DoE will discuss 'cyber laws' this week

The Department of Electronics is holding a meeting this week to look into the incorporation of 'cyber laws' to facilitate electronic commerce in the country.

The recommendations of an interim report will be discussed during the meeting, said Shyamal Ghosh, secretary, DoE.

Ghosh, who will be chairing the meeting, told the press that the standing committee had a meeting earlier and is of the view that the existing laws need to be amended to facilitate transactions through the electronic media.

Though Malaysia, which gives more autonomy for Internet applications, has opted for fresh laws, the standing committee is of the view that in the Indian context, amendment of the present laws would be more appropriate.

"The existing laws such as the Indian Penal Code need to be amended,'' he said. The amended laws are likely to be in place in the next four to five months and for implementation of the amendments, the department has roped in an international agency.

"It is going to be a difficult task,'' Ghosh warned. The Reserve Bank of India too is coming out with a policy relating to electronic fund transfer. When asked about the security aspect of the Internet, he said that security would be tackled as a policy issue.

According to Ghosh, there is a need for the information infrastructure to be in place for the introduction of security and encryption on Internet and intranets. He pointed out that there are around 40,000 Internet users in the country and the figure is expected to rise to 2 million by the end of the century.
