As Delhi faces an outbreak of chikungunya, dengue and other viral diseases, State Health Minister Satyender Jain is on a visit to Goa to oversee the Aam Aadmi Party's preparations for next years assembly elections, NDTV reports.

Chief Minister Arvind Kejriwal, who is in Bengaluru for throat surgery, shrugged off all responsibility and sought to deflect criticism over Jain's absence by pointing out that Delhi's Lieutenant Governor Najeeb Jung is not in the capital either. He is in the United States.

While Deputy CM Manish Sisodia in Finland, Kapil Mishra, the one AAP minister available in Delhi, blamed the Bharatiya Janata Party-ruled Municipal Corporation of Delhi for the crisis.

And Kejriwal, as he often does, cried foul for 'not having enough powers as CM'.

'CM n min left wid no power now, even to buy a pen. LG n PM enjoy all powers wrt Del. LG abroad. Question them for Del (sic),' he tweeted.

Three people died on Monday of chikungunya, the first deaths in the capital from the mosquito-borne disease. At least 10 people have died of dengue and malaria and hospitals are overflowing with patients.
