23:44   Austrian police detain 14-year-old terror suspect
Foxnews reports: The Austrian state prosecutor's office says a 14-year-old boy has been arrested on suspicion of planning to place a bomb in a busy Viennese train station and could be charged with belonging to a terrorist organisation.

A spokeswoman of the state prosecutor's office, Michaela Obenaus, on Wednesday identified the suspect only as an Austrian citizen with Turkish roots who has lived for eight years in Austria.

Obenaus said the juvenile told police that he wants to fight on the side of Islamic extremists, had researched building a bomb on the internet and had mentioned Vienna's downtown Westbahnhof rail station as a possible target.

23:14   Land once acquired by govt cannot be returned legally: TMC minister
In sharp contrast to Trinamool Congress' consistent stance seeking return of land to "unwilling farmers" in Singur, senior minister in the TMC government Malay Ghatak today caused a flutter by saying that land once acquired by government cannot be returned legally.

The remarks by the Agriculture Minister, made in industrial town Durgapur, came on a day when another senior minister Partha Chatterjee, in an apparent plea to the Tatas for return of land to Singur farmers, hoped that the group would resolve the "grievances" of the peasants. "You know the law. The land was acquired for Andal Airport project. Similarly land was acquired by the state government in Singur (for the Tata Motors factory). In Singur there are farmers who have not taken compensation cheque.

There is no legal provision for returning land once acquired by the state government (for any project)," Ghatak told reporters on the sidelines of an administrative meeting there. The meeting was held to discuss the issue pertaining to unwilling farmers not taking compensation with regard to 109 acres of land for the Andal project.

This was the first such comment by a TMC minister, in sharp contrast to the party line. The party, including its supremo Chief Minister Mamata Banerjee, had been demanding the return of land of the unwilling farmers.

22:42   IT dept to submit report on conversations between Qureshi and ex-CBI chief
The Income Tax department, which has kept the controversial meat exporter Moin Qureshi under its scanner, is likely to submit a report to the Government about the purported conversations between him and former CBI Director A P Singh, currently a UPSC member.

According to official sources today, the Government may ask the Enforcement Directorate to carry out a probe on Qureshi's overseas financial dealings and also examine the payments made to various accounts in Gulf and some European countries. The sources said that the Tax authorities will submit to the government soon a tax appraisal report containing their observations on the conversation the meat exporter had with various people including with Singh.

The report will also recommend a ED probe in the case, the sources added. The alleged exchange of messages on Blackberry smart phone between Qureshi and Singh had been examined by the tax authorities and sources in the department have alleged that certain coded languages were used by the duo.

Malala Yousafzai, the Pakistani education campaigner shot by the Taliban, has donated $50,000 (Rs 30 lakh) towards the reconstruction of schools in Gaza. The Nobel peace prize winner, speaking after receiving the World Children's Prize for the rights of the child in Marienfred, Sweden, said the money would be channelled through the United Nations relief agency UNRWA to help rebuild 65 schools in the Palestinian territory. She said children in Gaza had suffered from conflicts and war and that the money would help children get "quality education" and continue their life, knowing they were not alone and that people were supporting them.

20:14   Pakistan lodges protest with India over civilian death
Pakistan today lodged a protest with India over alleged cross border firing that killed an elderly man, the Foreign Office said. The 70-year-old civilian was killed yesterday in Rawlakot sector in shelling by Indian troops across the Line of Control, the Foreign Office said. Pakistan has lodged a protest with India through diplomatic channels over the casualty, "caused due to indiscriminate firing by the Indian forces", it said.  Condemning the incident, Pakistan called upon India to restrain its security forces from firing on civilians, and stop the ceasefire violations across the LoC.

In the day of light, to strike fear in the hearts of people Islamic State militants lined up 30 Sunni men in a town west of Baghdad and shot them dead, according to officials. The killings took place on a main street in the town of Hit.Anbar provincial council chairman Sabah Karhout said the Sunnis were tribal fighters allied with the government and members of the security forces, and were captured when IS overran the town. Residents said the 30 men were paraded through the city as militants shouted through loudspeakers that they were apostates who fought against them.

Investigation against over 600 people accused of stashing money abroad illegally is going on and a report on it will be submitted in time, Chief of Special Investigation Team on black money Justice M B Shah said. "We have already filed the first report (on black money) in August. Certainly I am hopeful about it (timely submission of second report)," he said. On a day the attorney general submitted a list of 627 names having accounts in HSBC bank, Geneva, to the apex court, Shah said that the list was already known to the team. "Investigation is going on. Without investigation it is very difficult to say that a person is guilty or that person has done something wrong. A person is required to be heard first," he said.

18:40   Jaitley asks CAG not to sensationalise report, seek headlines
Finance Minister Arun Jaitley today asked the CAG not to sensationalise its findings to get into headlines, a view the Congress party had voiced in the past after huge notional losses were projected in reports on 2G and coal allocation scams.

"Auditor should be conscious of the fact that he is reviewing a decision that has already been taken. Have the fair procedures been followed?

"He doesn't have to sensationalise. He doesn't have to get into the headlines," Jaitley said at annual conference of the Comptroller and Auditor General (CAG).

He said an auditor has to be "an active auditor but activism and restraint are always the two sides of the same coin."

Shakeel Ahmad Beig, Deputy Inspector General (DIG) Jammu-Kathua range, has come in for a lot of criticism today after his son posted a picture on Instagram of his father's aide tying his shoelaces. The picture was captioned:

"..Real King- My Dad!! last time he put his shoes himself was almost 15 years ago! #BossLife # King xx."

His son, Tony Beig, uploaded and shared the image on Facebook and Instagram showing the privileges he and his family enjoy. The picture has fetched 670 likes and 13 comments on Instagram till it was pulled off.

Another picture shows an armed security personnel acting as a caddie, while one showed a man holding an umbrella for Beig.

The pictures have gone viral on social networking sites, with strong reactions from netizens.

This morning, the NDA government submitted to the Supreme Court a 'secret 'list comprising names of Indians having accounts in foreign banks.

The Centre handed over the list with 627 names in a sealed cover to the court, which directed the government on Tuesday not to provide a "protective umbrella" to such persons.

Attorney general Mukul Rohatgi complied with the court order to submit the names of those being scrutinised for allegedly hiding funds in Swiss bank accounts.   

"The government of India gave the entire list of HSBC accounts. There are about 627 accounts. We gave it in a sealed cover to the court," Rohatgi told reporters outside the court.

The apex court, however, did not open the envelope and observed that it be placed before a special investigation team (SIT) probing the black money case.

The government also submitted two other sealed envelopes containing details of various treaties with foreign countries and the probe conducted by its agencies.

Only the SIT chairman and vice-chairman can open the envelopes, the court said, directing the crack team to submit a status report by the end of November.

First reactions on the black money probe from SIT chairman MB Shah. "We are back to square one in the black money probe. It's the same list that was given to us in June. Facts revealed are already known to SIT members," he says. 

On the November deadline to prepare a report on 220 names in the 627-strong list of black money account holders, Shah said that the process will take time. "The probe is not easy. Hopeful that we will be able to meet deadline, but the process is difficult."

The Centre may opt for fresh Assembly elections in Delhi if no party or group is in a position to form a government in the national capital in the present circumstances.

A top government functionary said the Home Ministry will wait for a report from the Delhi Lieutenant Governor Najeeb Jung on his efforts on exploring the possibility of government in Delhi.

"If no government formation takes place, we will have no option but to hold elections. We will take a quick decision according to the suggestion of the Lt Governor," the government functionary said.

A 30-year-old former Google employee, who was allegedly plotting to join the Islamic State (ISIS) ranks in Iraq, has been detained by Hyderabad Police.

Software engineer Munawad Salman, hailing from Tamil Nadu, got attracted to jihadist group Islamic State of Iraq and Syria (ISIS) through social media networks and had planned to join its forces, a senior police officer said today.

Salman, who had worked at the Hyderabad office of technology giant Google before quitting his job around seven months back, was picked up yesterday following inputs that he was making efforts to procure a visa to Saudi Arabia from where he allegedly planned to flee to Iraq, he said.

He reportedly studied posts of the ISIS and their propaganda on the internet and social media platforms for past six months and had planned to join the group's fighters in Iraq.

Currently BJP, along with ally Akali Dal's lone MLA, has 29 legislators and will require the support of five more MLAs to prove majority in the 67-member assembly if it decides to form the government.

The party is hoping of getting support of expelled AAP MLA Vinod Kumar Binny and Independent MLA from Mundka Ramvir Shokeen in case it decides to form government.

BJP had emerged the single largest party in the December assembly polls winning 31 seats but fell four seats short of a simple majority.

It refused to form government then, saying it will not resort to any "unfair means" to take over the reins.

Its strength came down to 28 after the Lok Sabha polls as three MLAs Harsh Vardhan, Ramesh Bidhuri and Pervesh Verma were elected to the Parliament.

With their resignation, the strength of the assembly also went down to 67. The bypolls to the three seats will be held on November 25.

The unearthing of capital flight of "black" money Indians have allegedly stashed away in Swiss banks could add USD 30 billion to the country's forex reserves, says a Bank of America Merrill Lynch report.

According to the global financial services major, though there would not be any immediate forex impact given the legal issues involved, it could add USD 30-35 billion to the forex reserves over time.

BofA-ML has worked with an estimate of capital flight of about USD 200 billion based on a recent research study.

When British photographer Bertrum Edwin Ebenezer Scott disembarked from the train in Karachi in the days following the partition of India and Pakistan, he took a picture that would mark the end of nearly 150 years spent by six generations of his family in the subcontinent.

'The Last Breakfast in Karachi,' taken before Mr. Scott boarded a ship in the port city of newly created Pakistan and set sail for England, is part of a collection of images he shot in India that are now on display at the Herbert Art Gallery and Museum in Coventryin the United Kingdom.

13:53   Sena credits SC with divulging foreign bank a/c holders' names
Snubbing the Centre for revealing the identity of only a few foreign bank account holders in the first tranche with regard to the black money issue, Shiv Sena today credited the Supreme Court with bringing out these names in public domain.

"Black money was made a major issue during the Lok Sabha elections (of 2014). The government will not understand how difficult it is to bring back the black money stashed abroad. The Centre has only revealed three names, but the credit for that will go only to the Supreme Court," the Sena said in an editorial in its mouthpiece 'Saamana'.

The names of Dabur group promoter Pradip Burman, Rajkot-based bullion dealer Pankaj Chimanlal Lodhiya, Goa-based mining company Timblo Private Limited and its five directors figured in the affidavit filed in the apex court on Monday by the Centre as a part of its drive to unearth blackmoney abroad.

Describing the names revealed so far as only a 'tip of the iceberg', Sena said the real black money still lies hidden in foreign banks.

AAP convener Arvind Kejriwal on government formation in Delhi. "From the last eight months we have requested the LG (Lt governor Najeeb Jung) for an all party meeting. The decision can be taken in five minutes. But he's (LG) more interested in getting BJP to power. I demand of the LG, if his intentions are noble, he should call an all-party meet today evening."

Delhi is in its eighth month of President's rule after the previous AAP government headed by Arvind Kejriwal resigned in February this year following a stalemate in the assembly over a controversial anti-graft bill.

President's rule cannot go on forever in a democracy, the court pointed out.

The Supreme Court has pulled up the Centre and state pollution control boards for not taking action against polluting industries functioning on
the banks of river Ganga. In a cutting indictment the SC said, "Yours is a story of complete failure, frustration and disaster." The SC also asks the National Green Tribunal to monitor and take action against all polluting industrial units on banks of river Ganga. 

In August, the Supreme Court had reminded the Narendra Modi government that cleaning of the Ganga was on its poll manifesto, and asked why urgent steps were not being taken on it and set a two-week timeline for it to come up with a road map for making the 2500 km long river pollution free.

A bench headed by Justice T S Thakur said the issue of cleaning Ganga is very important and it has to be put on the front burner.

"Are you saving river Ganga? It was also there in your manifesto. Why don't you act on it," the bench asked, while referring to BJP's pre-poll promise to clean the river.

12:51   Day 2: Handwara encounter still on, 1 army man dead
Two more militants were today killed by security forces on the second day of an encounter in Handwara area of north Kashmir's Kupwara district.

A Junior Commissioned Officer (JCO) of Army had lost his life while an unidentified militant was killed yesterday in the encounter that broke out when militants fired upon a joint search party of army and police in Waderbala forests near village Petta.

The security forces had launched a search operation on Monday night after receiving specific information about the presence of militants in the forests.

The militants opened fire on the search party at 0645 hours on Tuesday, drawing retaliation, police said. In the ensuing gunfire, a militant was killed and an army JCO was injured. The JCO was evacuated from the site but later succumbed to his injuries.

The uncertainty over government formation in Delhi may come to an end soon with the Supreme Court putting the issue on fast track even as the President accepted the lieutenant general's proposal that the Bharatiya Janata Party be asked to form the government.

A five-judge bench of the apex court headed by Chief Justice H L Dattu, however, while deciding to hear on Thursday the petition filed by Aam Aadmi Party seeking dissolution of the assembly, slammed the Centre and the LG over the five-month delay in taking a decision on government formation.

During the hearing on Tuesday the Centre disclosed that the President has given his consent to Lt Governor Najeeb Jung's proposal to invite the BJP to form government.

United Nations Secretary General Ban Ki-moon has criticised the travel bans and closing of borders by countries in response to the Ebola outbreak and asked the nations not to incite panic, saying "the only way to stop Ebola is to stop it at its source."

"The gravity of the (Ebola) outbreak deserves our full attention. However, it is also critical to remain calm. We must convey a sense of urgency without inciting panic," Ban told reporters alongside African Union Commission Chairperson Nkosazana Dlamini-Zuma and World Bank President Jim Yong Kim in the Ethiopian capital of Addis Ababa, where they had discussed how the three organisations can help efforts to stop the Ebola epidemic unfolding in West Africa.

To protest against alleged BJP vandalism at a coffee shop in Kozhikode alleging immoral activities, a group of youngsters have announced "Kiss Day' in Kochi on November 2.

A group of youths led by short filmmaker Rahul Pasupalan started a Facebook page for kiss of love after the attack on the cafe. In three days, around 2,600 persons have so far accepted the invitation to join the event to be held at Marine Drive at the shore of Kochi backwaters.

The Narendra Modi government will disclose the list of names of the black money account holders in foreign banks today.

Attorney General Mukul Rohatgi said that the complete list will be submitted by 10:30 am to the Supreme Court. "We had no problem to share the names with the supreme court. SIT functions under the supreme court jurisdiction. We will face a problem in future treaties if all names are made public," he told CNN-IBN.

United States President Barack Obama has lauded the progress made against Ebola disease in West Africa, saying science, not fear, should define the response to contain the deadly virus.

"We don't want to do things that aren't based on science and best practices. Because if we do, then we're just putting another barrier on somebody who's already doing really important work on our behalf. And that's not something that I think any of us should want to see happen," Obama said.

Asserting that Ebola can be contained, the US president said that it is a disease that will be defeated. The disease "can be contained" and will be "defeated," he said.

"Progress is possible. But we're going to have to stay vigilant and we've got to make sure that we're working together. We have to keep leading the global response," he said.

An unmanned private rocket contracted by NASA to carry cargo into the space has exploded seconds after its launch along the eastern Virginia coast of the US.

"There was failure on the launch. There was no indicated loss of life," NASA spokesman Jay Bolden said after the Orbital Sciences Corporation's Antares rocket and Cygnus cargo spacecraft blew up yesterday evening soon after its launch at 6:22 pm (local time) from the Wallops Flight Facility along the Atlantic Ocean.

"There was significant property and vehicle damage. Mission control is trying to assess what went wrong," Bolden said.

It was set to carry some 5,000 pounds of supplies and experiments to the International Space Station, the space agency said adding that failure occurred six seconds after launch.

Egypt today started evacuating residents along the Rafah border in the Sinai peninsula to create a buffer zone in the violence-hit region, officials said today.

The first stage will target evacuating residents 300 metres from the border, said Mohamed el-Saadani, the head of Rafah city council.

The decision came after Egypt's National Defence Council, convened by President Abdel-Fattah el-Sisi, declared a three-month state of emergency on Friday and a curfew in different parts of Sinai following a major terror attack that left at least 31 Egyptian soldiers dead.

The Telangana Legislative Assembly's Budget session would begin on November 5 and the state budget would presented on the first day, it was officially announced here today. The session would be held for about a month and the Telangana state government plans to convene the House in the evenings and Saturdays as well to give more time to debate.

These decisions were taken at a review meeting held by Telangana Chief Minister K Chandrasekhar Rao here today, according to a release issued by his office.

The Telangana government would like to change certain Acts which are in force since Telangana is a new state, the release said.
