Steel Minister Beni Prasad Verma today alleged that Gujarat Police in plain clothes instigated the Muzaffarnagar riots and dubbed Narendra Modi and Mulayam Singh Yadav as Hitler and Mussolini.

Verma, who recently visited Poland, said both Modi and Mulayam were "hand in glove". The senior Congress leader said riots in Godhra were on the pattern of Nazi attack and Muzaffarnagar riots were the second of that type.

Asked for the basis of his allegations, he merely said even the then District Magistrate of Muzaffarnagar had stated that the way riots had occurred has the mark of outsiders.

He also said that the appointment of Amit Shah by BJP as general secretary in-charge of UP was clearly indicative that the party wanted to "promote criminal activities". This was because Shah is already facing charges in some fake encounter cases in Gujarat, he said.

21:30   Rs 25,000 cr tender for building helicopter-carrying warships
The Defence Ministry has issued a tender expected to be worth over Rs 25,000 crore for building warships which can carry helicopters.

"The tender for the Landing Platform Decks has been issued," Director General Acquisition SB Agnihotri said here at a FICCI interactive session with leaders of the defence industry.

He suggested that the tender was issued as part of efforts by the government to build the capabilities of the indigenous industry.

The Election Commission has disapproved of Gujarat Chief  Minister Narendra Modi's "Khooni panja" remark and has asked him to be more careful.

The Congress had complained to the Commission, which had got a copy of the video CD of Modi's speech of November 7 in Dongargarh Rajnandgaon of Chhattisgarh along with the remarks of the Returning Officer before the notice was served on the BJP prime ministerial candidate.

The Election Commission had asked Modi to reply to its notice over his remark by November 20.The EC had issued a notice to Modi on November 13 to reply as to why action should not be initiated against him for his remarks, allegedly in reference to the Congress poll symbol, which is a picture of a hand.

Andhra Pradesh Chief Minister N Kiran Kumar Reddy today requested the Centre to immediately release a sum of Rs 2,145 crore, including the temporary assistance of Rs 1,000 crore promised by Prime Minister Manmohan Singh, towards cyclone relief works. 

The Chief Minister forwarded his request to a Central team led by Shambhu Singh, Joint Secretary to the Home Ministry, when he met him here today.

The BJP Vice President Mukhtar Abbas Naqvi on Thursday described the AAP as the B-team of the Congress Party.

"AAP is proxy party of the Congress, and it has inherited the ideals and traditions of the Congress. Though it shows itself as an ethical party and claims that it has credible, honest and unbiased leaders, this is all lie.' Naqvi said in response to the Election Commission's (EC) notice to AAP leader Arvind Kejriwal.

The EC notice was issued after Rajouri Garden resident Harish Khurana complained to the former about a pamphlet distributed by AAP.

Kejriwal has reportedly presented the AAP as a "secular" alternative for Delhi''s Muslim voters.

"The BJP is a communal party ... until now, the Muslims (of Delhi) did not have an alternative. But now they have got an honest and secular alternative. I appeal to all Muslims to join AAP in its efforts to create a cleaner polity," the pamphlet Kejriwal, as saying.

Goa CM Manohar Parrikar has ordered a preliminary enquiry into the case.

Speaking about Tarun Tejpal recusing himself for six months, Chaudhury told journalists that "It was not somthing she had asked for. It was over and above that."

She also said feminist and historian Urvashi Butalia will be part of the anti-sexual harassment cell to be formed this evening.

The woman journalist, who had complained to Tehelka Managing Editor Shoma Chaudhury that Tarun Tejpal had pulled her into a lift in a hotel in Goa about 10 days ago during an event organised by the magazine on two days to assault her, is now said to be seeking constitution of a committee by the magazine to go into the issue and take action.

Chadhury, whose statements on the issue has attracted criticism from women activists and senior journalists who have demanded that law take its course in the incident, merely said today that she wanted time to act "correctly" on it.

16:47   'Stung' BJP bays for Tejpal's blood: Wants Tehelka editor arrested
BJP today demanded that Tehelka editor Tarun Tejpal be arrested after lodging of FIR against him for allegedly sexually assaulting his colleague.

"I would want the Home Minister to ensure lodging of an FIR and immediate arrest of Tejpal," BJP spokesperson Meenakshi Lekhi.

Tehelka, of which Tejpal is the founder editor, had done the 2001 sting operation in which the then BJP President Bangaru Laxman was caught accepting bribe.

The party today accused the media of adopting double standards in its coverage of the case of alleged snooping on a woman by Narendra Modi government in 2009 and Tejpal's case.

Lekhi alleged that the incident of "virtual rape" of a journalist by Tejpal was being "blacked out" by media and also wondered why the National Commission for Women, Press Council of India and certain other agencies were silent.

BSP MP Dhananjay Singh, who is in jail with his wife in connection with the murder of their maid, was today remanded to one-day police custody by a Delhi court in another case of rape and criminal intimidation lodged against him.

Dhananjay, MP from Jaunpur constituency in Uttar Pradesh, was produced before Metropolitan Magistrate Babita Puniya on a production warrant issued for him in a case of allegedly repeatedly raping a 42-year-old woman, a railway employee, between 2005-09.

Goa Chief Minister Manohar Parikkar held a meeting with top civil and police officials when a preliminary probe was ordered into the incident.

While the police have asked for CCTV footage of the five star hotel where the incident took place, they have not ruled out the possibility of taking suo motu cognizance of the incident and proceed on that basis. They are also said to be planning to take a statement from the woman journalist, based in Delhi.

Afghan government-backed peace negotiators have extended their stay in Islamabad for a meeting with senior Taliban leader Mullah Abdul Ghani Baradar.

Acting editor, Tehelka, Shoma Chaudhury asks the media to "give her time to act correctly on the issue." She also said she would set up a sexual harassment cell at Tehelka. She said she understands the need for transparency. The journalist, allegedly molested by Tejpal had asked Choudhury to set up the cell according to the SC recommended Visakha guidelines on sexual harassment in the workplace.

Bangalore police commissioner Raghavendra Auradhkar has issued a directive to be implemented by November 24 that ALL ATMs have to provide 24-hour security.

He has also asked banks to install CCTVs both inside and outside the ATMs and wants all ATMs to come equipped with an alarm system.

"In his statement Tejpal has said that he is going to do penance that 'lacerates' him! What about the lacerations of the girl's psyche? Not to mention the violation of her bodily integrity. His self laceration and penance notwithstanding, he must be made to answer the law. We hope the survivor will rethink her stand to not file a criminal complaint so that the law can act. No assaulter should be let off with an admission of guilt, an apology and so called penance. This would amount to making a mockery of the law."

The BJP has felicitated its two Muzaffarnagar MLAs, Sangeet Singh Som and Suresh Rana, during BJP's prime minister candidate Narendra Modi's rally in Agra today.

Sources, however, revealed that the party had planned to felicitate the two MLAs, who were still to be acquitted of other charges including inciting riots, well before Narendra Modi reaches the dais.

This is Modi's first rally in the state after the court granted bail to the two MLAs after the state government had to revoke their detention under the National Security Act (NSA) which it had slapped on them for their alleged role in the Muzaffarnagar communal riots.

The National Commission for Women is likely to take suo motu cognisance of the Tehelka sexual assault issue.

NCW member Nirmala Samant said that the commission would like to know from the victim as to what exactly happened.

A detailed audit by the CAG of India of some major trusts run by business houses and sports bodies has allegedly revealed misuse of income tax exemptions granted to them. Among them are at least two Tata trusts and a number of state cricket associations.

This is Tata Trust's response to the TOI questionnaire:  "We are not aware of the recent audit of the CAG of India referred to by you. However, we confirm that a tax demand has been raised by the income-tax department against the trust in relation to the subject matter of your query. The department has stayed the recovery of demand against an interim tax payment made by the Trust, pending appellate proceedings. An appeal has been filed with the commissioner of I-T since there is a difference in opinion between the I-T department and the Trust on the legal interpretation of the relevant provisions of the Act. The proceedings are currently ongoing."

The good news is that the ATM victim is stable. Doctors treating her at the hospital in Bengaluru say she is conscious, able to talk and is able to take liquid food. Yesterday, doctors said she was still critical after a shard of bone had pierced her brain and left her paralysed on the right side.

The attacker had hit her several times on the head with a sickle.

Update on the Bengaluru ATM attack. Vicky Nanjappa reports:

A person who bought the mobile phone from the man who attacked and brutally injured the bank manager at an ATM in the city, has been detained for questioning.

The mobile phone belonged to the victim. The attacker stole the phone from the victim and sold it to the person who has been detained today. The phone was sold along with the sim card and the moment the cell was switched on the police tracked him down and picked him up.

The man was picked up from Hindupur, 150 kilometres from the city and is being questioned for leads into the case. The attacker is still at large, and fled the city immediately after the attack.

Meanwhile, the state Home Minister is holding a high level meeting to review security at ATMs. He has warned all banks to provide security at ATMs in three days, failing which strict action would be initiated.

10:11   Sensex extends losses for 2nd day, down 162 pts

PTI: The BSE benchmark Sensex today fell for the second consecutive day by losing nearly 162 points in early trade due to sustained selling by funds amid a mixed trend in other Asian markets.        

 

The 30-share barometer, which had lost 255.69 points in the previous session, fell further by 161.89 points, or 0.78 per cent, to 20,473.24. Stocks of banking, realty, capital goods, FMCG and oil and gas sectors were major losers, pulling down the benchmark Sensex.        

 

Similarly, the wide-based National Stock Exchange index, Nifty, declined by 53.10 points, or 0.87 per cent, to 6,069.80.  Brokers said sustained selling by funds amid a mixed trend in Asian region following overnight losses at the US market after minutes from the Federal Reserve's October meeting showed it was considering winding down its stimulus in coming months mainly influenced the trading sentiment here.        

 

In the Asian region, Hong Kong's Hang Seng index traded lower by 0.17 per cent but Japan's Nikkei Index rose 1.63 per cent in early trade. The US Dow Jones Industrial Average ended 0.41 per cent lower in yesterday's trade.

PTI: A US drone strike targeting a seminary in Hangu district's Tal area in northwest Pakistan today killed at least five persons and injured eight others. The drone fired three missiles on the seminary at about 5 am, killing five persons, media reports said.        

 

The attack comes a day after the Prime Minister's Adviser on Foreign Affairs and National Security Sartaj Aziz told the Senate body that the US had assured Pakistan of not conducting drone strikes during the government's talk with the Taliban.        

 

Today's attack was also first since the one that killed Tehrik-e-Taliban chief Hakimullah Mehsud on November 1. Those wounded in the attack included students of the seminary whereas the identities of the deceased could not be ascertained, reports said. This is a rare drone attack outside Pakistan's tribal areas.

The Congress that will fight the 2014 elections will be completely different from the Congress that fought - and won - the 2004 and 2009 elections. Rahul Gandhi's ascendancy in running the party and, correspondingly, the sharply diminished influence of Ahmed Patel, Sonia Gandhi's powerful political secretary, mark one big change.

 

The other change, related to the first, is the Grand Old Party shifting to a 'modern', 'system-driven' way of functioning, radically different from how Congress has always worked.

 

The first change is viewed in Congress as inevitable. But the second change has its share of sceptics in the party, and some of these sceptics are wondering whether the party will miss the Ahmed Patel style of politics. The most illustrative example of both changes - Patel's decreased influence and Gandhi's new system - comes from ticket distribution in the 2013-14 election cycle. Patel's role in ticket distribution is not decisive, several Congress leaders told ET.

 

Gandhi's new system saw for the first time heavyweight Congress candidates such as Delhi and Rajasthan CMs Sheila Dikshit and Ashok Gehlot filling five-page application forms justifying why they should be given party tickets.

 

"This is quite strange," a senior Congress leader said. Another change that pretty much leaves out Patel from the election preparation process is a Team Rahul idea that for Lok Sabha elections, Congress candidates will need to get elected within the party first - through a collegium - before they are announced as candidates. "Where does this leave Ahmed Patel?" asked a Congress leader.

08:40   IMF commends Sri Lanka for delivering strong growth

PTI: The International Monetary Fund has commended Sri Lankan authorities for delivering strong growth, low inflation, fiscal consolidation and a strengthening of the external accounts since the end of the war in 2009.        

 

At the same time, at the conclusion of his visit to Sri Lanka, the IMF Deputy Managing Director Naoyuki Shinohara hoped that Sri Lanka would continue its flexible exchange rate regime allowing it to serve as a key buffer against external shocks while reserves are allowed to rise to more comfortable levels.       

 

"In my meetings, I commended the authorities for delivering strong growth, low inflation, fiscal consolidation, and a strengthening of the external accounts since the end of the war in 2009, as well as on the ambitious growth and development objectives laid out in the Mahinda Chinthana (Vision for the Future)," the IMF official said yesterday.

A senior US official says President Barack Obama will travel to Asia in April.

National Security Adviser Susan Rice made the announcement today in a foreign policy speech about the region, but did not specify which countries he would visit. 

She said the Obama administration was disappointed that the US government partial shutdown in October forced the president to cancel a trip to Asia. 

She said Obama's visit in April will allow him to continue strengthening US ties across the region.

03:27   Baghdad bears brunt as Iraq attacks kill 49
A wave of attacks, most of them car bombs targeting Shiite neighbourhoods of Baghdad, killed 49 people today in the latest bout of deadly violence to hit Iraq.

The bombings and shootings, which also wounded more than 100 people, came amid a protracted surge in bloodletting just months ahead of a general election that has forced Iraqi officials to appeal for international help in combating the country's deadliest unrest since 2008. 

At least eight explosions, including seven car bombs, went off mostly against Shiite Muslim neighbourhoods of the Iraqi capital, killing 36 people and wounding nearly 100, security and medical officials said.

They came after similarly coordinated bombings in Baghdad on Sunday killed 21 people, and pushed the death toll for November above 300. Today's attacks struck in areas ranging from the city's main commercial district of Karrada to the predominantly Shiite neighbourhood of Shaab, as well as Sadriyah, one of Baghdad's oldest districts.

03:04   Cyclone Helen heading for Kavali in south AP, landfall on Thursday
Having come out unscathed by Cyclone Phailin's fury, Andhra Pradesh is once again bracing for storm fury with Cyclone Helen heading for its coast. 

While Phailain had hit Srikakulam in north-east Andhra, Cyclonic storm Helen is likely to make landfall near Kavali in Nellore, the southernmost district of the state. 

In a bulletin categorised as an Orange Message, the Indian Meteorological Department said Helen currently lay around about 470 km east-northeast of Chennai and 420 km east of Kavali. 

It is expected to intensify into a severe cyclonic storm before it crosses the coast between Sriharikota and Ongole near Kavali around midnight on Thursday

It will touch ground with winds with the speed of 75-85 kmph gusting to 95 kmph. At its peak, the surface wind speed of Helen would be around 100-110 kmph gusting to 120 kmph. 

Helen will cause most parts of southern Andhra and eastern Tamil Nadu, with heavy to very heavy rainfall expected in isolated places.

02:48   US and Afghanistan agree on security pact
Secretary of State John Kerry says the US and Afghanistan have reached an agreement on the final language of a bilateral security agreement.

The agreement will govern the presence of US forces in Afghanistan after the NATO combat mission ends next year.

Kerry said Wednesday that he had spoken with Afghan President Hamid Karzai earlier in the day. The proposed agreement will be placed before a gathering of Afghan elders on Thursday.

Approval by the Loya Jirga, the traditional council of 3,000 prominent Afghans is not guaranteed. The group can revise or reject any clause of the draft agreement, and a flat-out rejection would most likely prevent the Afghan government from signing it.

Kerry also says Karzai did not ask the US to apologize for civilian casualties.

AAP founder and its chief ministerial candidate Arvind Kejriwal released the manifesto in New Delhi promising almost a "Ram Rajya". The carefully worded manifesto covers all issues concerning Delhiites.

The Delhi Jan Lokapal Bill tops the agenda with the AAP promising the passing of the Bill within 15 days of coming to power. It says there will be a time bound inquiry into all allegations against the politicians and bureaucrats. It promises the protection of all whistleblowers and honest government officials.

Households using up to 700 litres of water (per day) would also be given free water.

Promising sweeping reforms to ensure women's safety, the manifesto says that the party will ensure swift dispensing of justice in case of crimes against women by establishing special fast track courts; implementation of recommendations of the Verma Committee.
