A sedition case was on Friday registered against AIMIM chief and Hyderabad MP Asaduddin Owaisi over his statement that he would provide legal aid to five city-based persons, who were recently arrested by NIA on
charges of involvement in an alleged IS terror module.
"It's a court referred matter based on a private complaint. The court directed the Saroor Nagar police to book a case and accordingly the case was booked under section 124A (sedition)," Deputy Commissioner of Police (L B Nagar Zone) Tafseer Iqubal told PTI.
K Karuna Sagar, a practising advocate, had yesterday filed the private complaint in the 11th Metropolitan Magistrate court and sought for directions to the police to register a case under section 124A (sedition) of the Indian
Penal Code.

"We will follow the procedure and investigate and submit a report to the court. We will proceed with investigation," Iqubal said.
In the complaint, Sagar alleged that "the stand of Asaduddin Owaisi and his remarks is boosting the morale of anti-nationals and giving oxygen to terrorists. Owaisi is directly or indirectly helping the ISIS which had come up with a video in which it threatened to target India and this is betrayal of the country".

The top diplomats of Russia and the United States today joined forces to pay tribute to the victims of the Nice attacks but remained divided on how to deal with the war in Syria.
Secretary of State John Kerry and Foreign Minister Sergei Lavrov took a break from their talks to visit the French embassy in Moscow to sign a book of condolences, before returning to their  discussions.
A Russian delegation official told reporters that a planned news conference had been postponed for at least two hours while the two sides separated to confer privately.
After observing a minute's silence for the victims ahead of the talks, Kerry stressed the urgency of closer cooperation in Syria after the Kremlin said today a US proposal for direct military cooperation in the war-torn country had not been addressed in earlier talks with President Vladimir Putin.
"Nowhere is there a greater hotbed and incubator for these terrorists than in Syria," Kerry said.
"And I think people all over the world are looking to us and waiting for us to find a faster and more tangible way" to fight terrorism, Kerry said. 
"And you and I and your teams are in the enviable position of actually being able to do something about it," he added, addressing Lavrov.
Kerry's meeting with Lavrov -- which had been expected to finish earlier -- follows what the top US diplomat said were "serious and frank" talks with Putin yesterday.

Ten children and teenagers were among those killed by a Tunisian-born man who drove a lorry into crowds at a Bastille Day fireworks display in Nice, a
prosecutor said today.
 
As well as the 84 dead, 202 people were hurt in last night's attack, anti-terrorism prosecutor Francois Molins told reporters, "of which 10 were children and adolescents".

21:28   Separatists extend shutdown call till Monday
Separatists today extended the shutdown call in Kashmir till July 18 to protest against the killing of civilians and demanding lifting of curfew in the valley.
"The strike call has been extended for extra 72 hours till the authorities lift the curfew and restore the civil liberties including the right to protest against the recent killings in Kashmir," Moderate Hurriyat Conference chairman Mirwaiz Umar Farooq told PTI.
 
He said the separatists should also be allowed political space to carry out peaceful political activities.

"The human rights and liberties have been suspended in Kashmir for one week now. This needs to end immediately," he added.

21:05   Trump picks Indiana Governor Pence as his running mate
Presumptive Republican presidential nominee Donald Trump has chosen conservative Indiana Governor Mike Pence as his running mate, with the formal announcement expected as early as tomorrow.

Trump was initially scheduled to make the announcement in New York today, but postponed it in the wake of the terror attack in the French city of Nice that killed 84 people and injured over 100.
However, Trump posted the announcement on his Twitter handle on Tuesday, while also announcing a press conference on Saturday.

21:00   Newt Gingrich: Test every Muslim in US to see if they believe in Sharia
Former House Speaker Newt Gingrich on Thursday called for the US to test every person with a Muslim background to see if they believe in Sharia law, and deport those who do.

"Let me be as blunt and direct as I can be. Western civilization is in a war. We should frankly test every person here who is of a Muslim background, and if they believe in Sharia, they should be deported," Gingrich said in an interview with Fox News' Sean Hannity. 

"Sharia is incompatible with Western civilization. Modern Muslims who have given up Sharia, glad to have them as citizens. Perfectly happy to have them next door."

His remarks came in light of a terror attack in Nice, France, where a large truck plowed through a crowd, killing as many as 80 people.

The family of one of the most notorious Islamic State jihadist group commanders, Omar al-Shishani, today received condolences from locals in his home village in ex-Soviet Georgia, apparently confirming reports of his death.

Dozens of mourners flocked to the house of Shishani's brother Tengiz Batirashvili in the village of Birkiani, telling AFP there was no doubt of the death of the warlord nicknamed "Omar the Chechen."

Amaq, a news service linked to the Islamic State group, announced this week that Shishani died while defending Mosul, the principal city held by IS in Iraq.

The Pentagon yesterday acknowledged targeting Shishani in an airstrike near Mosul on Sunday, but stopped short of confirming his death.

French police have arrested the ex-wife of Mohamed Lahouaiej Bouhlel, the perpetrator of the Bastille day attack that claimed the lives of 84 people including 10 children.

Several of his relatives and close friends have also been taken into police custody for questioning and simultaneous raids are continuing.

One neighbour said that Bouhlel was a loner who was rude.

Just in: One policeman has been killed and four police officers injured after terrorists attacked a police station in the Kulgam district of Jammu and Kashmir.

Just three days ago, militants under the garb of protesters attacked the law enforcing agencies deployed for tackling law and order problems in a bid to provoke rage and cause casualties in the valley.

More than 39 guns have been looted by mob from a police station in south Kashmir. The incident took place in the apple-rich township of Sopore where militants fired at a police post in Warpora.

18:18   India hits back after Pakistan declares 'Black Day' over Kashmir
Hours after the Pakistani media reported that the country's Prime Minister Nawaz Sharif has said Tuesday, July 19, will be observed as a "Black Day to mark complete solidarity with Kashmiris", India has "completely and unequivocally" rejected the decision taken by the Pakistan cabinet. Ministry of External Affairs said in a statement "we are dismayed by the continued attempts by Pakistan to interfere in our internal matters."


"Continued glorification of terrorists belonging to proscribed terrorist organisations makes it amply clear where Pakistan's sympathies continue to lie," the statement added.


Earlier today, Pakistan's Defence Minister Khawaja M Asif has posted a series of provocative tweets comparing this week's clashes in Kashmir to the Gujarat riots of 2002.


Asif has called the clashes "an extention & re enactment of ethnic cleansing started by Modi in Gujrat (sic)." In a statement earlier this week, India had advised Pakistan to "refrain from interfering in the internal affairs of its neighbours" after Sharif had sought to glorify terrorist Burhan Wani of the Hizbul Mujahideen, whose killing on Friday last provoked the large clashes which have killed 36 people and left over 1500 injured.


Sharif had on Monday referred to the 22-year-old Burhan Wani as a "Kashmiri leader" and had expressed "deep shock" at his killing. India said the comments from Pakistan prove its "attachment to terrorism."

Amid the carnage of the Nice attacks, here's a story of hope.

A couple who lost their eight-month-old during the truck attack in Nice have been reunited with their baby after an appeal went out on Facebook.

The parents reportedly lost their pram during the disorder that followed the moment a lorry drove into a crowd during Bastille celebrations in Nice.

Tiava Banner posted on Facebook appealing for anyone who had seen her eight-month-old son.

Posting a picture of the infant, she wrote: "We have lost BB 8 months. "Nice friends if you've seen him if you were there if you have collected please contact me!!!!!"

The post was shared more than 21,000 times.

17:39   Heartbreak for US family which loses husband, 11-year-old, in Nice rampage
Two American citizens were killed in the truck attack in Nice, which has left at least 84 people dead, the US State Department spokesman said today. "At this time, we are aware of and can confirm two US citizens were killed in the attack in Nice on July 14, 2016," spokesman John Kirby said. "We express our sincere condolences to the family and friends of those killed." The statement was issued as US Secretary of State John Kerry was in Moscow for talks on Syria with his Russian counterpart.

Kirby did not identify the two dead but added the United States was providing "all possible consular assistance" to its citizens.

A Texas-based newspaper, the Austin American-Statesman, reported that 51-year-old Sean Copeland and his 11-year-old son Brodie were among those killed in Nice, citing their friends and relatives.

We are heartbroken and in shock over the loss of Brodie Copeland, an amazing son and brother who lit up our lives, and Sean Copeland, a wonderful husband and father, the family said in a statement.

A gunman drove a 19-tonne truck into a crowd of people celebrating Bastille Day last night in the French Riviera city of Nice in what authorities have called a "terrorist" attack.

17:03   Bomb squad blows up suspicious package found in truck outside Nice
A bomb squad was summoned to check out a truck on a road outside Nice and blew up a suspicious package found inside, French media report.

The Volvo was parked at Route de Turin, right outside Nice, according to Nice Matin newspaper. Two building were immediately evacuated.

The resort city in the south of France has been on high alert since at least 84 people were killed when a truck plowed through a crowd during Bastille Day celebrations. Weapons and grenades were found in the vehicle following the rampage.

The truck driver was eventually killed by police. French local media has identified him as Mohamed Lahouaiej Bouhlel. It was reported earlier that he was a 31-year-old French national who was born in Tunisia.

Controversial Islamic preacher Zakir Naik says he will NOT be returning to India this year. "As per my travel plans, I am supposed to come to India by next year, not before that," Naik said.


Rejecting allegations that his sermons "inspired" terror activity, Naik today claimed he never encouraged anyone to kill innocents and said he will co-operate with any probe agency if it approaches him.

Talking to mediapersons via Skype from Medina, Naik, who is facing the heat over charges that he inspired some of the Dhaka cafe attackers, condemned all terror attacks and dubbed himself as "a messenger of peace".

"I did not inspire any terrorist... suicide bombings targeting innocent people are condemnable," Naik said, adding his statements on terrorism and suicide bombings were "doctored and tampered".

The 50-year-old Mumbai-based televangelist, who had earlier cancelled a press conference and had announced his visit to Africa from Saudi Arabia putting off his return to the country, challenged anyone to show him an unedited answer wherein he has not condemned suicide bombings.

Naik also maintained that no government agency has approached him to join investigation in connection with charges levelled against him until now. "I am willing to co-operate with any probe agency if they approach me," he added.

He also claimed that he had even addressed IPS officials in the past. Naik also stated that he applied for permission to air Peace TV, run by his Islamic Research Foundation, in 2008, but did not get the same as the channel allegedly was "Islamic". He also said that terrorists are misguiding innocent Muslims.

The sermons of Naik are under the scanner of the state and the central agencies in India. His speeches on Peace TV were said to be popular in Bangladesh, where the network has been banned post the July 1 terror attack which left 22 people dead, including an Indian.

While ISIS has not claimed responsibility for the attack in Nice, the terror group has encouraged its supporters to attack French people with cars,  ahead of the Nice attack.

A man drove a truck through a crowd in Nice, killing at least 84 people with at least over 80 children injured. Supporters of ISIS have celebrated the massacre.


While the driver of the killer truck has been identified as a Franco Tunisian named Mohamed Bouhlel, the manner in which it was conducted is in keeping with calls from ISIS spokesperson Abu Mohammed al-Adnani to 'mow down French people'.


He had called upon supporters to use any vehicle to commit terror attacks, if they didn't have access to more traditional weapons. The call came in late 2014.

A 91-year-old woman has been questioned by police in Germany'" after she filled in the blanks in a piece of modern art based on a crossword puzzle, reports the Telegraph.

The pensioner, who has not been named under German privacy law, was questioned under caution after she filled in the work valued at 80,000 with a biro.

"Reading-work-piece", a 1977 work by Arthur Kpcke of the Fluxus movement, essentially looks like an empty crossword puzzle.Next to the work is a sign which reads: "Insert words'.The hapless pensioner explained to police that she was simply following the instructions."The lady told us she had taken the notes as an invitation to complete the crossword,' a police spokesman said.

15:23   2002 Hit-and-run case: SC declines victim's plea against Salman's acquittal
The Supreme Court on Friday declined to hear victim Niyamat Shaikh's plea challenging Salman Khan's acquittal in the 2002 hit-and-run case.

While rejecting the plea, the apex court said that the 'petition of Maharashtra Government challenging Salman Khan's acquittal is already pending before the court'.

Earlier this month, Salman Khan's lawyer told the top court that the actor wanted to hear the case against him on merit.

The Supreme Court had on July 5 admitted the appeal by Maharashtra Government challenging the Bombay High Court verdict acquitting the Bollywood star.

Salman had been acquitted by the Bombay High Court in December 2015 and later in February this year the Supreme Court sent a notice to Salman, asking why his acquittal should not be overturned. On September 28, 2002, Khan's Toyota Land Cruiser had crashed into men sleeping on a pavement outside a bakery in Mumbai's Bandra, killing one.

15:03   Mohamed Bouhlel identified as French-Tunisian man behind Nice massacre
The man who killed more than 84 people with a truck in Nice has been locally identified, reports the Indepdent. The driver of the truck was 31-year-old Mohamed Lahouaiej Bouhlel, according to newspaper Nice-Matin which cited local sources.


Police had previously said that they had formally identified the man, after finding ID cards in the truck he used to kill 84 people on Thursday night, during Nice's Bastille Day celebrations. He had been shot by police at the end of the attack.


The attack appears to have been premeditated, the local paper said, citing police sources. The man might have hired the truck on Wednesday in a town near Nice, it reported.

The BBC reports that the Tunisian man's truck travelled 2km through the Bastille Day crowds on the Promenade des Anglais, killing and wounding dozens as it went. Eyewitnesses reported it swerved and zigzagged in an apparent attempt to hit more people.

Police have not yet released the attacker's name, but they said he lived in Nice. Other sources said previously he was already known to police for minor criminal offences.

If you've just joined us, Twitter has been going nutty over India Today magazine's cover featuring yoga guru Baba Ramdev. (Scroll down for the India Today cover).

Ramdev who has been credited with popularising yoga with his TV shows, now finds himself a favourite on Twitter.

One of the wittiest memes are by Gautam Trivedi @Gotham3, who describes himself as an internationally recognized webmaster. Trivedi, who created the one alongside, calls this: "When Baba Ramdev launches himself into outer space."

The France truck attacker formally identified, says police source. The truck driver who killed 84 people celebrating Bastille Day in the French Riveria city of Nice, is believed to be of Tunisian descent.

He is a 31-year-old Franco-Tunisian man whose identity papers were found in the vehicle after the attack on France's July 14 national holiday.


Police have not yet released the attacker's name, but they said he lived in Nice. Other sources said previously he was already known to police for minor criminal offences.

Police shot the driver dead after he drove the truck two kilometres through a crowd along the palm-lined Promenade des Anglais. Interior ministry spokesman Pierre-Henry Brandet said 84 people were killed and scores injured, including 18 in "critical condition".

He was purposefully aiming the vehicle at the crowd and "zigzagging" so that he could hit as many people as possible.

According to media reports, the attacker drove into the crowd for about 2 km before he was overpowered.

The NYT reports that so numerous were the bodies that to protect their dignity, people had covered some of them with tablecloths snatched from the restaurants lining the Promenade des Anglais.

Damien Allemand, journalist with the Nice-Matin newspaper who was at the waterside, said the fireworks display had finished and the crowd had got up to leave when they heard a noise and cries.

"A fraction of a second later, an enormous white truck came along at a crazy speed, turning the wheel to mow down the maximum number of people," he said, adding, "I saw bodies flying like bowling pins along its route. Heard noises, cries that I will never forget."

An eyewitness told BFM TV: 'Everyone was calling run, run, run... there is an attack run, run, run. We heard some shots. We thought they were fireworks because it's the 14th of July.'

'There was great panic. We were running too because we didn't want to stick around and we went into a hotel to get to safety.

An eyewitness to the incident, Pierre Roux, whose apartment faces the sea,  told the New York Times, that he had first thought that the truck was simply out of control. But then he noticed that the lights were off and there was no honking.

"Nobody in the way stood a chance," he said.

He had come out of his apartment early Friday to place a burning candle on a white sheet covering a body that was unattended.

As he spoke, heavily armed police officers sealed off a widening perimeter of the city.

Two of her sons and other family members stood, weeping or frozen in stunned silence, around her body, which was covered in a pale blue tartan blanket.Nearby there was another victim, an unidentified man sprawled on the sidewalk next to the beach beneath a bloodied sheet.

A 48-year-old businessman from Pune, who shot into the limelight after buying a 'gold shirt' worth over Rs 1 crore some years back, was allegedly bludgeoned to death in front of his son, police said today.

Datta Phuge, the businessman from the industrial township of Pimpri-Chinchwad in the district, had become the talk of the town after he presented himself a 'gold shirt' weighing about 3.5 kg and worth Rs. 1.27 crore in 2012.

At least 12 persons attacked Mr Phuge at an open ground in Dighi area here at around 11:30 pm last night with stones and a sharp weapon, killing him on the spot.

Controversial Islamic preacher Zakir Naik, who is holding a press conference via Skype says he did not inspire any terrorist.

The press meet is taking place in a small hall in the Mazgaon area of South Mumbai. The 50-year-old Mumbai-based televangelist, who is currently abroad, was slated to interact with the media yesterday, but cancelled his press briefing, citing pressure from management of the venue where it was organised.

At the meet today, Naik said he is a "messenger of peace". "I have condemned all terror attacks, don't rely on doctored clips," he said.

"Suicide bombings targeting innocent people are condemnable," he said. He said his TV channel Peace TV can only be banned if the country (India) had given downlinking permission. He said India hasn't given, so the channel cannot be banned.

"I have addressed IPS officials in the past. Ready to co-operate with agencies, never encouraged anyone to kill innocents," he added.

The press conference is still on.

12:14   Mamata's escort vehicle falls into gorge near Darjeeling, CM safe
One of the escort vehicles in the convoy of West Bengal CM Mamata Banerjee falls into a gorge, while it was on its way from Darjeeling to Bagdogra airport.

CM Mamata Banerjee was in a separate vehicle in the convoy as was  President Pranab Mukherjee. The president is on a three-day visit to Darjeeling with his family where he attended various functions. The government of West Bengal had also hosted a state reception in honour of the President at Chowrasta (The Mall).

Six security personnel who were in the escort vehicle have been rescued and hospitalised. Mamata Banerjee and the President and everyone else in the convoy are reported to be safe.

In fact, according to TV reports the CM personally oversaw the rescue operations. Early reports say the vehicle fell into the gorge when the brakes failed.

12:04   No cause of attack yet, but Hollande says it was of 'terrorist character'
No cause for the attack is yet clear, but the mayor of Nice has confirmed that the truck carried weapons and grenades. French media are also reporting that the driver fired shots while running into the crowd, which has not been officially confirmed.

Hollande said that "the terrorist character of the attack cannot be denied." The anti-terrorism prosecutor is still investigating the attack.

Facebook on Friday turned on its Safety Check feature after a large truck mowed through a crowd celebrating Bastille Day in Nice, France, killing at least 80 people.

According to CNET, it is the third time in nearly a month that the social networking giant has activated the tool.The feature allows people to notify their friends if they are in the affected area and mark themselves as safe.

A click or tap on the "I'm Safe' button lets friends and loved ones know straight away. Users can also check to see whether their friends are safe too.

"Last month, we began testing features that allow people to both initiate and share Safety Check on Facebook," a Facebook spokesperson said in a statement.

"We hope the people in the area find the tool a helpful way to let their friends and family know they are OK," the spokesperson added.

The feature was activated in early June after the deadly attack on a Florida night club that claimed the lives of 49 people.Less than two weeks later, Facebook activated Safety Check feature for users after a suicide attack that killed 45 people at Istanbul's Ataturk airport.

The truck driver who rammed his vehicle into a massive crowd in Nice fired a pistol several times before being shot dead by police, a local official said Friday.

"At the moment that he was shot dead by police, he had fired several times," said president of the region Christian Estrosi.

A source close to the investigation said an inactive grenade was found inside the 19-tonne truck, as well as "several fake rifles".

Regional lawmaker Eric Ciotti described "terrifying images, a scene of absolute horror, with many children among the dead".

In the aftermath of the deadly terrorist attack in France that killed 80 people, Democratic presidential candidate Hillary Clinton today said the international community is at war against radical jihadists who use Islam to recruit and radicalise others. 

"I think it's clear we are at war with these terrorist groups and what they represent. It's a different kind of war. We need to be smart about how we wage it and win it. So, I think we have to look at all possible approaches to doing just that," Clinton told CNN in an interview. 

Clinton's remarks on this came soon after her Republican presidential rival Donald Trump said that the US is at war against these terrorist groups. 

"We are at war against radical jihadists who use Islam to recruit and radicalise others in order to pursue their evil agenda. It's not so important what we call these people as to what we do about them," Clinton said. 

"I think back to our success in getting bin Laden. It was important that we built the case, we got the information and that the President ordered the raid. Well, here, we have an ideology, it's not a nation state, and when people draw comparisons with World War, and even call this World War III, it's a very different kind of war. And we could be easily misled," she observed.

Singer Rihanna has cancelled her scheduled concert at the Allianz Stadium in Nice, France in the wake of the truck attack during Bastille Day fireworks. The show, which was part of her "Anti World Tour", was originally set for Friday.

The Mayor of Nice, Christian Estrosi, announced on Twitter the cancellations of Rihanna's show as well as other social events that were planned to take place in the city on Friday.

He wrote, "Tomorrow the flags of the city will be at half mast. After the cancellation of the Rihanna concert, jazz festival is cancelled." 

The singer herself was in the city when the terror attack occurred, but her representative has confirmed that "she is safe. She is ok." Rihanna, 28, later took to Instagram to express her sympathy for the victims' families.

Curfew was on Friday clamped in Kashmir in view of Friday prayers which see large congregations as authorities apprehended fresh violence in the Valley where 36 persons have died and over 3,100 injured in clashes following the killing of Hizbul militant Burhan Wani last week. 

"Curfew has been imposed in all 10 districts of Kashmir Valley today as a precautionary measure for maintaining law and order," a police official said. 

No major clash was reported on Wednesday from anywhere in Kashmir where uneasy calm prevailed with normal life remaining
disrupted since last Saturday.

The official said the decision to impose curfew was taken as there were apprehensions that vested interests might exploit the large gatherings at Friday prayers to instigate fresh violence.

Police and paramilitary personnel have been deployed in strength across the Valley for strict implementation of the prohibitory orders, the official said. 

Authorities have also pulled the plug on mobile telephone services in the Valley to prevent any rumour-mongering.

Fifty-four Indians were deported back from the US in April and another set of Indians from the country will be sent back to India this month, a top US official said.

"India has improved its timeliness in issuing travel documents to its citizens under final orders of removal," Michele Thoren Bond, Assistant Secretary of State for Consular Affairs told lawmakers during a Congressional hearing on repatriation of convicted criminal aliens.

"Fifty-four Indian citizens returned home on an ICE charter flight in April 2016, and the Government of India is scheduling a July, 2016 charter as well," Bond said. 

ICE stands for US Immigration and Customs Enforcement.

"We are encouraged that India is on a positive trajectory, and we intend to remain engaged on this issue with India through newly established quarterly meetings to address difficult cases and ensure processes are smooth and efficient," Bond said.

European Council president Donald Tusk today described as a "tragic paradox" that at least 80 people were killed in Nice when French people were celebrating "liberty, equality and fraternity" -- the country's motto -- on its National Day.

Tusk shared a photograph of himself and other European and Asian leaders standing in tribute to the Nice victims at the Asia-Europe Meeting in Mongolian capital Ulaanbaatar. 

"European and Asian leaders pay respect to victims of Nice attack. We stand united against violence and hatred," Tusk said in his speech at the ASEM. 

"We condemn this tragedy and keep up our fight against extreme violence and hatred," Tusk added.

No Indian is reported to be affected in a terror "attack" in French resort of Nice where at least 77 were killed when a large truck ploughed through a crowd celebrating Bastille Day events.

"Our Ambassador in Paris is in touch with the Indian community in Nice. So far no report of any Indians affected," External Affairs Spokesperson Vikas Swarup tweeted today. 

He also said the Indian embassy in Paris had opened the helpline number 33-1-40507070.

The eight-page proposal, which The Washington Post published on its website, shows the US offering intelligence and targeting sharing, and even joint bombing operations. It is a pact Moscow long had wanted, but the Obama administration resisted.
"Hopefully we'll be able to make some genuine progress that is measurable and implementable and that can make a difference in the course of events in Syria," Kerry said. Putin said he was looking for "tangible results."
The proposal would undercut months of US criticism of Russia's military actions in Syria, and put the United States alongside Syrian President Bashar Assad's chief international backer, despite years of American demands for the to leave power.
Russia would get what it has wanted since intervening in Syria on Assad's behalf last September: leadership of an international anti-terrorism alliance.

Philippine President Rodrigo Duterte said on Thursday he would send ex-leader Fidel Ramos to China for talks after an international tribunal ruled against Beijing's claims to most of the disputed South China Sea.
Duterte asked former president Ramos "go to China to start the talks" with Beijing after the UN-backed tribunal's ruling on the strategically vital waters, though he did not specify a timeframe.
"War... is not an option. So what is the other side? Peaceful talks. I cannot give you the wherewithals now," Duterte said at a college alumni meeting that was also attended by Ramos.
"I have to consult many people, including president Ramos. I would like to respectfully ask him to go to China and start the talks."
Duterte's remarks came after a UN-backed international tribunal on Tuesday ruled against China's claim to most of the South China Sea in what is widely seen as a diplomatic victory for the Philippines.
However, the decision has also raised tensions with China refusing to recognise it and warning its rivals that too much pressure on the issue could turn the resource-rich waterway into a "cradle of war".

At least 30 people were killed in the southern French town of Nice when a truck ran into a crowd celebrating the Bastille Day national holiday on Thursday night, French TV channel BFM TV said.

The truck rammed into the crowd on the Promenade des Anglais seaside walk in the center of town, regional newspaper Nice Matin reported, citing its own reporter at the scene.

French television channel BFM TV said the local prefecture in Nice was treating the incident as an attack and was asking people to stay at home.

The reason for the crash remained unclear.

China risks a dangerous escalation unless it stops construction in South China Sea, a leading American daily warned on Thursday after Beijing rejected a United Nations-backed tribunal's ruling that struck down Beijing's claims over the disputed areas.
"It is a major blow to (Chinese President) Xi's (Jinping) attempt to establish Chinese hegemony in the region and presents him with a fateful choice: embark on a dangerous escalation, or slowly and quietly back down," The Washington Post said in a lead editorial.
Noting that Chinas communist regime is reacting with rhetorical frenzy to the ruling by an international tribunal rejecting its expansive territorial claims in the South China Sea, The Washington Post said Beijings insistence that the court decision is "invalid and has no binding force" only goes so far.
"The Philippines sued under the Law of the Sea treaty, which China has ratified. That means the decision is legally binding whether Xi recognises it or not," The Post said.

"Nations far beyond Asia will watch to see if the rising superpower violates a treaty it agreed to be bound by. If it does, the damage to Chinas international standing and influence could prove considerably greater than whatever it might gain from fortifying a few coral reefs," it opined. 
The Washington Post warned that the United States must be prepared for the possibility that Xi will double down on his adventurism, perhaps hoping to take advantage of a president in his last months of office who has responded weakly to red-line crossings in other parts of the world.

India will provide Nepali rupees 219.9 million to Nepal for the construction of a Dharmshala at the Pashupati Nath temple visited by thousands of Hindus from across the world.
The construction of the Dharmshala will be completed with the financial assistance of Nepali rupees 219.9 million in 18 months from start of work as per the Memorandum of Understanding signed between the Embassy of India, Kathmandu and Pashupati Area Development Trust, Kathmandu, a statement said.
The Dharmashala would have provision for dormitories, family rooms, kitchen, dining hall, library and some multipurpose halls to meet the requirements of the groups and families on pilgrimage to the Holy Pahupatinath.
Apart from construction of the Dharmashala at Tilganga, the Government of India has made a commitment of more than Nepali rupees 500 crore towards reconstruction of important cultural heritage sites that were damaged during the devastating earthquake of April-May 2015, it said.
In the past, as part of India-Nepal Economic Cooperation Programme, the Government of India has been extending financial assistance towards restoration, preservation and creation of necessary facilities at different sites of religious-cultural importance in Nepal such as Museum building, Lumbini, Dharamshala at Muktinath, ponds at Janakpurdham, water-reservoir at Manokamana etc.

The United States is not coordinating its military operations in Syria with Russia, the White House said on Thursday amid reports that America is offering Russia some sort of military deal to go after the Islamic State and Al Qaida in the war-torn country.
"The United States is not conducting or coordinating military operations with Russia. I know there are some speculation that an agreement may be reached to do so. But it's not clear that will happen," White House Press Secretary Josh Earnest told reporters.
"The case that we have made for more than a year now, or at least a year now, is that Russia should use the influence they have with the Assad regime to expedite a political solution to the situation inside of Syria," he said adding that the political solution involves a transition moving Assad out a power in Syria.
"That's something that will only happen once we have been able to bring some stability to the rampant violence on the ground," he said noting that earlier this year, there was some progress made in getting many parties to agree to a cessation of hostilities.
"And at the beginning of the implementation of that deal, it exceeded our expectations in terms of the security situation on the ground. That was a positive development.

"Since that time we have seen the security situation stability erode and that has dealt a setback to efforts to reach up political agreement," he said.

Earnest said the US would welcome a military contribution from Russia, as long as they were focused on ISIL and Al Qaeda's presence in Syria.
"Unfortunately, we've sent seen them devote too much of their attention to using their military might to prop up the Assad regime," he observed.

International Monetary Fund chief Christine Lagarde sounded an alarm on Thursday over rising populism and nationalism, citing Britain's vote last month to exit the European Union.
"It did not take the Brexit vote to understand that low growth, rising inequality, and a lack of jobs have combined with social and geopolitical concerns to fuel the rise of populism and inward-looking forces," Lagarde said in a speech in Washington, according to her prepared remarks. 
"The greatest challenge we face today is the risk of the world turning its back on global cooperation -- the cooperation which has served us all well," the IMF managing director said at an event hosted by the Center for Global Development.
Lagarde said that low-income developing countries would be particularly affected by a return of protectionism, which would hurt their economies and cloud the outlooks for young populations, notably in Sub-Sahara Africa.
"If we are not able to provide this coming generation with a livelihood and a chance to share in global welfare, we should be prepared for migration and political strife at an unprecedented level," she warned.
"And let us have no illusions that this would stop at the water's edge, or at borders secured by a wall or chain-link fence."
Europe is battling its worst migration crisis since World War II as more than a million migrants, including many refugees escaping conflict in Syria and other states, have flooded in.

Breakthrough nominations include a best comedy series nod for sophomore "black-ish," which brought the African-American family sitcom back to network TV, with bids as well for its stars, Anthony Anderson who announced the awards today and read his own name with glee and his co-star Tracee Ellis Ross. 
They were among a number of black actors recognized by TV academy voters, who have started to keep pace with TV's growing diversity in sharp contrast to moviedom's Academy Awards, which were slammed as "Oscars So White" this year. 
Viola Davis, the "How to Get Away with Murder" star who last year became the first woman of color to win a best drama actress trophy, was nominated again. So was "Empire" star Taraji P Henson.
Aziz Ansari received a lead comedy acting bid for his series "Master of None," a first for an Indian-American actor. Rami Malek, of Egyptian descent, earned a top drama acting nomination for his role as a renegade hacker in freshman "Mr. Robot," which got a best drama nod.

An FIR was on Thursday registered against Bollywood singer Abhijeet Bhattacharya on charges of public obscenity and outraging modesty of a woman, after AAP leader Preeti Sharma Menon filed a complaint at the Cyber Cell.
In her complaint, Menon said that she had tweeted to the Mumbai Police Commissioner about Bhattacharya's use of "obscene" language on social media towards a woman journalist.

However, the singer responded to her tweet with indecent language, Menon said.
A case has been registered under IPC section 500 (punishment for defamation) and 509 (word, gesture or act intended to insult the modesty of a woman) of IPC and section 67 of the Information Technology Act, police said.
The singer had recently sparked controversy by tweeting that the murder of an Infosys techie in Chennai was the result of "love jihad". However, when a Delhi-based journalist objected to his tweet, the singer had allegedly replied with abusive comments.

The results of the simple finger-prick test were negative and Harry seemed relieved to find that he was not infected with the virus. Harry admitted before the test that he was nervous.

The 31-year-old has made raising awareness about HIV and Aids a major element of his public work.

There are more than 100,000 people living with HIV in the UK.

The state of emergency which France declared after last November's deadly Paris attacks will come to an end later this month, President Francois Hollande confirmed on Thursday.
Speaking on the national July 14 holiday, Hollande said the decree after the November 13 attacks will not be renewed beyond July 26, because a law bolstering security in France was adopted in May.
"We had to prolong the state of emergency until we could be sure that the law gives us the means to counter the terrorist threat effectively," he said in a traditional Bastille Day television interview.
The new law "will give us the tools which, while not comparable with the state of emergency, give us the means to keep tabs on certain individuals administratively," he added.
"We can't prolong the state of emergency forever. That would make no sense, it would mean that we were no longer a republic with laws which can apply in all circumstances," he said, while acknowledging that the threat "remains there."
Hollande declared the state of emergency on the evening of the November 13 attacks, which killed 130 people. It was prolonged three times by parliament, notably to include the Euro-2016 football tournament and the Tour de France cycle race.

Hillary Clinton vowed to expand President Barack Obama's executive actions on immigration after the Supreme Court's deadlocked decision, calling on Latino voters to help stop what she called GOP rival Donald 
Trump's efforts to "fan the flames of racial division."
"Donald Trump is running the most divisive campaign our lifetime. His message is that you should be afraid," she told a gathering of Latino activists on Thursday.
"We've got to come back twice as strong and twice as clear. We have got to say with one voice that Latinos are vital part of the American community."
A deadlocked Supreme Court decision last month effectively killed Obama's immigration plan to help some of the 11 million immigrants living in the US illegally.
Clinton vowed to restore the program which would have protected the parents of children who are in the country legally and expand benefits to people who were brought to the US as children.
Clinton has made revamping the country's immigration system a key plank of her presidential campaign. She has said she will introduce legislation during her first 100 days in office.
Speaking at the annual convention of the League of United Latin American Citizens today, Clinton promised to create a clearer immigration system where immigrants with "sympathetic cases" or a history of community service can be eligible for special status.
She also vowed to eliminate family detention centers, which hold undocumented immigrant families, including children and babies, for weeks or even months in what advocates call prison-like conditions while they wait for legal processing.
