20:22   Delhi is behaving as if emergency has been imposed: Mamata
Taking strong exception to the removal of some officials by the Election Commission in poll-bound West Bengal, Chief Minister Mamata Banerjee today said Delhi was behaving as if emergency was imposed.

"Tell me political parties, there is an elected government in the state and Delhi is behaving in such a way as if emergency is imposed. If elections cannot be held in Bengal with the state police forces, it cannot be held in Delhi with the help of the Delhi police as well. This will be our demand. "I would like to see what kind of precedence the Election Commission sets then?" she said while addressing an election rally on the last day of her campaign in north Bengal.

The Election Commission had yesterday removed 37 officials, including a District Magistrate and four Superintendents of Police in the state.

"If you don't have confidence in the Bengal administration, I have no objection. You can transfer anybody, but whoever you select for the posting is our man. He is from our state. One officer will go and another officer will come for one-and-a-half months," Mamata said.

"Seeing your stand (opposing the construction of SYL canal in Punjab) Haryana will not be able to deliver your share of water in Delhi since you have stood against the interests of the farmers and people of Haryana," the Haryana Minister had said in the letter to Kejriwal.

16:25   World no longer ridicules India of 'Hindu rate of growth': FM
Pitching for more reforms, Finance Minister Arun Jaitley today said the world no longer ridicules India of clocking 'Hindu rate of growth' and economic liberalisation has helped it grow at a faster pace. The constituency that favours reforms today, he said, is much more than those who oppose it and the country can grow at a faster rate generating more resources to effectively fund anti-poverty schemes.

"Right till about 40 years of independence, India was growing at about paltry 2-2.5 per cent. The world was ridiculing us and the Indian economy, and its growth was referred to globally as the Hindu rate of growth. So, anybody who grew slowly and was satisfied with that growth level was sarcastically referred to as Hindu rate of growth," Jaitley said at the Skoch event in New Delhi.

The moderate growth recorded till 1980s was described by economists as the Hindu rate of growth. After economic liberalisation in 1991, India has been growing at a much faster pace and in some years also crossed the 10 per cent mark.

He said as the economy grows faster, people get more jobs, wealth is generated, people are pulled out of poverty lines and then a resource-full state is able to generate a lot of anti-poverty programmes.

"If we continue to follow the (reforms) path... we will probably be able to write a new chapter in that history," he noted. Making a point that the economic literature of 1970s and 1980s "taunted" India for low growth, Jaitley said: "1991 was a defining moment for India. It was India's misfortune that what happened in 1991 should have started 20 years before.

Had it started 20 years earlier, the 1970-80s would not have been the wasted decades as far as the Indian economy is concerned." He said that in the two decades, the ultimate objective was to have a restrictive regime where the government of the day instead of focusing on increasing productivity and wealth generation concentrated on distribution of existing inadequate resources, which distributed poverty.

14:50   'Thanksgiving' microwaves, suitcases for 243 Bihar MLAs
Friday was a particularly happy workday for Bihar's 243 legislators. Each of them was gifted a microwave oven by the state's education department, reports NDTV. On other days of the ongoing Budget session they have received suitcases and mobile phones.

For about two decades now, every government department hands out gifts to the state's MLAs in the Budget session to thank them for doing their job - raising questions in the house in public interest. The rationale offered for the startling tradition is that their contribution through the year helps departments decide which areas need focus when the state's budget is being prepared.

After the Budget is presented, the thanksgiving begins; each department hands out its gifts on a different day.

The microwave ovens handed out today cost Bihar's education department Rs. 11,125 each. "It's just a matter of about 30 lakh rupees. Please don't hype it up like this. It's unfair to compare this to other issues like salaries, condition of schools...we have given this so that when MLAs go to their areas they can heat food and eat," said education minister Ashok Chowdhary.

"This has been happening for ages, nothing new in this. We have subsidiaries within the department that are profitable, they are the ones that give these gifts," Chowdhury said.

Chief Minister Nitish Kumar offered no comment, but his deputy and Tejaswi Yadav, 25, of the RJD admonished, "Bihar is a poor state. The people who get elected here are not crorepatis but poor people. What is so wrong if they get some gifts? Please don't rake up such issues."

Sources close to senior BJP leader Sushil Modi, a former Deputy Chief Minister, said he had suggested a modification a few years ago - "all departments should club their gifts and hand out just one."

The suggestion was struck down with rare unanimity among Bihar's politicians.

14:30   Flowers, shawl earlier, why secrecy now, asks Omar on Mehbooba-Shah meet
Former Jammu and Kashmir Chief Minister Omar Abdullah has questioned the "secrecy" around the meeting between PDP president Mehbooba Mufti and BJP chief Amit Shah over government formation in the state. "Why the secrecy this time around? Last time she met with flowers and shawls being exchanged," Omar wrote on Twitter.

Mehbooba met Shah yesterday as intense efforts began to form a government in Jammu and Kashmir, which is under Governor's Rule since January 8 following death of incumbent Chief Minister Mufti Mohammad Sayeed a day earlier.

On the announcement regarding the vacating of land under Army use, Omar suggested that Governor N N Vohra had "converted political decision into administrative one".

"Gov Vohra's decisions regarding vacation of land by army convert a political decision into an administrative one, thus denying Mehbooba/PDP credit.

"The same has happened with the flood relief which flowed after Gov Vohra took charge but was missing during late Mufti Sayeed's rule," he added.

13:38   IIT fee may be revised from Rs 90,000 to Rs 3 lakh soon
An IIT panel on Thursday approved a proposal for a three-fold hike in the annual fees of all institutes. If approved, the annual fee will rise to Rs. 3 lakh in comparison to the present amount of Rs. 90,000.

However, the final decision would require the nod of Education Minister Smriti Irani.

Another key recommendation the Standing Committee of IIT Council (SCIC) made was that the proposed new entrance examination designed to test the aptitude conducted by a National Authority of Test (NAT) would be held from 2017 onwards.

Final decision in this regard too rests with Irani, it is learnt. Sources told PTI that the SCIC, a body comprising IIT directors and senior officials, in a meeting adopted the report presented earlier by a sub-committee headed by IIT Bombay Director Devang Khakhar which had suggested hiking fees to Rs. 3 lakh and also recommended multiple sources of financing for the IITs.

"However, the sub-committee has been again asked to consider if this fee hike should also be applied to students studying at Post-Graduate level as they are studying on a fellowship basis," a source said.

If the recommendations of the SCIC are accepted, even the fees of foreign students would be raised from the current annual USD 4000 to USD 10,000, they added. However, the committee has also emphasised that every student should be provided educational loans at an interest- free basis and without collateral under the Vidyalakshmi scheme, sources said.

12:01   To be there and not be there
When my father was a child, he and his sister would go to visit their uncle in Allahabad. Once, a young and distinguished air force pilot, who was also a relative, came to visit them there, and the children were riveted by his stories of wartime flying.

He came to dinner one evening, and told the children to go up to the terrace at dawn the next day and look out for his fighter plane, which he would be flying out from the airbase outside Allahabad. My father, aunt and their cousins were unable to sleep that night with excitement, and went up early next morning to the terrace. Then, as they watched above the treetops, there was a sudden fiery glow in the sky and a loud explosion. Later that morning, they were told that their pilot-hero's plane had crashed, and the children had actually witnessed the crash.

11:44   Punjab takes on SC: Passes resolution saying it has no water to sharer
In water war with Haryana, Punjab defies Supreme Court directive, says 'state not to abide by any order against its interests'.  A resolution passed by the Punjab government says Punjab has no water to share with any other state and it would not be able to abide by the court's order. The resolution says there is no need for Sutlej-Yamuna canal, it cannot be constructed.

The Supreme Court on Thursday directed the maintenance of status quo on land meant for Sutlej-Yamuna Link (SYL) canal after Haryana alleged that attempts have been made to alter its use by levelling it. Punjab says that the SYL share of water to Haryana was based on 1920 data and now the situation has radically changed. "Conditions have changed completely," he said.

Punjab Assembly on March 14 passed a bill (Punjab Termination of Agreements Act, 2004) against construction of contentious Sutlej Yamuna Link (SYL) canal. "Punjab does not have a drop of water to spare and there is no question of our accepting or implementing any decision which deprives us of our fundamental right under the riparian principle," Punjab chief minister Parkash Singh Badal said.
