21:49   Third of Yemen fighters are children: UNICEF
Children make up a third of fighters in the armed groups in conflict-wracked Yemen, a UN official said today, also warning that malnutrition levels in the country were set to explode.

"We are seeing children in battle, at check-points and unfortunately among (those) killed and injured," Julien Harneis, UNICEF's representative in Yemen, told AFP during a stop in Geneva.

Staff of the United Nations children's agency and its partners had estimated that around 30 per cent of fighters in the armed groups were minors, he said.

In Yemen's tribal culture, it is common for boys to take up arms at a young age -- something that is having dire consequences amid the spiralling conflict.

"You can say that up to a third of fighters in the armed groups in Yemen are children," Harneis said.

Saudi-led forces launched air strikes last month as Shiite Huthi rebels advanced on Yemen's main southern city of Aden after seizing the capital.

21:26   Pak varsity cancels Balochistan debate under ISI pressure
A leading Pakistani university was today forced to cancel a talk by a Baloch human rights activist, allegedly under pressure from the country's spy agency ISI.

The Lahore University of Management Sciences had planned a panel discussion featuring Abdul Qadeer Baloch, the founder of a group working for information on people who have "disappeared" during the long-running conflict between the government and separatists in the restive southwestern Balochistan province.

Abdul Qadeer Baloch is very active in highlighting cases of enforced disappearances of Baloch activists which rights groups accuse the military and intelligence agencies of kidnapping and killing.

Qadeer, 72, last year had travelled more than 2,000 kilometres on foot along with a group of Baloch women and men on their way from Quetta to Islamabad to raise voice against "enforced disappearances" in Balochistan.

21:22   Barack Obama calls for stop to gay 'conversion' therapies
US President Barack Obama is calling for an end to so-called conversion therapies that seek to change sexual or gender orientation of young homosexuals or transgenders.

The call is in response to a petition on the White House website that was launched after the death of 17-year-old Leelah Alcorn, a transgender youth who committed suicide in December.

In a note posted online before her death, Alcorn wrote about being forced to undergo conversion therapy by her parents.

Obama said young people must be given the right to choose and live safely regardless of sexual orientation.

"Tonight, somewhere in America, a young person, let's say a young man, will struggle to fall to sleep, wrestling alone with a secret he's held as long as he can remember," Obama said in a statement yesterday.

"What happens next depends on him, his family, as well as his friends and his teachers and his community. But it also depends on us -- on the kind of society we engender, the kind of future we build."

The online petition has received more than 120,000 signatures in the past three months.

While Bhogal's candidacy is attracting widespread media interest, he is not expected to win the seat, which is currently held by David Simpson of the Democratic Unionist Party (DUP).

21:00   China TV host's mocking of Mao Zedong draws fire, applause
China's state broadcaster is investigating one of its hosts after a video of him insulting Mao Zedong was leaked online, causing a stir and rekindling debate on the complicated legacy of the father of communist China.

China Central Television said talent show host Bi Fujian would face serious investigation because his jokes have had a "severe social impact."

In the home video that circulated widely online before censors removed it this week, Bi sings a song about Communist Party-led soldiers battling bandits in northeastern China in the 1940s. To the laughter of guests at a dinner, Bi adds his own commentary in a speaking voice between lines.

When the lyrics refer to Mao, Bi calls the revolutionary hero a vulgar phrase and says "he has ruined us all." Bi also mocks the soldiers, suggesting their battles were pointless and the song's claim of victory boastful.

19:31   Nicole Kidman vs flight attendants: What about women's equality?
While shooting for the glitzy advertisement for an exotic Airbus A380, Nicole Kidman had only hoped to soar the temperature with her sizzling looks and go back home with a fat cheque. One can only assume that harsh criticism and caustic remarks were the last things on her mind while she shot for the ad 'Flying Reimagined', for Etihad Airways A380 residential suits.

Kidman evidently forgot that she was not allowed to separate her social responsibilities from that of her professional commitments. That she had no right to make tall statements in her impressive speeches to assert her commitment towards women's rights and not standing by it.

The Oscar winning actress has been openly criticised by the flight attendants union for endorsing an airways, which has notoriously earned the infamy of following "discriminatory labour practises" and reportedly treating its female employees deplorably.

18:28   LIVE! VK Singh plays victim: People targeted by media feel vilified
MoS External Affairs VK Singh's statement explains why he attacked the media, but does not specifically use the infamous word presstitute.

"Since 2012, I have been repeatedly attacked by certain 'media workers' who have published stories that were not only cooked up, but also did enormous harm to the institution that I was heading, the Indian Army.

"All this happened under the watch of the UPA Government who had their own agenda to try and defame me, and certain individuals who were willing to be their mouthpiece took full advantage of the situation in the hope of currying favour with the establishment.

"When I fought back and defended myself, the institutions these individuals represented, simply hardened their stand and continued to unleash more and more vitriol in the hope of harming my reputation. So much so, that even after the last Lok Sabha elections and the change of Government, these attacks have continued unabated.

"Specific stories that had been planted and their immediate sources were identified and a complaint was filed to the Home Ministry in November 2013.

"However, the Government of India, perhaps not wanting to take on these 'media workers' who would hide behind the larger umbrella of the 'National Media', failed to act.

"The journalists concerned, emboldened by the fact that they seemed to be unaccountable for their actions, have since not only got away scot free but have been keeping up a steady flow of misinformation

"The unwritten code that exists in the media that they will not write or say anything against 'their own' results in a person being publicly condemned with absolutely no real options.

"Theoretically, one has legal recourse but in reality that is an impossibility as media houses have deep pockets and can wear anyone down.

"The Press Council too, is not an option, for it is dominated by some of the very people who are playing the game of using the media to discredit individuals.

"Government of India, the only body with the teeth to take action, prefers to keep a low profile in the matter for any intervention leads to howls of protest about the media being gagged etc.

"It is time that the media itself seriously looked at creating an effective watchdog organization that has the power to actually nip this malice in the bud.

"Today the media's own credibility is at stake and unless there is effective internal policing, this problem threatens to go completely out of hand.
Only those who have been targeted by such stories know how vilified and helpless they feel.

"Even to get a basic rebuttal published in the same newspaper is an ordeal as sanctimonious editors sit in judgement like thanedars asking the victim to prove his innocence before they will put two lines in small print somewhere saying they are sorry.

"The media is one of our great strengths as a nation and if it has to be protected from being seen as compromised, then it is vital that we collectively push for a regulatory body.

"I ask the Broadcasters Association and the Press Council and all the hard working honest to god journalists (who thankfully are still in the majority) to put their heads together and come up with a solution that gives an individual targeted by the media a fair chance.

"I would be happy to forward the complaint that was filed with the MHA to the Broadcaster's Association, should it publicly commit itself to forming an impartial body with specific time lines."

Singh was caught in a fresh controversy over his remarks comparing the Yemen evacuation operation with his visit to the Pakistani mission recently and later making snide remarks against a TV channel.

"Actually speaking, the operation (evacuation) in Yemen is less exciting than going to the Pakistani embassy," he said in Djibouti when asked about his overseeing the evacuation of Indians.

As his remarks evoked sharp reaction from political parties including Congress which said the comments were deplorable and showed his insensitivity, he blamed a TV channel.

"Friends what do you expect from presstitutes," he said in a tweet adding that last time the TV anchor thought there was 'O' in place of 'E'. However, officials said the minister was being sarcastic and his comments were in reference to the media.

17:48   Maha govt eases prime time slot for Marathi films
Just in: Maharashtra government eases its prime time order for screening Marathi films at multiplexes. Cultural Affairs minister Vinod Tawde said today that multiplex owners and film producers sat with the government  and decided that when (Marathi) films are released, the parties involved will decide the timing for the show.

Multiplexes can now screen Marathi films any time between noon and 9 pm.

On Tuesday, Tawde said the government would enforce a mandate on multiplexes to screen Marathi films between 6 pm and 9 pm.

"One hall in every multiplex in the state will have to screen a Marathi language film in an evening show," Tawde, said on Tuesday.

Tawde also said that theatres would also be asked to air a minute-long documentary on Dadasaheb Phalke's contribution to the film industry before the start of the Marathi film.

But after massive criticism over the dictat, the government has now allowed multiplexes to choose their slot to screen the film.

17:29   Rahul finds place in Cong's poster for April 19 anti-Land Bill rally
Look who's back on a Congress poster. If nothing else, this is probably proof of the pudding that Congress vice-president Rahul Gandhi will be back on April 19 to join/lead the party's rally against the Land Bill.

Congress general secretary Digvijaya Singh tweeted this link today and said, "All Congressmen are requested to put up hoardings for farmers rally on 19th April 2015 in Delhi in this format. Request to Congressmen is to only put their names and not their photographs. They can download the Radio Spots and Jingle and use it. Thanks."

It is still not clear whether Rahul will leading the Congress campaign against the NDA governments proposed land legislation but Digvijaya Singh's tweet seems to suggest that Rahul's 45-day-long "introspective" leave of absence may actually come to an end.

Congress anti-Land Bill farmers rally will be held at the Ramlila Maidan.

17:06   Dispute with India over Arunachal an 'undeniable fact': China
China today said its "huge dispute" with India over Arunachal Pradesh is an "undeniable fact" even as it echoed Prime Minister Narendra Modi's views that the two countries should create favourable conditions for a mutually-acceptable settlement of the vexed boundary issue.

"There is a huge dispute in the eastern border of China-India border. This is undeniable fact," Chinese Foreign Ministry spokesperson Hu Chunying told media here when asked about Indian Government extending controversial Armed Forces Special Powers Act (AFSPA) in Arunachal Pradesh.

"China always holds consistent and clear position on the China-India boundary question. The two sides should make joint efforts to maintain peace tranquillity of the border area and create favourable conditions for the negotiation of the boundary question," she said.

17:01   LIVE! 'Extremely disappointed' India asks Pak to ensure Lakhvi stays in jail
The Indian government responds to the Pakistan court order suspending the Punjab government's detention order against the 2008 Mumbai attack mastermind and Lashkar-e-Tayiba operations commander Zaki-ur Rehman Lakhvi. The court ordered his immediate release.

India reacted saying it was extremely disappointing and asked Pakistan to ensure terrorists like Lakhvi do not come out of jail.

Nawaz Sharifs adviser on national security and foreign affairs Sartaj Aziz  had even termed India's reaction 'irrational".

Just last month, the Lahore court had ordered Lakhvi's release, which the Pakistan government then stayed after India said it was "extremely upset."

Lakhvi and six others -- Abdul Wajid, Mazhar Iqbal, Hamad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younis Anjum -- have been charged with planning and executing the Mumbai attack in November, 2008 that left 166 people dead.

Lakhvi, believed to be a close relative of Lashkar-e-Tayyiba founder and Jamat-Ud Dawa chief Hafiz Saeed, was arrested in December 2008 and was indicted along with the six others on November 25, 2009 in connection with the 26/11 attack case.

16:24   Prosecution wants Salman charged witn culpable homicide which gets 10 years,
The prosecution today sought the conviction of Bollywood superstar Salman Khan on the charge of culpable homicide in the 2002 hit-and-run case in which he has been accused of ramming his car into a shop killing one person and injuring four others who were sleeping outside.

Khan was under the influence of liquor and was driving without a licence....therefore, he had knowledge and intention that his rash and negligent act might cause a serious mishap and result in death of people, Public Prosecutor Pradeep Gharat argued in the court of Sessions Judge D W Deshpande.

The charge of culpable homicide attracts punishment up to 10 years.

The actor had sufficient knowledge and intention that by driving under the influence of liquor and without a licence it would cause death of people, the prosecutor submitted while summing up final arguments. Knowledge and intention are the essential ingredients of the charge of 'culpable homicide not amounting to murder', Gharat said and cited three judgements to argue that this charge was made out against the accused.

The verdicts cited by him to fix Salman Khan on this charge are Mumbai's Alistair Pereira Judgement of 2006, Delhi's Sanjeev Nanda BMW hit-and-run case of 1999 and Naresh Singh versus State of Madhya Pradesh.

The prosecutor said all these cases have a glaring similarity with the Salman Khan hit-and-run case.

"You have done great service to the Marathi land in which you were born. It is unfortunate for Maharashtra that such comments came from a Marathi woman,' an editorial in Sena mouthpiece Saamna said.

Coming down heavily on the author, the editorial said, "Since you have termed the decision of the state government as dadagiri, let us tell you (Shobhaa)... Had Chhatrapati Shivaji, in his time, and Balasaheb Thackeray not done 'dadagiri', then your forefathers and her children would have been born in Pakistan and you would have been attending Page 3 parties in a burqa."

12:52   China plans rail link with Nepal through Mt Everest
China has plans to build a 540-kilometre strategic high-speed rail link between Tibet and Nepal passing through a tunnel under Mt Everest, a move that could raise alarm in India about the Communist giant's growing influence in its neighbourhood.

"A proposed extension of the Qinghai-Tibet Railway to the China-Nepal border through Tibet would boost bilateral trade and tourism as there is currently no rail line linking the two countries," state-run China Daily reported today.

The rail line was expected to be completed by 2020. However, there was no word on the cost of the project. The 1,956-km long Qinghai-Tibet railway already links the rest of China with the Tibetan capital Lhasa and beyond.

The US Department of State website has asked its citizens stranded in Sana'a, Yemen, to use the India-operated flights to evacuate from the country.

This is what the website says: "The Indian government may operate an additional flight from Sana'a on April 9. US citizens may be able to board Indian planes leaving from Sana'a to Djibouti. Contact First Secretary Raj Kopal at the Indian Embassy in Sana'a to make arrangements."

India extended its evacuation ops from Yemen by a day to help 140 nurses stranded in the country.  Evacuation is likely to end today.

11:20   'Raju, family made illegal gains of Rs 2,743 crore'
The CBI while filing its FIR in 2009 said, "This was perhaps India's biggest corporate fraud case where M/s Satyam Computer Services Limited (M/s SCSL) caused loss to the investors to the tune of Rs.14,162 crore. The company head, Ramalinga Raju and members of his family secured illegal gains to the tune of about Rs.2,743 crore by various tricks. The fraud was perpetrated by inflating the revenue of the company through false sales invoices and showing corresponding gains by forging the bank statements with the connivance of the Statutory and Internal Auditors of the company. The annual financial statements of the company with inflated revenue were published for several years and this lead to higher price of the scrip in the market. In the process, innocent investors were lured to invest in the company. Attempts were made to conceal the fraud by acquiring the companies of kith and kin."

10:41   NO separate townships for Kashmiri Pandits: Mufti's U-turn
Chief Minister Mufti Mohammed Sayeed has had a rethink on the ghettos for Kashmiri Pandits. Announcing his decision in the J-K Assembly today, Sayeed said, "There would be NO separate clusters for settlement of Kashmiri Pandits in the Valley. I have told the Union Home Minister that Kashmiri Pandits cannot live separately in the Valley and they will have to live together in the society."

Sayeed was in Delhi on Tuesday where he was told by Home Minister Rajnath Singh, that he should provide land for the displaced Kashmiri Pandits. Singh had written a letter to the previous Omar Abdullah government which was followed by another communication to state Governor N N Vohra asking for identification of land for such migrants.

The BJP-PDP coalition in the state has mentioned rehabilitation of Kashmiri Pandits in their Common Minimum Programme.

At present, there are about 62,000 registered Kashmiri migrant families in the country.

Facing flak from opposition parties and separatists, Jammu and Kashmir government made a U-turn on the controversial plans for composite townships in the valley, saying they are "part and parcel of the Kashmiri fabric of life" and would be settled at their native places and "not as an isolated community".

The Peoples Democratic Party-Bharatiya Janata Party government had on Tuesday assured the Centre that it will soon acquire and provide land at the earliest for creating "composite townships" for displaced Kashmiri Pandits in the valley.

10:04   SC to hear marine's plea for extending stay in Italy today
The Supreme Court will on Thursday hear a plea by Italian marine Massimilano Latorre, seeking extension of his stay in Italy by another three months for further treatment and recuperation following heart surgery on January 5.

The bench of Justice Anil R Dave and Justice Kurian Joseph had on Tuesday said Latorre's plea would be taken up on Thursday, after counsel Soli Sorabjee mentioned the matter for an early hearing.

The court on January 14 had extended by three months Chief Master Sergeant Latorre's stay in Italy for his recovery after his heart surgery.

The application seeking extension said doctors at the Taranto Military Hospital have specifically advised Latorre to continue to undergo intensive rehabilitation therapy in his home environment to help him recover.

Latorre and another marine, Salvatore Girone, are accused of killing two Indian fishermen off the Kerala coast in February 2012, allegedly mistaking them for sea pirates.

While allowing three months extension to Latorre on January 14, the apex court had taken an undertaking from the Italian ambassador assuring the court of the marine's return on expiry of the extended period.

09:33   Moody's upgrades India's credit outlook to positive, affirms Baa3 rating
Ahead of Prime Minister Narendra Modi's Europe visit, Moody's has raised India's credit rating outlook to stable, validating government's reform thrust and fiscal discipline.

Moody's Investors Service changed India's outlook to positive, saying there was an increasing probability that actions by policy makers will enhance the country`s economic strength and, in turn, the sovereign`s financial strength over coming years.

The ratings agency had improved the country's sovereign credit rating outlook from negative to stable in September last year indicating the possibility of a rating upgrade.

Moody's said it expected structural advantages, supported by relatively benign global commodity prices and liquidity conditions, will keep India's growth higher than that of its peers over the rating horizon.

The ratings agency affirmed India's Baa3 rating.

It said favourable demographics, economic diversity, as well as high savings and investment rates would act as structural advantage for India.

"Moody's India upgrade validates: government reform thrust, better growth, macro outlook, budget strategy of public investment, fiscal discipline," Chief Economic Advisor Arvind Subramanian tweeted.
