23:34   Bomb sweeps, bag checks as terror threat looms over Cannes
Bomb experts will carry out daily sweeps at the Cannes film festival, opening this week under maximum security as France faces its highest ever terror threat, Interior Minister Bernard Cazeneuve said today.
The glitterati, set to descend on the resort town as the festival opens Wednesday, will also have to tip open expensive handbags for inspection after climbing the red carpet into the main venue, the Palais des Festivals, which is to be secured by some 400 private security agents.
Hundreds more police officers and specialised units will be on duty in the city, whose lure for the rich and famous makes it equally attractive to jewellery thieves and robbers.

The 69th Cannes film festival comes six months after Islamic State jihadists launched co-ordinated attacks in Paris that left 130 people dead, and France remains under a state of emergency.

23:08   UN wants to resettle 10 percent of the world's refugees
A new UN plan to tackle the worst refugee crisis since World War II would aim to resettle at least 10 percent of refugees annually, piling pressure on countries to open up their doors to those fleeing wars and
disasters.

UN Secretary-General Ban Ki-moon outlined the proposal for a new "global compact on responsibility-sharing" today to address the crisis from the 60 million refugees and displaced people worldwide.
The United Nations hopes that new deal will lift some of the burden on developing countries in the refugee crisis, which has been fueled by the five-year war in Syria and other conflicts.
The proposal calls for resettling at least 10 percent of the global refugee population of 19.6 million annually under a scheme that would be negotiated at the United Nations.

Courting controversy, ABVP state secretary Subir Haldar today threatened to "cut off" the legs of "anti-national" Left-aligned students of Jadavpur University if they stepped out of the campus.

"The Jadavpur University is becoming a hub of anti-national elements. If these anti-national Leftist students of JU try to step out of the campus we will cut off their legs," Haldar told a protest rally outside JU campus.

When asked, Haldar later told PTI, "What I meant to say is those students who raise slogans to divide our motherland, who raise slogans in favour of separatists cut up our country into separate parts. Then why can't we say that we will take steps to stop such activities."

22:31   Brazil impeachment drive against Rousseff tips into chaos
The impeachment of Brazilian President Dilma Rousseff was thrown into confusion today when the speaker of the lower house of Congress annulled an April vote by lawmakers that launched the process.
Just days before the Senate seemed near certain to suspend Rousseff for six months and open an impeachment trial, the new leader of the lower house threw a spanner in the works by cancelling the vote that had got the entire process underway.

Waldir Maranhao, the interim speaker, wrote in an order seen by AFP that a new vote in the lower house should take place on whether to impeach Rousseff in five sessions time.

The cancellation of the vote was ordered in response to a request by Rousseff's solicitor general, who had challenged the legitimacy of the lower house vote.

However, it was not immediately clear how the chaotic new developments would unfold and whether pro-impeachment leaders would appeal to the Supreme Court to try and keep the process going.

22:20   Modi 'slightly' changed name in MA II admission form, says Gujarat University

Amid claims by AAP that Prime Minister Narendra Modi's degrees and marksheets had "glaring discrepancies", the Gujarat University today said he had "slightly changed" his name, dropping 'kumar' from it.

The University said Modi changed his name from "Narendrakumar Damodardas Modi," which he used in admission form for MA Part I, to "Narendra Damodardas Modi" in MA Part II but everything is "genuine".

Acting Vice Chancellor of Gujarat University, Mahesh Patel told PTI, "Since he (Modi) had taken admission in MA Part I in 1981 on the basis of his DU degree, he used the name Narendrakumar Damodardas Modi. But when filling MA Part II form, he dropped 'kumar' and wrote Narendra Damodardas Modi in the form.

22:01   Get on board or get out of the way: Trump's path to White House
For Donald Trump, party unity is a good thing. But he's making clear he won't change his views or soften his rhetoric to get it.
"Look, I'm going to get millions and millions of votes more than the Republicans would have gotten" without me, Trump said.
In other words, get on board or get out of the way.
It's a risky calculation for a presumptive Republican nominee who this November would likely go up against Hillary Clinton, a seasoned campaigner who is faring well in the polls and has broad support across her party.
But to Trump supporters like adviser Paul Manafort, shrugging off hostility from party insiders is something Trump can afford to do.
"The important thing to remember is the national titular head of the party is the nominee of the Republican Party," Manafort said. Trump "just won that overwhelmingly, faster than anybody in Washington thought and running as an outsider against Washington. So, his agenda is the people's agenda."
Trump moved from presidential front-runner to presumptive nominee last week when he crushed rival Ted Cruz in the Indiana primary, and Cruz dropped out of the race.
Ahead of a private meeting Thursday with House Speaker Paul Ryan, Trump used several televised interviews that aired Sunday to knock Ryan and other influential Republicans, along with a nomination system he says is "totally rigged."
Trump said Ryan "blindsided" him by declining to endorse him. He called South Carolina Sen. Lindsey Graham a "lightweight," and suggested Republicans Mitt Romney and Jeb Bush wouldn't back him because they were sore losers after their own failed presidential bids.
The New York billionaire seemed to be sending a message to party critics who are withholding support or planning to skip the convention.
"I don't think (the party) actually has to be unified" in the traditional sense, he said.

21:23   Tata Steel confirms 7 interested buyers for UK assets
Tata Steel Europe today announced it has received seven expressions of interest to acquire the firm's UK ailing business.
All seven have been "immediately taken forward" to the next stage of the sale process, which involves inputs from the UK government, the firm said in a statement.
Koushik Chatterjee, Group Executive Director (Finance and Corporate), Tata Steel Limited, said, "We are pleased with the response to the initial stage of the global sales process for Tata Steel's UK business. Today's announcement by Tata Steel Europe marks another important stage gate in this process.
"The expressions of interest received have been through a robust initial assessment process with inputs received from the UK government whose views have been considered by the board.
"We believe that the bids being taken forward offer future prospects of sustainability for the UK business as a whole. The sales process will continue as announced earlier in an expedited and robust manner to deliver greater clarity for all key stakeholders such as employees, customers and suppliers, he said.
"Whilst the sales process continues, Tata Steel's business in the UK under the new leadership team continues to focus on the business performance," he said.

21:22   Massive uncut diamond fetches 'record $63 million'
Canadian mining company Lucara Diamond today announced the sale of a huge 813 carat diamond for a record $63 million, ahead of the sale of an even bigger one, AFP reported
The sale of the massive "Constellation" diamond was "the highest price ever achieved for a rough diamond, breaking all records," CEO William Lamb said in a statement.
The name of the buyer for the diamond, discovered in Botswana, was not divulged, nor the conditions of the sale overseen by Nemesis International.
The record is unlikely to last very long. Lucara is preparing to auction an even larger 1,109 carat diamond at Sotheby's in London on June 29.

20:54   India is my home. It is here that I will breathe my last: Sonia Gandhi
Attacking Prime Minister Narendra Modi amid controversy over AgustaWestland chopper bribery case, Congress President Sonia Gandhi today said that Modi cannot take away her commitment to and love for India

"India is my home. It is here that I will breathe my last. It is here that my ashes will mingle with my loved ones", said Gandhi.

Without naming the Congress, Modi had attacked the Congress which has launched a counter-attack on his government for dragging Sonia's name, asking "if the court in Italy has said that people from the last government in India have eaten money, why then are you troubling us here?"

"Does anyone of your relatives live in Italy? Does any of my relatives live in Italy.... I have not seen Italy. I have not been to Italy. Nor have I met anyone in Italy. If Italians have accused them what should we do?" Modi had said.

20:17   Govt exploring ways to resolve Kohinoor issue with UK
The government is exploring ways for a "satisfactory resolution" of the Kohinoor issue with the United Kingdom government, Lok Sabha was informed today.
"The ministry of external affairs is exploring ways and means for obtaining a satisfactory resolution to this issue with the UK government," Culture Minister Mahesh Sharma said in a written reply in Lok Sabha.
To a query on legal and technical hurdles in bringing back antique items, including the Kohinoor, Sharma said, "The objects taken away from the country prior to Independence including Kohinoor do not fall under the purview of Antiquities and Art Treasures Act, 1972."
The issue of bringing back the Kohinoor was in news after the government, in response to a PIL, said on April 18 that the precious diamond was neither stolen nor "forcibly" taken by the British but gifted to the East India Company by the erstwhile rulers of Punjab 167 years back.
However, after receiving flak for its stand, the government had said all efforts would be made to get back the diamond estimated to cost over $200 million.
Kohinoor, meaning mountain of light, is a large, colourless diamond that was found in southern India in early 14th century.
The 108-carat gem, which landed in British hands during the colonial era, is the subject of a historic ownership dispute and has been claimed by at least four countries, including India.

he Supreme Court today hinted that it may consider relaxing its order banning registration of new diesel luxury cars and SUVs with an engine capacity of over 2000 cc in Delhi and National Capital Region.

We are open to modifying it," a bench comprising Chief Justice T S Thakur said. The court also asked Delhi government, Environment Pollution Control Authority and taxi owners association to give a concrete road map for phasing out diesel taxis from NCR.

19:34   Now birth, caste certificates to be given in schools
All states and union territories have been asked to issue caste and domicile certificates to students when they are studying in Class V or VIII.

The move assumes significance as there have been complaints of delay in grant of scholarship to students belonging to Scheduled Caste and Scheduled Tribes. Besides, citizens have often complained of harassment allegedly by government officers in getting domicile and caste certificates issued.

The responsibility of issue of residency and caste certificate is with the state governments and union territories.

"The school head or principal will get the documents collected from all the SC and ST students and also other than SC or ST students and arrange to submit them to the relevant state government authority or revenue authorities for making the requisite certificates."

"The concerned revenue or state government authorities may scrutinise those documents and may issue the relevant certificates within a period of 30-60 days," an order issued by personnel ministry said.

18:56   Govt moves Uttarakhand budget bill in LS, Cong walks out
Amid opposition resistance, Finance Minister Arun Jaitley today moved in the Lok Sabha the Uttarakhand budget for discussion, saying its passage was a constitutional requirement as "there was a serious doubt and cloud" whether the budget was approved by the state assembly on March 18.  Following this, the Congress stated a walkout of the House.

The development came even as Uttarakhand is set to have a vote of confidence tomorrow to determine whether Congress leader Harish Rawat has enough numbers to retain power in the state that is currently under the President's Rule.

Moving the Appropriation Bill in the Lok Sabha, Jaitley said its passage will not have any bearing on the Vote of Confidence which will take place in the assembly tomorrow.

The Vote of Confidence in the state assembly can either restore the existing government, establish a new government or result in continuation of the President's rule, he said. Jaitley said the state government, current or a new one, would be free to come out with its own budget as the Appropriation Bill seeks funds for only four months of the current fiscal.

18:08   Andy Murray splits with coach Amelie Mauresmo
Andy Murray and his coach Amelie Mauresmo have agreed to end their two-year working relationship, the British world number three said on Monday.Twice grand slam winner Murray lost the Madrid Open final to Novak Djokovic on Sunday.

"I've learned a lot from Amelie over the past two years," Murray said in a statement. "She's been a calming influence in the team and we'll miss having her around. "I'll take some time to consider the next steps and how we progress from here, but I'd like to thank her for everything she has done, she's been an invaluable member of the team."

Mauresmo described working with Murray as being a fantastic experience.
"I've thoroughly enjoyed being part of the great team of people he has around him,' she said."Dedicating enough time along with the travel has been a challenge for me. I wish him and the team well and I hope he goes on to win any more titles."

The partnership between the two Wimbledon champions -- Murray won the men's singles in 2013 and French former world number one Mauresmo triumphed at the All England Club in 2006 '" seemed a surprise alliance when it was announced after the 2014 French Open.Yet the pair have enjoyed plenty of success with the 36-year-old Mauresmo helping guide the Scot to seven titles and to two Australian Open finals.

However, the 28-year-old Murray has not been able to quite reach the peaks he climbed when Ivan Lendl was his mentor, winning Olympic gold in 2012 as well as the U.S. Open later that summer before his historic Wimbledon success.

Mauresmo has not been regularly on the circuit with Murray since giving birth to her son Aaron last August and had indicated then that she would have to see how she could cope with being both a parent and a globe-trotting coach. -- Reuters

17:40   Hardik Patel in letter on Mother's Day compares himself to martyred jawan
Hardik Patel, the 22-year-old from Gujarat who has been in jail since October on charges of sedition, has compared himself to an army jawan willing to sacrifice his life to defend India.

NDTV reports that in a note to his parents on Mother's Day, Patel urges his mother "not to shed tears for her son".  From a Surat prison, he counsels her, "There are hundreds of jawans leaving behind their mothers and families and serving the country and even attaining martyrdom."

In August, Patel emerged as the sword-wielding leader of the Patels or Patidars , front-lining an aggressive demand for affirmative action  for the traditionally rich and powerful community which, for decades, supported the BJP in Gujarat. The Patels say that Gujarat has failed to create jobs in the private sector, so they must be added to the list of castes entitled to a share of government jobs and university places. Read more

16:50   Nitish terms PM's degree controversy 'non-issue'
Bihar Chief Minister and JD(U) President Nitish Kumar today termed the controversy over Prime Minister Narendra Modi's educational qualification as a "non-issue".

"For me these are non-issues," he said here replying to a question by media on BJP President Amit Shah and Union Minister Arun Jaitley seeking a public apology from Delhi Chief Minister Arvind Kejriwal for kicking off the controversy.

"First they (BJP) should express regret for uttering filth during Bihar (assembly) polls (held last year)," he said. He was apparently hinting at the "DNA" comments made by Modi against him and other barbs by BJP ministers and leaders during the Bihar assembly poll.

On Congress President Sonia Gandhi, Vice-president Rahul Gandhi and former Prime Minister Manmohan Singh leading a march in Delhi recently against the NDA government, Kumar said "They (BJP) are more interested in hitting at a person rather than discussing policy."

"They applied the same tactics on me too by making personal attacks in place of highlighting the short-comings of my government's policies," Kumar said.

16:43   Lok Sabha remembers Neerja Bhanot
Lok Sabha today remembered Neerja Bhanot, a Pan Am air hostess who died saving passengers on a hijacked flight in 1986, during a discussion on the Anti-Hijacking Bill 2016. Participating in the debate over the bill, senior Congress leader Adhir Ranjan Chowdhury said she gave her life while securing the passengers.

16:39   Uttarakhand crisis: NO relief to disqualified MLAs from SC
This will certainly boost Harish Rawat's chances tomorrow during the floor test as the apex court has rejected the rebels' plea, which means they will remain disqualified for the vote tomorrow. Earlier today, the high court dismissed the petition of nine Congress MLAs challenging their disqualification by the Speaker.

The judgment will make the Bharatiya Janata Party's task difficult in the confidence vote to be sought by Rawat on Tuesday as it will be left with only 28 MLAs including Bhim Lal Arya whose loyalty to the party is in doubt. Though suspended by the BJP Arya continues to represent the party in the House.

15:46   After death threats govt will consider upping Rahul's security
After reports that Congress vice-president Rahul Gandhi's life is under threat, the Congress has demaned that his security be upped.

Rahul Gandhi is an SPG protectee and the SPG is answerable to Parliament as it is was created by a special force under an act of Parliament.

BJP MP Satyapal Singh, former Mumbai COmmissioner of Police familiar with  security drills says there is no category more special than the SPG and if the Congress wants to get sympathy for Rahul, they should write to the Director SPG and coordinate with him.

Incidentally, the joint director of the SPG is a choice of Rahul Gandhi. The SPG commandoes protecting Rahul are selected by this joint director in consultations with Rahul.

A senior official of the Cabinet Secretariat which monitors the SPG said that if the Congress still wants the Special Protection Force to be strengthened, the government would do so.

15:23   All 10 youths detained for links to Jaish released
The 10 youths detained by Delhi Police for suspected ideological leaning towards banned outfit Jaish-e-Mohammed (JeM) have now been released due to lack of adequate evidence. While four of them were released on Saturday with Delhi Police having arranged for them sessions with a clinical psychologist to help them "deradicalise", guardians of the remaining six released today had to give undertakings ensuring that their wards will be on the "right path" henceforth.

Delhi Police's anti-terrorism unit Special Cell had picked up 13 youths from Delhi and UP after a series of late night raids on May 3, following which three -- Sajid, Sameer Ahmed, and Shakir Ansari -- were arrested and the remaining 10 detained for questioning.

"The remaining six youths have been let off with the condition that they have to make themselves available for questioning whenever summoned. Their guardians have given undertaking that they will make sure the boys lead their lives in the right path in future," Special Commissioner of Police (Special Cell) Arvind Deep said.

Their is no arrangement with a psychiatrist for the six unlike the other four who have to visit a clinical psychologist on a regular basis. The psychologist will provide the investigators with a report on their progress every week, he said.

During questioning, it emerged that the youths had extreme anger within them as a result of which they were vulnerable, making them potential inductees in terror rings, Deep said, adding that so far there is no evidence to make further arrests in the case.

14:38   PM's BA degree fake; names, years differ, says AAP in counter offensive
"It's forgery," says AAP at its press conference to counter the BJP's briefing on the PM's degrees. AAP says that PM Narendra Modi's name in BA is Narendrakumar Damodardas Modi while name registered in MA is Narendra Damodardas Modi. Did he get an affidavit to change his name, asks AAP's Ashutosh, and if yes, where is the affidavit. The BA marksheet of the PM shows the year 1977, and the year of his degree is shown on the certificate as 1978.  The degrees shown by Amit Shah and Arun Jaitley are fake, says AAP.

Days after Delhi Chief Minister Arvind Kejriwal questioned Prime Minister Narendra Modi's educational qualification, the BJP on Monday released his college degrees and demanded an apology from the AAP supremo for his desperate attempts to turn a 'blatant lie into truth'.

14:17   Rahul Gandhi gets death threat
Details on the assassination threat sent to Rahul Gandhi.

Congress Vice-President Rahul Gandhi has received an assassination threat, and a high-powered Congress delegation is meeting Union Home Minister Rajnath Singh at 3 pm to appraise him of "the seriousness of the threat" and to seek "additional security measures" for Gandhi.

The assassination threat came via an unsigned letter written in Tamil and posted in Pondicherry on May 4. Rahul Gandhi is scheduled to visit Karaikal tomorrow, Tuesday May 10, for a public meeting.

The letter was sent to V Narayanswamy, who was a minister in the PMO in the UPA government. The letter claims Congress has been responsible for "closure of industries in Pondicherry" and threatens that Gandhi will be "blasted" when he addresses the Karaikal meeting.

Home ministry officials said after the meeting with the Congress delegation, security procedures for Gandhi, who's an SPG protectee, will be reviewed.

14:05   Why Modi has been a success so far
Narendra Modi is and remains our most popular politician by far. The aura he had two years ago, he retains. Every opinion poll in the last years has shown his popularity at around 70 per cent.

This is what Americans call approval rating, and 70 per cent is an incredibly high number. Particularly because opinion polling in India has become accurate in the last decade so this number is believable.

Modi may be assisted by the fact that his rival Rahul Gandhi is not charismatic or competent, and that regional leaders like Nitish Kumar and Arvind Kejriwal do not have a large enough stage to project their talents.

But even with this admission, it must be accepted that Modi has a credibility with Indians as nobody else has.

The Bharatiya Janata Party lost state elections in Delhi and Bihar, but its march towards dominance and the Congress's march towards irrelevance continues under Modi.

13:51   Guilty will NOT be spared, says Nitish in first statement after Gaya horror
Days after the son of Janata Dal-United legislative council member Manorama Devi shot dead a teen in Gaya for overtaking his vehicle, Bihar CM Nitish Kumar holds a damage control presser.

Nitish Kumar said nobody can be allowed to take the law in their hands and added that, "strict action would be taken. Nobody can escape the law.

"The guilty will not be spared; the law will take its course and a manhunt is on for the accused."

He said action would be takaken against the bodyguard. "The bodyguard has been suspended and arrested. Departmental action already been taken and a criminal case will also be pursued against him," Nitish said.

At the same time the CM lashed out against the BJP saying criminal incidents have many reasons. "Delhi tops the country's crime list and the law there is under the Centre."

The BJP on Monday called for a shutdown in the town of Gaya over the alleged killing of the 19-year-old teen -- Aditya Sachdeva -- by Rocky Yadav, the son of JD-JU legislative council member Manorama Devi.

13:27   Show and tell: BJP produces PM's BA and MA degrees, asks Kejriwal to apologise
BJP president Amit Shah and union minister Arun Jaitley hold a joint presser to counter Delhi CM Arvind Kejriwal's charge that PM Narendra Modi may not be a graduate.

Holding up two degrees -- a BA and an MA -- Shah and Jaitley said it was unfortunate that the party had to clarify the Prime Minister's qualifications.

Shah said, "Arvind Kejriwal has caused embarrassment. He should apologise for baseless allegations. Kejriwal has tried to turn a blatant lie into truth and create confusion by saying PM's degrees are fake.

"We are putting both PM's degrees (Bachelor of Arts from DU & MA from Gujarat university) in the public domain."

Following reports on the University of Delhi refusing any information regarding PM Modi's BA degree, Delhi CM Arvind Kejriwal wrote a letter to DU Vice Chancellor Yogesh Tyagi on Thursday, May 5, asking, "where is the BA (Bachelor of Arts) degree?" He requested  the university to keep PM's degree "safe".

Though the PM's website claimed that he had obtained his BA from Delhi University in 1978, CM Kejriwal quoted sources saying that there are no records with the university, be it admission form, mark-sheet or other details.

"Arvind Kejriwal-ji has not only lowered down the standards of public life but has also defamed the nation across the world. He must apologize to the entire nation and must clarify on what grounds he levelled such serious allegations," Amit Shah said.

12:14   PM's remarks on Sonia, Agusta, reverberate in Parliament today
Congress ruckus over PM Narendra Modi's comment on Sonia Gandhi in the AgustaWestland deal forces brief adjournment of Rajya Sabha. The PM was not present in the House, but the adjournment relates to his speech in Tamil Nadu on Friday.

In his first public comments since the AgustaWestland issue broke out, Narendra Modi on Friday dubbed the controversial deal a "chori" (theft) and indicated that the guilty, howsoever big, would not be spared.

Without naming the Congress, Modi also attacked the party which has launched a counter-attack on his government for dragging the name Sonia Gandhi, asking "if the court in Italy has said that people from the last government in India have eaten money, why then are you troubling us here?"

"Does anyone of your relatives live in Italy? Does any of my relatives live in Italy.... I have not seen Italy. I have not been to Italy. Nor have I met anyone in Italy. If Italians have accused them what should we do?" Modi said.

"Those involved in helicopter chori, should they be punished or not? Should legal action be taken against them or not. However big they are, should action be taken against them or not? I want to know from the people of Tamil Nadu," said Modi at an election rally here on Tamil Nadu-Karnataka border".

11:57   Centre moves SC for modification of its order on U'khand
The Centre today moved the Supreme Court seeking modification of its order on the issue of floor test in the Uttarakhand Assembly, saying the official concerned has refused to act as observer on the ground that a clarification is needed on his designation.

Attorney General Mukul Rohatgi mentioned the matter before a bench comprising justices Dipak Misra and Shiva Kirti Singh while submitting that its May 6 order had mentioned the designation of the official as Principal Secretary(Legislative Assembly) which needs to be corrected to Principal Secretary (Legislative and Parliamentary Affairs).

The AG told the bench that the official concerned, who is of the rank of district judge, has written to the Centre that he would not act as observer unless a clarification comes from the apex court.

Senior advocates Abhishek Manusinghvi and Kapil Sibal, appearing for sacked Chief Minister Harish Rawat, opposed the plea of the Centre on the ground that the Principal Secretary (Legislative and Parliamentary Affairs) is an non-cadre post and no outsider can be allowed to participate in the proceedings of the House.

Sibal said the post of Principal Secretary (Legislative and Parliamentary Affairs) comes under the state government. The bench said it will take up the matter at 12.30 pm.
