Delhi Commission for Women will file a Special Leave Petition in the Supreme Court on Saturday night against the scheduled release of the December 16 gang-rape juvenile convict, who has already been moved out of Delhi. 

"DCW filing Special Leave Petition in SC tonight. Will go to Judge's house, will try get hearing tonight against Nirbhaya convict's release," Swati Maliwal, the body's chief, tweeted.

The convict is scheduled to be released on Sunday. 

The development comes on a day the victim's parents were detained and later released after they held a protest against allowing the juvenile convict to walk free. 

The convict, who is now 20 years old, has been taken to an undisclosed location from a correction home in North Delhi amid concerns that there was threat to his life.

Spiritual leader Sri Sri Ravi Shankar today said that it is wrong to term some criminal activities as acts of religious intolerance and stressed that there is politics in the returning of awards.

"Politics is noticed clearly in both taking and returning awards. That is why I have already refused to take any awards," Shankar told reporters in Kolkata when asked about returning of awards by several eminent personalities to protest against the alleged rising intolerance in the country. 

The Art of Living founder said that crime has been taking place in the country both in the past as well as the present. 

"But to call the entire country's people intolerant for some criminal acts would be wrong. I think it should be called criminal acts and the guilty should be punished," he said. 

Asked to comment on whether the ongoing intolerance debate is politically motivated, his cryptic answer was "You are the best judge".

22:09   WTO talks conclude; India says 'disappointed' on Doha issues
India today expressed its "thorough" disappointment over non-reaffirmation to conclude 14-year-old Doha Round pacts, even as the five-day WTO meeting in Nairobi managed to win a commitment to allow developing nations to use special safeguards to protect farmers against import surges. 

After hectic negotiations for five consecutive days -- exceeding the scheduled closing by almost 24 hours -- the WTO Trade Ministers concluded their talks this evening without any commitment on rich countries being asked to check their domestic subsidies. 

Besides, rich nations refused to budge on their long-standing position of putting the onus on developing countries with regard to duties. 

India's trade minister Nirmala Sitharaman said India put across its position very clearly on the table and strongly "protested" against the failure to reach an unanimity on "reaffirmation" to conclude over 140-year-old Doha round to safeguard developing nations' interest. 

However, the members of the global trade body agreed on a commitment for giving the developing nations a right to take recourse to Special Safeguard Mechanism to protect their farmers -- a long-standing demand of India.

20:32   BCCI virtually rules out Pakistan series
Virtually ruling out the chances of playing Pakistan in the proposed bilateral series, BCCI secretary Anurag Thakur today said that it will be "impossible for PCB" to arrange a series in such a short time. 

PCB chief Shaharyar Khan had two days back said he was still awaiting BCCI's written reply on the proposed series later this month besides hoping that the Indian government gives green light to the resumption of cricketing ties in a "day or two".

"It is not possible to arrange a series in such a short time. Even if we get a go ahead (from government) next week it will be virtually impossible to arrange a series in such a short time. At the same time it will have to be arranged by PCB," Thakur told reporters.

20:30   Nirbhaya's parents released after short detention outside juvenile's reform home
December 16 gangrape victim's parents were on Saturday released by the police after a brief detention for protesting outside juvenile reform home against the release of the juvenile convict.

"We want all the four convicts to be hanged. It seems the juvenile convict has got nobel prize so he is being freed. May be the convict is already free. We will keep protesting till we get justice," said the victims father to ANI. 

Soon after their detention, Delhi Chief Minister Arvind Kejriwal tweeted: 'I have asked Chief Secy to talk to Police commissioner and get them released.'

The juvenile convicted in the December 16, 2012 gangrape case will be released Sunday from the 'place of safety' where he has been lodged for three years. 

On Friday, the Delhi high court declined to issue orders to 'extend' his stay, underlining that legal provisions under the Juvenile Justice (Care and Protection) Act did not allow for detention beyond three years.

19:41   CBI askes Kejriwal to name its officer named in his tweet
Facing flak over its raid at the Delhi secretariat, CBI today asked Delhi Chief Minister Arvind Kejriwal to name the agency officer on whose purported remark to him he had tweeted that the agency has been tasked to "finish those who don't fall in line".

Rejecting Kejriwal's charge, CBI spokesperson Devpreet Singh said it is a "completely false and misleading statement and emphatically denied". 

"It appears to be a part of a concerted attempt to malign Indias premier investigating agency," she said in a statement. 

The statement came a day after Kejriwal tweeted: "A CBI officer told me yesterday that CBI has been asked to target all opposition parties and finish those who don't fall in line."

The spokesperson said, "we urge the concerned person (Kejriwal) to name the alleged CBI official so that further process as per law can be initiated."

18:54   Will expose biggest 'DDCA corruption' on Sunday: BJP leader Kirti Azad
BJP lawmaker and former cricketer Kirti Azad today said he will "expose biggest Delhi and District Cricket Association "corruption" and "unmask the impostor" on Sunday at a press conference, rebuffing the party's attempts to dissuade him from going public with his allegations said to be targeting Union Finance Minister Arun Jaitley.

The lawmaker from Bihar also appeared to be taking a dig at Mr Jaitley over his reported description of him as a "Trojan horse". "Not a Trojan horse but Achilles heel; wait till I unmask the 'behroopiya' (impostor)," Azad said in a tweet.

"Will expose biggest DDCA corruption with audio-visual tomorrow at 4 pm," he said in another tweet and quoted a poem of BJP stalwart Atal Bihari Vajpayee to suggest that he will carry on and not "concede" defeat.

BJP chief Amit Shah had called Azad on Friday to impress upon him that he should not go ahead with his charges at a time when opposition parties, especially the Aam Aadmi Party, have gone after Jaitley over the alleged corruption in DDCA when he headed the cricket body.

18:48   Iraqi soldiers killed by US coalition friendly fire
An air strike by the US-led coalition during an offensive against the so-called Islamic State killed nine Iraqi soldiers, including an officer, Iraq's defence ministry has confirmed.

Coalition strikes were called in to support an advance by ground troops near Fallujah on Friday but failed to note the scale of their advance.

US Defence Secretary Ash Carter called Iraq's PM to express his condolences.

Iraqi forces have been battling militants in Anbar province. 

Carter told reporters on Saturday that the air strike appeared to be a "mistake that involved both sides", the Associated Press news agency reported.

The US military said it happened "despite co-ordination with Iraqi security forces on the ground".

18:42   Centre had opposed juvenile convict's release: Rijiju
Amidst a raging debate on whether the juvenile convict in Nirbhaya gangrape case should have been released, the Centre today said it had opposed his release but the Delhi High Court has ordered him to be freed from the remand home.

Minister of State for Home Kiren Rijiju also put the onus on Delhi government on the convict's rehabilitation. 

"In principle, the central government opposed the release of the juvenile offender at this stage for which we have presented our position before the honourable Delhi High Court," Rijiju told PTI.

Rijiju said the Additional Solicitor General had put across the central government's view in the court in the case. 

"The Additional Solicitor General, who appeared in Subramaniam Swamy's application opposing the release (of the juvenile), also shared the central agency's assessment report with the court," he said. 

The minister said the Juvenile Justice Amendment Act was passed in Lok Sabha but it could not get clearance in Rajya Sabha due to "disruption by Congress Party".

The juvenile convict in the December Delhi gang rape has been shifted from the remand home to an undisclosed location. Yesterday, the Delhi high court cleared the decks for his release, saying he cannot be stopped from walking free under the existing provisions of law. The convict, now 20-year-old, has spent the last two-and-a-half years inside a remand home as per the provisions in the Juvenile Justice Act.

Dr Subramanian Swamy, the complainant in the National Herald case, reacting to the bail being granted to the Gandhis said, "They have not been exonerated and my battle will continue." About asking for travel restrictions on Gandhi, Swamy added, "The judge laughed when I said that Gandhis have a habit of fleeing the country."

Leader of Opposition in the Lok Sabha Mallikarjun Kharge told Rediff correspondent Prasanna D Zore that former defence minister AK Antony and Priyanka Vadra signed the surety bond for Sonia and Rahul whereas Leader of Opposition in Rajya Sabha Ghulam Nabi Azad stood for Oscar Fernandes. 

Oscar Fernandes added, "It is just a legal process that we have submitted ourselves to and the court proceedings were completed within 10 minutes."

The Congress president Sonia and vice president Rahul Gandhi have been granted bail in the National Herald case at the Patiala House court. The Gandhis were granted bail for Rs 50,000. Former PM Manmohan Singh will stand surety for the bail. Other than the Gandhis, the other five were also granted bail in the case. 

The bail was granted despite Subramaniam Swamy opposing the decision and demanding for a bailable warrant to be issued against Sam Pitroda, who wasnt present at the hearing as he is unwell.

As the clock inches towards 3 pm when Sonia and Rahul will have to appear in court in the National Herald cheating case, the Congress has called for a final strategy meet at Ghulam Nabi Azad's house at 1.30 pm. 

Sources say that decisions on bail will be taken. Our correspondent Prasanna D Zore standing outside the AICC headquarters also spoke to Gaurav Gogoi who said that the Congress president and vice president will not visit the HQ before the hearing, but will come post the hearing. 

Congress leader Tom Vadakkan also speaking to Rediff.com said, "If the Congress was vindictive, would never have allowed Narendra Modi to become prime minister."

Metropolitan magistrate Loveleen in whose court Congress president Sonia Gandhi, her son Rahul Gandhi and three other senior Congress netas would make an appearance on Saturday in connection with the National Herald cheating case has granted 12 media passes -- three to TV channels, three to print media and the Doordarshan crew -- considering the shortage of space. 

In addition, 52 other people have been granted passes. One of the passes belong to Roxna Swamy, the wife of Dr Subramaniam Swamy, the complainant in the case.

Prasanna D Zore reports from outside Patiala court: Congress workers from Rae Bareli, Sonia Gandhis constituency, have gathered at one end of Akbar Road in Delhi to express their solidarity with their party president.

She is our mother. She is our family. We are related to Congress since Indiraji's time, says Amar Singh who, along with his group have travelled 14 hours to reach Delhi this morning from Rae Bareli.

I dont think Sonia ji has made any such appeal to not go along with her to Patiala House, said Radhan Singh. He said that they will be with our Ma (mother) and march with her to the court.

Union Minister of State for Parliamentary AffairsMukhtar Abbas Naqvi on Saturday criticised the Congress for its unwarranted criticism of Prime Minister Narendra Modi in the National Herald case and said it has been a disease of few people in that party to flag the PMO's involvement in every matter.

"It has been a few people's habit and disease to include the name of the PMO in every matter. I think they cannot digest any fact or issue unless they take the name of Prime Minister Narendra Modi. There's no problem if they chant 'PMO Chalisa' once a day," Naqvi said. 

"This is a legal procedure and we see it as a legal action. The court will decide if someone is guilty or innocent in the matter. We believe there should be no politics in it. We are not in support of any kind of politics in it," he added.

Furthermore, news that Congress ministers from around the country have been asked to gather in Delhi has been rubbished. The Congress's Abhishek Manu Singhvi said that the court appearance would be a normal affair and that workers of the party have been told to act normally.

As the clock ticks towards 3 pm, the security ring around the Patiala House court is being tightened further. Even as vehicles with RAF commandos were being moved away from outside the court premises, jawans of Central Reserve Police Force have been called on duty as they stand guard on the opposite side of the court premises. A CRPF jawan, who is part of this contingent said that there were about 75 CRPF jawans.

Pakistani Prime Minister Nawaz Sharif has stopped his ministers from giving anti-India statements so that the peace process is not hit, an official said. 

A close aide to Sharif said that the ministers and senior officials had been asked not to issue any statement that could damage the peace process. 

"There will only be statements that encourage the dialogue process rather than digging out the past. The PM has asked the close aides and cabinet members to promote peace," The Nation quoted an official as saying.

ISIS today poses a different challenge than that by Al Qaeda previously, US President Barack Obama said today, insisting on striking right balance between individual's privacy concerns and use of internet by the terrorist groups.

"This is a different kind of challenge than the sort that we had with an organisation like Al Qaeda, that involved highly trained operatives who were working as cells or as a network," Obama told reporters at his year ender news conference.

"Here, essentially, you have ISIL trying to encourage or induce somebody who may be prey to this kind of propaganda, and it becomes more difficult to see. It does mean that they are less likely to be able to carry out large, complex attacks, but as we saw in San Bernardino, obviously, you can still do enormous damage,"Obama said.

Even as right-wing activists staged protests against Shah Rukh Khan-starrer "Dilwale" in various parts of the state today, Madhya Pradesh Home Minister Babulal Gaur said that the actor was a patriot.

"Yes, he is a nice man and a patriot," Gaur told reporters here when asked about the protests. He further said the film was "very good" and the people should watch it.

Earlier, BJP general secretary and former Madhya Pradesh Minister Kailash Vijaywargiya had strongly criticised Shah Rukh Khan for his comments on intolerance. 

The release of "Dilwale" was marred by protests in Bhopal, Indore, Jabalpur and other parts of the state. The protesters have taken exception to Khan's comments a few weeks ago where he had expressed concern over rising intolerance in the country amid a raging debate on the issue.

00:28   Meghalaya govt signs peace pact with militant outfit
Meghalaya government today signed a peace pact with yet another militant outfit, the United A'chik Liberation Army which was active in the Garo Hills region of the state.

This is the third peace pact by the state government after the ones signed with ANVC and its breakaway faction, the ANVC-B, last year.

The outfit was formed in 2012 with the demand for a separate Garoland to be carved out of the state. The outfit, which has a cadre strength of 71, began its dialogue with the government in December last year and held at least four round table discussions before declaring for peace officially. 

Chief Secretary P B O Warjri said the government will facilitate the procedures to rehabilitate the cadres of UALA in which the government will give Rs 2.5 lakh to each of the cadres.

00:20   IMF approves half a billion financial assistance to Pakistan
The IMF today approved nearly $500 million in its latest tranche of financial assistance to Pakistan, bringing the total amount of money released to revive the country's economy to $5 billion.

A decision in this regard was taken by the Indian Monetary Fund Executive Board which completed the ninth review of Pakistan's economic performance under a 36-month programme supported by an Extended Fund Facility (EFF) arrangement. The Executive Board's decision enables the immediate disbursement of an amount equivalent to SDR 360 million (about USD 498.1 million), bringing total disbursements to SDR 3.6 billion (about USD 4.98 billion), the IMF said. On September 4, 2013, the IMF had approved the three-year extended arrangement under the EFF in the amount of SDR 4.393 billion (about USD 6.64 billion at the time of approval of the arrangement, or 425 per cent of Pakistan's quota at the IMF).
