23:16   PM photo row: HC refuses to quash proceedings against WhatsApp group admin
The Allahabad High Court on Wednesday dismissed a petition seeking quashing of criminal proceedings against the admin of a WhatsApp group in which a morphed picture of Prime Minister Narendra Modi was allegedly posted.

The petitioner's contention was that the message was not sent by him and he was only the group 'admin'.

"No case against him was made out and the proceeding was liable to be quashed," argued the petitioner's counsel.

Justice Mohammad Aslam rejected the petition filed by Mohammad Imran Malik who was managing the WhatsAapp group.

The Uttar Pradesh government counsel opposed the petition and said that liability of the sender of the message and that of the 'group admin' is co-extensive and it cannot be said no offence under Section 66 (computer related offences) of the IT Act was made out against the petitioner.

The court, while dismissing the petition, observed, "From the perusal of the record it appears that the applicant was a 'group admin' and he is also a co-extensive member of the group. In view of the above, I do not find any cogent reason to interfere." -- PTI

23:10   India abstains on UNGA resolution against Russia
India on Wednesday abstained on a UN General Assembly resolution that strongly deplored Russia's aggression against Ukraine, the third abstention in less than a week by the country in the world body on resolutions on the escalating crisis between Moscow and Kyiv.

The 193-member General Assembly Wednesday voted to reaffirm its commitment to the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognised borders and "deplores in the strongest terms' Russia's aggression against Ukraine.

The resolution was adopted with 141 votes in favour, five Member States voting against and 35 abstentions.

The General Assembly broke into an applause as the resolution was adopted.

The resolution required a 2/3 majority to be adopted in the General Assembly.

The resolution also condemned Russia's decision to increase the readiness of its nuclear forces and deplores the involvement of Belarus in this "unlawful use' of force against Ukraine, and calls upon it to abide by its international obligations.

The resolution urges the immediate peaceful resolution of the conflict between Russia and Ukraine through political dialogue, negotiations, mediation and other peaceful means.

22:42   SC to consider hearing PIL against promises of freebies by parties
The Supreme Court on Wednesday agreed to consider listing for an urgent hearing a plea seeking direction to register FIRs against political parties for allegedly inducing voters by offering freebies.

A bench headed by Chief Justice N V Ramana took note of the submissions of lawyer Barun Kumar Sinha that the plea filed by Hindu Sena vice president Surjit Singh Yadav on the issue needed hearing in view of the fact that assembly polls in five states are getting over.

"We will list it," said the bench which also comprised justices A S Bopanna and Hima Kohli. Yadav, in the PIL, has said he was aggrieved by the offer and promises made by the Congress, Samajwadi Party, BSP and Aam Aadmi Party in the assembly election being held in five states.

"Such an offer or promise by a political party, its leader, candidates set up in the elections, may be declared to be indulging in corrupt practices and bribery in terms of provisions of Section 123 (1)(b) of the Representations of People Act, 1951 and the candidates set up by such political parties may be declared disqualified from contesting the election in that state.

"This is important for free and fair voting of the candidates of elector choice. Further to maintain the purity of the election process, corrupt practices adopted by the political parties, their agents, candidates and leaders must be deprecated at the threshold," said the plea filed through advocate Barun Kumar Sinha.

The petition requested that the Election Commission be directed to evolve a mechanism for candidates to declare during filing of their nomination that their parties have not made any offer and promise of freebies at the cost of public money.

"If such declarations by the candidates are found wrong, such candidates must be declared disqualified from contesting the election and if elected, such election may be declared void," the plea said. -- PTI

18:02   Killed K'taka student's friend was just 50m away
It was a providential escape for 25-year-old medical student Assoiun Hussain who was just 50 metres away when his batchmate Naveen Shekarappa Gyanagoudar was killed in shelling in war-torn Ukraine's Kharkiv town.

Hussain's family in Kerala are thankful he escaped but also know that many perils lie ahead.

Assoiun along with others is on his way to western Ukraine from Kharkiv to escape the fierce Russian assault, his brother Afsal Hussain said.

"Naveen's death came as a shocker. My mother, who was concerned and stressed, collapsed as the news broke out. She is now admitted at a hospital. It is testing times for us, who are thousands of kilometres away," he said.

The Russian attack began last week and heavy shelling has been reported from several areas of Ukraine, including capital Kyiv and Kharkiv.

"My brother had taken shelter in an underground metro rail station, which was 50 metres from the place Naveen died. He was his batchmate," Afsal Hussain said as he and others in Kerala's Kannaur city scan social media platforms for updates.

Gyanagoudar, who hailed from Chalageri in Haveri district of Karnataka, was a fourth-year medical student like Assoiun Hussain at the Kharkiv National Medical University.

Several students, who are holed up in bunkers in Ukrainian cities, are unable to escape because of the continuous shelling, say parents, who have also flagged their concern over the Indian embassy's advisory asking students to reach Ukraine's borders for evacuation.

"They are children and not matured enough to reach borders by themselves. Some sort of support should be provided to them," said R Vasudevan, whose 21-year-old son Girish is stranded in Kharkiv.

Vasudevan said he and his family are just praying for Girish's safe return. "Not just my son but many students are stuck there," he said.

"The death of a student is worrying for us. I know evacuating people from Ukraine's borders is a tedious task, but people who are stuck in the cities like Kyiv and Kharkiv should also be brought back," Vasudevan said.

17:25   Leave Kharkiv immediately: India advises citizens
The Indian embassy in Ukraine has issued an advisory written in all caps for its citizens in Kharkiv.

"An urgent advisory to all Indian nationals in Kharkiv. For their safety and security they must leave Kharkiv immediately.
Proceed to Pesochin, Babaye and Bezlyudovka as soon as possible.
Under all circumstances they must reach these settlements by 1800 HRS (Ukranian time) today."

The cluster bombing of Kharkiv residential localities by Russian military aircraft has heightened the concerns of the Narendra Modi government as nearly 2500 Indian students are trapped in the warzone of Ukraine's second largest city.

Russian forces have enough firepower to decimate Kyviv and Kharkiv, but the Red Army is being bogged down by stiff Ukrainian resistance with urban guerilla warfare breaking out on streets of Ukraine cities.

Union ministers Smriti Irani, Piyush Goyal, Gajendra Shekhawat, Jitendra Singh (pictured alongside) made a beeline to the aircrafts of returning Indians and praised the efforts of PM Narendra Modi in evacuating them.

Prime Minister Narendra Modi on Wednesday said that it is because of India's "rising strength" that the government was able to evacuate the Indian nationals stranded in Ukraine amid conflict with Russia.

Addressing a public rally in Uttar Pradesh's Robertsganj, PM Modi said, "It is due to India's rising strength that we are able to safely evacuate our nationals stuck in Ukraine, for which we are running Operation Ganga."

"We're making all efforts to evacuate people stuck in Ukraine under Operation Ganga. Thousands of citizens were brought back to India. To accelerate this mission, India has sent its four ministers there, and the government will leave no stone unturned for the safe evacuation of Indians," he added.

The Indian Air Force (IAF) will not be significantly impacted by the US's sanctions on Russia and India's relations with both the countries are strong, Vice Chief Air Marshal Sandeep Singh said on Wednesday.

"We know the geopolitical situation is difficult (currently). Our relations with Russia will continue," Singh said at a press briefing in New Delhi.

13:14   14,000 Indians still to be evacuated: Govt
Of the 20,000 Indians who were stranded in war-torn Ukraine, 6,000 have been brought back to the country so far and the Centre is making all efforts for the safe return of the remaining ones, Union Minister of State for External Affairs V Muraleedharan said on Wednesday.

He was speaking to reporters in Pune on the sidelines of an event.

Since the number of stranded persons is big, defence aircraft are being used to bring them back to India, Muraleedharan said.

With the help of Ukraine's neighbouring countries Romania, Poland, Hungary and Slovakia, the students are being evacuated to India, he said.

The Union government has initiated 'Operation Ganga' to bring back Indians stranded in Ukraine. Kerala Chief Minister Pinarayi Vijayan on Wednesday urged Malayalis stranded in war-torn Ukraine, who are yet to enlist with the government's Non-Resident Keralites welfare agency Norka Roots, to get registered at the earliest.

He said the state government was ensuring that all Keralites repatriated from the eastern European country, which is facing Russian offensive, get to reach safely back to the southern state.

As many as 180 students will reach Kochi from Delhi in a chartered flight this evening, he said.

11:52   China extremely concerned over civilian casualties
China is deeply grieved to see the outbreak of conflict between Ukraine and Russia and "extremely concerned" over the damage done to civilians, Chinese Foreign Minister Wang Yi has told his Ukrainian counterpart Dmytro Kuleba.

China also called on Kyiv and Moscow to resolve the raging crisis through negotiations.

The two ministers spoke for the first time on the phone on Tuesday since violence broke out in Ukraine following an attack from Russia.

Wang said that the situation in Ukraine has changed rapidly and that China laments the outbreak of the conflict between Ukraine and Russia and is "extremely concerned" with the harm to civilians, China's state-run Xinhua news agency reported.

Wang, however, was careful not to blame Russia, whose President Vladimir Putin has launched special military operation against Ukraine.

"China is deeply grieved to see the conflict between Ukraine and Russia and highly concerned about the damage done to civilians," the press release said.

China is a close ally of Russia and is walking a fine line by airing its concerns but not condemning Moscow's military offensive.

On Tuesday, outlining China's stand, Chinese Foreign Ministry spokesman Wang Wenbin told a media briefing that Moscow's "legitimate security demands" ought to be taken seriously and properly addressed for a political settlement to resolve the Ukrainian crisis.

Refusing to criticise Russia's military action, which has entered a decisive phase with thousands of Russian troops massed on the outskirts of Ukraine's capital Kyiv, Wang Wenbin called for a political settlement that accommodates both sides' legitimate security concerns, achieves common security in Europe and promotes Europe's lasting peace and stability.

"The Cold War mentality should be discarded completely. The legitimate security concerns of all countries should be respected. Given NATO's five consecutive rounds of eastward expansion, Russia's legitimate security demands ought to be taken seriously and properly addressed," Wang Wenbin said.

China is also in the process of evacuating over 6,000 of its students and nationals from Ukraine as the Russian offensive intensified. -- PTI

11:42   Ukranians learn to use Molotov cocktails
Civilians in Zhytomyr, Ukraine train to throw Molotov cocktails to defend the city, as Russia's invasion of Ukraine continues. Viacheslav Ratynskyi/Reuters.

A Molotov cocktail, also known as a petrol bomb, gasoline bomb, bottle bomb, poor man's grenade, fire bomb (not to be confused with an actual fire bomb), fire bottle or just Molotov, sometimes shortened as Molly, is a generic name used for a variety of bottle-based improvised incendiary weapons.

The name was coined by the Finns during the Winter War, called Molotovin koktaili in Finnish. The name was a pejorative reference to Soviet foreign minister Vyacheslav Molotov, who was one of the architects of the Molotov-Ribbentrop Pact signed in late August 1939.

11:31   There will be no US troops in Ukraine: Biden
US President Joe Biden has reiterated that his country will not deploy troops in Ukraine against the Russian forces.

Biden's remarks came during the first State of Union address delivered by him to a joint session of Congress at the Capitol on Tuesday (local time). Condemning Russia's "premeditated attack" in Ukraine, Biden said that Russian President Vladimir Putin sought to shake the very foundation of the free world.

He further said that the NATO alliance was created to secure peace and stability in Europe after World War II and the US stands with Ukraine in the ongoing conflict.

However, Biden added that the US will not have boots on the ground in the ongoing war.

"Let me be clear -- our forces are not engaged and will not engage in the conflict with Russian forces in Ukraine," he said.

Biden clarified that the US troops were deployed to Europe not to fight in Ukraine, "but to defend our NATO allies in the event that Putin decides to keep moving west."

"For that purpose, we have mobilized American ground forces, air squadrons, ship deployments to protect NATO countries, including Poland, Romania, Latvia, Lithuania, and Estonia," he added. -- ANI

11:07   What Russia did in Chechnya
If you still believe that Russia president Vladimir Putin will spare civilians and the number of civilian deaths will remain low, think again.

Bruno Stevens, Belgian photojournalist tweets this image, writing, "I was one of very few journos inside Chechnya during the Dec.'99 war. Putin was directly in charge, the brutality of the attacks was unbelievable. The Russians had NO concern whatsoever for the civilians trapped in the city. Barbaric. The UN said at least 136 people, including 13 children, have been killed in Ukraine since the invasion began, though the true toll is likely much higher. Ukraine's Interior Ministry reported higher figures on Sunday, saying 352 civilians had died and 1,684 had been injured since the Russian invasion.

10:33   Pak students use tricolour to cross Ukraine border
India's national tricolour came to the rescue of not only stranded Indians but also those hailing from Pakistan and Turkey to cross into the neighbouring countries of Ukraine.

The Indian students who arrived in the city of Bucharest in Romania from Ukraine said that the national flag helped them as well as some Pakistani and Turkish students in safely crossing the various checkpoints in the war-torn country.

The Indian students arrived in the Romanian city to catch the special evacuation flights being operated under 'Operation Ganga' from the neighbouring countries of Ukraine.

Air India, SpiceJet and Indigo are flying special evacuation flights.

"We were told in Ukraine that being Indians and carrying Indian flag, we won't have any problems," said a medical student who arrived from Odesa in Southern Ukraine.

The students narrated how they bought spray paints from the markets to prepare Indian flags.

"I ran to the market, bought some colour sprays and a curtain. I then cut the curtain and spray-painted it to make the Indian tricolour," said a student.

They added that even some Pakistani and Turkish students passed checkpoints using the Indian flag.

"The Turkish and Pakistani students were also using the Indian flag," a student said.

The students from Odessa moved from Molodova to Romania.

"We booked the bus from Odesa and came to the Molodova border. The Moldovan citizens were very nice. They provided us with free accommodation and taxis and buses to get to Romania," a student said. He said  they did not face much problems in Molodova as the Indian embassy had already made the arrangements.

10:13   Biden calls Ukranians as Iranians in speech
US President Joe Biden while calling for supporting Ukraine against a Russian invasion had a slip-of-the-tongue moment when he mistakenly referred to the Ukrainians as "Iranian people".

"Putin may circle Kyiv with tanks, but he'll never gain the hearts and souls of the Iranian people," Biden said in his State of the Union speech that was an emotional appeal for putting up a united front against the Russian aggression.

The awkward moment immediately began trending on Twitter and other social media with the word "Iranian".

This is not the first time that the 79-year-old Biden, has tripped over words. As a child he had problems with his speech and had to work to overcome a stutter and it has been widely reported that he used to spend long hours reciting works of Yeats and Emerson to overcome his speech condition.

Last year social media had pounced on his gaffe when he mistakenly called his Vice President Kamala Harris as "President Harris". -- ANI
