A judge today suspended the WhatsApp smartphone messaging service across Brazil, where it is hugely popular, for failing to surrender user data in a police investigation, a court said.

"WhatsApp is blocked across the whole national territory," a spokesman for the court in Rio de Janeiro was quoted as saying by AFP.

WhatsApp, owned by Facebook, has clashed several times with Brazilian courts after refusing to give access to police.

The 19-page ruling said that Brazilian telephone operators must 'immediately suspend' WhatsApp services and also said that continued non-compliance would see the Facebook company fined 50,000 reais ($15,265) a day. Shortly after the ruling was filed, WhatsApp messaging continued to function in Rio, however.

It was not clear how quickly the order would be fulfilled. A spokeswoman for WhatsApp said she had no immediate comment.

22:18   DySP suicide:FIR filed against former minister George; 2 top IPS officers
An FIR was today registered against former Minister K J George, naming him as the first accused in connection with the alleged suicide of DySP M K Ganapathy that forced his exit as minister.

A day after the Additional Judicial Magistrate First Class direction, Madikeri town police filed the FIR against George and two top IPS officers under IPC section 306 (abatement of suicide) read with 34 (acts done by several persons in furtherance of common intention). 

 Pranab Mohanty (IGP-Lokayukta) is named as the second accused and A M Prasad (IG-Intelligence) as third accused, police said. Hours before his death, in an interview to a local TV channel, Ganapathy had said George and Prasad and Mohanty were harassing him and they would be responsible "if anything happens to me."

Earlier, several Hindu outfits today held protest in front of the Town police station demanding that police file the FIR. The protesters staged a 'rasta roko' disturbing traffic for about half-an-hour.

US President Barack Obama and Vice President Joe Biden today backed California's Indian- American Attorney General Kamala Harris to be the state's next Senator.

If elected in the November General elections, Harris would be the first Indian-American to ever be a member of the US Senate. Obama praised 51-year-old Harris as a "lifelong courtroom prosecutor" who has fought international gangs, oil companies and the big banks responsible for the mortgage crisis. 

"Kamala Harris fights for us. That's why I'm so proud to endorse her for United States Senator. And if you send her to the Senate, she'll be a fearless fighter for the people of California '" all the people of California '" every single day," the President said in a statement released by the Harris campaign and the Democratic National Committee. Harris faces fellow Democrat Loretta Sanchez, a 10- term congresswoman in the November polls.

20:50   Amarnath yatra resumes from Jammu amid tight security
The Amarnath yatra resumed amid tight security from the base camp here this evening after it was suspended in the morning due to the ongoing unrest in the Kashmir Valley with a fresh batch of 2,591 pilgrims leaving for the cave shrine. 

"The yatra, which was halted today morning due to the unrest in the valley, was resumed this evening with a fresh batch of 2,591 leaving in over 60 vehicles for the two base camps in the Kashmir valley," a police officer said.

He said a total of 1789 men, 752 women and 50 sadhus left in the cavalcade from the Bhagwati Nagar base camp here for Pahalgam and Baltal base camps. 

"The cavalcade left amid tight security cover," he said. The yatra was suspended for the third day in the morning in last 10 days following the killing of three persons in security forces firing at Qazingund on Jammu-Srinagar National Highway yesterday.

Alok Sharma, MP for Reading West, has been appointed Parliamentary Under Secretary of State at the Foreign and Commonwealth Office with responsibility for Asia and the Pacific.

20:34   My media advisor's house barged into, imp docu stolen: Sisodia
Unidentified persons allegedly barged into the house of Manish Sisodia's media advisor and "stole important documents" containing details of the meetings between the Deputy Chief Minister and Chief Minister Arvind Kejriwal over the last one year. Sisodia has written to Police Commissioner Alok Verma alleging "foul play" as "valuable items" including laptop, mobile, music system were not stolen, but certain "important papers" of the briefings were missing from the South Delhi residence of his media advisor Arunodaya Prakash. 

Referring to the CBI's raid at Kejriwal's former principal secretary Rajendra Kumar's office last December, Sisodia alleged "when they did not find anything in the raid, they are now getting items stolen from the houses".

Based on the complaint, an FIR under sections 457 (lurking house-trespass or house-breaking by night in order to commit offence punishable with imprisonment) and 380 of IPC (theft in dwelling house) has been registered at Malviya Nagar police station against unknown persons. Additional DCP (South) Nupur Prasad said, "An FIR has been registered and the case is being investigated."

Islamic State has released video of Germany train attacker making threats, reports AFP.  

Earlier, Islamic State had claimed responsibility for the attack on a train in Germany, describing the 17-year-old Afghan refugee who assaulted several passengers as an "IS fighter".

Amaq, the media arm of IS, said in a statement the attacker "answered calls to strike countries participating in the anti-IS coalition.

About 20 people were injured, including two who are in a life-threatening condition, during the attack on train close to the city of Wurzburg in Bavaria on Monday night.

The attacker, who was later shot dead by police, reportedly shouted "Allahu Akbar" (God is great) during the incident.

The Congress on Tuesday said that Rahul Gandhi will not tender an apology over his remarks against the RSS and will instead substantiate them with historical facts and evidence before the court to support his claim.
    
"On a suggestion of Shri Rahul Gandhi expressing regret or apology, the question does not arise. Such a suggestion has been made in the past and not accepted by Rahul Gandhi.     

"Gandhi is a mature politician with intimate knowledge of historical facts. The Congress party and Gandhi will defend these remarks at appropriate forum," Congress' chief spokesman Randeep Surjewala said.
    
He said since the matter is pending adjudication, "we will not like to comment further on the issue".
    
The Congress leader said that Rahul Gandhi had challenged constitutionality of defamation proceeding besides the order of Maharashtra High Court wherein summoning order was challenged.
    
He said while the bunch of petitions challenging defamation provisions have been rejected, challenge to Maharashtra high court order is pending adjudication before the Supreme Court in a Special leave petition.

19:14   Armed man holed up in hotel in southern France: police
An armed man was holed up in a hotel in the southern French town of Bollene on Tuesday afternoon, a spokeswoman for the local police prefecture said.

"A deranged man is holed up in the Formule 1 hotel," the spokeswoman told Reuters, referring to a cheap motel chain.

Police were at the scene and the man's motives were not immediately known, she added.

The hotel has been evacuated and the man is thought to be armed with a knife and may have an explosive device, a local gendarme officer said separately.

18:52   Pakistan violated ceasefire 16 times since March
Pakistan has violated the ceasefire along the Line of Control and the International Border 16 times since March, the Rajya Sabha was informed today.
As per the details given by Defence Minister Manohar Parrikar in a written reply, the maximum violations was along the LoC which saw 14 such incidents.
Appropriate retaliation to the violations, as required, has been carried out by Indian Army/BSF, he said.
In addition, all violations of ceasefire are taken up with Pakistan authorities at the appropriate level through the established mechanism of hotlines, flag meetings as well as weekly talks between the Directorate Generals of Military Operations of the two countries, he said.
Parrikar said that diplomatically, India has repeatedly emphasised, including at the highest level, the need for Pakistan to uphold the sanctity of the LoC and the International Border in Jammu and Kashmir as its obligations
emanating from the Simla Agreement and the Lahore Declaration.

18:40   Bill in Parl to rename Bombay, Madras, Calcutta high courts
Seeking to rename Bombay, Madras and Calcutta high courts to reflect the change in the names of cities they are located in, government today moved a bill in the Lok Sabha, a day after Calcutta High Court judges unanimously rejected such a proposal.    


Law Minister Ravi Shankar Prasad introduced the High Courts (Alteration of Names) Bill which, once passed by Parliament, will replace Bombay, Madras and Calcutta with Mumbai, Chennai and Kolkata respectively in the names of corresponding high courts.    


"The high courts were named after the cities in which they were located. Consequence to the changes in the names of these cities, there has been demands for change in the names... It is appropriate and logical that the names of these high courts are also changed as per the request of the state governments," the bill says.    


"It will also fulfil the aspirations of the people of the states concerned," it says.     


Earlier, judges of Calcutta High Court had unanimously declined to accept the Centre's proposal for renaming it as Kolkata High Court and communicated the view of the full court to the Union Law Ministry.    


When the Cabinet had approved the bill earlier this month, it had proposed changes in the names of Bombay and Chennai high courts only.     


The Calcutta High Court has the distinction of being the first high court and one of the three chartered high courts to be set up in India, along with the high courts of Bombay, Madras. It was formally opened on July 1, 1862.     


Earlier, the government had planned to vest the President with powers to rename a high court in consultation with the Governor, the Chief Minister and the Chief Justice of that state. But the idea had been shelved. The government now plans to consider such demands of change in name on a case-by-case basis, sources said.

Cricketer-turned Rajya Sabha member Sachin  Tendulkar today confirmed that he had attended a meeting in which he had sought help in sorting out problems faced by a friend of his regarding his house in Mussoorie.

Reacting to news reports in this regard, Tendulkar's spokesperson issued a statement in which he, however, claimed that the cricketer does not have any "economic interest" in the Landour cantonment where the property is located.


"Mr Tendulkar attended a meeting following which a formal written representation was submitted to the Ministry of Defence on a pending dispute regarding some development undertaken in Landour by Mr Narang.

"Mr Tendulkar has always maintained that the prevailing laws of the land should be upheld while giving a fair opportunity to all parties concerned to present their points of view," the statement added without giving details of whom he had met in the government.


The news report had said that Tendulkar tried to intervene on businessman Sanjay Narang's behalf when he met Defence Minister Manohar Parrikar to sort out a security dispute over the land with a neighbouring DRDO establishment.


A spokesperson for Tendulkar said he did not have any business  relationship with Narang, who owns the property-Dahlia Bank-in Landour, which has allegedly violated construction norms.


"Mr Sachin Tendulkar has no present business relationship with Mr Sanjay Narang nor does he have any economic interest, whatsoever, in the Landour cantonment," he said in a statement.On his part, Narang also denied any wrongdoing and rejected reports that Tendulkar is his business partner in the property.

Theresa May today chaired her first Cabinet meeting as British Prime Minister with a call out to her ministers to "make Brexit work for Britain".

She, however, underlined she did not want her government to be "defined by Brexit" as work gets underway for Britain to begin its exit from the European Union following the historic June 23 referendum.

"It will be the responsibility of everyone sitting around the Cabinet table to make Brexit work for Britain," she said. "We will not allow the country to be defined by Brexit, but instead will build the education, skills and social mobility to allow everyone to prosper from the opportunities of leaving the EU," she added.

The meeting comes days after the 59-year-old Prime Minister set her stamp on the new government by shaking up nearly the entire set of ministerial portfolios.

The wife and daughter of  Director General Corporate Affairs BK Bansal, an additional secretary-rank officer in Ministry of Corporate Affairs, who was arrested by CBI in a bribery case on July 16, were found dead in their home on Tuesday. As per media reports, it appears that they may have committed suicide.

It was full house in both Lok Sabha and Rajya Sabha today. The buzz in the Central Hall of Parliament was about the Supreme Court ruling that Congress VP Rahul Gandhi should apologise for his comment that RSS was responsible for Mahatma Gandhi's death. None of the Congress MPs were keen to stay back in Central Hall and quietly slipped out of Parliament house on the pretext of going for lunch.

But not BJP MPs, who were glued to their mobile phones, keeping abreast with the news of the court ruling asking Rahul to apologise or face trial.

No sooner had the poised, 46-year-old former model delivered her speech to cheering delegates at the Republican National Convention than the unmistakeable similarities to a passage from Obama's speech to the 2008 Democratic convention came to light.


In both passages, the women are introducing themselves to the American public by speaking of the values that have shaped their lives. "My parents impressed on me the values: that you work hard for what you want in life. That your word is your bond and you do what you say and keep your promise. That you treat people with respect. They taught me to show the values and morals in my daily life. That is the lesson that I continue to pass along to our son," Melania Trump said. "And we need to pass those lessons on to the many generations to follow. Because we want our children in this nation to know that the only limit to your achievements is the strength of your dreams and your willingness to work for them."

Congress MPs in the Central Hall of Parliament have been rather silent during the ongoing Monsoon Session. Every other session of Parliament has been characterised by disruptions from the Congress-led Opposition, and in some instances the ruckus in the House has been even led by party vice president Rahul Gandhi.


But this time around, there is no dhamaka from any Congress leader including Rahul.

Insiders in the Congress Parliamentary Committee say that the reason for the turnaround comes at the behest of Priyanka Gandhi. It is at her explicit orders that Congress MPs have become so silent and obedient.

Priyanka does not want any negative publicity about the party and she especially does not want it to be held responsible for stalling and obstructiing the passage of the GST Bill.

"Let there be a message sent across to the nation that the Congress is for the GST. It is a Congress bill and the Congress should take credit," is the message that has been sent across to MPs.

Pakistani authorities have barred the family of a murdered social media celebrity from legally "forgiving" their son for strangling her, sources said, in a rare stand against the so-called practice of "honour killings".

Reuters reports that Muhammad Waseem drugged and strangled Qandeel Baloch on Friday in a murder that has shocked Pakistan, a deeply conservative Muslim nation where the 26-year-old both titillated and outraged with her risque; social media photos and videos.

Waseem told media he had "no regrets" about killing his sister as she violated the family's honour by her social media pictures, including "selfie" photographs with prominent Muslim cleric Abdul Qavi. In a video post with Qavi, she appears to sit on his lap.

A police source said the government of Punjab, the country's largest province, has made it impossible for the family to forgive the son who murdered her - a common legal loophole that sees many honour killings go unpunished in Pakistan.

"It was done on the instructions of the government. But it happens rarely," said the Punjab police official.

A senior government official in Islamabad confirmed the order came from the Punjab government.

More than 500 people, almost all of them women, die in honour killings in Pakistan every year, usually at the hands of relatives acting over a perception shame has been brought on the family.

It was not immediately clear if the Punjab government's decision would lead to any meaningful reforms. An anti-honour killings bill that aims to close the family forgiveness loophole has been bogged down in parliament.

Lok Sabha Speaker Sumitra Mahajan is said to have approved the installation of a portrait of BJP leader and former Vice President Bhairon Singh Shekhawat in Parliament. Several BJP MPs on Tuesday met the Speaker in her chambers inside Parliament House and insisted that a portrait be unveiled of Shekhawat. This request has since been pending since 2014 after the BJP assumed power.

Mahajan, as a Speaker is the chairman of the Statue and Portrait Committee of Parliament, and has assured BJP MPs that she would certainly prioritise the issue.

Foreign Minister Sushma Swaraj on Tuesday made an hour-long PowerPoint presentation on Prime Minister Narendra  Modi's recent foreign tours to the BJP Parliamentary Committee. Almost all the Lok Sabha MPs and many Rajya Sabha MPs were present. The PPP illustrated how Modi connected with the local Indian community in those countries and how he had gone about attracting foreign direct investment.

At many times, BJP MPs thumped their desk when Sushma Swaraj donning a professorial mantle explained the salient features.

At one point, Narendra Modi's face creased into a smile when Sushma mentioned how he had impressed the US parliament with his maiden speech and had taken a dig at disruptions in the Upper House in both countries.

14:41   Qazigund firing: Army orders probe, 'deeply regrets' incident that left 2 dead
Army today ordered an inquiry into the firing incident at Qazigund in Anantang district of violence-hit Kashmir in which three persons were killed and six others injured.

"An inquiry has been ordered into the incident," a defence spokesman said here. He said Army will provide all possible assistance to the bereaved families and to those injured in the "unfortunate" incident yesterday.


"The Army deeply regrets, the unfortunate loss of life in the incident at Churat, Qaziund where the troops were forced to open fire yesterday when a large mob turned violent, resorting to heavy stone pelting and attempted to snatch weapons from the soldiers," the spokesman said.


The Army also appealed to the people to maintain peace and refrain from attacking security forces or their vehicles. "Army today appealed to the people to maintain peace and refrain from attacking security forces or their vehicles or establishments thus creating situations where the security forces are left with no option but to retaliate in self defence," the spokesman added.


A police spokesman said a security force party while removing a road blockade at Churaht Qazigund came under heavy stone pelting by miscreants from two sides.


"Some miscreants tried to snatch weapons from them and tried to set ablaze the vehicles. Despite repeated warnings the mob did not disperse and army fired in self defence in an effort to move out from the spot," the spokesman said, adding three persons were killed in the incident.

Isis has claimed responsibility for the attack on a train in Germany, describing the 17-year-old Afghan refugee who assaulted several passengers as an "Isis fighter".

13:30   Govt injects Rs 22,915 crore into debt-hit PSU banks
Sit up and take note.

The government will infuse Rs 22,915 crore in 13 public sector banks for the current fiscal ending March 2017.

The recapitalisation is aimed at shoring up the PSBs lending capacities that are restricted by poor asset quality and weak capitalisation.

Gross bad loans, as a proportion of the total advances by these banks, rose to 7.6 percent, a 12-year high in March 2016, according to the Reserve Bank of India's latest financial stability report released on June 28.

Last year, the government had announced a revamp plan 'Indradhanush' to infuse Rs 70,000 crore in state-owned banks over four years, while they will have to raise a further Rs 1.1 lakh crore from markets to meet their capital requirements in line with global risk norms Basel-III.

In line with the blueprint, PSU banks were given Rs 25,000 crore in the last fiscal. As per the plan, Rs 10,000 crore each would be infused in 2017-18 and 2018-19.

An incident of fire was reported within Naval Dockyard, Mumbai in the early hours this morning. The fire broke out on one of the patrol boats which are deployed for carrying out patrolling off Mumbai.

Prompt fire fighting action taken by the duty staff prevented the fire from spreading to other boats in the vicinity.

During the fire fighting two boats suffered damage and ingress of water and are submerged in shallow waters inside the Naval Harbour.

Efforts are in progress to salvage the boats. Prompt actions by all concerned have ensured that there was no loss of life or damage to other naval assets in harbour. A Board of Inquiry has been ordered to investigate the incident of fire.

Rahul Gandhi, sued for defamation over his comment blaming the RSS for Mahatma Gandhi's assassination, was told by the Supreme Court today: "You can't make collective denunciations."

The court also asked Rahul, who is the Congress vice president, to face trial but later adjourned the case to July 27. "We will examine whether what the petitioner comes within the ambit of defamation," the court said.
Rahul has petitioned the court to cancel the defamation case against him.

Gandhi has been sued by an activist of the RSS or Rashtriya Swayamsevak Sangh - the ruling BJP's ideological mentor - for allegedly blaming the organization for the assassination of Mahatma Gandhi while campaigning for the national election last year.

In November, he had refused to settle the case and told the Supreme Court that he would prefer to argue his case.

A hand-painted flag of the so-called Islamic State has been found in the room of an Afghan refugee accused of carrying out an axe and knife attack on a southern German train, the BBC reports.


The 17-year-old man injured four people from Hong Kong, three seriously, in the attack in Wurzburg on Monday evening. He was shot dead by police as he fled.

He had reportedly shouted Allahu akbar" ("God is great"). The attack comes days after a deadly IS-claimed attack in Nice in France.

The Supreme Court today ruled that if a convict is awarded multiple life imprisonment then they shall run concurrently and not consecutively. A five-judge Constitution bench headed by Chief Justice T S Thakur delivered its verdict on a range of legal questions including whether a convict can be asked to undergo more than one life term in a case or cases.

On to more cheery news. Actor Irrfan Khan met Delhi Chief Minister Arvind Kejriwal today for an interview related to his film 'Madaari'. Irrfan, who interviewed RJD chief Lalu Prasad during his visit to Bihar capital Patna last week, fixed a meeting with Kejriwal via Twitter.

Irrfan tweeted: "I am a common citizen of this country. I want to ask some questions. Can I meet you Arvind Kejriwal (Desh ka ek aam nagrik hoon. Aap se kuch sawaal pochhnay the)."

The CM readily agreed and shared: "Irrfan Tuesday 11 am, my office." The actor then responded "Thanks again, will see you on Tuesday Arvind Kejriwal".

'Madaari', which explores a father-son relationship and traces the plight of a common man who loses his son in an accident, also features Jimmy Sheirgill in a pivotal role. The film is slated to release on July 22.

Irrfan, who has garnered global fame with his international projects, also tried to set up a meeting with other political figures by posting to the 'Office of RG' Twitter account and Prime Minister's Office (PMO) Twitter handle. The PM could not meet him.

11:28   Sidhu has quit Rajya Sabha, it means he has quit BJP, says MP's wife
Navjot Singh Sidhu's wife confirms that he has resigned from the Rajya Sabha and in effect resigned from the BJP. She however said she had not quit the party.

To bring you up to speed, cricketer-turned-star BJP campaigner Navjot Singh Sidhu resigned from the Rajya Sabha yesterday, to which he had been nominated by the ruling party in April, saying in the war of right or wrong, you cant afford to be neutral.

Sidhu and his wife Navjyot Kaur Sidhu, a BJP MLA who was chief parliamentary secretary in Punjab where the BJP shares power with SAD, are expected to join the AAP.

However his wife today said she was still with the BJP and would take a decision later. On being asked whether her husband would be joining the AAP, she said it was his decision and it would be announced at a press conference later.

His exit Monday took the BJP leadership by surprise. At least three senior leaders of the party said they were not aware of Sidhus plans. His departure comes at a time when the countdown to the 2017 assembly elections in the state has begun.

Rajya Sabha chairman Hamid Ansari informed the Upper House that the 52-year-old MP had put in his papers and that his resignation had been accepted with immediate effect.

11:14   Attack on CRPF commandos: Rajnath assures Bihar govt of help
Home Minister Rajnath Singh today assured the Bihar government of all possible help to tackle the Maoists in the wake of the killing of 10 CRPF commandos by the rebels in the state.

In a telephonic conversation with Bihar Chief Minister Nitish Kumar, Singh took stock of the situation arising out of the ambush by the Naxals in Gaya. 

The home minister directed Director General of CRPF K Durga Prasad to visit Gaya-Aurangabad to assess the situation. 

The Chief Minister briefed the Home Minister of the steps taken to nab those involved in the attack on the team of COBRA commandos of CRPF, sources said. 

The home minister assured the Chief Minister of all possible help to the state government to deal with the situation arising out of the attack, the sources said.

Even Jammu and Kashmir Chief Minister Mehbooba Mufti's government denied any "clampdown" on the Press, newspapers in Kashmir failed to hit the stands once again on Tuesday.

Union Information and Broadcasting Minister Venkaiah Naidu had spoked to Mufti last night and sought details of the matter. 

She said there was no such ban on the publication of newspapers.

Local newspapers in curfew-bound Kashmir have failed to hit the stands for the last four days after the government's alleged "clampdown" on the media in the aftermath of widespread protests in the Valley.

Jammu and Kashmir Police had on Friday allegedly closed down the offices of at least two printing presses after seizing plates of newspaper and printed copies in Rangreth Industrial Estate in the outskirts of the city. 

Local news agencies had also said they have stopped their news bulletins after police allegedly asked them not to issue those.

A statement of the newspaper editors, printers and publishers of Kashmir issued here said they strongly "condemned" the alleged government action.

The government of Pakistan will observe 'Kashmir's Accession Day' on Tuesday which will be followed by a nation-wide 'Black Day' on Wednesday to protest against the alleged brutalities of Indian security forces in Kashmir." 

The development was confirmed by leading Pakistan daily 'Dawn' which quoted the government sources as saying. 

The Nawaz Sharif government had on Friday decided to observe a countrywide 'black day' on July 19 for expressing solidarity with the people of Kashmir, several of whom were killed while protesting against the murder of slain Hizbul Mujahideen commander Burhan Wani.

The decision was made at a special Cabinet meeting preceded over by Prime Minister Sharif, who termed the movement of Kashmiris as a 'movement of freedom' in Lahore.

Prime Minister Sharif said that Pakistan will continue to extend moral, political and diplomatic support for Kashmiris in their just struggle for "right to self-determination."

09:54   Suspicious boat with 11 Myanmarese crew apprehended near Andamans
The Indian Coast Guard has apprehended a suspicious Myanmarese boat in Indian waters near Narcondam in Andamans .

Coast Guard ships Rajkamal and Bhikaji Cama were on a routine patrol of Northern Group of Islands at 2300 hours on July 17, when they sighted one wooden boat in position 9 miles East of Narcondum Island. 

The Coast Guard ships tried to establish communication with the boat on maritime frequency to identify; however, the boat did not respond and increased speed to run away. 

The boat was not flying any country's flag and was not having any name or registration marking on its hull. Coast Guard ships warned the boat several times on loud hailer and VHF set and also flashed search light indicating the boat to stop and identify, however boat tried to evade and run away from Coast Guard ships. 

The crew of the boat were also seen throwing some items overboard into the sea, causing more suspicion. Thereafter, Coast Guard ships fired warning shots across the bow of the boat to forcefully stop her. Finally, the boat stopped and surrendered after approximately 2 hours of chase.

The Coast Guard boarding team boarded the boat and it was found that all 11 crew of the boat were Myanmarese and none of them were holding any passport. The vessel was carrying large quantity of fuel and water and master/crew could not give any reason for their presence in Indian waters.

09:16   North Korea 'fires three ballistic missiles into sea'
North Korea has fired three ballistic missiles toward Sea of Japan.

The missiles were launched from the western city of Hwangju, said South Korea's Joint Chiefs of Staff.

The US said the first two were believed to be short-range Scud missiles while the third was presumed to be a mid-range Rodong.

It comes after the US and South Korea said they would deploy an anti-missile system to counter the North's threats.

09:02   Newspapers to be back in Kashmir today; J&K CM's office denies 'approving' ban
Three days after a clampdown on news organisations in the Kashmir Valley, newspapers are expected to hit stands on Tuesday, even as the chief minister Mehbooba Mufti's office denied approving the ban on the press.

Mufti's top aide Amitabh Mattoo said that the CM office did not approve of the restriction, and claimed it was imposed without her knowledge.

The statement, however, contradicted the government spokesperson's confirmation of the ban on Saturday.

Senior minister Nayeem Akhtar had then told Hindustan Times that the "undesirable step was taken to ensure peace".

"This is an extraordinary situation, very strict curfew will be imposed in the city and newspaper distribution will not be possible. So, we have asked the newspapers not to publish," he said, claiming the step was taken "to save lives and strengthen the peace efforts".

The gag on news media followed a week of violent unrest in the Valley, following the killing of the young Hizbul Mujahideen commander, Burhan Wani.

Two bills seeking to replace as many ordinances to keep state boards out of the ambit of uniform medical and dental entrance examination NEET for this year are set to be introduced in the Lok Sabha today. 

The Indian Medical Council (Amendment) Bill, 2016 and the The Dentists (Amendment) Bill, 2016--seeking to amend the Indian Medical Council Act, 1956 and the Dentists Act, 1948 to replace the ordinances were slated to be introduced in the lower house on Monday by Health Minister J P Nadda. 

But following the demise of sitting BJP MP Dalpat Singh Paraste in June, the proceedings of the House were adjourned for the day as a mark of respect. Minister of State for Parliamentary Affairs S S Ahluwalia was also to table copies of the two ordinances in the House.

While an ordinance has a life of six months, it should be passed as a bill within 42 days (6 weeks) from the day a Parliament session commences to prevent it from lapsing.

08:51   'Chhari Mubarak' to be taken to Pahalgam for prayers today to formally start Amarnath Yatra
The holy mace of Lord Shiva, popularly known as 'Chhari Mubarak', will be taken from its abode in Srinagar to Pahalgam for special prayers on Tuesday, a tradition marking the formal start of the Amarnath Yatra.

The Yatra had commenced on July 2 and so far nearly 1.7 lakh pilgrims paid their obeisance at the cave shrine which houses the naturally-formed ice-shivlingam.

However, "as per age-old tradition, rituals namely Bhoomi Pujan, Navgrah Pujan and Dhawajarohan connected with the commencement of the annual Chhari Mubarak Swami Amarnathji Yatra shall be performed at Pahalgam on auspicious occasion of Ashad-Purnima (Vyas-Purnima) that falls on July 19 this year," custodian of the Chhari Mahant Deependra Giri had said.

Giri said in a statement that 'Chhari Mubarak' will leave its abode at Dashnami Akhara on July 19 for Pahalgam where Bhoomi Pujan and Dhwajarohan ceremonies will be performed to mark the commencement of the yatra.

He said it will return to Dashnami Akhara the same day before 'pujan' at the Martand Sun temple in Anantnag district. The holy mace will be taken to the cave shrine for darshan on Shravan-Purnima on August 18 the day official pilgrimage ends.

Republicans looking to unseat Donald Trump as their partys presidential nominee appear to have the signatures they need to force a full vote on the national convention rules, a move intended to provide a platform for anti-Trump voices and to embarrass the billionaire.

To force that vote, the faction would need signatures from the majority of delegates from seven states or territories. According to documents, they have a majority of signatures from nine: Colorado, Washington State, Utah, Minnesota, Wyoming, Maine, Iowa, Virginia and Washington, D.C.

The group says former New Hampshire Senator Gordon Humphrey has submitted the signatures to the convention secretary.

Submitting those signatures would force a roll call floor vote from all 2,472 delegates to the convention on the Republican National Committee rules that a 112-member panel voted through last week.

Those rules required pledged delegates to vote for the candidate dictated by their states primary or caucus results, a system that would allow Trump to clear the number of votes he needs for a nomination. The faction is hoping those rules will be voided and replaced with rules that allow delegates to vote their conscience.

While theyre highly unlikely to win the roll call vote, the Never Trump delegates hope to at least draw attention to their cause and, with a large vote count, prove what theyve long claimed: that a significant section of the party still doesnt support the presumptive nominee.

03:28   Stabbing attack on German train leaves 20 injured; attacker shot dead
More than 20 people in Germany have been injured in a stabbing attack by a man with an axe and a knife on a train, German media reported.

Three of them are seriously injured, one lightly injured and 14 are in shock.

A police operation is under way in Heidingsfeld, part of the city of Wurzburg in Germany, a BBC report said.

A police spokesman at the scene said the attacker was shot dead while fleeing.

The train line between Wurzburg-Heidingsfeld and Ochsenfurt has been closed.

02:20   Gujarat HC rejects petition seeking ban on book mocking Modi
The Gujarat high court on Monday dismissed a petition seeking ban on a book which mocks and criticises Prime Minister Narendra Modi.

The Gujarati book, Fekuji Have Dilli Ma (Mr Feku is in Delhi now), is written by Jayesh Shah, a Congress leader. It refers to Modi as 'Feku' (a boastful person/ braggart).

Justice S H Vora rejected the writ petition filed by Narsinh Solanki at the stage of admission itself, saying the court did not agree with the reasons cited by the petitioner for imposing a ban.

Solanki had earlier filed a civil suit in a lower court seeking to restrain the writer and publisher Shah from publishing and distributing the book. The lower court had dismissed the suit on June 25, saying the book does not cause any damage to the reputation of the plaintiff, and Shah had the right to publish a book under Article 19 of the Constitution which guarantees freedom of speech and expression.

Solanki challenged the ruling before the HC on the ground that the freedom of speech and expression comes with reasonable restrictions.

The book is a 25-page compilation of Modi's pre-election speeches and also contains cartoons. It contends that Modi did not fulfil a single promise made before the elections.

A 69-year-old French air passenger was detained for interrogation today after he was allegedly found in possession of a satellite phone, Central Industrial Security Force officials said.

CISF personnel found the passenger carrying the satellite phone in his hand baggage during a check at the airport here. He was immediately detained for inquiry, they said. Possession of satellite phone by foreign nationals is highly regulated, and allowed subject to strict norms.

The possession of the device must be declared on arrival in the country in the stipulated form and manner to Customs authorities.

00:56   Iraqi woman 'molested' at Gurgaon hospital
An Iraqi woman who went to a hospital here for treatment was allegedly molested and sexually harassed by a staff of the hospital.

In her complaint to the police the woman alleged that she was molested and sexually harassed by a unknown person in the hospital premises during the course of treatment while she was admitted to the hospital.

The police today said the incident occurred on May 5, 2016 when the woman went to the Fortis hospital for check-up. The Gurgaon police received a letter from Ministry of External Affairs to conduct investigation into the matter after registering a case, PRO of Gurgaon Police, Hawa Singh said.

Gurgaon Police said the Police Commissioner's Office received the MEA letter today.

"A complaint has been made to the Embassy of Iraq by a female Iraqi national that she was sexually harassed while she was admitted in Fortis hospital, Gurgaon. MEA has informed Gurgaon Police about this," the PRO said.

After receiving the letter from the MEA, Gurgaon Police has registered an FIR in this connection at Sushant Lok police station.

An official spokesperson of Fortis Memorial Research Institute said that the incident happened two months ago, allegedly involving a contractual worker employed by an external agency. The worker was immediately relieved of his duties. The external agency is co-operating fully with the concerned authorities who are looking into the matter.
