria said today that Sharbat Gulla is being treated at a hospital in Peshawar.

He didn't provide details but authorities say the famed green-eyed 'Afghan Girl' was arrested for holding a fake Pakistani identity card. 

She has denied the charges but a Pakistani court yesterday dismissed a bail plea for Gulla.

War photographer Steve McCurry, whose photograph made Gulla famous, found her again in Afghanistan in 2002. She surfaced again in 2014 in Pakistan but went into hiding after authorities accused her of buying a fake ID card.

21:23   314 villages along IB, LoC affected in Pak firing
As many as 314 villages along the International Border and the Line of Control in Jammu region have been affected by the recent spell of firing and shelling by Pakistani troops. 

"A total of 314 villages have been affected in border firing along the IB and the LoC from Kathua to Poonch," an official spokesman said. 

He said an adequate number of ambulances have been pressed into the service to provide immediate medicare facilities to the injured people. 

"Round the clock healthcare services are being ensured in district and sub-district hospitals as well as in Community Health Centers. Besides, medicines and other facilities are being provided in the migrant camps where border residents have taken shelter," he added. 

At least 18 people, including 12 civilians, have been killed and more than 80 injuried in Pakistani shelling and firing along the IB and the LoC since surgical strikes against terror launch pads by the Indian Army in Pakistan Occupied Kashmir.

21:12   Ex-serviceman's suicide case handed over to Crime Branch
The suicide case of ex-serviceman Ram Kishan Grewal which triggered a political row has been handed over to the Crime Branch of Delhi Police, considering "the sensitivity of the matter".
Special Commissioner of Police-Crime Taj Hassan confirmed the development and said the Crime Branch has initiated inquest proceedings in the case.
The 70-year-old ex-serviceman from Haryana's Bhiwani district consumed poison in the lawns behind Jawahar Bhavan, which houses some offices of the Ministry of External Affairs, on November 1. He was rushed to RML Hospital where he died later.
Grewal's suicide had yesterday snowballed into a huge political showdown in the capital with Congress Vice President Rahul Gandhi being detained twice by Delhi Police amid high drama and Chief Minister Arvind Kejriwal also being detained by the policemen.

Congress vice president Rahul Gandhi has been taken away from Jantar Mantar and detained while he was headed to join a protest by his party over ex-servicemen Ram Kishan Grewal suicide.

This is his third detention in two days.

CNN News 18 quoted Ajay Maken as saying that Rahul has been taken to Tughlak Road police station. Initially, it was said that he was taken to Parliament Street Police Station.

ANI reported that police escorted Rahul away from the protest site 'due to security concerns'.

Earlier, Congress members took out candle-light march for Grewal.

18:52   4 detained over burning of schools in Kashmir
Jammu and Kashmir police has detained four people under Public Safety Act in connection with burning of schools.

"Apart from these four, 12 people have been arrested and 26 have been questioned so far," Kulgam Superintendent of Police Shridhar Patel said.

The Jammu and Kashmir high court had on Monday directed police and civil administration officials to devise modes and methods for protecting schools from miscreants in the Valley.

The high court took suo motu cognisance of the reports about 26 schools being burnt in Kashmir Valley over the past 115 days of the unrest which started following the killing of terrorist organisation Hizbul Mujahideen commander Burhan Wani in July.

Hitting out at Union Minister V K Singh's comment on his deceased father, Dilwar Singh Grewal, son of the ex-serviceman who reportedly committed suicide, said that his father did not sacrifice his life for his own benefit, but did it for the welfare of the army veterans across the nation.

Singh had also alleged that Grewal had fought the sarpanch elections on a ticket from Congress.

"Sarpanch election is different than regular national elections .He was not from any party, he was just working for the people. He sacrificed his life not for the family but for his co workers," said the ex-serviceman's son.

18:39   BJP to conduct 4 'parivartan yatras' as part of UP campaign
State leaders will play a key role in Bharatiya Janata Party's bid to capture power in Uttar Pradesh as the party today announced details of its four 'Parivartan Yatras' which will start from various corners of the state between November 5-9.

Prime Minister Narendra Modi will address six regional meetings during the 192-day-long exercise ending in December 24, while Union ministers Rajnath Singh and Kalraj Mishra, two leading saffron faces from the state, will be the key speaker at 10 meetings each.

BJP president Amit Shah will address 10 other rallies. The party has planned 30 rallies of its national leaders. Uma Bharti will attend six of them. Union minister Ravi Shankar Prasad was joined by two other senior party leaders -- Bhupendra Yadav and Anil Jain -- at a press conference today where details of the yatra was announced.

The four yatras will converge in Lucknow on December 24 after traversing over 17,000 km, Prasad said. The first yatra will start from Saharanpur on November 5, second from Jhansi on November 6 and third and fourth from Sonbhadra and Balia on November 8 and 9, respectively.

Shah and Mishra will be present during the launch of all the four yatras, while Singh will be present at three venues, except Saharanpur.

BJP allies Ram Vilas Paswan and Ramdas Athawale, two Dalit faces of the National Democratic Alliance, and Uprendra Kushwaha will also be joining the yatras.

18:09   Iraqi troops inside Islamic State-held Mosul for first time since 2014
Iraqi forces have entered Islamic State-held Mosul for the first time in more than two years, the Iraqi defense ministry said, in an operation to free the key city from the militant group's control.

Iraqi Ministry of Defense spokesman Brig General Tahsin Ibrahim told CNN that units of the 9th Armored Division had entered the city, adding that troops had stormed the neighbourhood of al Intisar in the east.

Penetrating the eastern border on Thursday has been the most significant breakthrough in the offensive, launched more than two weeks ago. Officials have warned that entering Mosul will likely trigger the fiercest fighting seen yet, and that the battle is expected to be fought "street to street," or even "house to house."

The government is "severely beginning" to limit the notion of liberty that is mentioned in
the Constitution by "intruding into people's bedrooms, kitchens and dining rooms", says Congress leader Shashi Tharoor.

"It is wrong for the government to intrude into people's bedrooms, kitchens and dining rooms.

"It is actually severely beginning to limit the notion of liberty that is mentioned in our Constitution as one of its first purposes," the Lok Sabha member from Thiruvananthapuram said. 

On the surgical strikes, the former minister of state for external affairs said these have "relieved a lot of pent-up frustration that had been mounting about the perception that Pakistan was repeatedly hitting us getting away with impunity".

He, however, termed as an "unfortunate" aspect the "chest thumping and triumphalism from the ruling party" on the strikes.

He also said that under this government "we are hearing of a version of nationalism that seeks to promote a narrow-minded form of bigotry as a form of nationalism which is actually a betrayal of the sense of the nation as one that incorporates everyone".

17:16   GST rates fixed from 5% to 28%
The new GST or Goods and Services Tax will range from 5 to 28 per cent, Finance Minister Arun Jaitley said today. The GST panel fixes rates at 5%, 12%, 18% and  28%. Several items will be transferred to to 18% GST rate from 28% now, FM Arun Jaitley announced after the GST council meet.

The 5% GST rate will be applicable on items of mass consumption. Additional revenue from 28% slab will be used for 5% slab. Items taxed at 30-31 pc (excise plus VAT) will be taxed at 28 pc. Considering the inflation impact of having one standard rate, therell be 2 standard rates of 12% and 18%.

The GST on gold will be announced later.

The tax rate has to now be approved by parliament.

17:10   Cyrus Mistry has no plans to quit as Chairman of Tata group companies
Digging in his heels after being ousted as Chairman of Tata Sons, Cyrus Mistry plans to continue as Chairman of all Tata group firms, including Tata Steel, TCS and Tata Motors. According to sources close to Mistry, he has no plans to quit as Chairman of these firms. "He will discharge his fiduciary duty as required by law in all his positions in the Tata group,' a source close to Mistry said.


Tata Sons is the main holding company of the group. The Tata group has been hoping that Mistry will step down from the positions he occupies in the group firms after being replaced as Chairman on October 24.


At present, he is the Chairman of Tata companies such as Tata Steel, Tata Consultancy Services, Tata Motors, Indian Hotels Co Ltd (IHCL), Tata Power Company, Tata Global Beverages, Tata Chemicals, Tata Industries and Tata Teleservices. Mistry is slated to chair the upcoming board meetings of IHCL and Tata Chemicals on November 4 and 10 respectively to approve quarterly results.


In a surprise move, Tata Sons board had ousted Mistry as Chairman of the company and replaced him with Ratan Tata as interim Chairman. The group has said it would find a successor within four months.


A day after Mistry wrote a letter to the board members of Tata Sons levelling a series of allegations against Ratan Tata and contended that he was pushed in to a position of "lame duck' chairman and changes in decision making process created alternate power centres in Tata group.


Since then there has been a continuing war of words between Mistry and the Tatas.On Monday, in a letter to group employees, Tata had termed the decision to replace Mistry as a well-considered but difficult and a serious one which was "absolutely necessary for the future success of the Tata Group'.

17:01   Chinese, Indian troops in stand-off at Ladakh
Chinese and Indian troops are locked in a stand-off at the icy heights of Ladakh division since yesterday after People's Liberation Army (PLA) personnel entered an area where an irrigation canal was being built under the MNREGA scheme and stopped the civilian work.


The incident took place yesterday afternoon in Demchok sector, located 250 km east of Leh, where the work for linking a village with 'Hot spring' was being undertaken under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA).


Around 55 Chinese troops arrived at the scene and halted the work in an aggressive manner, prompting the army and Indo-Tibetan Border Police(ITBP) personnel to rush to the spot and stop the high-handedness of Chinese troops, official sources said today.

India rejects Pakistan's claim of ceasefire violations by Army. MEA spokesperson Vikas Swaroop said in a statement that Indian forces don't initiate nor violate ceasefire, they only retaliate. 2/3rds of ceasefire violations by Pakistan have taken place in the last five weeks. It is important for Pak to desist its failed policies which has led to its diplomatic isolation. "We reject Paks allegations of any unprovoked firing, we have lodged a strong protest with Pak for killing our civilians," Swaroop said.

India also completely rejected as baseless and unsubstantiated allegations made by Pakistan against certain officials of the Indian High Commission in Islamabad. Indian officials falsely implicated were working in fields of promoting people to people and trade, economic contacts between the two countries.


The root cause of problems between India and Pakistan is it's support to cross border terrorism and its promotion as an element of state policY.

"Mehmood Akhtar revealed information about anti-India activities going inside the Pakistan High Commission," he said.  Pakistan High Commission staffer Mehmood Akhtar, in a videotaped statement to police, named four officials of the Pakistan mission commercial counsellor Syed Farrukh Habib and first secretaries Khadim Hussain, Mudassir Cheema and Shahid Iqbal as being part of the alleged spy ring. Akhtar is a Pak embassy staffer accused of spying.

Defence Minister Manohar Parrikar today said Pakistan is waging a proxy war in Jammu and Kashmir but the neighbouring country will be given a befitting reply.

"Pakistan has always been trying to occupy Jammu and Kashmir, and we consider this land (Jammu and Kashmir) and its people as our integral part.

The ruling AIADMK has said Chief Minister J Jayalalithaa has "started living a normal life" after being admitted to a hospital here more than a month ago, amidst visitors thronging the hospital to know about her health. Party workers continued to organise prayers for the Chief Minister's speedy recovery.


"The doctors said there is no need for any concern and I am so happy to note that," actress Sarada told mediapersons outside the hospital today as she equated Jayalalithaa with Rani Lakshmibai.


Yesterday the ruling AIADMK had said Jayalalithaa has "progressed well" and "started living a normal life".


"She is very well and is consuming normal food. She has started living a normal life. she will return soon and resume public service," party leader C R Saraswathy said. Party spokesperson Panrutty S Ramachandran had said Jayalalithaa (68), had "progressed well", adding, "People are confident (of her return) and their prayers are yielding results."


Jayalalithaa was admitted to the Apollo Hospital on September 22 after she complained of fever and dehydration. Later, the hospital had said she was being treated for infection with respiratory support among others. In its last medical bulletin on October 21, the hospital had said the Chief Minister was interacting and progressing gradually.


Specialists from All India Institute of Medical Sciences, New Delhi, and from London among others have treated Jayalalithaa.

High-level panel recommends leading Hindi news channel be taken off air for a day on Pathankot attack coverage.


Earlier this year, the Information and Broadcasting ministry sent a show cause notice to Hindi news channel NDTV India over its coverage of the terrorist attack on Pathankot airbase which "prima facie" violated norms.

Sources told PTI that the ministry has decided to issue a show cause notice to the prominent news channel after it observed that sensitive information was broadcast by it even when the operation was still on and two of the terrorists were known to be alive.

After questioning retired soldier Ram Kishan Grewal's 'mental state' yesterday, Union minister VK Singh triggered yet another controversy today by saying Grewal was in fact a Congress worker who fought Sarpanch elections on a Congress ticket. Calling the suicide unfortunate, VK Singh said Grewal's issue was with the bank and not with OROP. "Also, how did he procure Sulpha tablets and who gave it to him?" the minister asked insinuating that Grewal had been coerced into killing himself.  


on Wednesday VK Singh said the mental state of the ex-serviceman, who allegedly committed suicide over pension issues, needs to be probed before drawing conclusions.

14:34   Delhi Police mishandled post OROP suicide, says BJP MP
Former Mumbai Police Commissioner turned-BJP MP Satyapal Singh on Thursday said Delhi Police had mishandled the protest which took place after the suicide by ex-serviceman Ram Kishan Grewal over delay in the implementation of the One Rank, One Pension (OROP).

"I think Delhi Police should have handled the situation better, as they completely mishandled it," he said.

"Opposition parties have nothing to do with the victim or with the army. Same people were questioning the army over the surgical strike and they just want to score their political browny points," he added.

"There is no harm in letting anyone meets the family of the ex-serviceman but Delhi Police should have managed it in a better way," the BJP MP from Baghpat said.

Congress vice president Rahul Gandhi and Delhi Chief Minister Arvind Kejriwal were on Wednesday detained by police in Delhi for several hours -- Gandhi twice -- in an apparent bid to prevent them from meeting the bereaved family.

Several leaders of Congress and AAP including Deputy Chief Minister Manish Sisodia were also held by the police even as Rahul and Kejriwal tore into Prime Minister Narendra Modi

14:19   Now, Right to Food law implemented in every single state
Implementation of National Food Security law, entailing an annual subsidy of over Rs 1.4 lakh crore, has covered the entire nation from this month with two large states Kerala and Tamil Nadu coming on board, the government said today. As many as 80 crore people are covered under this law across 36 states and Union Territories.


"When we came to power, food law was being implemented in only 11 states. I am happy to share that National Food Security law is being implemented in all states and union territories," Food Minister Ram Vilas Paswan said at a press conference.


Only two states, Kerala and Tamil Nadu were left, and they too have implemented it from November, he said.


Under the law, which was passed by Parliament in 2013, the government provides 5 kg of highly subsidised foodgrains per person, per month at Rs 1-3 per kg. On the subsidy outgo, Paswan said: "It will be Rs 11,726 crore per month or about Rs 1,40,700 crore annually." Reiterating that the government is prepared for the important step, he said: "Foodgrains have been allocated. Under this law 80 crore people are being covered."

At least 19 people were today killed and 50 others injured after a passenger train crashed into a stationary train in Pakistan's southern port city of Karachi. The accident occurred in Gaddafi Town in Landhi area at 7:18 am when Zakaria Express collided with the stationary Fareed Express at Juma Goth Train station.


Two bogies of Fareed Express and one bogie of Zakaria Express were completely destroyed in the collision. TV footage showed mangled and overturned carriages, and local media reported rescuers were working to free people trapped in the wreckage.

The mortal remains of retired Army jawan, Ram Kishan Grewal, who committed suicide over the One Rank One Pension (OROP) issue, were consigned to flames on Thursday as his last rites were perfumed at his native village here.


Congress vice-president Rahul Gandhi along with leaders Bhupinder Singh Hooda, Kamal Nath, Kiran Choudhry and Shailaja attended the cremation. Delhi Chief Minister Arvind Kejriwal was also present during the last rites of Ram Kishan.Grewal had allegedly consumed poison on Tuesday.


The 69-year-old former jawan was protesting over the OROP issue at the Jantar Mantar in Delhi when he committed suicide on Tuesday.


The suicide plunged the capital into chaos yesterday with the police detaining and releasing Kejriwal, his deputy Manish Sisodia and Rahul Gandhi.

As the probe into the low-intensity IED blast on the premises of the judicial magistrate's court in Malappuram began, the pen drive recovered from the blast site contained images of Prime Minister Narendra Modi and several other politicians.

A bomb blast from under a car parked near the Judicial First Class Magistrate Court within the Civil Station compound shook the Malappuram Collectorate complex on November 1 afternoon.

According to reports, apart from a few batteries and wires, the police recovered a paper box, a pen drive and a printed paper ascribing the blast to the Base Movement.

The pen drive also contained threats against important places in the country including Red Fort and the Parliament.

National Green Tribunal has directed the Delhi chief secretary to hold a meeting urgently with all concerned authorities today in connection with the extremely high toxic air levels.

The chief secretary has been told to file a status report by tomorrow.

Three days after Diwali, the capital's air quality continued to be in the "severe" category despite experts predicting that it would improve to "very poor" by Wednesday.

Prolonged exposure to severe category air may affect healthy people and seriously impact those with existing diseases while very poor category may cause respiratory illness. Children, elderly and the sick are considered most vulnerable to the harmful effects of hazardous air. 

The National Air Quality Index also reported air quality in Delhi at 'severe', with PM 2.5 being the prominent pollutant.

Pollution peaks in the national capital during Diwali as a hazardous mix of noxious gases and respirable pollutants hang very close to the surface due to low temperature and near-stagnant wind movement.

The Bangalore Development Authority has given an undertaking to the Karnataka High Court that it will not proceed with the proposed flyover in Bengaluru. 

The high court has said that it would examine the legal, constitutional issues and pass a final order. The matter has been adjourned in the wake of the injunction order passed by the National Green Tribunal. 

The government had proposed to construct the 6.7 kilometres flyover at a cost of Rs 1,761 crore between the Basaveshwara circle and the Hebbal Flyover.

The National Green Tribunal had stayed the construction of the steel flyover for a period of four weeks.

Akhilesh Yadav's new rath is a snazzy set of 10 wheels, a modified red Mercedes bus that will be the 43-year-old chief minister's home for the next many days as he tours Uttar Pradesh ahead of assembly elections.

Yadav set off on his Vikas Yatra after a show of strength by his supporters who clashed with supporters of his father and uncle.

After brief speeches by all the three SP bigwigs, Akhilesh set off on his rath, only to have it breakdown within a kilometre.

The rath has a hydraulic lift that will allow Akhilesh Yadav to be raised and address crowds during road shows and rallies from the bus. It has a CCTV camera, LCD televisions, sofas, a bed.

Politics over the alleged suicide of an Army veteran over his pension shifts from Delhi to his village in Haryana today, with Congress vice president Rahul Gandhi reaching Bhiwani for the funeral. Delhi Chief Minister Arvind Kejriwal has also confirmed his presence for the funeral.


Retired Subedar Ram Kishen Grewal's funeral will be held in his village in Bhiwani, a little over a 100 km from Delhi. "Will go to their village and meet Ram Kishan ji's family there today," Arvind Kejriwal has tweeted this morning. He will be accompanied by other top leaders of his Aam Aadmi Party.


Rahul Gandhi reached the village at around 11 am. Derek O' Brien of Mamata Banerjee's Trinamool Party drove through the night and reached early this morning.

The subedar, who served in the Army for 30 years, ate sulpha tablets on Tuesday afternoon in the lawns of a government building in the heart of the capital. He died in hospital on Wednesday. The veteran's family and friends said he had been trying to get in touch with Defence Minister Manohar Parrikar with a petition to demand the pension promised to him under the government's One-Rank-One-Pension or OROP scheme.

The veteran's son has said all his father wanted was a Rs 5000 hike.

Yesterday, utter confusion prevailed in the Samajwadi Party camp over whether Mulayam Singh Yadav and Shivpal would appear at Akhilesh's rally.

The rally is seen as a showdown or show of strength just two days ahead of another gala event to mark SP's silver jubilee, all eyes are on party patriarch Mulayam and Shivpal, the state unit chief, as their presence or absence would reflect as to how far SP was united before Uttar Pradesh assembly polls early next year.


When Shivpal was specifically asked whether he would be present at the rath yatra flagging off event, he ducked the question adding to the suspense."I am engaged in preparations for silver jubilee celebrations. If there is yatra on November 3, there is silver jubilee show on November 5," he said, leaving everyone guessing about his participation.

The daily life in Manjakote village has been severely affected as two women were killed and a child was severely injured on Wednesday after Pakistan troops violated ceasefire which targeted Indian posts and border villages in India's northern Jammu and Kashmir state casts fear among the residents.


The women were killed in heavy firing and mortar shelling in Manjakote Sector of Rajouri district.


"Two women have been killed in Manjakote. I would say that from Poonch to Jammu continuous firing is going on from Pakistan side and has resulted in several casualties and also huge damage to property," said Shabbir Khan, former state health minister.


A 14-month old girl was injured in cross-border firing in Jammu.
Doctor Tariq Azad, General surgeon, Jammu Hospital said the child was hit by shells in the stomach and was operated upon.

"She was hit by shells in stomach and suffered holes in three spots in the intestine which we now have operated. We had to remove a portion of her intestine so that her healing could be possible," said Dr. Tariq Azad.

Pakistan has been targeting army posts and civilian areas, escalating the tension between the two nuclear-armed neighbours.

Tensions have escalated sharply since India announced on September 29 its special forces had carried out a surgical strike against militants camping in the Pakistan-occupied Kashmir (PoK) and inflicted significant casualties.

Pakistan denied such a strike had taken place but vowed to retaliate against any Indian aggression.

The raid by Indian military was a direct response to a militant attack on an army camp in Uri that killed 19 soldiers, the deadliest toll in nearly two decades.

India said the attackers had come from Pakistan but Islamabad demanded credible proof.

People of Niaka, village which came under the fire, are living under the shadow of heavy shelling has severely disrupted daily life of locals in villages around the border. People have been asked to stay indoors as shelling continues.

The mortar affected the residential areas along the Line of control as it damaged the houses and killed animals for past many days.

Authorities in Indian Kashmir have already evacuated hundreds of people from villages along the frontier with Pakistan following frequent ceasefire violations.

Incidence of border skirmishes between the arch rivals has also increased since New Delhi's military raid.

Jihadist leader Abu Bakr al-Baghdadi called on his fighters to resist as Iraqi forces were poised to enter the city of Mosul where he declared a "caliphate" two years ago.

"Do not retreat," said a voice presented as belonging to the leader of the ISIS group in an audio message released early Thursday by the ISIS-affiliated Al-Furqan media.

"Holding your ground with honour is a thousand times easier than retreating in shame," he said in the message, his first in more than a year.

"To all the people of Nineveh, especially the fighters, beware of any weakness in facing your enemy," Baghdadi said, referring to the northern Iraqi province of which Mosul is the capital

CNN-News18 reports: Nepal's foreign minister on Thursday said it was not possible to give a deadline by when a decision on the SAARC summit could be taken.

Nepal's foreign minister Prakash Sharan Mahat said, "Even a change in venue would not serve the purpose as there was bitterness among India and Pakistan and SAARC operates by consensus and agreement".

He also said that onus of creating the right atmosphere was on Pakistan as it was the host country. Nepal which is the chair of the SAARC summit had postponed the SAARC summit scheduled in Islamabad following boycotts by India, Bangladesh, Afghanistan, Bhutan and Sri Lanka.

Personnel at the US Naval Base in Sasebo, Japan were asked to shelter in place this morning after reports of an active shooter.

Security at US Fleet Activities Sasebo received a report of gunshots heard inside a building, according to the post, at 9:33 am local time (6:03 am IST) on Thursday. The building was evacuated and security is clearing the building, according to the post.

Cmdr Ron Flanders of Navy Region Japan told Stars and Stripes, "There was possible sounds of shots fired. The base was put on lockdown, and we have asked everyone to shelter in place."

Security forces are clearing the building, said Flanders, who emphasized that an active shooter has not yet been confirmed.

08:37   Parrikar to pay tribute to 1947 war hero Major Somnath
Defence Minister Manohar Parrikar will on Thursday join senior army officers and other ranks in paying tribute to the country's first Param Vir Chakra recipient, Major Somnath on his 69th death anniversary near Srinagar Airport in Budgam district, the official said.

Major Somnath, the first recipient of India's highest military honour, was awarded the medal posthumously for his bravery in the Kashmir operations in November 1947. 

He laid down his life while evicting Pakistani raiders from Srinagar Airport during the war with Pakistan in 1947-48 in Kashmir. He belonged to the 4th Kumaon Regiment.

08:37   GST Council to discuss tax rates, dual control today
With barely a fortnight left for Parliament's Winter Session, the GST Council will begin its crucial 2-day meeting today to decide on tax rate including the levy of cess and sort out the vexed issue of jurisdiction over assessees.

At the meeting, to be chaired by Finance Minister Arun Jaitley, the Centre is likely to press its proposal for 4-tier tax structure of 8, 12, 18 and 26 per cent, the peak rate being for FMCG and consumer durables. 

Meanwhile, Minister of State for Finance Arjun Ram Meghwal told PTI that there had been "minor" differences over the issue of cess but expressed confidence that it will be resolved. 

He said: "Our effort is to decide on all matters through consensus. We want everyone to come around on all issues... There may be times when Tamil Nadu or Kerala or West Bengal or Uttar Pradesh have said something different but we will get them around.

"We are confident that the GST will be rollout from April 1, 2017...all issues would be sorted out before that."

The Federal Reserve kept interest rates unchanged on Wednesday in its last policy decision before the United States election, but signaled it could hike in December as the economy gathers momentum and inflation picks up.

The US central bank's rate-setting committee said the economy had gained steam and job gains remained solid.

Fed policymakers also expressed more optimism that inflation was moving toward their 2 percent target.

"The committee judges that the case for an increase in the federal funds rate has continued to strengthen but decided, for the time being, to wait for some further evidence of continued progress toward its objectives," the Fed said in a statement following a two-day policy meeting.
