23:46   Govt recommends proroguing of Budget session of Parliament
In a rare development, the Budget session of Parliament was tonight prorogued bang in the middle of it to enable the government to issue an Ordinance for authorising expenditure beyond April one in the centrally- ruled Uttarakhand in view of the political crisis in the state.

The decision to recommend such a course was taken at a meeting of the Cabinet Committee on Parliamentary Affairs chaired by Home Minister Rajnath Singh following questions over the status of the Appropriation Bill which was declared as passed by the Speaker in the Uttarakhand Assembly under controversial circumstances.

The Budget session, which began on February 23, has been recess since March 16 and was to meet again on April 25. With only two days left, government would not have been in a position to issue an Ordinance for drawing funds from the Consolidated Fund to enable the state to meet its expenditure needs beyond April one since it is under President's Rule.

The Mumbai police today lodged an FIR against the religious leader Radhe Maa for carrying a `trishul' (trident) on a flight from Aurangabad to Mumbai last year.

RTI activist Asad Patel had alleged that Sukhwinder Kaur alias Radhe Maa carried trident on a flight in August 2015. He had approached the court, seeking registration of FIR. Last year Radhe Maa also faced a dowry harassment abetment case filed by a Mumbai housewife, Nikki Gupta.

23:06   Mamata set to regain power in West Bengal, says opinion poll
Mamata Banerjee-led Trinamool Congress is set to return to power in West Bengal by winning 178 seats and getting an increased vote share compared to 2011 assembly elections, says an opinion poll conducted by a news channel.

Congress-Left parties' alliance will be the prime challenger to TMC and are expected to win around 110 seats in the 295-member state assembly, the survey by ABP News-Nielsen says. It projects that BJP will not emerge as a big player in West Bengal and will receive a 5 percent vote share and will win just one seat.

According to a statement issued by the Hindi news channel, the opinion poll was conducted in 118 constituencies with 14,450 respondents from March 8 to March 20. As per the statement, there is not much difference between TMC and Left-Congress alliance in terms of vote share. While the former will get around 45 percent votes, much higher than the 39 percent it got in 2011, the latter would get around 44 percent share.

22:38   Ransack case: HCU students, faculty members walk out of jail
Twenty-five students and two faculty members of Hyderabad Central University (HCU), who were granted bail in connection with the March 22 violence on the campus during which the Vice Chancellor's official residence was ransacked, were tonight released from the Cherlapally Central Prison here. "Bail order copies were submitted to prison authorities...all of them have been released," Cherlapally Prison Superintendent K Venkateshwar Reddy told PTI.

The XXV Metropolitan Magistrate court here had yesterday enlarged the students and the two faculty members on bail on submission of sureties of Rs 5,000 each. The court also directed them to appear before Station House Officer Gachibowli once in a week (every Saturday).

The prosecution did not oppose the bail applications of the 27 accused and had informed the court that the situation (law and order) is under control on HCU campus.

The defence counsel urged the court to grant bail contending that the allegations, which were levelled against the accused are absolutely 'vague' and there is no material to keep them in detention.

22:00   What we've learned about Trump's world view
Donald Trump has already upended American politics. Now he might do the same to the rest of the world.

In a series of recent interviews fleshing out his foreign policy in the wake of the Brussels attacks, the Republican front-runner has questioned the modern relevance of U.S. alliances that have underpinned security in Europe and Asia since World War II.

He's suggested using economic warfare to halt China's territorial moves in the South China Sea and raised the prospect of a fundamental reconsideration of nuclear doctrine by musing about South Korea and Japan acquiring their own atomic arsenal.

He says the US should boycott Saudi Arabian oil if the kingdom doesn't send ground troops to fight ISIS and believes NATO is an anachronism. And he warns he will renegotiate bedrock free trade deals, a prospect that could send serious reverberations through the global economy.

19:18   11 cops on 24-hour duty to protect Pathankot attackers' bodies
Eleven policemen have been on duty round-the-clock at the civil hospital morgue in Pathankot for the past almost three months to protect the bodies of four terrorists killed after they attacked the air force base in January.
An NIA official said the hospital authorities have been asked to preserve the bodies as they are "evidence for us", and this has kept the policemen on their toes.
The visiting JIT from Pakistan did not examine the bodies on Tuesday, officials said.
"It has been 80 days now. I cannot afford to lower guard even for a minute," constable Dalbir Singh, whose job, along with his colleagues', is to protect the morgue in the
only government hospital, said.
Head constable Vinod Kumar is on alert whenever anybody approaches the morgue.
"We have clear instructions not to allow anyone near the room. If terrorists could come till the airbase, then this place cannot be beyond their reach. Our senior officers conduct daily rounds to check on the bodies and a van from the police control room is also stationed near the boundary wall every night," Kumar said.
The terrorists were eliminated in a counteroffensive by security forces on January 2. The bodies were handed over to the hospital on January 7, the hospital authorities said.

17:45   Govt allows 100% FDI in e-commerce marketplace model
The government on Tuesday permitted 100% foreign direct investment (FDI) in the marketplace model of e-commerce retailing with a view to attract more foreign investments.

As per the guidelines issued by the Department of Industrial Policy and Promotion (DIPP) on FDI in e-commerce, foreign direct investment (FDI) has not been allowed in inventory-based model of e-commerce. At present, global e-online retail giants like Amazon.com Inc. and eBay Inc. are operating online marketplaces in India while homegrown players like Flipkart Ltd and Snapdeal.com have foreign investments, even as there were no clear FDI guidelines on various online retail models.

To bring clarity, the DIPP has also come out with the definition of "e-commerce', "inventory-based model' and "market place model'. The marketplace model of e-commerce means providing of an IT platform by an e-commerce entity on a digital and electronic network to act as a facilitator between buyer and seller.

The inventory-based model of e-commerce means an e-commerce activity where inventory of goods and services is owned by e-commerce entity and is sold to consumers directly, according to the guidelines.

A marketplace entity will be permitted to enter into transactions with sellers registered on its platform on business-to-business basis, DIPP said. It said that an e-commerce firm, however, will not be permitted to sell more than 25% of the sales affected through its market place from one vendor or their group companies.

"In order to provide clarity to the extant policy, guidelines for FDI on e-commerce sector have been formulated,' DIPP said. The government has already allowed 100% FDI in business-to-business (B2B) e-commerce.

16:57   Mamata hits out at Shah for 'bombs in Bengal' remark
Reacting sharply to BJP chief Amit Shah's comment that the sound of Rabindra Sangeet was getting drowned out by bomb blasts in West Bengal, Trinamool Congress chief Mamata Banerjee today said there will be no "bigger enemy" than her for anybody who insulted the state.

"If anyone insults Bengal, there will be no bigger enemy than myself," she said at a poll rally here in Purulia district. "Today you (BJP) are in power in Delhi, but you will lose tomorrow," the Chief Minister said.

Referring to the remarks by the BJP President, she said, "I have heard (Shah) has said something about Rabindranath. "People of Bengal do not forgive anyone who insults great poets like Rabindranath Tagore and Nazrul Islam," she said at the rally ahead of the upcoming Assembly polls in the state.

During a press meet in Kolkata earlier in the day, Shah said the only industry to have come up in Bengal under Trinamool Congress rule was the bomb-making industry. "Only the bomb-making industry has come up in West Bengal in the last five years. And the sound of Rabindra Sangeet is getting suppressed because of those bomb blasts," he said.

Banerjee also claimed that the CPI-M, which her party had ousted from power in 2011, had suffered for disrespecting Tagore. "The CPI-M had claimed it had made Tagore famous while taking 'Sahaj Path' (a beginners' book in Bengali for kids) off the syllabus for nursery students," she said, claiming that the people of Bengal had taught a lesson to the party for such acts.

14:04   History is not a luxury, but a necessity for a society like ours: Sunil Khilnani
Sunil Khilnani is standing in front of the new arrivals at Mumbai's Crossword book store in Kemps Corner, surrounded by a clutch of young book store staffers.

"This book is about 50 Indians. You can read one every night before you go to bed," says the historian about Incarnations, an extremely readable book about the people who have shaped 2,500 years of Indian history. The stories look at these individuals -- some famously known like Buddha, Ashoka, Gandhi, Raj Kapoor; and others forgotten like Malik Ambar, William Jones, Nainsukh -- as human beings, and not as some distant figures from the past. Director of the India Institute at King's College, London, Professor Khilnani spent nearly two-and-a-half years researching the book and tries neither to debunk nor mythologise, but looks at these figures as real people.

In a conversation with Archana Masih/Rediff.com, he speaks about why history is the lifeblood of democracy, how the Idea of India is about allowing many Ideas of India and who among the 50 he would invite to dinner. Read

The terrorists, according to Verma, slit his throat and left him for dead but he managed to survive. Ahead of the JITs visit, the NIA had reportedly summoned the trio for clarification on some issues.

Five-six days ago my father received a call from the police control room that the NIA had summoned him. The line officer handed over a letter from the NIA summoning my father, who took a train to Delhi. He said he would be allowed entry into the NIA office on the basis of the letter, so he took it with him, Gopals son said when The Indian Express visited their home in Rori Mohalla, a not-so-well-off area of Gurdaspur, on Monday.

10:46   Congress protests against Pakistan JIT outside Pathankot airbase
Congress workers protest against the Pakistani team that will shortly arrive in Pathankot. The Congress yesterday took a strong stand against the joint investigation team from the neighbouring country visiting the airbase, saying the "unfettered access" given to Pakistan's JIT by according an almost "red carpet welcome" raised serious questions on procedural propriety in relation to compromise on national security and likened it to an accused investigating himself.

Congress chief spokesman Randeep Surjewala said by allowing the JIT to visit the IAF base the Modi government has "recognised" that Pakistan does not have any role in perpetuating terror in India.

"Arrival of Pakistani JIT to look into Pathankot terror attack, unfettered access being provided and almost red carpet welcome being accorded to the Pakistani team along with visit to Pathankot airbase without even a 'Letter Rogatory' from Pakistan raises serious questions with regard to procedural propriety and genuine apprehensions vis--vis compromises on

08:48   FBI hacks San Bernardino attacker's iPhone, drops Apple suit
The Federal Bureau of Investigation has unlocked the iPhone used by one of the San Bernardino attackers, officials said, ending a heated legal standoff with Apple that had pitted US authorities against Silicon Valley.

Apple, backed by a broad coalition of technology giants like Google and Facebook, was fiercely opposed to assisting the US government in unlocking the iPhone on grounds it would have wide-reaching implications on digital security and privacy.

It was unclear who helped the FBI access the phone and what was stored on the device. But news reports have said the FBI may have sought assistance from an Israeli forensics company.

In a statement, Apple said the FBI case should never have been brought before the courts and that the company would continue to increase the security of its products.

In a court filing asking that the case be dismissed, federal prosecutors said the US government had "successfully accessed the data stored on (Syed) Farook's iPhone and therefore no longer requires assistance from Apple Inc."

Farook and his wife Tashfeen Malik killed 14 people in San Bernardino, California on December 2 before dying in a firefight with police. Two other phones linked to the pair were found destroyed after the attack.

00:59   US offers help to Pakistan in probing Lahore attack
Strongly condemning the terror attack in Lahore, the US today called for global unity against fighting extremism and offered assistance to Pakistan in investigation.

"The United States condemns in the strongest possible terms this terror attack at a children's park in Lahore yesterday. It's grotesque, and the fact that you have an extremist organisation targeting religious minorities and children is an outrage," White House Press Secretary Josh Earnest told reporters at his daily news conference. "The other thing, I think is indicative of what we talk about up here quite a bit is that even though this terror attack was targeted at Christians, a religious minority in Pakistan -- again, that is in and of itself grotesque, but the fact of the matter is that based on the names that we're seeing now, the majority of the victims were actually Muslims," he said.

"It demonstrates how important it is for the world to come together to fight this kind of extremism. That certainly has been the approach -- the approach that the president has taken in making sure that peace-loving people of all faiths and of all religions must come together to fight this kind of extremism, and that certainly is what our values and our sense of morality tells us," Earnest said.
