19:02   Jaipur police told to probe plaint against phone tapping 'rumours'
Rajasthan Director General of Police Bhupendra Singh on Saturday instructed the Jaipur police to investigate the complaint lodged against the rumours that phone numbers of six MLAs holed up in a Jaisalmer hotel are being tapped, according to a statement.

The DGP said the information is utterly baseless, false and misleading" and asked Jaipur Police Commissioner Anand Srivastava to take immediate action in this regard, the statement said.

Amid a political crisis triggered by the revolt of dissident Congress leader Sachin Pilot against Chief Minister Ashok Gehlot, the Congress had shifted the MLAs backing the CM to the Jaisalmer's Suryagarh hotel, accusing the BJP of the bid to topple its government in the state.

On Friday, it was claimed in a message circulated on WhatsApp that phone numbers of six MLAs lodged in the Jailsalmer hotel are being tapped.

The message was circulated with a list of phone numbers.

Reiterating his department's stand over the controversy, the DGP in the statement clarified that the Rajasthan Police did not tap the phone number of any legislator, neither in the past nor in present.

The allegations of recording conversation through an intercom facility of the Jaisalmer hotel are false and fictitious, he said.

The Rajasthan Police always acts to prevent illegal activities and illegal phone tapping is a criminal act, the DGP said in the statement.  -- PTI

17:44   Corrective action after probe, says AAI chief
Airports Authority of India (AAI) Chairman Arvind Singh on Saturday said 'corrective action' will be taken after receiving the probe report on the Air India Express plane crash at Kozhikode airport on Friday.

The airport in Kerala, which has a tabletop runway, is operated by state-owned AAI.

Aircraft Accident Investigation Bureau (AAIB) is probing the accident at the Kozhikode airport that has left at least 18 people dead, including the two pilots of the plane.

The Digital Flight Data Recorder (DFDR) and the Cockpit Voice Recorder (CVR) have been recovered at the crash site.

Singh said rescue work is over and reasons for the crash would be known once the AAIB report comes.

"This report will tell us about all the issues... we are awaiting the inquiry report and then we will take corrective action," he told PTI.

On whether there were any safety issues had come to the notice of the AAI in recent times, Singh replied in the negative.

He noted that prior to COVID-19, there were around 70 departures as well as 70 arrivals at the Kozhikode airport on a daily basis.

After domestic flights resumed on May 25, there have been 10 departures and 10 arrivals everyday.

Domestic and international flight services were suspended in late March in the wake of COVID-19.

Domestic flights resumed operations on May 25 while overseas flights remain suspended.

However, special international flights are operating. The plane that crashed on Friday was operating a Vande Bharat Mission flight from Dubai to Kozhikode. -- PTI

17:16   Aviation expert flagged concerns about Kozhikode airport runway in 2011
Flights landing on runway 10 in tailwind conditions in rain at the Kozhikode airport endanger the lives of people on board those flights, a civil aviation expert had warned in 2011.

Captain Mohan Ranganathan had flagged concerns about the runway in a communication to then Civil Aviation Secretary Nasim Zaidi in June 2011.

Ranganathan was then a member of the operations group of the Civil Aviation Safety Advisory Committee (CASAC).

The communication assumes significance against the backdrop of the Air India Express plane crash at the airport on Friday that killed at least 18 people, including two pilots.

The Boeing 737-800 plane, coming from Dubai, had overshot the runway while landing in heavy rains and broke into two pieces.

'... in spite of the danger if the crew accept a landing in wet and tailwind conditions, their concept of ALAR (Approach and Landing Accident Reduction) is very poor,' he had said in the communication.

The communication came against the backdrop of an Air India Express aircraft crash at Mangalore airport in 2010. As many as 158 people had died in the crash.

'... all the flights that land on Runway 10 in the tailwind conditions in rain, are endangering the lives of all on board,' Ranganathan had said.

With tailwind conditions, the descent of an aircraft at the time of landing might be affected. Kozhikode airport in Kerala comes under the Airports Authority of India (AAI).

The airport has a tabletop runway. Details about action taken by authorities concerned following the communication could not be ascertained. -- PTI

The BJP legislators who boarded the flight from the Jaipur airport on Saturday are Nirmal Kumawat, Gopichand Meena, Jabbar Singh Sankhla, Dharamveer Mochi, Gopal Lal Sharma and Gurudeep Singh Shahpini.

The Union health ministry has asked states and UTs to take up coronavirus testing of grocery shop workers, vegetable and other vendors, stating if undetected they can potentially spread the infection to a large number of people.
In a letter to states and UTs, secretary in the health ministry, Rajesh Bhushan also stressed the need for operationalising ambulance transport system with oxygen facility and quick response mechanism.
He underlined that refusal rate of ambulances must be monitored at a daily basis and brought down to zero.
With the COVID-19 pandemic now spreading to newer areas in the country, Bhushan said there are likely to be scattered cases, cluster of cases or large outbreaks in districts and that the primary aim is to control outbreaks especially in new locations.
"The focus at the same time should be to save lives at all cost," he said.
"While we have so far done better than many other countries in this respect, our aim should be to further reduce mortality and ensure that it does not cross the 1 per cent mark," Bhushan said in the letter, addressed to additional chief secretaries, principal secretaries and secretaries (health).
Bhushan pointed out that early detection of cases through aggressive testing, prompt isolation or admission in a healthcare facility and ensuring proper clinical management are major components of mortality reduction.
"Early detection of cases is the most crucial element to ensure that the case fatality is reduced. It helps in terms of not only identifying the case before it may become critical but also supports in terms of checking the spread of infection," he said in the letter.
He stressed on enhanced surveillance for influenza like illness, severe acute respiratory illness as their symptoms are mostly the same as COVID.
Once a positive case is identified, a prompt contact-tracing should be undertaken and at least 80 per cent of the contacts must be identified and quarantined within 72 hours, he said.
Normally, a person would have an average of 30 contacts for a period of tracking that two days before the symptom onset, Bhushan said.
"There can be potential hotspots for spread of infection like industrial clusters with closed work environment, people coming from high prevalence areas, other high density areas such as slums, prisons, old age homes etc.
"In addition, grocery shops, vegetable and other vendors etc can be potential spreaders of infection to a large number of people. Testing in such areas and of such people should be taken up proactively as per ICMR guidelines," Bhushan underscored.
He also asked states and UTs to undertake weekly death audits to assess the determinants of death such as age differentials, comorbidities, late reporting to hospital and clinical protocols that were followed.
"This will help identify challenges to be addressed and will facilitate effective case reporting and ensure timely and required medical interventions," Bhushan highlighted.
In the letter, Bhushan also said that a regular house-to-house search must be done periodically to identify those who are at high-risk that is the elderly, people with comorbidities and pregnant women among others.
Alongside this exercise, containment and buffer zones should be set up and the perimeter of the containment zone must be properly secured.

00:24   China seals village after bubonic plague death
Authorities in the Chinese region of Inner Mongolia have sealed off a village after a resident there died from bubonic plague, a centuries-old disease responsible for the most deadly pandemic in human history.

The death was reported to health authorities in Baotou city on Sunday and the victim was confirmed to be a bubonic plague patient on Thursday, the Baotou Municipal Health Commission said in a statement on its website.
The patient died of circulatory system failure, according to the statement. It did not mention how the patient had caught the plague.

To curb the spread of the disease, authorities sealed off Suji Xincun village, where the dead patient lived, and ordered daily disinfection of homes. All villagers have so far tested negative for the disease, the statement said.

Nine close contacts and 26 secondary contacts of the patient have been quarantined and tested negative, the commission said.

This is the second case -- and first death -- of bubonic plague China has confirmed this year. The previous case was discovered in July in Bayannur, another city in Inner Mongolia, leading to the issuing of another Level 3 alert and the closure of several tourist spots.v
