Union Home Minister Rajnath Singh is likely to lead the all-party delegation which will visit Jammu and Kashmir on September 3 even as the state continues to be on edge.

As unrest in the Kashmir Valley continued for the 51st consecutive day today, the home minister reviewed the situation with top Bharatiya Janata Party and government functionaries.

Singh went into a huddle with BJP president Amit Shah, Finance Minister Arun Jaitley and Minister of State in the Prime Minister's Office Jitendra Singh and discussed with them the modalities of the all-party delegation's visit.

Sources said the meeting discussed possible individuals and groups with whom the delegation may interact.

The government has sounded out different political parties to convey the names of their representatives who will be part of the delegation.

When asked about what transpired at the meeting, Jitendra Singh refused to elaborate, only telling reporters that 'Rajnath Singh is a senior leader and we have come for margdarshan (guidance)'.

20:45   Bihar flood toll reaches 156, twins born on boat
With three more deaths reported today the toll in Bihar rose to 156 as there was no let up in the flood situation in the state while in neighbouring Uttar Pradesh the Ganga continues to flow above the danger level.

In Bihar, the three deaths were reported from Samastipur while a twin was born on an National Disaster Response Force rescue boat in Patna.

The Ganga is flowing above the red marks in four districts. In the national capital it was a sultry day and maximum temperature settled three notches above normal at 37C.

The minimum was 27.5C.

An NDRF release said they got a request from the family members of Rekha Devi, 25, for help. Within 50 minutes, an NDRF team reached Bihar's Chandrapura village to shift the pregnant woman to Mohanpur primary health centre but she gave birth to twins on board.

The newborns and the mother were admitted to the PHC.

Chief Minister Nitish Kumar inspected relief camps in Bhagalpur.

He later reached Purnea where he held a meeting with top officials. He will visit Katihar tomorrow. 5.56 lakh people have been rescued so far from the 12 flood-affected districts.

The government is plying 2,821 boats for evacuation.

19:45   Mild earthquake hits Nepal
A mild earthquake measuring 4.0 magnitude on the Richter scale has jolted Nepal's western region, officials said today.

The epicentre of the tremor was located in Bajura district, about 600 km west of Kathmandu, the National Seismological Centre said.

The tremor, recorded at around 6 pm yesterday, was said to be a fresh one, and not the aftershock of last year's devastating twin earthquakes.

The last aftershock of magnitude 4.1 was recorded in Gorkha district on July 23.

The NSC, on July 2, recorded an earthquake of 4.4 magnitude in Bajhang district.

A total of 465 aftershocks with 4 or more magnitude were recorded so far since April last year when powerful twin earthquakes had devastated the country.

19:05   Five held for 'cow slaughter' in Maharashtra
Five persons were on Sunday arrested for allegedly slaughtering three cows in Ambarnath in Thane district, police said.

The prime accused, along with his four accomplices, allegedly slaughtered three cows in the vicinity of his residence on Sunday, Police Inspector Balkrishna Wagh of Ambernath Police Station said.

The police have been able to identify all the five accused.

A case under section 429 (mischief by killing or maiming cattle) of the Indian Penal Code and section 38(4) of The Prevention of Cruelty to Animals Act 1960 was registered, the officer said, adding investigations are underway.

18:23   Meeting 14-yr-old girl blinded by pellets leaves Mehbooba 'horrified'
Reaching out to 14-year-old girl Insha Malik who has been blinded by pellet gun firing, Jammu and Kashmir Chief Minister Mehbooba Mufti today visited her in the Safdarjung Hospital in New Delhi and promised to do everything to restore her eyesight, including eye transplant.

Mehbooba assured Insha's parents that the state government would ensure best possible treatment, within or even outside the country, for their daughter.

The chief minister visited the Eye Centre at Safdarjung Hospital and enquired about the welfare of Insha, who is undergoing treatment for pellet injuries.

While interacting with the doctors, Mehbooba requested them to make all possible efforts to restore the eyesight of the Kashmiri girl, according to a statement issued by her office.

"Even if she requires an eye transplant to make her see the world around again, the state government would provide full support for the same," she told the doctors.

Insha, a Class IX student, has lost vision, after suffering pellet gun injuries during a clash between stone-pelters and security forces in Shopian several days ago.

The chief minister also enquired about the welfare of a policeman, who was grievously injured during ongoing unrest and is undergoing treatment at the All India Institute of Medical Sciences.

Later, speaking about what she felt by meeting Insha, Mufti said, "I was horrified when I saw her. I thought what wrong has my Govt done that within 3 months such a situation arose post an encounter who wanted to become a doctor, became a victim."

17:53   One killed, 10 injured as police, villagers clash
One person was killed and at least 10 others, including six policemen, were injured when a mob blocked National Highway 34 in Farakka of Murshidabad district and clashed with police today demanding restoration of electricity line in Jhikra village.

The person who died has been identified as Jamal Sheikh, 32, of Balida Pukur village bordering Jhikra. He was passing by the area where people blocked the highway which linked the southern and northern parts of the state, Superintendent of Police Mukesh said.

Amid reports that the man died in firing by police, officials claimed that police did not fire.

The SP said the cause of death could be ascertained only after post-mortem. There was no electricity in Jhikra for the last few days and the agitated people started demonstration on NH-34 at around 9.30 am.

Policemen came to lift the blockade and a clash ensued after talks failed. They resorted to lathi charge and villagers pelted stones, the officials said.

Six policemen were injured in stone throwing and at least four villagers sustained injuries in lathi charge. All of them were admitted to hospital, they said.

The blockade, which continued for around four hours, have put the traffic out of gear. Senior civil and police officers have reached the spot and the situation is under control, officials said.

Over-enthusiasm by a youth to show his admiration for Prime Minister Narendra Modi and Madhya Pradesh Chief Minister Shivraj Singh Chouhan, dashed his hopes of joining the Army.

The class X pass youth, Sourabh Bilgaiyan (22), of Jeron village in Tikamgarh district of MP, wanted to serve as a soldier in the armed forces.

However, a tattoo on his chest reading: 'Jab tak suraj chaand rahega, Shivraj Mama aur Narendra Modi ka naam rahega' (Chouhan and Modi's name will remain till sun and moon are visible), has now shattered his dream of getting into the military service.

'Though I have no interest in politics, I am a fan of Chouhan and Modi and got this slogan imprinted on my chest as a mark of respect for the two leaders during the 2013elections,' Sourabh said.

'However, when I went to Maharashtra's Viman Nagar in2014 to appear in a recruitment rally for Army and after appearing in the written examination when I removed my shirt for physical and medical examination, the recruiters declared me unfit for the force because of this slogan,' he claimed.

Haryana Sports Minister Anil Vij has donated Rs 50 lakh for sports to Dera Saccha Sauda chief Gurmeet Ram Rahim Singh from his discretionary fund.

Those Rs 50 lakh I gave was from my discretionary fund and I had the right to do so, the minister was quoted as saying by ANI.

In a video released by ANI, Vij is seen addressing a Tiranga Rumal Chhu programme in Sirsa in the presence of Singh. He praised the Dera chiefs efforts to establish sports facilities and announced an aid of Rs 50 lakh amid applauses and cheers.

15:53   Myanmar Prez visits Taj Mahal
President of Myanmar U Htin Kyaw today spent an hour at the Taj Mahal, the 17th century Mughal monument.

"Tourists were prevented from entering the monument as ticket windows were closed for two hours," Munazzar Ali, an official of the Archaeological Survey of India, said.

It is his first State visit after the assumption of office in March by the new government of Aung San Suu Kyi's National League for Democracy, bringing down curtains on five decades of military rule in Myanmar.

The Myanmarese president will hold extensive talks with Prime Minister Narendra Modi tomorrow during which a host of issues including border management and ways to contain militant activities along the Indo-Myanmar border are likely to figure.

Both sides are also likely to discuss ways to boost trade ties.

15:46   Activist Trupti Desai offers prayers at Haji Ali Dargah
Bhumata Brigade activist Trupti Desai on Sunday entered the Haji Ali Dargah in Mumbai and offered prayers without any hindrance.

She had earlier expressed hopes that no one would object to her offering prayers at the famous Dargah.

Really happy that no one objected us from entering the Haji Ali Dargah, so many Muslim women supported us, Desai said.

She said they would request the trustees not to go to the Supreme Court in connection with the matter.

It is 21st century. You should allow women to go to the inner sanctum. No one should object, as we wont hamper the law and order situation. Just like we offered prayers to Shani Dev, we peacefully went to the Haji Ali Dargah, she added.

The Bombay high court had on Friday lifted the ban imposed on women from entering the sanctum sanctorum of the dargah.

The Haji Ali Dargah Trust imposed the ban in 2012 citing religious traditions. Authorities then defended the ban, saying that the entry of women in close proximity to the tomb of a male saint would be seen as a grievous sin in Islam.

The weekend visit by the Secretary of Irans Supreme National Security Council Admiral Ali Shamkhani to Delhi marks a defining moment in India-Iran strategic cooperation.

In his talks with National Security Advisor Ajit Doval, Shamkhani conveyed Tehrans interest in reviving trilateral India-Iran-Russia cooperation over the security and stability of Afghanistan. Doval reportedly concurred with the idea.(FARS)

Earlier, on Friday, during his call on Prime Minister Narendra Modi, Shamkhani called for enhanced cooperation in the struggle against terrorism. Shamkhani suggested that cultural cooperation between the two countries can prevent the infiltration of Takfiri groups into Indias Muslim community. PM stressed the importance of fighting the ideological roots of Takfiri terrorism. (Iran Daily)

Indeed, these are highly topical issues. Doval has taken a brilliant initiative by inviting Shamkhani for consultations at a sensitive juncture in regional security when there are gathering storms in the relations with Pakistan and the shadows of the Islamic State are creeping closer to India.

14:44   3 terrorists who attacked Lankan team in Pak killed
Three terrorists, who were allegedly involved in the attack on Sri Lankan cricket team in 2009, were killed in a police encounter in Lahore on Sunday.

According to the police, the deceased have been identified as Zubair alias Naik Muhammad, Abdul Wahab, Adnan Arshad and Attiqur Rehman.

Three were directly involved in the attack on Sri Lankan cricket team in 2009, whereas Rehman was a prime suspect in Moon Market bombing in Lahore in 2008, reports the Express Tribune.

According to the Counter Terrorism Department, local authorities had received information regarding terrorists hiding in a building in Lahores Manawan area. As police entered the area, they were ambushed by seven terrorists resulting in an hour-and-and-a-half long gun battle killing four attackers.

However, the others were successful in fleeing the scene but the CTD has already started a search operation.

The police team, which came under attack from terrorists, returned fire, killing four of them on the spot while the remaining three managed to escape, said a CTD spokesperson.

The attack of Sri Lankan cricket team claimed the lives of seven police officials, and injured seven players including Mahela Jayawaredene, Kumar Sangakkara, Ajantha Mendis, Thilan Samaraweera, Tharanga Paranavitana and Chaminda Vaas.

14:10   ACB gives set of questions on tanker scam to Sheila Dikshit
The Anti-Corruption Branch team has given former Delhi chief minister Sheila Dikshit a questionnaire on water tanker scam case, according to an ANI report.

Dikshit has been accused of a 400-crore tanker scam during her term as chief minister in Delhi by Delhi Water Minister Kapil Mishra.

The alleged irregularities happened in 2012, when the Delhi Jal Board hired 385 water tankers from private contractors.

The ACB team reportedly visited Dikshit's house on Sunday to handover the questionnaire.

13:24   Centre may relax 'creamy layer' norms for OBC reservation
With a large number of vacancies in government jobs meant for Other Backward Classes remaining unfilled for want of candidates, the government is mulling relaxing the 'creamy layer' criterion by raising the income ceiling to Rs 8 lakh annually.

27 per cent of seats in government jobs and educational institutions are reserved for the OBCs provided the annual income of the family is up to Rs 6 lakh.

Those who earn above that are referred to as the 'creamy layer' and are not eligible for reservation. Raising the ceiling would result in a larger pool of candidates eligible for government jobs and seats in educational institutions.

The Social Justice Ministry is working on a proposal to raise the annual income ceiling of the OBCs to Rs 8 lakh, according to official sources.

A Cabinet note is likely to be moved in this regard soon, they said. When contacted National Comission for Backward Classes member Ashok Saini told PTI that the panel had recommended more than doubling the income ceiling to Rs 15 lakh.

'Even two decades after reservation (was introduced), out of 27 per allocated quota, it has been seen that only 12-15 per get utilised. As per our analysis, the major reason behind this is the ceiling on annual income,' Saini said.

As per Mandal Comission report, in 1980 OBCs constituted 52 per cent of India's population. The panel's report was based on the 1931 census. The National Sample Survey Organisation had in 2006 pegged the OBC population at 41 per cent.

12:57   12 coaches of express train derail in Kerala, no casualties
Twelve coaches of Thiruvananthapuram-Mangalore express derailed in the wee hours today near Karukutty station, around 45 km from Kochi, Southern Railway said.

No casualties were reported in the incident. The incident took place around 2.30 am when the 16347 express train derailed between Aluva and Karukutty stations in Ernakulam district after leaving from Thiruvanathapuram at 8.40 pm yesterday, a Southern Railway spokesman said.

Following the incident, buses and local trains were arranged to ferry the stranded passengers to Kochi and Thrissur. Traffic on both the lines of the route is affected due to the derailment and six to 10 hours are expected to complete the repair works of the damaged tracks on Ernakulam-Thrissur route, he said.

Some local trains connecting major stations of Kerala have been cancelled because of the derailment.

Pakistan's media watchdog has imposed Rs 5,00,000 fine each on 13 TV channels for airing "false" news about the third marriage of former cricketer and leading politician Imran Khan, an official said today.
The fine was imposed yesterday by Pakistan Electronic Media Regulatory Authority after hearing a complaint filed by Khan's Pakistan Tehreek-e-Insaf.

Suspected members of a little-known rebel group killed eight soldiers in an attack in northern Paraguay, just days after guerrillas and officials in Colombia reached a peace deal to end the longest-running insurgency in Latin America.

Authorities suspect the attack was carried out by a little-known Paraguayan guerrilla group called the Paraguayan People's Army.

10:37   'Dark twin' of the Milky Way galaxy discovered
Welcome to the dark side of the universe. In a direct contrast with the beautifully bright Milky Way galaxy, a "dark twin" called Dragonfly 44 has been discovered 300 million light-years away in the Coma constellation, according to a new study.

Dragonfly 44 went unnoticed until last year because, when regarding the darkness of space, this galaxy resembles a virtually indistinguishable blob. But by looking at it with some of the world's most powerful telescopes, including the Dragonfly telescope array designed and built by study authors Pieter van Dokkum and Roberto Abraham, researchers realized something else. It is named for the telescope that found it.

Dragonfly 44 is an incredibly large but diffuse and dim galaxy. Encircling its core is a halo made up of clusters of stars, much like what we see in the Milky Way. But this galaxy is only 0.1 per cent stars. 

The Milky Way has more than a hundred times that. The researchers knew that something had to be holding those few stars in place.

10:18   Illegal arms supplier gang unearthed, 2 held
Police today claimed to have unearthed a gang of illegal arms suppliers with the arrest of two men from the district.
A total of eight guns and nine cartridges were recovered from their possession, SSP Deepak Kumar said.

Two members of the gang, Asif and Irfan, were arrested yesterday, he said, adding the gang was involved in shipping illegal arms in exchange for money.

10:05   SC dismisses plea questioning custody of Mysuru Golden Throne
The Supreme Court has dismissed a plea which questioned the custody of the golden throne and the golden howdah that is housed in the Mysuru Palace and are used during Dusshera by the royal family.
A bench headed by Chief Justice T S Thakur asked the petitioner P V Nanjaraja Urs to approach the Karnataka high court where the Mysore Palace (Acquisition and Transfer) Act, 1998, is under challenge.
The bench also comprising justices A M Khanwilkar and D Y Chandrachud asked the petitioner to withdraw the petition and granted liberty to him to approach the high court.

The court ordered the plea to be dismissed as withdrawn.
 
The petition filed through advocate Vishnu Shanker Jain had questioned the honorarium or the royalty paid to Pramoda Devi Wadiyar, wife of then prince of Mysore late Srikantadatta Narasimharaja Wadiyar, by the state government every year during Dusshera.

09:56   Kashmir unrest: Curfew continues for 51st day
Authorities on Sunday continued curfew and restrictions in Kashmir for the 51st consecutive day.

Police said curfew will remain imposed only in Anantnag town while restrictions under section 144 of the CrPc (criminal procedure code) will continue in the rest of the Valley including Srinagar.

Despite restrictions in Srinagar city, private vehicles and three-wheelers were seen on the roads in city outskirts and vehicular traffic also resumed on many inter-district roads.Death toll in the ongoing unrest has risen to 71 -- 68 civilians and three policemen -- while over 11,000 others have been since July 9.

Authorities have shifted senior separatist leader, Mirwaiz Umer Farooq to a tourist hut in the high security Cheshma Shahi area of Srinagar where he has been placed under detention.

A senior police officer said the hut was declared as a sub-jail under a notification by the state home department.

Cricket legend Sachin Tendulkar felicitated Rio Olympics silver medallist PV Sindhu and bronze winner Sakshi Malik along with gymnast Dipa Karmakar and badminton coach Pullela Gopichand at a function on Sunday. 

Tendulkar, who was also the goodwill ambassador of the Indian team at Rio Olympics, felicitated the trio at the Gopichand Badminton Academy. 

Under the guidance of chief coach Gopichand, Sindhu had clinched the silver medal in womens singles, while wrestler Sakshi had bagged the bronze in womens freestyle 58 kilograms. Dipa missed a medal by a whisker, finishing fourth in artistic gymnastics.

09:32   Bolivian minister beaten to death by miners
Bolivian miners kidnapped and fatally beat a government minister who was seeking talks with them following weeks of protests, authorities say.

Rodolfo Illanes, the deputy minister of interior, was killed Thursday in Panduro, where he was meeting with miners who had been striking and blockading roads since August 10, according to the attorney general's office.

Three miners have died since the beginning of the protests, state-run ABI reported. The miners are protesting for their right to work directly with private companies.

Bolivian President Evo Morales described the deputy minister as "a hero of natural resources" and declared three days of national mourning.

"It was a cowardly act -- he was kidnapped, tortured and killed," Morales said. "It's unforgivable, and I don't understand how our brothers can hurt us in such a way."

Five people, including a leader representing miners, were arrested Friday in relation to the killing. An additional 40 miners are under investigation.

Yoga Guru Ramdev has said he plans to start a world class university in India in the next five years to educate around one lakh students in different
streams, mentioning that a 1,500-acre land has already been acquired for it.

The standard of education would be at par with ivy leagues, Ramdev said during his address on 'Yoga and Inner Peace' at a sold out event in Houston on August 23. 

He said that he has planned to build a world class university in India near New Delhi like the University of Houston.
The cost of the project would be around Rs 25,000 crore, he added.
This university will be as reputed as the ancient higher-learning institutions -- Nalanda and Takshila, so that students from all around the world would opt for India for higher education.

08:57   Terrorists involved in 2009 Lanka cricket team attack killed
Four LeJ terrorists who were allegedly involved in the attack on Sri Lankan cricket team in 2009 were shot dead by Pakistan police in the wee hours today.
According to the Crime Investigation Department of the Punjab police, seven terrorists attacked a CID team in Manawan area of Lahore where offices of the department are located.
"The police team which came under attack of terrorists returned the fire, killing four of them on the spot while the remaining three managed to escape by taking advantage of darkness," a CTD spokesman said.
He said the police have launched a search operation in the area to trace the absconding terrorists.

"The dead terrorists have been identified as -- Zubair alias Naik Muhammad, Abdul Wahab, Adnan Arshad and Attiqur Rehman."
"They were involved in attack on the Sri Lankan cricket team in 2009 and Moon Market Lahore attack in 2008," the spokesman said.

Donald Trump on Saturday pushed back against Hillary Clinton's efforts to link him to the Ku Klux Klan.

The Republican nominee retweeted a supporter's post that the Democratic nominee "said a KKK member was her mentor." And speaking later in Des Moines, Iowa, he dredged up Clinton's use of the term "super predators" in the 1990s to argue that he, not Clinton, offered African-Americans the best choice for president.

The brother-in-law of one of the jihadists who attacked French satirical magazine Charlie Hebdo last year faced terrorism charges today for allegedly trying to join Islamic State fighters in Syria, a judicial source
said.

Twenty-year-old French student Mourad Hamyd was charged by an anti-terrorism judge in Paris with "associating with terrorists" and held in custody.
 
Hamyd, whose sister Izzana was married to Charlie Hebdo gunman Cherif Kouachi, had been sent back to France yesterday from Bulgaria where he had tried to cross the border into Turkey in late July. But Turkish officials handed him over to Bulgarian border authorities.
France requested Hamyd's extradition on July 29, accusing him of "conspiring to prepare acts of terrorism".

French prosecutors said that the route taken by Hamyd -- by train through Austria, Hungary, Serbia and Bulgaria -- corresponded to the one traditionally taken by jihadist fighters wanting to join the Islamic State in Syria or Iraq.

Hamyd told Bulgarian authorities that he was only a tourist and had "no ties" to IS, but nevertheless he agreed to be returned to France.

Twelve coaches of Thiruvananthapuram-Mangalore express derailed in the wee hours today near Karukutty station, around 45 kms from here, Southern Railway said.
No casualties were reported in the incident.

The incident took place around 2.30 am when the 16347 express train derailed between Aluva and Karukutty stations in Ernakulam district after leaving from Thiruvanathapuram at 8.40 pm yesterday, a Southern Railway spokesman said. 

Following the incident, buses and local trains were arranged to ferry the stranded passengers to Kochi and Thrissur.

In a move to prevent transmission of the Zika virus through blood supply, the United States Food and Drug Administration has recommended that all blood donated in the country and its territories be tested for the virus.
The decision to expand blood screening in the US was based on concerns about more cases of local transmission in Florida, the growing number of travel-related infections and concerns that Zika-tainted blood could unwittingly be given to a pregnant woman, putting her unborn baby at a risk of severe birth defects, an official release said yesterday.
The Food and Drug Administration says all those areas are currently in compliance with blood screening, but that expanded testing is now needed.

Mourners gathered early on Sunday morning to attend the funeral for Khurshid Ahmed, the police constable who killed outside his house in Koil village on Saturday. 

As per reports, he was leaving his home for duties when the militants shot him from a close range.

However, the number of militants has still not been ascertained.

A terrorist hiding in a mob had two days ago launched two grenades at the mob controlling security forces injuring 15 security men, including three officers in the same district.

07:32   Airport in Turkeys southeast hit by rocket fire
Kurdish militants on late Saturday night fired four rockets at the airport in the southeastern Turkish city of Diyarbakir, without causing casualties, the Dogan news agency said.

The rockets landed in an empty area close to a police control post at the airport, causing explosions that were heard throughout the city and shattering windows.

Police were sent to the scene but there were no reports of either dead or wounded, the report said.

Dogan news agency said the attack was carried out by the Kurdistan Workers Party which has fought the Turkish state for over three decades.

Reports said that the road to the airport was closed and flights suspended after the rocket fire.

07:17   ISRO successfully tests scramjet engine
The Indian Space Research Organisation successfully conducted scramjet engine test today while the launch of weather satellite INSAT-3DR with the geosynchronous satellite launch vehicle (GSLV-MkII) has been postponed to September, a senior official said on Saturday.

The rocket took off at 6 am early in the morning.

India's rocket port is located at Satish Dhawan Space Centre (SDSC) in Sriharikota in Andhra Pradesh around 80 km from Chennai.

"The launch of RH-560 sounding rocket to test the scramjet (air breathing) engine is slated for 6 am on Sunday," P Kunhi Krishnan, director of SDSC told the media.

The scramjet engine, used only during the atmospheric phase of the rocket's flight, will help in bringing down the launch cost by reducing the amount of oxidiser to be carried along with the fuel.
