"Our Govt engages with its citizens, a society relates to its old and new structures," he added.

"We want it to be driven by infrastructure, that does not only provide basic needs," the PM stated, "but also engineers a modern mode network of roads, ports, railways to serve as gateway for economy progress."

"In staying true to Vasudhaiva Kutumbakam, you've cared for others. In so doing you've echoed South African ethos of Umuntu Ngumuntu Ngabantu," he added.

"Gandhi held South Africa dear to his heart," PM Modi told to the Indian community in Johannesburg.

"In his (Gandhi's) farewell to SA in July 1914 he said, 'The sub continent had become to me a scared & dear land, next only to my motherland," the PM said quoting Mahatma Gandhi.

22:49   Police: Gunman in vehicle shoots at Georgia officer
A gunman in a passing vehicle who opened fire on a police officer on patrol in Georgia will likely be charged with aggravated assault on the officer, authorities said today.
A suspect was apprehended after a short car chase and is in custody.
The shooting happened in Roswell, a city just north of Atlanta, early Friday, just hours after a sniper attack killed five police officers in Dallas, and officers were already on edge, Roswell Det. Zachary Frommer said.
The 21-year-old suspect in the Georgia shooting was being questioned by detectives Friday. Police do not know the motive. Asked whether the shooting might be related to the Texas attacks, Frommer said, "Nothing right now says that it is or isn't."
"I know detectives have been talking to him, but I don't know how much he's talking," Frommer said.

Though he's been speaking with investigators, "his cooperation has been limited," police said in a midmorning update on the case.

22:24   Former Congressman tweets after Dallas shooting: 'Watch out Obama'
Former Illinois Congressman Joe Walsh declared "This is now war" and called for US President Obama to "watch out" in a Twitter post reacting to a Dallas shooting incident that left five police officers dead and seven injured. 

"This is now war. Watch out Obama. Watch out black lives matter punks. Real America is coming after you," he wrote in the post, which has since been deleted. 

In subsequent tweets that remained posted as of early Friday, he called the shooters "uneducated black thugs" and blamed  Obama and the Black Lives Matter movement for the officers' deaths.

"I wasn't calling for violence, against Obama or anyone. Obama's words and BLM's deeds have gotten cops killed," he tweeted. 

The Dallas officers were attacked by snipers who opened fire on an anti-police-brutality protest on Thursday, police there said. 

An unrepentant Walsh stood by his tweets Friday morning, saying in a Chicago Tribune interview: "Of course I didn't mean 'let's go kill Obama and Black Lives Matter'. I was not trying to incite violence against Obama and Black Lives Matter. That's crazy and stupid and wrong."

Even as the United States come to grips with the worst police killing since 9/11, tales of the cops who died in the attacks emerge. 

Dallas police officer Patrick Zamarripa, 32, one of the victims of the attack, had survived three tours in Iraq, one of the world's most dangerous places. 

Zamarripa's entire adult life had been devoted to service. He entered the navy soon after high school, his father said, and saw combat while working for the military police in Iraq. When he got out about five years ago, he joined the Dallas Police Department.

He just liked to help people, his father said.

Micah Xavier Johnson, the gunman who opened fire on Dallas police officers, served in the US Army Reserve. According to the police, he had no previous criminal history or ties to terror groups.

Police said that the shooter was killed by a police "bomb robot" during a standoff after hours of attempted negotiation. According to CNN, investigators arrived to Johnson's home, where he lived with his mother. He was described as a recluse. He told police he was working alone.

20:31   Govt cracks the whip on telecast by unauthorised channels amid Zakir row
The government today decided to crack the whip on telecast by unauthorised channels, warning cable operators of action if norms were violated, a move that comes amid the escalating controversy over Islamic preacher Zakir Naik's speeches on 'Peace TV'.

Information and Broadcasting minister M Venkaiah Naidu convened a meeting here where issues related to telecast of "unpermitted" TV channels, including 'Peace TV', were discussed. Emerging from the meeting, Minister of State for Information and Broadcasting Rajyavardhan Rathore said there are reports that channels are being broadcast which are not licensed.

"I&B ministry issues license to some channels, only those channels are allowed to be broadcast by MSOs and cable operators. We are issuing advisories to district advisory committees and also to the state monitoring committees that they should cleanly observe the cable operators what they are broadcasting.

"Any content being broadcast in violation of the guidelines, action will be taken against them to the extent that confiscation of their entire broadcasting equipment," Rahore said.

Authorities say a suspect exchanged gunfire with a police officer in south Georgia, but it's unclear if anyone was wounded. A news release from the city of Valdosta says a police officer was called early Friday to investigate a report of property damage. That officer encountered a man in the parking lot of an apartment complex, and gunshots were then exchanged. 

Meanwhile, a suspect involved in the Dallas police shooting has been named by US media sources as Micah Xavier Johnson. Both CBS News and the Los Angeles Times are reporting Johnson, 25, is the shooter. 

Five police officers were killed and seven injured after at least one sniper opened fire on police during a Black Lives Matter protest. 

Dallas Police Chief David Brown said that, during a lengthy standoff with police, the suspect "wanted to kill white people, especially white officers". 

The shooter was killed by a police bomb delivered by a robot.

Scores of Kashmiris came out on streets and took to the social media in defence of Islamic preacher Zakir Naik as the controversy surrounding him peaked and Union Home Minister Rajnath Singh ordered a thorough probe into his speeches. 

After the brutal attack at a Dhaka cafe that left 22 people dead, media reports said one of the terrorists, Rohan Imtiaz, had followed Naik's speeches closely.

Members of Islamic Fraternity -- a Muslim youth body -- held a demonstration at the Press Enclave in Srinagar with banners saying Dr Zakir Naik Kashmir is with you, Zakir Naik is a man of peace and harmony and Stop false propaganda against Dr Zakir Naik.

A missing university student has been identified as the suspected terrorist who was killed during an encounter with police after an attack on one of Bangladesh's biggest Eid gatherings in Sholakia, killing four persons. 

Islamist militants carrying bombs and machetes yesterday launched the deadly attack near the Eid prayer gathering in Sholakia in northern Kishoreganj district where at least 200,000 people had gathered to perform prayers.

Several acquaintances said that the young attacker was Abir Rahman, a North South University student who had been missing for the past eight months, Dhaka Tribune reported.

19:08   Catholic magazine blames 'pseudo-idealists' for Congress loss in Kerala
A Catholic community magazine has blamed "pseudo-idealists" in the Congress in Kerala for its poor performance in the recent state assembly elections and said the party needed powerful leadership at the national-level.

Recalling the K Karunakaran-era in the Congress in the state, an article in the latest issue of 'Laity Voice', the mouthpiece of the Syro Malabar Laity Commission, says the Congress guided by "pseudo-idealists" is "drifting in the seas" finding it difficult to get a direction.
   
"The Congress party has suffered a humiliating defeat in the recently held assembly elections. If the Congress has a history in Kerala, that is the golden era of the party under the leadership of Karunakaran," says the magazine which has a readership base among members of Catholic community, a traditional vote base of the Congress-led UDF in the state.    

The article said Congress required powerful leadership at the national-level to save the party "which is now like a ship adrift in mid-sea."
    
It also emphasised the need for replacing old "pseudo-idealists" with young dynamic leadership at the helm of the Congress.
    
"Energy and enthusiasm of the party are drained out as some old pseudo-idealists in the party still treat the Congress power centre as fun in their retirement life," it said.

18:38   Dallas police shooting suspect's last words: I want to kill white people
Dallas police chief David Brown has described the final words of a man who gunned down five police officers early Friday morning. The suspect said he was upset about Black Lives Matter, the recent police shootings, upset at white people and wanted to kill white people, especially white officers, said Brown.

The Independent, quoting the police chief said that reports that the suspect killed himself was not accurate.

He was deceased from the detonation of the bomb, he said. The bomb, launched on a robot, was triggered after a standoff between the suspect and police which lasted for hours.

"He was lucid. He expressed anger. He wanted to kill white police officers. He was angry for Black Lives Matter," said Mr Brown.

Brown said the suspect said he was not identified with any group, but the police chief said this does not mean there were not others involved.

The mayor of Dallas has said the identity of the suspect will not be released whilst a criminal investigation is ongoing.

17:46   HC sends back to EC plea to cancel BSP symbol
The Delhi High Court today remanded back to the Election Commission a plea seeking cancellation of Bahujan Samaj Party (BSP) symbol 'Elephant', for alleged misuse of public funds by the erstwhile Mayawati government in installing statues of the pachyderm across the state.


"I am remanding the matter back to the Election Commission of India," Justice Rajiv Sahai Endlaw said. The order came on the plea of an NGO which had claimed that putting up elepehant statues in public places "disturbs the level-playing field" in an electoral contest as it stands on the same footing like the display of a photograph inside an office.

The EC had earlier rejected NGO Common Cause's plea for cancellation of BSP's symbol, saying the then Mayawati government in UP had not, despite repeated requests, furnished the desired information about the exact number and location of the elephant statues. The NGO had moved high court against the EC's decision.

17:31   In a first, Kerala imposes 14.5% 'fat tax' on junk food
The CPI(M)-led LDF government in Kerala proposed a slew of new tax proposals, including five per cent tax on certain packed foods and a 'fat tax' of 14.5 per cent for burgers, pizzas and pastas served in branded restaurants.

The move spells bad news for multi-national fast food chains like McDonalds, Pizza etc.

The state, however, expects to earn over Rs 10 crore from the new tax. A similar fat tax is already in place in countries such as Denmark and Hungary.

Stating that the state was passing through a severe financial crisis due to various factors, the budget proposed an 'anti-slowdown package' of Rs 12,000 crore for taking up various development and infrastructure projects like roads, bridges and IT parks.

17:10   Gujarat HC grants bail to Hardik Patel in two sedition cases
The Gujarat High Court today granted bail to Patel quota agitation leader Hardik Patel in two sedition cases, with a rider that he will have to stay outside the state for the next six months.

However, Hardik cannot come out of jail for now, as another case of mob violence at an MLA office is pending against him in Visnagar town of Mehsana district.

The next hearing of the Visnagar case bail application in the high court is scheduled on July 11. Justice A J Desai granted bail to Hardik with strict conditions, one of them being that he will have to stay outside Gujarat for the next six months.

The court also directed Hardik's lawyer to give a fresh written undertaking on his behalf which should state that he would not indulge in any activities that would lead to law and order problem.

The judge, while pronouncing the judgement, said that he has listed other conditions in written order. The 22-year-old Patel quota stir spearhead has been behind bars since October 2015, in sedition cases that were filed against him in Ahmedabad and Surat.

The 'In-Residence' programme now includes grass root innovators, artists, writers, inspired teachers from Central Universities, award-winning school teachers from different States and scholars from IITs, IISERs, IISc-B and NITs. 16:31   Mistaken Dallas suspect cries foul: 'I could have been shot!'
Mark Hughes was considered a person of interest in the Dallas protest shooting. But while the world was seeing his picture, he was talking with police, and video shows him turning the gun he was carrying over to police moments after the shooting occurred. 

Speaking to a US television news crew after emerging from a police interrogation room, Mr Hughes said: "I cant believe it.  The crazy thing about it is with hindsight, I could easily have been shot."

Mr Hughes claimed he was interrogated by police With police officers lying, saying they have video of me shooting, which is a lie, saying that they have witnesses saying that I shot a gun, which is a lie.

"The system was trying to get me."

Soon after the shootings began, the Dallas Police department tweeted a picture of one Mark Hughes, who is seen wearing a camouflage T-shirt and what appears to be a rifle, the butt of the gun sticking out from the bottom of the picture. "This is one of our suspects," said the tweet. "Please help us find him!" The tweet is still live and has been retweeted nearly 40,000 times (most of the responses are now asking for its removal).

Hughes said, having voluntarily turned himself in to police: "I was talking to police, laughing and joking with police officers."

15:57   Reports of NSG team visiting Bangladesh false: MEA
Just in: MEA Spokesperson Vikas Swarup says "Just to clarify, reports of an NSG team visiting Bangladesh are false."

Earlier reports said that a four-member bomb-expert team of the National Security Guard would be leaving for Bangladesh today to "analyse and study" the explosions at an Eid prayer gathering and the recent terror siege at a high-end restaurant in Bangladesh.


The team, which includes NSG experts in post-blast analysis and counter-terror operations, will study the July 1 incident where terrorists laid siege at a bakery in Dhaka and killed 22 besides today's bombings in Kishoreganj district in Bangladesh, official sources said.

Indian agencies wanted to study the scenario, nature of explosion and psyche of terrorists in coordination with their Bangladeshi counterparts, as getting an insight into it will not only enhance counter-terror cooperation between the two neighbours but also add value to the operations knowledge of the elite commando Force.

NSG is the counter-terror and counter-hijack commando action force of the country that was raised in 1984. The team, it is understood, will be in Dhaka over the weekend to gather leads on the two terror incidents.

15:45   Mom shielding sons in Dallas shootout survives sniper fire
Dallas update: A family member of a woman shot in Dallas says she was injured but survived when snipers opened fire on police at a rally. She was  shielding her sons when she was injured.

AP reports that the sister of 37-year-old Shetamia Taylor says the woman was at the protests Thursday night with her four sons, ages 12 to 17.

When the shooting began, Taylor threw herself over her sons. She was undergoing surgery early Friday after being shot in the right calf.

Police say five police officers were killed and 11 injured in the shootings.

The shootings happened at a protest over recent fatal police shootings of two black men.

Two of Taylor's sons became separated from their mother in the chaotic aftermath. She says they're now stuck behind a police barricade at a hotel near a parking garage where police exchanged gunfire with a suspect.

15:34   Kejriwal gets bail in defamation case
Delhi Chief Minister Arvind Kejriwal, who was summoned as an accused in a criminal defamation complaint filed by BJP MP Ramesh Bidhuri, was today granted bail by a court in New Delhi.

Metropolitan Magistrate Harvinder Singh granted the relief to Kejriwal on furnishing of a personal bond of Rs 10,000 after he appeared before the court.

The court has now fixed the matter for further hearing on August 6. Kejriwal was summoned as accused by the court in February this year on a criminal defamation complaint filed against him by Bidhuri, an MP from South Delhi parliamentary constituency, under section 500 (defamation) of the IPC. Bidhuri had alleged that Kejriwal had defamed him during an interview to a news channel.

15:22   Hate speech case: Court notice for Varun Gandhi
A local court has issued notice to BJP MP Varun Gandhi asking him to appear in court in connection with a 2009 hate speech case. The notice was sent to Varun yesterday by District Judge Kautilya Kumar Gaur through the Lok Sabha Speaker as he did not appear in the court. The court fixed September 30 as the next date of hearing.

After Varun was acquitted in a 2009 hate speech case in 2013, a social worker Asad Hayat had challenged the order in the district court after which summons were sent to him but he did not appear in court. Varun had allegedly made inflammatory comments against a particular community in his speeches at public meetings in Pilibhit during the 2009 Lok Sabha election campaign.

Prime Minister Modi is upset with Yashwant Sinha for criticising the government over the Nuclear Suppliers Group exercise.

Sinha  had flayed the Narendra Modi government over its vigorous push to get NSG membership, saying there was no need for it as India stands to lose and not gain by becoming a member and alleged that people sitting in the government were misguiding it every day.

The BJP veteran, who has often been critical of the Modi government after being sidelined in the party, said India should not have gone to the elite grouping as an applicant and should not accept NSG membership as it has already got what it needs.

The son got demoted because of his outspoken father, say highly-placed sources.

Of course, there's the ToI report, which said that Jayant Sinha's tea party may have triggered his ouster. Sinha hosted a party at his home, where bank chiefs and finance ministry officials were invited. The report claimed that Punita Kumar Sinha, Jayant Sinhas wife, was present at the meeting. Punita is a well known investor and a fund manager. Jayant Sinha was also seen as someone who had strong views on several issues, such as getting NIIF to invest in a bank-driven stressed asset fund, which did not factor in political implications, the report said.

So, here's the real story on why and how former MoS Environment (Independent charge) Prakash Javadekar got the HRD portfolio in the recently reshuffled Council of Ministers.

Our sources tell us that Prime Minister Narendra Modi was keen to induct senior journalist, columnist and Rajya Sabha MP Swapan Dasgupta as Minister of State (Independent charge) Human Resources Development ministry. The source confirmed that Dasgupta was in fact, the hot favourite of Narendra Modi for the portfolio.

But the hitch was that Dasgupta is a nominated Member of Parliament in the Rajya Sabha by President Mukherjee along with Dr Subramanian Swamy.

Which means if a ministry is given to one, it cannot be denied to the other -- especially if that other person is Dr Swamy given his penchant for controversy.

So Swapan Dasgupta's loss turned to be Javdekar's gain.

The MoS Environment minister was then identified as the person to replace Smriti Irani and elevated to the post of Cabinet Minister.

On the day of the expansion of the Council of Ministers, Prime Minister Narendra Modi called a few senior BJP leaders at 7:30 am and consulted them about the impending portfolio changes. It is believed the PM hinted to a few of the Cabinet ministers of the changes ahead and thanked them for their services to the telecom and HRD ministries.

But none of the other ministers, at that point of time, knew of the induction of Prakash Javadekar.

On July 5th at 8:30 am the PM sent a note to President Pranab Mukherjee about his intention to induct Prakash Javadekar as a  Cabinet Minister.

Quickly another chair was added to the row where the ministerial designates were to be seated at Ashoka Hall in Rashtrapati Bhavan where the swearing-in ceremony took place. And of course, another paper was readied, for Javadekar to be sworn in.

Such was the secrecy over Javadekar's appointment.

Prime Minister Modi was accorded a ceremonial welcome at the Union Building in Pretoria, South Africa. Concluding his one-day visit to Mozambique, Modi arrived in Pretoria on Thursday evening on the second leg of his four-nation five-day tour to the African continent

He will now have a meeting with President Jacob Zuma, followed by meetings with other senior leaders across the political spectrum to further enhance relations with South Africa.

The Prime Minister will also hold delegation level talks at the Presidential Boardroom at the Union Building, followed by an exchange of agreements at the Media Room and press statements.

Prime Minister Modi will attend an official lunch hosted by President Zuma.

He will meet Deputy President Cyril Ramaphosa, and participate in the India-South Africa Business Meet. Thereafter, he will depart for Johannesburg. The Prime Minister is also expected to visit Pietermaritzburg and Durban. Pietermaritzburg is the place where Mahatma Gandhi was thrown out of the train compartment.

12:48   Setback for Delhi govt as SC refuses to entertain petition on ambit of power
In a massive setback for the Aam Admi party-led government, the Supreme Court on Friday refused to entertain its petition on interpretation of powers of Delhi Goverment vis-a-vis the Centre.

During the hearing, the Apex Court stated that the High Court has already reserved its judgement on the matter.

Rebuking the state government, the court said that they should have withdrawn their plea in the Delhi High Court before approaching the SC. The bench headed by justice Dipak Misra stated that all High Court's have their own independence under the Constitution to decide the matter.

"Why should we ask Delhi HC to decide only on jurisdiction and not on the merit on the case," Misra said. Earlier, the Kejriwal government had said the HC did not have jurisdiction to adjudicate a dispute between a state and the Centre, contending that the matter fell squarely within the SC's purview.

In its petition, the AAP government alleged that it is unable to function as the Lieutenant Governor, at the behest of the Centre, either annuls or changes its decisions on the ground that Delhi is not a complete state.

The AAP government and Centre have been locking their horns over governance in Delhi for most of the party's tenure, leading to the ruling party seeking the apex court's intervention in resolving the matter.

US President Barack Obama reacts to the horror of an unarmed man in Minnesota shot by the police. Obama who is in Warsaw for the NATO summit, begged the nation to confront the racial disparities in law enforcement while acknowledging the dangers that officers face.

"When incidents like this occur, there's a big chunk of our citizenry that feels as if, because of the color of their skin, they are not being treated the same, and that hurts, and that should trouble all of us," Obama said in a statement after arriving in Warsaw.

"This is not just a black issue, not just a Hispanic issue. This is an American issue that we all should care about."

He also said he felt compelled to follow up a Facebook message with a personal statement about the killings, though he said he could not comment directly on them. "But what I can say is that all of us, as Americans, should be troubled by these shootings, because these are not isolated incidents," he said. "They're symptomatic of a broader set of racial disparities that exist in our criminal justice system."

The president cited the nation's tortured racial history and current statistics on unequal treatment of the races. He added, "Maybe in my children's lifetimes, all the vestiges of that past will have been cured."

Four police officers have been killed by two snipers who targeted them during a protest at Dallas in Texas, United States over two recent fatal cop shootings of black men.

The snipers shot at 11 police officers, four of whom succumbed to their injuries, Dallas police chief David O Brown said. 

The snipers shot from "elevated positions" during the protest. In addition to the four dead, two are in surgery and four are in critical condition, according to a Dallas Police statement.

Brown said three suspects were custody and officers were continuing to negotiate with one suspect, believed to be one of the shooters, who was cornered on the second floor of a garage.

He added that he did not have a "complete comfort level" that all suspects had been apprehended.

Officers were continuing to exchange gunfire with the cornered suspect.

12:00   12 out of 19 people arrested over bomb attacks are Pakistanis, says Saudi
Saudi Arabia officials have stated that 12 out of 19 people arrested over Monday's bomb attacks in the country are from Pakistan.

An Interior Ministry spokesman also named a suicide bomber who killed four security officers near a mosque in the sacred city of Medina as Naer Muslim Hamad, a 26-year-old Saudi man, who had a history of drug abuse.

Three people who allegedly carried out attacks in Qatif were also named as Abdulrahman al-Omar (23), Ibrahim al-Omar (20) and Abdulkarim al-Husni (20).

The ministry said none of them had Saudi IDs. The attacks in Qatif took place on the same day and were also suicide bombings.

No group has claimed responsibility for the attacks yet but they are suspected to have been the work of people with allegiances to Islamic State.

The reports said that Sunjay was dining at a restaurant in the British capital with some of his friends. US aviation authorities restrict flights over Dallas after deadly shooting, reports AFP. The Dallas police chief David O Brown says three people are in custody in the protest march shooting, while the 4th suspect is exchanging fire with police. Dallas suspects claim to have 'planted bombs all over'. 

"The suspect that we are negotiating with that has exchanged gunfire with us over the last 45 minutes has told our negotiators that the end is coming, and he is going to hurt and kill more of us, meaning law enforcement. And that there are bombs all over the place in this garage and in downtown," Police Chief David Brown told reporters.

"So we are being very careful in our tactics so we don't injure our citizens in Dallas as we negotiate further."

11:26   Army CANNOT use excessive force in Manipur, says SC on encounters
The Supreme Court says Army and paramilitary personnel cannot use "excessive and retaliatory force" in Manipur. The court also seeks details of 1528 alleged extra judicial killings in Manipur.

The court was delivering its verdict on Friday on petitions demanding a probe by the CBI or a special investigation team into the alleged 1,500 extra-judicial killings by the army and other security forces in Manipur during 2000-12.

The petitioners allege the security forces escaped action because they operated under the controversial Armed Forces (Special Powers) Act. The law makes it mandatory for the local police to take Centre's permission before initiating prosecution against erring security personnel.

The court said that the Army can also conduct its own inquiries into accusations of extra judicial killings in Manipur till the Court examines the PIL seeking SIT/CBI probe into Manipur extra judicial killings.

Just In: Union Home Minister Rajnath Singh says, "We have taken note of Zakir Naik's case, his speeches and CDs are being probed."

Rajnath's statement comes a day after Maharashtra chief minister Devendra Fadnavis directed the Mumbai Police to initiate an inquiry into Islamic preacher's public documents.

Facing flak from all corners, Naik clarified that he only asked Muslims to terrorise evil-doers. A defiant Naik told media channels that the Bangladesh government had no problem with him but some people are trying to spread hate in his name.

Though, the Islamic preacher has distanced himself from the controversial statement that "all Muslim should be terrorists", reports emerged that the attackers of Dhaka restaurant that left 20 people dead were inspired by his speeches. 

Investigations have revealed Naik's sermons and ideology inspired Rohan Imtiaz, one of the perpetrators of the recent terror strike in Dhaka. Naik's name has also been linked to the alleged Hyderabad module of ISIS that was recently busted by the NIA. According to a media house, the terror module's head Mohammad Ibrahim Yazdani reportedly told the NIA during his interrogation that his inclination towards violent outfits working to establish Shariah law was also because of Naik.

Maharashtra Chief Minister Devendra Fadnavis on Friday expanded his council of ministers, inducting 11 ministers, including 10 new faces, in the exercise which left Shiv Sena unhappy as it was denied a Cabinet berth. 

Unlike in the Union Cabinet reshuffle, where Shiv Sena was ignored, Fadnavis inducted two legislators from the bickering ally as Ministers of State. The BJP, however, did not oblige the demand for a Cabinet berth from Sena whose chief Uddhav Thackeray was conspicuous by his absence at the swearing-in ceremony held at Raj Bhawan here this morning.

Six legislators were sworn-in as Cabinet ministers, including Ram Shinde who was elevated to the rank. He was earlier Minister of State for Home (rural). 

Sena MLAs Arjun Khotkar, from Jalna in Marathwada region, and Gulabrao Patil, from Jalgaon in north Maharashtra, were inducted in the ministry as junior ministers. 

Patil hails from former BJP minister Eknath Khadse's home turf Jalgaon, while Khotkar belongs to Jalna, the native district of state BJP president Raosaheb Danve.

Game of Thrones showrunners David Benioff and DB Weiss have revealed that the production on its upcoming season seven will start later that expected. 

The duo, who made the remarks during a UFC podcast, said production is waiting for gloomy weather to return in a bid to capture the gloomy weather that comes with the "Winter is here" moment revealed in the season six finale," according to The Hollywood Reporter

"We don't have an air date yet," the duo said. "We're starting a bit later because at the end of this season, 'Winter is here' -- and that means that sunny weather doesn't really serve our purposes anymore. So we kind of pushed everything down the line, so we could get some grim, gray weather even in the sunnier places that we shoot." 

Game of Thrones typically arrives in March or April. The series was renewed for a seventh season with an episode count still to be determined. The showrunners previously said they were "writing the final act" for the adaptation of the George RR Martin series and are "looking at somewhere between 70 and 75 hours before the credits roll for the last time."

09:48   Heavy rains trigger flash floods in Satna, Army team begins rescue ops
Heavy rains have triggered flash floods in Satna, Madhya Pradesh.

An Army team is on site to carry out rescue operations.

Satna District Magistrate Naresh Pal on Thursday said "around 1300 people" had been rescued and provided accommodation in relief camps.

According to weather monitoring site Skymet, in span of 20 hours from 8:30 am on Wednesday, Satna recorded 270 mm of rainfall. The city has already recorded whopping 460 mm of rain in first seven days of the month itself.

From June 1 to July 6, 23 districts of Madhya Pradesh have recorded above normal rains causing flooding and water logging. In Satna district, flood waters inundated houses in some localities of Amar Patan area and Pahadi Kheda village trapping five farmers in flood waters. Local police and officials eventually rescued them.

Just In: Aam Aadmi Party lawmaker Prakash Jarwal has been arrested for allegedly misbehaving with a woman, reports ANI.

Jarwal, who represents the Deoli constituency, has been booked under sections 354, 506, 509 & 34 of IPC.

This is not the first time that Jarwal has landed in trouble, as in May 2014, he was arrested for allegedly thrashing a junior engineer of Delhi Jal Board.

This comes in the heels of AAP leader Ashish Khetan being booked for hurting religious sentiments in Punjab and the arrest of Delhi Chief Minister Arvind Kejriwal's principal secretary Rajendra Kumar on corruption charges.

The AAP has been claiming that the string of attacks against them is the work of the Bharatiya Janata Party (BJP) who was troubling them as they fear losing the upcoming Punjab Assembly polls.

Three police officers have been killed after two unidentified snipers targetted them during a protest at Dallas in Texas, US over two recent fatal cop shootings of black men.

The 2 gunmen shot at 10 police officers, three of whom succumbed to their injuries, the Associated Press quoted the Dallas police chief David O Borwn as saying.

The snipers shot from "elevated positions" during the protest. In addition to the three dead, two are in surgery and three are in critical condition, according to the statement.

According to media reports, the gunfire broke out around 8:45pm local time (7:15 am IST) on Thursday. 

Live TV video showed protesters marching along a street in downtown, about half a mile from City Hall, when the shots erupted and the crowd scattered, seeking cover.

An officer on the scene confirmed that at least two officers were shot but their conditions are unknown. At lease one officer has been rushed to the hospital.

Police sources told FOX 4 one suspect is down while a second possible suspect is in a downtown Dallas garage and wearing a bulletproof vest and tactical gear.

Marie Saavedra, a reporter with ABC Dallas affiliate WFAA tweeted, "MANY gunshots heard in video I captured in #Dallas, just before 9p as rally marched through downtown."

Just In: The United States has decided to deploy advanced missile defence system in South Korea, forcing China to lodge a protest.

The Terminal High Altitude Area Defense anti-missile system will be deployed solely to counter the threat from the North, South Koreas defence ministry said in a statement, adding that it aims for a deployment "soon".

China, which has backed tough UN sanctions against the North after Pyongyangs nuclear test and a long-range rocket launch this year, has objected to the proposed THAAD deployment in the South as its radar can reach into its territory.

On Friday, China's foreign ministry said it was strongly opposed to the US' deployment of the THAAD missile defence system to South Korea and urged the two countries to put a stop to it.

The missiles' deployment is not beneficial to maintaining peace and stability on the Korean peninsula and will seriously harm the security of countries including China, the ministry said.

Islamic State group terrorist killed 30 people at a Shiite shrine north of Baghdad, striking the area with suicide bombers, gunfire and mortar rounds, an Iraqi security spokesman said today.

The overnight attack also wounded 50 people, the Joint Operations Command spokesman said in a statement. 

The Sayyid Mohammed shrine was first targeted with mortar rounds, after which suicide bombers arrived at the shrine and opened fire, the statement said. 

Two of the bombers then blew themselves up in a market next to the shrine while the third was killed and his explosive belt defused, it said, without specifying which forces killed the bomber.

The attack in the Balad area, located 70 kilometres north of Baghdad, came just five days after a suicide bomber detonated an explosives-rigged minibus in the capital, killing 292 people.

That blast was one of the deadliest bombings to hit Iraq since the 2003 US-led invasion of the country, which set the stage for 13 years of bloody violence.

Troubled Indian businessman Vijay Mallya is set to make a rare public appearance in the United Kingdom on Friday when he is scheduled to attend the team bosses press conference ahead of the Formula 1 British Grand Prix.

Mallya, who has been in the UK since March, has been declared a 'proclaimed offender' by a special court in a money laundering case back home. 

The creditors in India have also been trying to recover dues of Rs 9000 crore owed by his long-grounded Kingfisher Airlines.

It will be the first time this season that Force India boss Mallya will be seen in the paddock. Mallya is scheduled to address the press conference alongside fellow team principals Maurizio Arrivabene (Ferrari), Eric Boullier (McLaren), Dave Ryan (Manor), Claire Williams (Williams) and Toto Wolff (Mercedes).

The liquor baron is going through tough times but his team Force India has had a successful season so far. Sergio Perez's third place finish in Monaco and Baku helped the team record two podiums in a season for the first time.

Defending the movement of its submarines in the Indian Ocean as "legitimate" and in accordance with "international practices", China today said it never objected to the presence of Indian naval ships in the disputed South China Sea as long they follow the principles of freedom of navigation.

"Talking about the submarines, the Chinese submarines cross some of sea areas and those crossings are legitimate and legal and follow the international practices," China's defence Ministry spokesman Yang Yujun said during a media interaction here, when asked about the movement of Chinese submarines in the Indian Ocean area which has raised India's concerns.

Asked if the movement of Chinese submarines in the Indian Ocean is legitimate then why China considers Indian naval ships presence as "wrong", Yang said China has never taken such a stand.

A section of auto and taxi operators will stage a protest outside the Delhi Police Headquarters today demanding action against app-based cabs plying in the national capital for "not following laid down rules".

Delhi Autorickshaw Sangh and Delhi Pradesh Taxi Union have decided to protest against the operation of app-based taxi services, saying they are taking away their livelihood. 

Rajendra Soni, General Secretary of both the unions, also said police should stop such taxis from operating as most of the app-based cab operators are "not following laid down rules".

He said they also asked the police to immediately release amount accumulated through Traffic police's prepaid booth, lying unused for several years. 

"We have raised our issue to rein in app-based taxi services before Delhi Government several times but it is yet to pay heed to our demand. In view of this, we have decided to demand from Delhi Police to take action against these taxi services as they are affecting our livelihood," Soni said.

Ringing Bells, the Noida-based firm that ran into controversy after announcing a Rs 251 phone five months back, will start shipping the cheapest smartphone ever from today.

In February, the company announced the Freedom 251 phone which saw a mad rush of over 70 million people jostling to register but when the prototype was presented to media it turned out to be produced by another manufacturer with its logo covered.

This led to protests from buyers and consequent inquiries by police and tax officials, forcing the company to stop sale of the product and offer refunds to those who had booked the phone.

The Freedom 251 prototype touts a quad-core processor, a 4-inch screen and front and back cameras, priced at an astonishingly low rate of Rs 251. 

Ringing Bells had last month stated that it will start deliveries for 2 lakh handsets from June 30 initially, then mentioned 10,000 devices will be given to customers in 19 states, and has now brought it down to 5,000 devices. 

The first batch of 5,000 'Freedom 251' devices will be out for delivery from July 8 and buyers will have to pay Rs 291, including Rs 40 as delivery charges.

08:13   NSG team to go to Bangladesh today to study terror strikes
A four-member bomb-expert team of the National Security Guard will leave for Bangladesh today to "analyse and study" the explosions at an Eid prayer gathering and the recent terror siege at a high-end restaurant in the neighbouring country.

The team, which includes NSG experts in post-blast analysis and counter-terror operations, will study the July 1 incident where terrorists laid siege at a bakery in Dhaka and killed 22 besides today's bombings in Kishoreganj district in Bangladesh, official sources said.

Indian agencies wanted to study the scenario, nature of explosion and psyche of terrorists in coordination with their Bangladeshi counterparts, as getting an insight into it will not only enhance counter-terror cooperation between the two neighbours but also add value to the operations knowledge of the elite commando Force.

NSG is the federal counter-terror and counter-hijack commando action force of the country that was raised in 1984. The team, it is understood, will be in Dhaka over the weekend to gather leads on the two terror incidents.

France will play Portugal in Sunday's final at Saint-Denis.

North Korea said that the new US sanctions targeting its leader Kim Jong-Un amounted to a "declaration of a war" and vowed to take strong retaliatory measures.
The move by the United States constituted "the worst-ever hostile act" and "an open declaration of a war" against the North, Pyongyang's foreign ministry said in a statement, carried by the official Korean Central News Agency. 

The US yesterday placed Kim on its sanctions blacklist, calling him directly responsible for a long list of serious human rights abuses.
The sanctions are the first that name the country's "Supreme Leader", as well as the first targeting the reclusive state for rights violations.

01:35   Police: Man shoots at motorists, 1 killed, 4 injured
A newspaper carrier was killed and four other people were wounded when a man opened fire on cars traveling along a parkway in East Tennessee today. 

A police officer responding to the shooting was among those wounded.
Tennessee Bureau of Investigation spokesman Josh DeVine said the suspect was armed with at least two weapons. He fired shots just after 2:15 am at a Days Inn on Volunteer Parkway, then opened fire on passing motorists. DeVine said he then fired on responding officers, who returned fire and wounded the shooter.
Jennifer Rooney, a 44-year-old mother who delivered the local newspaper, was driving to pick up papers for the morning delivery when she was shot and killed, according to Bristol Herald-Courier publisher Jim Maxwell.
He called it a "senseless act of violence" that has stunned the small city on the Virginia border.

Canada's national insurance bureau says insured damage caused by raging wildfires that burned for nearly two months in the country's oil sands region has totaled USD 2.76 billion. That's the most expensive disaster for insurers in the country's history.

The fires that started on May 3 forced the evacuation of almost 90,000 residents from Fort McMurray, Alberta. Flames destroyed about 2,400 homes and other buildings. The fire's status was only downgraded this past Monday as under control. 

People have since been allowed back into their homes, but it took nearly two months before the state of emergency was lifted.
The Insurance Bureau of Canada says its estimate was based on data collected by Catastrophe Indices and Quantification Inc, a company that compiles insured loss amounts based on surveys with insurers.

A German court today sentenced to jail five men for having joined the Al-Qaeda-linked Shabaab Islamist militant group in Somalia.
A sixth man who was jailed and tortured for months by the Shabaab on suspicion of being a Western spy received a suspended sentence.
The five main accused, all German citizens, received prison terms of between three-and-a-half and five years for membership of a foreign terrorist group, by the Frankfurt higher regional court.
They were identified only as Somali-origin brothers Abdullah, Abdulsalam and Abdiwahid W, the brother-in-law of one of them, Steven N, and a German-Tunisian friend, Mounir T. 

The men, from the former German capital of Bonn, had travelled to Kenya in 2012 and then on to Somalia the following year, some taking their wives and children along. 

After several months of combat training, the men most aged in their 20s, served for between 13 and 18 months on various Shabaab bases and combat positions, the court said in a statement.

"Today we take another important step toward delivering on President Obama's promise to reengage Cuba," said US Transportation Secretary Anthony Foxx.

"Restoring regular air service holds tremendous potential to reunite Cuban American families and foster education and opportunities for American businesses of all sizes," Foxx said.
In a statement, Department of Transportation proposed to select eight US airlines to begin scheduled flights between Atlanta, Charlotte, Fort Lauderdale, Houston, Los Angeles, Miami, Newark, New York City, Orlando, and Tampa and Havana as early as this fall.
