23:27   GST will be positive in long run: Raghuram Rajan
Former RBI governor Raghuram Rajan termed the government's announcement to infuse Rs 2.11 lakh crore as "good news" saying it is important for banks to have capital for lending going forward.
"Public sector banking system is a big part of Indian system. It is about 70 per cent. More importantly it allows them to take tough decisions, which they could not earlier because they had limited capital," Rajan, currently a professor at University of Chicago Booth School of Business, said.

He further said that more needs to be done in the way of reforms over time in the banking sector and improve governance in public sector banks.
"For the immediate future, it is important to clean up bank-balance sheet. The healthier the projects that are restructured, the stronger the economic growth will be," Rajan, who completed his three-year term in September 2016.

Rajan said the government's decision to scrap old Rs 500/1000 notes on November 8, 2016 did effect economic activities.
He, however added that GST will be positive in long run.
"Looking forward, these three -- fixing the debt, the impact of demonetisation wanning, and GST -- will be growth positive for India," Rajan said. -- PTI

21:51   Raj Thackeray meets Fadnavis over hawkers issue
Maharashtra Navnirman Sena president Raj Thackeray today met Maharashtra Chief Minister Devendra Fadnavis to discuss the issue of illegal hawkers in Mumbai.
The meeting comes a day after hawkers staged a protest at Azad Maidan demanding framing of a hawkers' policy. Yesterday, MNS and Congress workers had clashed in Dadar over the issue of hawkers.
MNS leader Bala Nandgaonkar said his party has asked the BJP-led government in Maharashtra to implement the court orders on hawkers.
"If the government implements the court orders, we (MNS) won't have to resort to anti-hawker agitation," Nandgaonkar said.
Mumbai Congress chief Sanjay Nirupam had organised a morcha in Dadar in support of hawkers, who have been targeted by the Raj Thackeray-led party.
MNS workers had arrived at the 'Sanman Morcha' site in Dadar West before it began, leading to a confrontation between the activists of the two parties. The MNS workers hurled potatoes at the Congress workers and police took some Congress and MNS workers into custody.
The MNS had blamed Nirupam for the assault on its Malad division chief Shashank Malavade by hawkers on Saturday. The party alleged that Nirupam had asked the hawkers to retaliate.
MNS activists had also gathered near Nirupam's residence in Andheri yesterday.
Cracking the whip on illegal hawkers in the city, the Bombay high court yesterday restricted hawking to designated zones only while banning the activity on foot and rail overbridges and within 150 metres of railway stations. -- PTI

21:48   'Deeply disappointed': India on China blocking UN ban on Azhar
Reacting strongly over China's move to block India, the United States and other nations' bid to list Pakistan-based Jaish-e-Mohammed chief and Pathankot terror attack mastermind Masood Azhar as a global terrorist by the United Nations, India today said that it is deeply disappointed.

"India strongly believes that double standards will only undermine international community's resolve to combat terrorism," the MEA said.

The ministry further said, "India hopes there will be realisation that accommodating with terrorism for narrow objectives is short sighted and counter productive."

China had in August extended by three months its technical hold on the the US, France and UK-backed proposal to list Azhar as a global terrorist by the UN after having blocked the move in February this year at the United Nations.

The JeM, founded by Azhar, has already been in the UN's list of banned terror outfits.

The winter session of Parliament is likely to be a curtailed affair as most MPs would be busy campaigning for the Gujarat assembly polls to be held in two phases in December.
While a final call is yet to be taken by the Cabinet Committee on Parliamentary Affairs, two senior government functionaries said the session could be held in November end and may last a week or ten days.

The Gujarat elections will be held on December 9 and 14 and the counting of votes will take place on December 18 together with Himachal Pradesh, which goes to poll on November 9.
The winter session is usually held from the middle of November till the third week of December.
"It is already November 2. We still don't have the dates for Parliament. I am hoping Parliament to start either on November 20 or 21. Why the government is so cagey about announcing the dates," TMC leader in the Rajya Sabha Derek O'Brien told PTI.

19:51   Now, employees can monitor sexual harassment complaints online: Govt
Women employees working in government departments can now lodge complaints of sexual harassment at work place online and can monitor action being taken on them too.
The department of personnel and training has recently written to all central government departments asking them to inform the women employees about many such features of Sexual Harassment electronic-Box or SHe-Box -- launched by the ministry of women and child development on July 24.
"Once a complaint is submitted to the SHe-Box, it will be directly sent to the Internal Complaints Committee of the concerned ministry, department, public sector undertakings, autonomous body, etc., having jurisdiction to
inquire into the complaints," the DoPT said in a missive.
The SHe-Box also provides an opportunity to both the complainant and nodal administrative authority to monitor the progress of inquiry conducted by the ICCs, it said.
Any woman working or visiting any office of central government can file complaint related to sexual harassment at work place through this SHe-Box, the DoPT order issued yesterday said.
The status of complaints can be viewed at any time by pressing the tab 'View Status of Your Complaints' within SHe-Box, it said, asking all the government organisations to inform all employees working under them about the various features of the SHe-Box.

19:03   Won't spare Bhansali if 'Padmavati' releases with wrong facts: Rajput Karni Sena
With all the controversies ensuing over the release of Padmavati, it seems like Sanjay Leela Bhansali would not be able to take a sigh a relief anytime soon.

The Rajput Karni Sena, which demolished the sets of the movie in Jaipur and reportedly hit Bhansali, has again warned the director to show the movie with facts.

Pramod Rana, the national convenor of Rajput Karni Sena, has said that they wouldn't let the movie release with wrong facts.

Talking to ANI, Rana said, "We cannot give permission to tamper with the rich history of India. The only thing that we want is that Sanjay Leela Bhansali should show the movie to some of the foremost people of our organisation and tell them that we are not tempering any fact of the history. If he has shown some wrong facts in the movie, then he should delete that scene. This matter is not about one caste. It is everyone's right to save the heritage of the Indian history."

He also said that if the movie still gets released with historically incorrect facts, then Bhansali would have to feel the heat again.

"I don't need to tell you what we will do. You saw Jaipur, Kolhapur, I don't think I need to tell you anything. We are doing a programme on November 12 in Gujarat. But if the movie releases with wrong facts, we won't leave Bhansali," Rana added.

The national convenor also recalled the moment when Bhansali promised them to screen the movie for them, but in the end, did not.

Rana noted, "In Jaipur, Bhansali promised in writing that he will show the movie to us with right historical facts. But he did not show us the movie." -- ANI

17:11   Uttarakhand floods: Still homeless, four years on
Twenty families who were displaced during the 2013 floods in Uttarakhand have again approached the government in the hope that they will be resettled. The families, from Kafnaul village in Barkot area, yesterday met Uttarkashi District Magistrate Ashish Kumar Chauhan to apprise him of their situation.

"We have approached the authorities a number of times but nothing has been done so far," said Dharmiyalal, who led the delegation to the district magistrate.

In 2013, their homes near a local rivulet in Barkot were washed away after floods ravaged the hill state, killing thousands of people and leaving many thousands more stranded.

Barkot Sub-Divisional Magistrate Manuj Goyal, who headed a team to look into the plight of homeless people in his area, said he had sent his report to the district administration with suggestions for their resettlement or relocation but a response was still awaited.

16:04   Kasa kai, Didi? Mamata meets Uddhav in Mumbai
Shiv Sena president Uddhav Thackeray today met West Bengal Chief Minister Mamata Banerjee in Mumbai, fuelling speculations in the political circles. The Sena chief, accompanied by son Aaditya Thackeray, paid a visit to Banerjee in the afternoon at a south Mumbai hotel where she is staying.

Both Sena and Banerjee's Trinamool Congress (TMC) have been at loggerheads with the BJP and the Narendra Modi government on a host of issues, including demonetisation. Banerjee, who is in the city since Tuesday and expected to return to Kolkata tomorrow, met top industrialists and bankers in Mumbai yesterday as part of a roadshow, ahead of the fourth edition of the Bengal Global Business Summit, to be held in Kolkata in January.

The Shiv Sena had last year teamed up with the TMC in a bid to take on the BJP over the issue of demonetisation. Thackeray had told mediapersons in November last year that if there was nothing wrong in Prime Minister Modi meeting (NCP chief) Sharad Pawar, then there was nothing wrong if the Sena held talks with Banerjee on a crucial issue. -- PTI

15:43   'Fake news' named word of the year 2017
Fake news, a term heavily popularised by US President Donald Trump, been named the word of the year by Collins dictionary due to its widespread use around the world.

The UK-based lexicographer found that the use of "fake news" registered a 365 per cent rise in the last 12 months, reflecting Trump's consistent use of the word in the wake of the 2016 presidential election in retaliation to unflattering media coverage.

Defined as "false, often sensational, information disseminated under the guise of news reporting", fake news takes over from Brexit -- which was named the definitive word last year after the June 2016 referendum in favour of the UK's exit from the European Union (EU).

"Fake news, either as a statement of fact or as an accusation, has been inescapable this year, contributing to the undermining of society's trust in news reporting," said Helen Newstead, Collins' head of language content.

The US President has regularly used the phrase to criticise certain media reports and most recently claimed this week that the "fake news is working overtime" in connection to the investigation into Russian interference in the 2016 election. -- PTI

15:33   BJP will soon hold sway over Rajya Sabha
The Narendra Modi government's slogan of a Congress-Mukt Bharat will be really felt in April 2018 when BJP gets a comfortable position in the Rajya Sabha. The Congress strength will get reduced and other opposition parties like the Samajwadi Party, the BSP and the CPM will be marginalised. But at the same time, a new batch of lawyers, businessmen, politicians and journalists have begun lobbying for their elevation as Rajya Sabha MPs.

The terms of the following Rajya Sabha MPs from six states will expire in the next nine months. They have been giving sleepless nights for BJP in the past three years. These MPs are from six states. 14:06   Congress has become a laughing club: PM in Himachal
Prime Minister Narendra Modi today attacked the Congress for promising "zero tolerance" on corruption when its own chief minister was facing allegations of graft and said the state's ruling party had become a "laughing club".

Addressing a poll rally in Kangra, in Himachal, Modi said it was time to rid "Devbhoomi", or the land of the gods as Himachal Pradesh is known, of monsters. Chief Minister Virabhadra Singh, Modi said, was "out on bail" on graft charges.

He asked the crowd whether it could digest the fact that such a chief minister had released the Congress manifesto promising to combat corruption. "I feel the Congress has become a laughing club. The chief minister is himself out on bail...

"And he is out on bail on what charges? That of corruption. He is facing serious allegations," Modi said. Despite the charges, he added, Congress leaders came out before the media to release their manifesto, which says the Congress government will show zero tolerance on corruption.

"Can you digest it?" he asked the crowd and added that even a small child from Himachal would not fall for it. Continuing his attack against the Congress, Modi said people across the country were engaged in Swachhta Abhiyan (cleanliness campaign) and were "wiping out" the old party whenever they got the opportunity through elections.

"It is time to save Himachal Pradesh from those who looted it...from danavas (monsters)," he added. Himachal Pradesh goes to the polls on November 9.

12:40   Both NDA and UPA ignored tourism sector, says Tharoor
The former UPA regime has been knocked by one of its own -- MP Shashi Tharoor. The ex-Union minister believes that his former government and the one led by Narendra Modi have ignored the all-important sector of tourism. India, the Kerala MP said, was not investing money in building the infrastructure needed to draw tourists.

"I am taken aback by the fact that both my own government and the present one seem oblivious of the fact that there's a whole series of studies that says a thousand dollars invested in tourism will employ eight times as many people as the same amount invested in manufacturing," Tharoor said on Tuesday at the concluding session of the literary festival Penguin Fever 2017.

At a panel dicussion on 'The Rise of the Elephant' where the other speakers included principal economic advisor Sanjeev Sanyal and author Gurcharan Das, Tharoor asserted that investment in the tourism sector would help the elephant -- a metaphor for India -- rise.

"Dubai and Singapore gets more people visiting them in a day than we get in terms of foreign tourists in a year. Very clearly this has been a missed opportunity for a very long time," he said.

The Congress MP also wondered what there was to celebrate in the recently out World Bank 'Doing Business 2018' report which showed that India's rank on the 'ease of doing business' index had improved from the 130th position last year to 100th out of a list of 190 countries. -- PTI

11:29   Rahul suspends Gujarat tour for Rae Bareli
The toll in the massive explosion in a boiler at the state-run power giant NTPC's Unchahar plant here has risen to 26, a senior official said today. Congress vice president Rahul Gandhi has taken a break from his ongoing 'Navsarjan Yatra' in poll-bound Gujarat and is visiting Rae Bareli in Uttar Pradesh to meet the families of victims of the explosion.

Rae Bareli is the parliamentary constitutency of Congress President Sonia Gandhi, who has expressed shock at the "terrible tragedy".

While Chief Minister Yogi Adityanath is abroad, Deputy Chief Minister Dinesh Sharma will be visiting Rae Bareli today.

The NTPC has initiated a probe to ascertain the reasons behind the blast. The chief minister had yesterday announced Rs 2 lakh compensation for the families of those killed and Rs 50,000 for the grievously injured.

In a statement, the National Thermal Power Corporation (NTPC) has said that at unit number six of its Unchahar plant, there was a sudden abnormal sound at 20-meter elevation around 3:30 yesterday afternoon. There was an opening in corner number two from which gases and steam "escaped" affecting the people working around the area, the central public sector undertaking said.

It added that around 80 people were rushed to the NTPC Hospital, most of whom were discharged after first-aid. The 1,550-MW plant supplies electricity to nine states, according to officials, and employs around 870 people. Prime Minister Narendra Modi had said that he was "deeply pained" by the accident at the power plant.  -- PTI

10:58   NYC attack: Saipov charged with terrorism offences
Sayfullo Saipov, an Uzbek immigrant accused of killing eight people in an ISIS-inspired assault on the New York City, was today charged with terrorism offences by US prosecutors who said he decided to carry out the truck attack "to inflict maximum damage against civilians".

Saipov, 29, was charged with providing material support to the Islamic State (ISIS) militant group and violence and destruction of motor vehicles.

Eight people were killed and 11 others injured as his truck carved a path of destruction through several blocks of Lower Manhattan yesterday.

Saipov crashed the truck into a school bus, left the vehicle brandishing imitation firearms. He was shot by police.

It was the the worst terrorist attack in on the city since 9/11. Saipov underwent a surgery in a New York hospital yesterday. He appeared in federal court today in a wheelchair and did not enter a plea.

A 10-page complaint was filed by the FBI before a federal court in New York against him. The FBI said that Saipov, a resident of New Jersey, was inspired by the ISIS to carry out the terrorist attack.

He "requested to display ISIS's flag" in his hospital room and stated that he felt good about what he had done, the complaint said. Saipov told investigators he was inspired by Islamic State videos, in particular one showing ISIS leader Abu Bakr al-Baghdadi, it said.

The suspect decided to conduct a truck attack "to inflict maximum damage against civilians" and that he specifically chose to strike on Halloween "because he believed there would be more civilians on the street for the holiday," the complaint says. He began planning an attack a year ago and decided two months ago to use a truck, officials said. -- PTI

10:01   More sexual misconduct allegations against Spacey
New allegations of sexual misconduct from a number of men have emerged against actor Kevin Spacey. Mexican actor Roberto Cavazos and American documentary filmmaker Tony Montana have shared their stories of how Spacey allegedly made unwanted advances towards them.

While Montana said he was left with PTSD for six months after he claims Spacey "forcefully" groped him, Cavazo, in a Facebook post, alleged that the actor made two advances on him, bordering on harassment, in London, where Cavazos appeared in various productions at The Old Vic theater.

Spacey served as the theater's artistic director from 2004 to 2015. Cavazos added that Spacey frequently targeted young actors, particularly those under 30. "It was so common that it became a local joke (in poor taste)," Cavazos wrote.

The Old Vic has said no formal complaints were ever made against Spacey during his tenure, but the theater said it was setting up a confidential email address for people to report experiences of harassment. -- PTI

00:10   Author accuses Dustin Hoffman of sexual harassment
Author Anna Graham Hunter has accused veteran Hollywood star Dustin Hoffman of sexually harassing her while she interned as a production assistant on the set of the television film "The Death of a Salesman".
Hunter was 17 at that time.
In an article written for The Hollywood Reporter, Hunter included the notes that she took as a teenager detailing what transpired on the sets in the fives weeks she was there.

The author said she still feels conflicted about the incident and was encouraged not to talk about it at that time.

"This is a story I've told so often I'm sometimes surprised when someone I know hasn't heard it. It begins, 'Dustin Hoffman sexually harassed me when I was 17'," she wrote.
Hunter said she was a senior in high school in New York City, interning as a production assistant. Hoffman asked her to give him a foot massage on her first day on the set and she did.
"He was openly flirtatious, he grabbed my ass, he talked about sex to me and in front of me. One morning I went to his dressing room to take his breakfast order; he looked at me and grinned, taking his time. Then he said, 'I'll have a hard-boiled egg... and a soft-boiled clitoris'.
"His entourage burst out laughing. I left, speechless. Then I went to the bathroom and cried. The first several times I told this story, I left out the soft-boiled clitoris. When I finally started including it, my voice sometimes broke. But it got easier."
Hunter, 49, said she loved being on the set, which also included John Malkovich, Arthur Miller and Charles Durnng.
"And yes, I loved the attention from Dustin Hoffman. Until I didn't," she said.
"I understand what Dustin Hoffman did as it fits into the larger pattern of what women experience in Hollywood and everywhere. He was a predator, I was a child, and this was sexual harassment," she added.
Contacted by The Hollywood Reporter, Hoffman responded, "I have the utmost respect for women and feel terrible that anything I might have done could have put her in an uncomfortable situation. I am sorry. It is not reflective of who I am." -- PTI
