23:40   Don't politicise Palghar lynching: NCP to BJP
Maharashtra NCP president Jayant Patil on Monday asked the BJP not to politicise the Palghar lynching incident in which three persons were beaten to death by a mob apparently on suspicion that they were thieves.

Referring to a tweet of BJP spokesperson Sambit Patra, Patil, a Cabinet minister in the Shiv Sena-NCP-Congress government in the state, said the NCP had no involvement into the incident.

In his tweet, Patra shared one of the videos of the Palghar lynching and asked people of Maharashtra to identify a person seen in it.

Replying to Patra, Patil tweeted, "Stop misleading. Gadchinchale Gram Panchayat in Palghar is ruled by BJP and the Sarpanch Chitra Chaudhari was present at the time of incidence. NCP has no involvement in the incident. A party worker had gone to venue on the police request. Stop politicising the issue".

The state government has already ordered a high-level inquiry into the incident that took place on the night of April 16 when three Mumbai residents who were on their way to Surat in Gujarat in a car were lynched by villagers in Palghar district on the suspicion that they were thieves/ child-lifters.

22:45   WHO head warns worst of virus is still ahead
The head of the World Health Organization has warned that 'the worst is yet ahead of us' in the coronavirus outbreak, raising new alarm bells about the pandemic just as many countries are beginning to ease restrictive measures.

WHO Director-General Tedros Adhanom Ghebreyesus didn't specify exactly why he believes that the outbreak that has infected nearly 2.5 million people and killed over 166,000, according to figures compiled by Johns Hopkins University, could get worse.

Some people, though, have pointed to the likely future spread of the illness through Africa, where health systems are far less developed.
Tedros alluded to the so-called Spanish flu in 1918 as a reference for the coronavirus outbreak.
"It has a very dangerous combination and this is happening... like the 1918 flu that killed up to 100 million people," he told reporters in Geneva.

"But now we have technology, we can prevent that disaster, we can prevent that kind of crisis."
"Trust us. The worst is yet ahead of us," he said. "Let's prevent this tragedy. It's a virus that many people still don't understand."

22:27   A Global Crisis Like No Other Needs a Global Response Like No Other

I have been saying for a while that this is a crisis like no other. It is:

More complex, with interlinked shocks to our health and our economies that have brought our way of life to an almost complete stop;

More uncertain, as we are learning only gradually how to treat the novel virus, make containment most effective, and restart our economies; and

Truly global. Pandemics dont respect borders, neither do the economic shocks they cause.

The outlook is dire. We expect global economic activity to decline on a scale we have not seen since the Great Depression.

18:48   T'gana talks to hotels to keep COVID-19 doctors
As a precautionary measure for doctors and nurses involved in COVID-19 treatment, the Telangana government is mulling keeping them in private
hotels at states expenses in case the situation so demands, a senior official said on Monday.

Chief Secretary Somesh Kumar has issued orders appointing a committee comprising three senior IAS officers -- Neetu Kumari Prasad, Raghunandan Rao and Lokesh Kumar -- to work out details such as number of hotel Srooms required, tariff and facilities required.

This is being done as a precautionary measure in case of relentlessness of the virus spread. The government is of the opinion that doctors and nurses as frontline personnel treating coronavirus patients need to be put in a safe environment, the official said.

"We are preparing a contingency plan. If such a situation arises where we will have a large number of patients, we do not want healthcare people to go home as there will be a risk to their families, the official said.

The committee, which has already shortlisted some places to keep the doctors and other paramedical staff, is negotiating with the managements of the hotels, the official added.

Delhi and Uttar Pradesh governments have already announced that doctors and other staff treating COVID-19 patients would be kept in five-star hotels.

16:39   Don't rush to declare Goa coronavirus-free: Cong to BJP govt
This is what the Congress had to say earlier on Goa's COVID-19-free status. The Congress said that the Goa government should not rush into declaring the state as "coronavirus free" as only 0.04 per cent of the population has been tested, state Congress chief Girish Chodankar said on Monday.

On Sunday, the Pramod Sawant government had announced that all seven COVID-19 patients had recovered and that there were no active cases in the state at present. "Data released by the state government on Sunday showed only 826 samples were sent for testing, out of which reports of 780 patients have been received till date. The state government should not hurry in declaring Goa coronavirus free. This data shows only 0.04 per cent of Goa's 16 lakh people have been tested between March 22 and April 19," said Chodankar. He said the BJP government in the state has claimed that 7,000 staff completed surveying 3.66 lakh houses in 24 hours, adding that "these statistics raise doubts on the authenticity of the health survey". -- PTI

15:52   Focus on deed, not doer: CRPF
With pictures of people giving essential goods to those in need during COVID-19 relief work flooding the media, the Central Reserve Police Force has directed its field units to avoid clicking close-up photographs of their personnel and distressed recipients to respect their privacy. The force recently sent a message to all its field units, saying while it was important to click photographs of these civic aid work being done across the country for "audit purposes", clicking pictures that show faces of the force officials and distressed recipients should be avoided.

"It must be kept in mind that the focus (of the camera) should be on the deed and not on the doer or receiver," the CRPF directive accessed by PTI said. "Hence, close-ups of the people involved in the activity should be avoided, while taking pictures and they should broadly depict the act or activities being undertaken so that no one feels that their privacy is being invaded," it said.

The directive said pictures should be taken with an aim to record proof for official "purposes of audit performance related projection and documentation". Pictures of people distributing food and other essentials are being seen over social media, newspapers and television news channels. "The directive was issued after observing that such noble activities of helping the needy should not become photo events but serve the real purpose catering to the distressed, stranded, hungry and poor," a senior official said.

15:45   Mallya loses UK High Court appeal in extradition case
Embattled Liquor tycoon Vijay Mallya on Monday lost his High Court appeal against his extradition order to India in relation to charges of fraud and money laundering amounting to an alleged Rs 9,000 crores. The 64-year-old former Kingfisher Airlines boss had appealed to the High Court against his extradition to India at a hearing in February this year.

Lord Justice Stephen Irwin and Justice Elisabeth Laing, the two-member bench at the Royal Courts of Justice in London presiding over the appeal, dismissed the appeal in a judgment handed down remotely due to the current coronavirus lockdown. "We consider that while the scope of the prima facie case found by the SDJ [Senior District Judge] is in some respects wider than that alleged by the Respondent in India [Central Bureau of Investigation (CBI) and Enforcement Directorate (ED)], there is a prima facie case which, in seven important respects, coincides with the allegations in India," the judges ruled. 15:15   Telangana extends lockdown to May 7
With no significant dip in coronavirus positive cases, the Telangana government has issued orders to extend the ongoing lockdown till May 7 with stringent measures. "Government of Telangana is of the view that strict lockdown measures that have been implemented in the state since March 22 have played an important role in slowing down the spread of COVID-19 in the state. It is, therefore, necessary that stringent measures should continue to be in place to consolidate the containment measures in the state. In view of this, it is decided that lockdown measures as already in force in Telangana shall apply till May 7 in the state," a Government Order issued on Sunday said.

As part of the exercise to contain COVID-19 spread, the Centre has issued detailed guidelines listing activities that will remain prohibited across the country until May 3. 15:07   China silent over disappearances of Covid-19 whistleblowers?
Human rights advocates fear that the Chinese authorities have been secretly terrorising lawyers and activists speaking up about the coronavirus outbreak and are being branded as enemies of the state in the process.Based on an investigation in the matter, The Daily Mail on Sunday uncovered a "cynical and orchestrated" campaign by the Chinese regime to stop the country's 1.4 billion citizens from even discussing the appalling COVID-19 outbreak among themselves.

More than 5,100 people were arrested for sharing information in the first weeks of the outbreak, dissidents are being labelled as sick so the government can place them in medical quarantine, also health apps used by some millions of people to show they are clear of coronavirus are being used to monitor people's movements and further tighten control, the Mail stated citing the investigation.

The unprecedented crackdown began with reprimands issued to Dr Li Wenliang, 34, and seven other doctors for sending messages to fellow medics on December 30, warning them about the outbreak of a SARS-like illness in Wuhan Central Hospital and advising them to wear protective clothing.

Dr Li was forced to sign a police document saying he had 'seriously disrupted social order' and breached the law before he returned to work at Wuhan Central Hospital where he died of COVID-19 on February 7.

In the wake of it, the mainland's Communist leaders were shaken by a nationwide outcry which saw the hashtag #wewantfreedomofspeech shared two million times in the space of hours. But they had already embarked on a ruthless tightening of a vice-like grip on social media with the first of a string of high-profile disappearances.

A day before Dr Li's death, lawyer Chen Qiushi - whose videos of chaotic scenes in Wuhan hospitals with coronavirus victims lying in corridors were shared with an audience of more than 400,000 YouTube and 250,000 Twitter followers - went missing. His family was told the following day that he was being held in medical quarantine at an undisclosed location.

However, as soon as Chen realized that police were closing in on him just before his disappearance, he told his followers ominously: "As long as I am alive, I will speak about what I have seen and what I have heard. I am not afraid of dying. Why should I be afraid of you, Communist Party?" And he vanished days later.

Three weeks later, Li Zehua, 25 - a reporter with Chinese state TV who went rogue to report on the death toll in Wuhan - live-streamed his own arrest when plain-clothes police officers at his flat. Li became the third case of China's crackdown on whistleblowers.

Earlier that day Li, who filmed a series of videos showing desperate communities running low on food in virus-riddled areas of Wuhan, and gave his viewers a running commentary on how he was chased by police after visiting the Wuhan Institute of Virology, where it has been speculated the outbreak may have been started by a lab leak."I'm sure they want to hold me in isolation," he said in a panicked video clip as he sped away from the institute by car. "Please help me," became his last words.

The Chinese government has been silent over the fate of the whistle-blowers but all three are believed to be in secret detention centres - a sinister form of extrajudicial imprisonment described by officials as 'residential surveillance at a designated location'. -- ANI

14:55   China moves to buyout Swedish iconic brands like Volvo, Hasselblad in COVID times
India's decision to place curbs on Chinese companies buying Indian corporate assets have come at the right time as China is seen moving aggressively to completely buyout iconic Swedish brands like Volvo and Hasselblad, in which China had been gradually building up stake over the years.

Leading Swedish companies, Volvo, the auto manufacturer setup in 1927 and Hasselblad, founded in 1841 and whose cameras have been used by NASA, are the two most iconic brands now have majority Chinese stakes.

In 2010, China's Zhejiang Geely Holding Group acquired the 93-year-old Volvo brand for USD 1.8 billion. In 2017, for nearly USD 3.8 billion, Geely also took a big share in AB Volvo, the truck manufacturer, which also has 3 industrial establishments in India and employs more than 3,500 Indians. The Geely group is also one of the biggest employers in Sweden.

In the same year, the leading Chinese drone manufacturer, DJI, became a majority shareholder in Hasselblad, Sweden's leading manufacturer of digital medium format cameras and lenses.

In 2017, the Chinese Wanda Group via its daughter company AMC theatres also took a stake in SF Bio, Sweden's largest cinema chain that has operations throughout Sweden as well as in Norway, Finland and other Baltic nations.

Now, as COVID19 chokes the Swedish industry and bleeds its economy, the cash rich Chinese are coming to Sweden for a bit of shopping even though, year there is an ongoing "lovers' quarrel" between the two countries at the diplomatic and governmental fronts.

Municipalities and provinces in Sweden are breaking away their `twin city' engagements with China over COVID-19. COVID-19 crisis means that not only many established Swedish businesses would be looking eastwards but also many start-ups and SME's that are teeming with innovative ideas.

It is a time when Indian businesses looking to establish themselves internationally must glance at Sweden and the Nordics, a place known for innovations and world class quality brands like IKEA, H&M etc. -- ANI

Union Civil Aviation Minister Hardeep Singh Puri on Monday clarified that the flight restrictions that have been imposed as a result of COVID-19 outbreak will be lifted once the spread of the infection is controlled. 12:17   Don't dilute lockdown guideline: Centre to states
The Centre has asked states and union territories to strictly comply with the lockdown measures announced to combat the novel coronavirus pandemic and not to dilute them at any level. In a communication to chief secretaries of state governments and Union Territory administrations, Union Home Secretary Ajay Bhalla said some states and UTs are issuing orders allowing activities which have not been allowed as per the guidelines issued by the home ministry under the Disaster Management Act, 2005.

"I would again urge you to ensure compliance of the revised consolidated guidelines, and direct all authorities concerned for their strict implementation in letter and spirit without any dilution and to ensure strict compliance of lockdown measures," he said.

The consolidated revised guidelines on the measures to be taken by central ministries and departments, and state and Union Territory governments were issued on April 15 after Prime Minister Narendra Modi announced extension of the nationwide lockdown till May 3. The lockdown was earlier from March 25 to April 14. The home ministry has sought strict implementation of the guidelines in all parts of the country to contain the spread of COVID-19.

The home secretary also drew the attention of the chief secretaries to the guidelines which categorically say that state and Union Territory governments will not dilute them in any manner and strictly enforce the same. They can, however, impose stricter measures than the guidelines as per the requirement of local areas. Bhalla also pointed out to a recent Supreme Court observation that all state governments, public authorities and citizens will faithfully comply with the directives and orders issued by the Union of India in letter and spirit in the interest of public safety.  -- PTI

Since Prime Minister Narendra Modi announced that the lockdown is being extended to May 3, spa owner Leo Tharmi Raikhan's phone has been ringing incessantly. 10:17   Defective ICMR tests kits delaying results: WB
The Health Department of West Bengal has alleged defective test kits supplied by the Indian Council of Medical Research (ICMR) being the reason behind the delay in COVID-19 testing in the state. In a series of tweets, the state Department of Health and Family Welfare said: "Apropos a mischievous report circulating in social media about the alleged delay in the time taken for testing swab samples in West Bengal, it is clarified that...the testing kits supplied by ICMR-NICED about two weeks ago have started to throw up a large number of 'inconclusive' results, necessitating a repeat/ 'confirmatory' test run, thereby causing a delay in the generation of the final test report," it tweeted."

The apparently defective test kits supplied by ICMR-NICED, Kolkata are resulting in a high number of repeat/ confirmatory tests and causing delays and other attendant problems at a time when we are battling a pandemic. This is an issue that ICMR needs to look into immediately," the health department said in another tweet.

The health department also said testing kits were being supplied from the National Institute of Virology, Pune but it has been routed from ICMR-NICED recently.

"There was no problem earlier when the testing kits were being received directly from National Institute of Virology, Pune. Recently, the supplies to Government Labs in West Bengal have been routed through ICMR-NICED, Kolkata," the department tweeted.

"This problem has been faced not just by Government labs in the State but other testing labs in the country, based on their feedback shared in the relevant user groups," it said in another tweet. -- ANI

08:43   More COVID-19 tests in US than India, 9 others
The United States has carried out more tests for the novel coronavirus pandemic than 10 other countries, including India, taken together, President Donald Trump has said. Trump asserted on Sunday that the US continued to make steady progress in its war against the coronavirus disease (COVID-19) and the country had tested 4.18-million people.

"That's a record anywhere in the world," he said. "We have done more testing than all of these countries combined -- France, United Kingdom, South Korea, Japan, Singapore, India, Austria, Australia, Sweden and Canada," Trump told reporters at a news conference in the White House.

The number of COVID-19 deaths in the US crossed 40,000 and the total infections were more than 764,000 so far. New York, the epicentre of the deadly COVID-19 in the US, has 2,42,000 cases and over 17,600 fatalities so far. It has registered a 50-percent decline in new cases over an eight-day period. "That's a fantastic climb," Trump said. "That's a beautiful thing to see after going through the opposite."

According to Trump, countries like Italy and Spain, which initially were reluctant in closing their country, had to pay a huge price. "We would've had millions of people die if we didn't do this,' he said, referring to the earlier projections of massive deaths if there were no social-distancing measures and the country was not closed.

More than 95 percent of America's 330 population are under stay-at-home order. "Instead, it looks like we'll be at about a 60,000-mark, which is 40,000 less than the lowest number (1,00,000) thought of," he said. "It's similar to a flu."

The president listed out the steps being taken by his administration on a war footing to address the challenge posed by the pandemic. "We are doing a great job," he said. Trump highlighted that the situation continued to improve with the declining trajectory of cases in Seattle, Detroit, New Orleans, Indianapolis and Houston Metro areas. -- PTI
