23:37   TMC slams Guv over visit to Jadavpur University
Ruling Trinamool Congress on Thursday expressed "shock" over Governor Jagdeep Dhankhar's visit to Jadavpur University to bring Union Minister Babul Supriyo who was allegedly heckled by a section of students and strongly opposed his comment calling the incident a "reflection of law and order situation".

In a statement, the TMC said that the Governor, the custodian of the Constitution in the State, visited the campus without informing the "elected government" to "so-called rescue" of the BJP leader". "This is most unfortunate and shocking that our Governor, the custodian of the Constitution of the State, without informing the elected government went to the so-called rescue of the BJP leader from Jadavpur University," it said.

The party said the police were waiting outside the university but were unable to enter in the absence of any communication from the VC.

The TMC said: "Governor went there without taking the state government into confidence. On his way, he rang up the CM who requested him several times that the Governor being the constitutional head need not go at this moment. The CM requested him to give the government some time to peacefully solve the issue. But instead of taking the government into confidence, the Governor went there to help BJP."

The ruling party took exception to the Governor releasing a press statement in which he said the incident was "a very serious reflection on the law and order in the state".

It said that the "BJP and ABVP goons" resorted to vandalism in the university campus and said the Governor did not offer any comments on it.

23:17   Amazon pledges to meet Paris climate goals 10 years early
Amazon chief Jeff Bezos pledged on Thursday the US corporate giant will become carbon neutral by 2040 and would encourage other firms to do the same, in a bid to help meet the goals of the Paris climate accord 10 years early.

"We want to use our scope and our scale to lead the way," Bezos -- the world's richest man -- told a news conference in the US capital.

Amazon announced its "Climate Pledge" initiative and said it would be its first signatory as part of an effort to reduce emissions in line with a 2050 goal for carbon neutrality set by the Paris agreement.

As part of the ramped-up pledge, Bezos said Amazon had agreed to purchase 100,000 electric delivery vans from vehicle maker Rivian, to help cut its carbon footprint.

The first will hit the road in 2021, with the fleet to be fully operational in 2030. Amazon also pledged to invest $100 million on reforestation efforts in cooperation with the Nature Conservancy.

Bezos's announcement came the day before a global day of demonstrations to demand action on climate change, ahead of a UN summit on zero emissions on September 23.

Amazon faces mounting pressure to address its environmental impact, with more than 1,000 of its workers planning to walk off the job Friday as part of the Global Climate Strike.

22:46   Hope Pak will realise folly of its actions: MEA
India on Thursday termed as "unfortunate" Pakistan's denial of overflight clearance to Prime Minister Narendra Modi's VVIP plane for his upcoming visit to the US and hoped that Islamabad will realise the folly of its actions.

Pakistan on Wednesday rejected India's request to allow Modi's aircraft to use its airspace for his upcoming visit to the US via Germany, citing "the current situation in Kashmir".
Pakistan's denial comes days after it refused permission to President Ram Nath Kovind's aircraft to fly over it during an official trip to Iceland.
Foreign Secretary Vijay Gokhale, at a press briefing, said, "It is a rather unfortunate situation where a country denies overflight to the head of state or head of government of another country. But this is true when it is a normal country."
"We have made our position very clear. We hope that Pakistan will realise the folly of its actions," he said.
Asked if India will raise the issue at a global platform like the  International Civil Aviation Organization, Gokhale said, "As far as going to any international organisation is concerned, we will take a look at that. So far there is no intention to do so. But if they are in violation of the regulations of the ICAO, that is a possibility, we can consider."

Announcing the decision to deny overflight clearance to PM Modi's plane, Pakistan Foreign Minister Shah Mehmood Qureshi had said the Indian High Commissioner in Islamabad had been informed about it.
"In the light of the current situation in Kashmir, India's attitude and atrocities there, we have decided to not allow our airspace for the flight of the Indian prime minister," he had said.
The Ministry of External Affairs had hit out at Pakistan for denying overflight clearance to Modi's VVIP plane, saying Islamabad should reflect upon its decision to deviate from well established international practice and reconsider its "old habit" of misrepresenting the reasons for taking unilateral action.

21:54   No recession in global economy: RBI guv
Reserve Bank of India Governor Shaktikanta Das on Thursday said that there was no recession as of today in the global economy but there was a hostile environment to which India's external sector had shown great resilience and viability.

"India's external sector has exhibited resilience and viability. The current account deficit has averaged 1.4 per cent of GDP over the last 5 years and remains comfortably financed in spite of global spillovers imparting risk-on-risk-off volatility to portfolio flows," Das said in his keynote address at the Bloomberg India Economic Forum 2019.

"The level of foreign exchange reserves was at $429 billion on September 13, sufficient to cover close to 10 months of imports or 21 months of debt of residual maturity up to 1 year," added Das.

"The Indian economy remains a preferred habitat for foreign direct investment and is among the top 10 destinations for greenfield projects," said Das.

Praising India's service exports, Das said: "In line with the expanding share of services in domestic output, India's services exports have grown rapidly over the past two decades."

He said that in fact, India's services exports have shown a higher degree of resilience to global shocks than merchandise exports. "At $81.9 billion, net services exports financed 45 per cent of India's trade deficit in 2018-19," he said.

He also said that India still was the world leader in software exports and information technology enabled services, accounting for around 12 per cent of world software exports.

"The global environment is challenging, but it offers opportunities as well. By the IMF's assessment, India will account for a sixth of global growth in 2020," said the RBI chief.

"Trade wars are presenting new business relocation avenues that seem to be favorable to India from the point of view of the economies of scale and scope. Indian entrepreneurship, the rupee, and our people are progressively but inexorably internationalising," added Das.

21:30   Unable to understand opposition to new motor law: Gadkari
Expressing his inability to understand the protest against the amended motor vehicle law, Union transport minister Nitin Gadkari on Thursday asserted that the new provisions are aimed at curbing accidents and not earning revenue.

The minister's comments came against the backdrop of the strike by transporters, taxis and auto-rickshaws in the national capital on Thursday against the new law that provides for heavy penalties for traffic rule violations.
Gadkari said he was unable to comprehend why drivers in Delhi were opposing the new law as those who follow traffic rules need not fear and moreover the new Motor Vehicles Act was to save their lives.

The countries that have stringent traffic laws report very few or zero accidents, the minister noted while questioning that why cannot people be sensitive where so many people die in road accidents.
Commuters faced difficulties in reaching their destinations in the national capital on Thursday as several private buses, taxis and autorickshaws remained off the road due to the strike called by the United Front of Transport Associations against the amended Motor Vehicle Act provisions.

Addressing an event about road safety organised by Transport Corporation of India, Gadkari said human lives were precious given 1.5 lakh deaths in 5 lakh accidents and suggesting that those opposed to the legislation can also come up against stringent legislation prescribing death penalty to those convicted of raping minor girls.
"There is no fear of, no respect for the law. Thirty years back fine for any traffic violation was Rs 100 ... now what could be its value. Moreover this goes into states' kitty and does not accrue to the centre. People should not violate traffic law...We have fixed death penalty for people raping a minor girl...Some people can also argue that why the government has brought such law. Law is to prevent such heinous crime," the minister said.

In no other nation getting a driving licence is so easy as in India, the road transport and highways minister said questioning does a drunk driver of a public transport vehicle have the right to endanger the lives of passengers.

20:04   Cong's Azad to start J&K visit tomorrow
Senior Congress leader Ghulam Nabi Azad will arrive in Srinagar on Friday in his maiden visit following the abrogation of Jammu and Kashmir's special status and after three failed attempts in which he was turned back from the airport.

According to the initial program, Azad will arrive at the Srinagar airport in the afternoon and will meet "daily-wage labourers" in Srinagar, Anantnag and Baramulla during his four-day trip, officials said.
The visit became possible after a nod from the Supreme Court, which allowed the leader of Opposition in Rajya Sabha to visit the state. A bench, headed by Chief Justice of India Ranjan Gogoi, had on Monday allowed the former Jammu and Kashmir chief minister to visit four districts -- Srinagar, Jammu, Baramulla, Anantnag -- to meet people.
The bench was told by senior advocate A M Singhvi, who was appearing for Azad, that the Congress leader wants to meet the people and inquire about their welfare.
In his petition filed in "personal capacity", Azad had told the Supreme Court that he had tried to visit the state thrice, but was turned back from the airport.
Terming his visit "apolitical" in his plea, Azad has also sought a nod from the top court to visit his family members and relatives.
In his petition, Azad has also sought permission to check on social conditions after a clampdown was imposed by the authorities following the scrapping of provisions of Article 370, which gave special status to the state.

19:35   Former Jharkhand Cong chief Ajoy Kumar joins AAP
Former Jharkhand Congress chief Ajoy Kumar joined the Aam Aadmi Party on Thursday in the presence of Delhi Deputy Chief Minister Manish Sisodia.

Sisodia said the AAP is playing different roles in different parts of the country and Kumar would join "our movement of development".

"He has served the country in two roles -- as an IPS officer and a parliamentarian. We have known each other since the days of 'andolan' (movement) and now he will work in all states with us," Sisodia said.

After joining the AAP, Kumar met Delhi Chief Minister Arvind Kejriwal at his residence.

"I welcome Kumar to the AAP family. The Aam Aadmi Party family will definitely be strengthened with the involvement of Ajoy Kumar. He has joined our struggle to make India corruption-free and prosperous," Kejriwal tweeted.

Kumar told reporters the political situation in Jharkhand is such that he decided to quit the Congress. He said the AAP will decide the role he is expected to play.

Only the AAP is truly a party of the 'aam aadmi' (common man) where anyone can join and work towards development of the region, the ex-police officer and former Lok Sabha MP from Jamshedpur said.

"Honesty and transparency are the most important virtues right now and the AAP has both these qualities," Kumar said and exuded confidence that in the upcoming Delhi assembly elections, the AAP will again get a majority.

Kumar's joining the Aam Aadmi Party comes ahead of the polls in Jharkhand slated for later this year.

Kumar, a former IPS officer, resigned as Jharkhand Congress chief last month, accusing some colleagues of promoting their own interests over that of the party and indulging in corrupt practices.

In his three-page resignation letter addressed to Rahul Gandhi, Kumar alleged that some workers have placed the interests of their leaders above that of the Congress party.

19:18   Cameron reveals Manmohan Singh confided in him on Pak military action
Former British prime minister David Cameron released his memoirs on Thursday, in which he speaks of getting on well with "saintly" former Indian prime minister Manmohan Singh, who even confided in him about the prospect of military action against Pakistan in case of another Mumbai-like terrorist attack.

'For The Record' is a chronicle of 52-year-old Cameron's personal as well as professional life, specifically covering the period between 2010 and 2016 when he was in charge at Downing Street and had close dealings with both Singh as well Prime Minister Narendra Modi.

"I got on well with Prime Minister Manmohan Singh. He was a saintly man, but he was robust on the threats India faced. On a later visit, he told me that another terrorist attack like that (2008) in Mumbai in July 2011, and India would have to take military action against Pakistan," notes Cameron, as he recalls one of his many visits to India during his time in office.

"When it came to India, I argued that we needed a modern partnership -- not one tinged with colonial guilt, but alive to the possibilities of the world's oldest democracy and the world's largest democracy. Many of Britain's most successful business leaders and cultural figures are from the Indian diaspora community and would be our greatest weapons in the endeavor," he adds.

As part of a considerable focus on the India-UK relationship in his memoirs, the 52-year-old former Conservative Party politician is all praise for the two Indian leaders and relives hugging Modi on stage during his address at Wembley Stadium in November 2015.

He recalls: "Hot on [Chinese President] Xi's heels came the new Indian PM, Narendra Modi. There were several moments' including the largest ever gathering of the Indian diaspora in the UK at Wembley Stadium.

"Before introducing Modi, I told the 60,000-strong crowd that I envisaged a British Indian entering No 10 Downing Street as PM one day. The roar of approval was incredible. And as Modi and I hugged on stage I hoped that this small gesture would be a signal of the open armed eagerness with which Britain approached the world.

On a more personal note, Cameron speaks fondly of travelling around Delhi in a tuk tuk and walking through the slums of Mumbai in the pouring rain to visit a community project.

18:51   Panel analysing communication loss with lander
A national-level committee comprising academics and ISRO experts are analysing the cause of communication loss with Chandrayaan-2 lander ahead of its planned soft landing on the lunar surface, the space agency said on Thursday.

The Indian Space Research Organisation also said the orbiter of the India's second lunar mission continued to perform scheduled science experiments to "complete satisfaction" and performance of all its payloads were "satisfactory".

"All Payloads of orbiter are powered. Initial trials for orbiter payloads are completed successfully. Performance of all orbiter Payloads is satisfactory. Orbiter continues to perform scheduled science experiments to complete
satisfaction," ISRO said in an update on its website.

"National-level committee consisting of academicians and ISRO experts are analysing the cause of communication loss with lander," it added.

Lander Vikram, with rover Pragyan housed inside it, lost communication with ground station on September 7 during its final descent, just 2.1 kms above the lunar surface, minutes before the planned touch-down on the Moon.

Efforts to reestablish the link were on since then, but hopes of a positive result appear to be fading away.

The lander, designed to execute a soft-landing on the lunar surface, and rover, have a mission life of one Lunar day, which is equivalent to 14 earth days.

18:18   Sunny Deol, Karisma in dock; railways claim they pulled chain in 1997
A railway court has framed charges against Bollywood actor-turned-politician Sunny Deol and actress Karisma Kapoor more than 20 years after they allegedly pulled the emergency chain of a train while shooting for a film.
The duo challenged the order in a sessions court on Wednesday, A K Jain, counsel of Kapoor and Deol, said.
The actors were accused of illegally pulling the chain of train 2413-A Uplink Express, which led to its delay by 25 minutes.
The counsel said the charges were initially read out against both the actors in 2009, which they challenged in a sessions court in April 2010.

The session court exonerated both the actors, but on September 17, the railway court again framed the charges against the two, Jain said.
Besides Deol and Kapoor, stuntman Tinu Verma and Satish Shah were also accused in the case but they had not challenged the charges against them in the sessions court in 2010.
The railway court has scheduled the next hearing in the 1997 case on September 24.
Then assistant station master Sitaram Malakar of Narena had lodged a complaint at the General Railway Police, following which the actors were accused of violating Section 141 (needlessly interfering with the means of communication in a train), Section 145 (drunkenness or nuisance), Section 146 (obstructing a railway servant in his duties) and Section 147 (trespass and refusal to desist from trespass) of the Railways Act.
In 1997, Deol and Kapoor, along with other crew members, were shooting for film 'Bajrang' at Sanvarda village near Phulera in Ajmer district.

16:37   Bullet train: HC junks over 120 pleas against land acquisition
The Gujarat High Court on Thursday dismissed over 120 petitions filed by farmers challenging the acquisition of their land for the ambitious Mumbai-Ahmedabad bullet train project. A division bench led by Justice A S Dave held that the compensation offered to farmers by the state government is fair.

The bench, however, said the aggrieved farmers can approach the government to seek higher compensation. The bench upheld the validity of the Land Acquisition Act, amended by the Gujarat government in 2016 and subsequently approved by the President. The court was also of the opinion that the provision of not conducting social impact assessment under the amended Act does not fall into the category of "excessive delegation", as contended by the agitating farmers.

15:52   Swapan Dasgupta urges PM not to inaugurate Birbhum coal block
A day after West Bengal Chief Minister Mamata Banerjee invited Prime Minister Narendra Modi to inaugurate the Birbhum coal block, Rajya Sabha MP Swapan Dasgupta wrote a letter to the PM on Thursday, saying he should await proper environmental clearances and a rehabilitation package before doing so, otherwise it might send "wrong signals".

Dasgupta, who was nominated to the Upper House of Parliament by the Modi government, was part of the ruling Bharatiya Janata Party's political campaign in West Bengal.

He wrote the letter to Modi a day after Banerjee invited the prime minister to inaugurate the Deocha Pachami, the second-largest coal block in the world, after Durga Puja.

In the letter, Dasgupta said if the prime minister inaugurated the coal block at this juncture, it would lead to "serious distortions" and open the way for unscrupulous operators.

Dasgupta added that the prime minister's presence at such an event might indicate that all the necessary formalities were completed and coal mining was likely to be operational within a very short time. "It would not be in the interests of the state if your name is sought to be used in a manner that brings disrepute to the state," he said. -- PTI

14:26   Mumbai rain 'red alert' forecast a damp squib
With the weather department issuing a 'red alert' for rain in Mumbai, the Maharashtra government declared a holiday for schools and colleges in the city on Thursday.

However, as people geared up to tackle the situation, the high rainfall warning turned out to be a damp squib as the city hardly received any showers till Thursday afternoon.

While the city received some showers late Wednesday night, it remained almost dry on Thursday. The school education minister Ashish Shelar's order for closure of schools and colleges issued late Wednesday night also remained ineffective, as several educational institutions in the city and suburbs remained open.

The Indian Meteorological Department on Wednesday issued a red rain alert, indicating "extremely heavy rainfall", for Mumbai and Raigad districts.

The irregular heating and cooling of the Arabian Sea and the Bay of Bengal pushed cloud precipitation in Mumbai to a new high, with the city recording its wettest monsoon season this year since 1954.

When contacted, an IMD official said, "This year there has been continuous depression over Madhya Pradesh at regular intervals, which increased the overall rainfall in Mumbai and neighbouring districts." "The state capital has received total 3,467 mm rain from June 1 till September 17, surpassing the 3,451 mm downpour recorded in 1954. With 11 days more to go this month, the city will get a record rainfall figure by then," he said. -- PTI

13:46   Delhi motorists may have to pay Rs 20,000 for odd-even violation
Violation of the odd-even road rationing rule, scheduled to kick in from November 4 in the city, will invite a fine of Rs 20,000 as per the amended Motor Vehicles Act, officials said on Thursday. The odd-even scheme involves plying of vehicles on alternate days as per the last odd or even digit of their registration numbers.

Earlier, when the odd-even scheme was imposed by the Delhi government in January and April 2016, the violation was punishable with a fine of Rs 2,000. However, a final decision on the size of penalty has not been made since the notification of compoundable offences under the amended MV Act is yet to be notified by the Delhi government, an official said. "The government is authorised to reduce the amount of fine which it may or may not do, " said the official. Under Section 115 of the MV Act, violation of the odd-even rule is a traffic offence for which the fine amount has been raised from Rs 2,000 to Rs 20,000 after amendment which came into effect from September 1 this year.

Earlier, the Act stated that the penalty was a minimum of Rs 2,000, which has now been increased to Rs 20,000.

"Kashmiri separatists are conducting their own reign of terror, threatening or even attacking civilians in a campaign to destroy any semblance of normality that may be creeping back after more than a month of heavy military crackdowns."

00:14   India-Pak talks must to solve Kashmir: UN chief
United Nations Secretary General Antonio Guterres on Wednesday asserted that 'dialogue' between India and Pakistan is an 'absolute essential element' for resolving the Kashmir issue.

"Our capacity is related to good offices and good offices can only be implemented when the parties accept it. On the other hand, it relates to advocacy. The advocacy was expressed and will be maintained," Guterres told a press conference at the UN headquarters.

The UN chief was asked about the situation in Jammu and Kashmir and what will he do to bring a solution to the Kashmir issue.

"I go on with a clear opinion that human rights must be fully respected in the territory and I go on with the clear opinion that dialogue between India and Pakistan is an absolute essential element for the solution of the problem," he said.

India has always maintained that the Kashmir issue is an internal matter and there is no need for a third-party mediation, including either from the UN or the United States.

The UN Secretary General has also repeatedly asserted that his good offices are available only if both India and Pakistan ask for it.

India revoked Jammu and Kashmir's special status on August 5 and bifurcated it into two union territories.

Reacting to India's move on Kashmir, Pakistan downgraded diplomatic ties with New Delhi and expelled the Indian High Commissioner.

Pakistan has been trying to internationalise the Kashmir issue but India has asserted that the abrogation of Article 370 was its 'internal matter' and also asked Islamabad to accept the reality and stop its anti-India rhetoric.  -- PTI
