23:58   Jeb Bush stumbles into debate night
After stumbling this week, Jeb Bush heads into Thursday's debate facing a key question: Is he ready to run for president in an era when every gaffe can go viral?

Bush's latest challenge came Tuesday when the former Florida governor attempted to slam Planned Parenthood. But he appeared to veer off track when he said, "I'm not sure we need half a billion dollars for women's health issues," referring to the amount of money the federal government pays largely for low-income women's health services.

Bush later said he "misspoke," but the line gave an easy opening to Democratic presidential front-runner Hillary Clinton, who immediately pounced to portray him as insensitive to the needs of women.

The fumble followed an uncomfortable moment Monday at a forum in New Hampshire when Bush struggled to answer a question about his family's political legacy -- an issue that has repeatedly tripped him up during his campaign.

23:46   Militants attack Udhampur police post; 2 SPOs injured
Suspected militants tonight attacked a police post in a remote area of Udhampur district of Jammu and Kashmir, injuring two special police officers, a day after a terror strike there saw a Pakistani terrorist being captured by villagers.

According to a senior district official, the militants attacked the post in the mountainous Basantgarh area of the district at 9:15 P.M, leaving the two SPOs injured even as the security personnel deployed there retaliated to the firing.

Additional police and army personnel have been rushed to the area to deal with the situation, the senior district official said, adding that further details are awaited.

In the attack yesterday in Udhampur, two heavily-armed terrorists believed to be from Pakistan ambushed a BSF convoy, killing two constables. While one of the terrorists was killed, the other was caught alive in a manner identical to the nabbing of 26/11 attacker Ajmal Kasab.

22:49   Video shows Gadhafi's son, blindfolded and being insulted, beaten
A nine-minute video surfaced online this week showing what appears to be Libyan prison guards abusing one of the sons of former Libyan dictator Moammar Gadhafi.

It is not clear when or how the video was filmed, but it was posted by an Arabic website and has been widely circulated on social media.

The undated video is also clearly edited.

In the video, Saadi Gadhafi is seen blindfolded at first sitting in an office in what is believed to be al-Hadba prison in Tripoli, where he has been held since his extradition from Niger last year.

The blindfolded Gadhafi, in a green tracksuit with a shaved head, is made to listen to what sounds like the tormented screams of other prisoners being beaten up outside the room.

Several men in the video believed to be guards and prison officials -- some in uniforms, others in civilian clothing -- can be seen interrogating Gadhafi.

But French investigators stopped short of confirming the link, only saying it was highly likely. Chinese relatives staged a protest outside the airline's Beijing offices.

Under discussion for months, the US-drafted resolution would set up a team of experts who will identify the perpetrators of the chemical weapons attacks, paving the way for possible sanctions.

19:41   'Terror should be tackled through political approach'
Flagging concerns over the "surging threat" of terrorism and radicalisation, India today said solutions to stem these maladies should be reached through a sustained political approach.

"All of us are justifiably concerned about the surging threat of terrorism, radicalism and extremism across the world. We have to find solutions through a sustained political approach to pre-empt and prevent radicalisation, recruitment, travel, training and financing aspects of terrorism," Minister of State for External Affairs V K Singh said at the 5th East Asia Summit Foreign Ministers' Meeting in Kuala Lumpur.

"We appreciate Malaysia's Global Movement of Moderates initiative and the emphasis on de-radicalisation by Indonesia, Singapore, Australia and other countries," he said.

Singh asserted that in a world of inter-dependence and globalisation, there is no option but to follow international laws and norms. "India supports freedom of navigation in international waters, including the South China Sea, the right of passage and overflight, unimpeded commerce and access to resources in accordance with principles of international law, including the 1982 UN Convention on the Law of the Sea," he said.

The National Investigation Agency) today took over the case of yesterday's Udhampur terror strike in which a Pakistani terrorist, who was caught alive by villagers, has said that he had undergone training in two different modules with Lashker-e-Tayiba terror group.

17:11   Chidambaram for Rajya Sabha?
Former finance minister P Chidambaram is likely to enter the Rajya Sabha from Puducherry. It is Chidambaram's last chance to try his Parliamentary luck. Chidambaram will not be fielded to the Rajya Sabha from Himachal Pradesh or from Karnataka.  Interestingly, the All India N R Congress  (AINRC), a breakaway group of the Congress led by N Rangaswamy of Puducherry is wooing the AICC to forge an alliance before March 2016 polls. Presently, the NR Congress is part of the BJP. It may recalled that Narendra Modi during the poll campaign addressed Chidambaram as a Recount Minister, a reference to the Sivaganga polls.

16:30   Youth Cong workers on shirtless protest over Sushma, Chouhan
In New Delhi, Youth Congress workers' are on a shirtless protest against MP CM Shivraj Singh Chouhan and EAM Sushma Swaraj.

Rajya Sabha proceedings were virtually paralysed again today as opposition Congress members mounted a vociferous protest over the suspension of 25 of their party members in the Lok Sabha as the government tried to introduce a bill to amend the anti-corruption law.

The protests started from the word go as slogan-shouting Congress members trooped into the Well raising slogans against the "dictatorial" attitude of the government.

This led to two adjournments in the pre-lunch session before being finally adjourned for the day a few minutes after 2 PM. Rajya Sabha has failed to transact any business ever since it met for the Monsoon session starting July 21.

The Congress has upped its protests, boycotting the Lower House and staging dharna inside the Parliament complex since 25 of its MPs were suspended by the Speaker on Monday.

When the House reassembled at 2 pm after two adjournments, Deputy Chairman P J Kurien called Minister of State for Personnel Jitendra Singh to move a Bill to further amend the Prevention of Corruption Act for consideration of the House.

Congress members, who were already in the Well, raised slogans that government's "dictatorship" will not be allowed. As the Minister spelt out the amendments proposed by the government in the Bill saying that government was "committed" to bringing more transparency, Congress as well as other opposition members raised objections.

15:44   Udhampur attack part of attempts to vitiate J&K atmosphere: HM
The terror strike in Udhampur is a part of "persistent attempts by terrorists" from Pakistan to vitiate the peaceful atmosphere in Jammu and Kashmir, government told the Lok Sabha today while informing that the two attackers had infiltrated from across the border.

Making a suo motu statement in both Houses of Parliament on yesterday's attack, Home Minister Rajnath Singh said the interrogation of one of the two terrorists, who was captured alive, is expected to reveal their modus operandi, including the details of their infiltration from across the border and their targets.

"We strongly condemn the attack and the persistent attempts by terrorists from across the border to vitiate the peaceful atmosphere in Jammu and Kashmir," he said.

He said that there were five infiltration attempts in a month, four of which were foiled and eight terrorists were neutralised. Giving details about yesterday's incident, Singh said the apprehended terrorist was Mohammad Naveed Yakub alias Usman, a resident of Faisalabad in Pakistan, and he had identified his slain accomplice as Mohammad Nomen alias Nomin, a resident of Bahawalpur, Pakistan.

Usman was brought to Jammu, where he is being questioned by the authorities concerned, he said.

Trinamool Congress MPs quipped in the Central Hall of Parliament today that the Congress should now add the colour black to their party flag since many Congress MPs have been wearing black arm bands in protest over their suspension. 14:30   LS MPs want Rajya Sabha colleagues to boycott Parliament
Lok Sabha Congress MPs are upset with their colleagues in the Upper House that while they are on the streets boycotting Parliament, their colleagues have been able to draw their travel allowance and dearness allowance.

The suspended Lok Sabha MPs feel they are being isolated and want the Rajya Sabha MPs to stop signing the attendance register as well. When MPs do not sign the attendance register they cannot claim travel allowance or dearness allowance.

The Congress is "divided" in Parliament - according to a three time Congress MP - who is keen to end the impasse. First-timers in Parliament like Gaurav Gogoi and Sushmita Dev do not know the rules and regulations and mislead Rahul Gandhi to boycott Parliament with black arm bands and placards.

13:55   Convoy NOT target, Pak terrorists just happened to be there: BSF
Contrary to reports yesterday that the two Pakistani terrorists were tasked with disrupting the Amarnath Yatra, the Inspector General of BSF, Jammu frontiers, Rakesh Sharma, said today that the men were in fact looking for another target and not the BSF convoy.

The two terrorists, who may have been trained by the Lashkar-e-Toiba attacked a BSF convoy at Chenani along the Jammu-Srinagar national highway on Wednesday.

"The attack on BSF convoy was just a chance. The BSF convoy was not their primary target,'' said Sharma, speaking to the Indian Express, after laying wreaths at the mortal remains of two BSF soldiers who died in terrorist attack on the highway on Wednesday.

"They were looking for something else and it just per chance that the BSF happened to pass from there and they attacked it,'' he added. The real targets of the terrorists would be known only after the interrogation is over.

12:44   If it's a crime to help a cancer patient like Lalit Modi's wife, I'm guilty: Sushma
Key points of External Affairs minister Sushma Swaraj in the Lok Sabha. Since the Congress has boycotted the Lok Sabha, the EAM gets a chance to make her statement without interruptions and adjournments.

-- Mai dono sadno mein baithti rahi ki shayad charcha ho jaye, lekin charcha hona to door, mujhe charcha hone ke asaar bhi nazar nahi aye. I have waited in both houses waiting for a chance to make a statement or for the discussion to take place, but it did not happen.

--  Injustice is being done with me as I didn't even get a chance to clarify or put forth my opinion.

-- I'm not speaking because the Opposition is not in the house. It's unjust for me not to get an opportunity to defend myself.

-- People who respect me, now want my resignation. But I haven't got a chance to defend myself.

-- Charges against me are baseless. May be my stars will be realigned and I will get back the goodwill of my colleagues. Those colleagues who used to love and respect me, today are speaking bitterly against me. They have even asked for my resignation.

--  I had never requested the UK government to furnish travel documents to Lalit Modi. If I had requested/recommended then the British govt would have answered the Economic Times query saying as much. They said I didn't.

- Mai kehna chaahti hoon, kaise kia aur kyun kia se pehle ye to bata do ki maine kya kia? I want to say that before asking how it was done and why it was done, at least tell me what I have done?

-- Lalitgate is a non issue now. UK govt allowed Lalit Modi to travel as per rules.

-- Lalit Modi's wife is suffering from cancer for the last 17 years and it has recurred 10 times. Did not request or recommend anything to the UK government. There is nothing in the UK Home department papers to back it.

--  I challenge anyone to produce even one shred of evidence. The message I sent was on humanitarian grounds.

-- Agar ek mahila ki madad karna apraadh hai, to haan maine ye apraadh kia hai. Meri jagah agar aap (Speaker) hotin toh kya kartin? Agar Soniaji hotin toh kya kartin? Marney kay liye chhod detiin?
If it is a crime to help a woman like her (cancer patient), then, yes, I have committed a crime. If you (Speaker) were in my place, what would you have done? If Sonia-ji was in my place, what would she have done? Would you have left her (Lalit Modi's wife) to die?

12:11   NO intel inputs on Udhampur attack, claims BSF after MHA says J-K was warned
Border Security Force DG DK Pathak holds a presser a day after an attack on his men in which one of two Pakistani terrorists were captured alive, another shot dead.

Reacting to reports that the Union Home Ministry had warned the Jammu and Kashmir police more than two months ago about a possible attack on the Udhampur highway, Pathak says, "The BSF had no specific input about the Udhampur attack. There were 24 people on the bus, if Rocky (a BSF jawan) had not neutralized the militant, then I think most of the 24 would not have survived."

The first inputs of the threat of a terror attack had been given to the J&K police at the end of May, and since then multiple advisories were sent both by the Home Ministry and the Intelligence Bureau that Udhampur was a possible target.

11:32   The government's strategy in the Lok Sabha
Three senior Union Ministers Arun Jaitley, Rajnath Singh and Venkaiah Naidu have worked out a strategy to focus only on the Lok Sabha and not get bogged down to get the Bills passed in the Upper House by incorporating a taxation clause in each of the Bills. If taxation is included it becomes a Money bill and therefore needs the authorisation by the Speaker of the Lok Sabha. As per the Constitution of India, the Rajya Sabha does not have a say in Money bills. What this effectively means is that the Congress will be totally sidelined if this is put into action.

Prime Minister Narendra Modi is on roaster duty in the Lok Sabha on every Wednesday and for Rajya Sabha on Thursday.

11:04   Sonia slams historic Naga accord: Shocked N-E CMs not consulted
Congress president Sonia Gandhi who is leading protests over the suspension of 25 party MPs by Lok Sabha Speaker Sumitra Mahajan disses the just-concluded Naga accord. Speaking to reporters at the Gandhi statue outside Parliament, Sonia said, "I have no doubt that it may be historic, but what about consulting our CMs? Here's another show of arrogance of this government. We're actually shocked that the PM didn't even think of taking into confidence CMs of Manipur Assam, Arunachal Pradesh who are directly affected. Isn't that proof of arrogance of this government?"

The government on Monday signed an accord with key outfit Nationalist Socialist Council of Nagaland- Isaac-Muivah which Prime Minister Narendra Modi described as a "historic" step to usher in peace in the state.

The signing of the pact is the culmination of over 80 rounds of negotiations that spanned 16 years with first breakthrough in 1997 when ceasefire agreement was sealed.

10:47   Mumbai Police hunts for 'journalist' who wants to join ISIS
Mumbai Police have launched a massive manhunt for a man who has expressed his desire to join the Islamic State terrorist group.

In his post, the suspect wrote he wished to give up his Indian citizenship and become a spokesperson for the ISIS -- the terror group which currently controls a large part of Iraq and Syria.

The suspect, who mentions his name as Zuber Ahmed Khan on social media and claims to be a journalist, addressed his post to ISIS leader Abu Bakr al-Baghdadi.

The Hindustan Times reported that Crime Branch officers believe the man lives in Navi Mumbai.

On Tuesday, the police came close to arresting him when he was traced to Bandra, but the man managed to evade arrest.

Zuber made several posts before and after Memon's execution on July 30 in which he called Memon a martyr.

Maharashtra government has been keeping a tab on the Internet and social media to ensure that hate messages on platforms like Twitter and Whatsapp did not stir up passions in connection with Yakub Memon's execution.

Messages which could have spread hatred among various sections of society were blocked after Yakub's hanging. Hate posts were not limited merely to the virtual world but in Nasik and some other places, authorities removed offensive banners which painted Yakub as a traitor and sought to celebrate his execution.

The captured terrorist after the first round of investigation said that he hailed from Faisalabad, Pakistan and had been on Indian soil for the past 12 days.

According to reports, there had been many warnings from the intelligence about a possible terror attack in Udhampur which was a vulnerable spot due to the ongoing Amarnath yatra.

Two BSF jawans and a militant were also killed in the attack.

09:43   NIA to take over Udhampur attack probe, grill Pakistani terrorist
The National Investigation Agency will on Thursday begin probe into yesterday's daring attack on a BSF convoy near Udhampur in Jammu and Kashmir and take custody of the lone terrorist Usman alias Mohammad Naved, who was captured following a joint operation by the security forces for interrogation.

According to media reports, a team of NIA is expected to reach Jammu by afternoon and then take the custody of the young Pakistani terrorist, who had claimed that he came to kill Hindus and targeted the annual Amarnath Yatra.

During the first round of interrogation by the J&K police and intelligence agencies, the captured terrorist said that he hailed from Faisalabad, Pakistan and had been on Indian soil for the past 12 days.

"Its fun doing this," said Naved, a suspected Lashkar-e-Toiba militant from Pakistan, who was interrogated all throughout the night.

Naved, who says he hails from Faislabad in Pakistan, claimed before the media that he entered the Jammu region 12 days ago along with a fellow terrorist identified as Momin Khan. Khan was killed in retaliatory fire by BSF.

This is the first suspected Pakistani terrorist to be captured alive after Ajmal Kasab, who was nabbed during the dreaded terror attack in Mumbai in 2008.

Naved, dressed in a dark blue shirt and brown trousers, told investigators that it was fun to kill Hindus.

09:27   ISPs refuse to unblock porn sites
The department of telecommunications's revised notification, modifying the earlier ban on 857 websites containing adult content, has led to more confusion.

On Tuesday, it had directed all internet service providers that they were free "not to disable any of the 857 URLs, as given in the list, which do not have child pornographic content".

The Internet Service Providers Association of India has written a letter to DoT, which says: "The direction is very vague and un-implementable, as ISPs have no way to filter out child pornography from URLs and further unlimited sublinks of the said URLs in different names. Sir, we are totally against online child pornography, as well as abuse on women. We would continue to adhere to the practice of providing URLs to be blocked as per list provided."

09:24   MPs get a room to smoke, activists tell Speaker it breaks your law
A designated smoking area for MPs inside Parliament has raised the hackles of anti-tobacco activists.

A health institute involved in fighting against tobacco has written to the Lok Sabha Speaker saying the definition of a public place as laid down in the anti-tobacco Act would include Parliament, hence the decision to allow MPs to smoke violates the law.

"As per Section 4 of the Act smoking in all public places is prohibited since October 2008," says the letter to Sumitra Mahajan, referring to the Cigarettes and other Tobacco Products Act 2003.

"The definition of 'public places' provided under section 3(1) of the Act read along with Rule 2(d) of the Prohibition of Smoking in Public Places Rules 2008 (2008 rules), includes workplaces as well, thus Parliament House comes under the purview of public places under the Act."

09:20   India to go ahead with NSA-level talks on August 23-24
Mail Today reports: The terror strikes in Udhampur and Gurdaspur have not deterred India from going ahead with the scheduled dialogue with Pakistan.

The NSA level talks proposed to be held in New Delhi on August 23-24 will not be affected despite the recent terror attacks originating from Pakistan.

The recent terror attack in Gurdaspur in Punjab and today's incident in Udhampur in J&K had triggered speculation that India may call off the upcoming parleys. Being the host country, India had proposed the dates for the talks between National Security Advisor Ajit Doval and Pakistani Prime Minister's Adviser on National Security and Foreign Affairs Sartaj Aziz later this month.

Last month Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif, in a meeting on the sidelines of the SCO summit in the Russian city of Ufa, had decided to break the deadlock and agreed upon a meeting between their NSAs besides some other steps.

09:12   Japan marks 70th anniversary of Hiroshima atomic bombing today
Japan on Thursday marks the 70th anniversary of the atomic bombing of Hiroshima with the most senior official from Washington ever scheduled to attend memorial ceremonies.

Prime Minister Shinzo Abe and foreign delegates will be among those observing a moment of silence at 8:15 am local time (2315 GMT), when the detonation turned the western Japanese city into an inferno.

An American B-29 bomber named Enola Gay dropped an atomic bomb, dubbed "Little Boy", on Hiroshima on August 6, 1945, in one of the final chapters of World War II. Nearly everything around it was incinerated, with the ground level hit by a wall of heat up to 4,000 degrees Celsius -- hot enough to melt steel.

About 140,000 people are estimated to have been killed in the attack, including those who survived the bombing itself but died afterwards due to severe radiation exposure. On August 9, the port city of Nagasaki was also attacked with an atomic bomb, killing more than 70,000 people.

Japan surrendered days later -- on August 15, 1945 -- bringing the war to a close.

04:50   Purported ISIS video threatens Croatian hostage
In a video purportedly released by ISIS on Wednesday, a group claiming to be ISIS' branch in the Sinai Peninsula threatens to kill a Croatian hostage if Egypt doesn't release female Muslim prisoners in 48 hours.

The apparent hostage in the video identifies himself as Tomislav Salopek.

Kneeling in a jumpsuit in front of a masked, knife-holding man in camouflage, the hostage reads from a paper, saying he was captured on July 22 and works for a French geoscience firm.

Ardiseis Egypt, part of the French firm CGG, said the hostage in the video appears to be Salopek, who it says was a subcontracted worker who was kidnapped in Cairo on July 22.

The Croatian government is "making all the efforts to resolve the difficult situation of the Croatian citizen T.S.," the Croatian Foreign Ministry said Wednesday, in an apparent reference to Salopek.

CNN couldn't immediately independently verify the authenticity of the video, which was released on social media.

The ministry said last month that armed men stopped and kidnapped a Croatian national with the initials T.S. in Cairo on July 22 while he was driving to work at a French-owned company.

03:13   Pakistan official hopes Kabul-Taliban talks to resume soon
A close aide of Pakistan's prime minster says he is optimistic the stalled peace talks between Kabul and the Taliban will resume soon in the interest of peace in Afghanistan.

The talks were indefinitely postponed following last week's announcement that the Taliban leader, Mullah Mohammad Omar has died.

The announcement has triggered a succession dispute and revealed growing rifts within the two-decade-old Afghan insurgent group.

Pakistan, which is believed to wield influence over the group, hosted the first round of the talks earlier in July.

Tariq Fatemi, Prime Minister Nawaz Sharif's special assistant on foreign affairs, spoke today during a meeting the UN envoy to Afghanistan, Tadamichi Yamamoto.

Fatemi says he is "confident the talks will resume soon and help in paving way for peace and stability in Afghanistan."

01:49   Indo-Japan defence ties 'dangerous' for Asia: Chinese expert
Taking umbrage over India's move to include Japan in Malabar exercises, an official Chinese analyst today warned that the Indo-Japan defence cooperation is "dangerous for Asia" and the two countries should be "careful about it".

"There has been a clear trajectory of Japan and India deepening their defence ties in recent years and the relations are bound to be promoted since India will include Japan in the Malabar naval exercises with the US in October. The two countries are also exploring the possibility of air exercises," an article in the web edition of the state-run Global Times said.

Titled "Indo-Japanese military cooperation dangerous for Asia", the article written by Lu Yaodong, Director of the state-run Institute of Japanese Studies at the Chinese Academy of Social Sciences, said, "with eyes on a rising China, India and Japan have been getting closer faster."

00:10   Boko Haram abducts 135 villagers in deadly Cameroon raid
Suspected Boko Haram Islamists have kidnapped 135 people in a raid on a village in northern Cameroon which left eight villagers dead, local sources said today.

The raid took place before dawn yesterday in the village of Chakamari in a region known as the Extreme North, which borders Boko Haram strongholds in neighbouring Nigeria.

Cameroon, which is part of a regional force fighting Boko Haram, has been hit by a series of deadly Islamist attacks in recent months.

The attack came as Guinea offered help in the regional fight against Boko Haram whose bloody insurgency in Nigeria has increasingly spread to neighbouring states.

"Men from Boko Haram attacked our neighbours in the village of Chakamari overnight Monday-Tuesday. They killed eight people, two women and six men," a member of a vigilante group in a neighbouring village said.

The vigilante, who spoke on condition of anonymity, said the attackers torched many homes before making off with the hostages.
