23:46   Coalition planes destroy IS chemical factory near Mosul
US-led coalition warplanes destroyed a factory in Iraq used by the Islamic State group to make chemical weapons, the Pentagon said today.
The production center, a converted pharmaceutical plant complex, likely made chlorine or mustard gas, said Lieutenant General Jeffrey Harrigian, who heads US Air Forces Central Command.
"This represents just another example of Daesh's blatant disregard for international law and norms," he told Pentagon reporters in a video call, using an Arabic acronym for IS.

The strike occurred yesterday near Mosul and was conducted by fighter jets, ground-attack aircraft and even a B-52 heavy bomber, the Pentagon said.

The Pentagon provided video of the strike, showing a series of large, flat-roofed buildings disintegrating under multiple explosions.

23:38   Former Israeli President Shimon Peres suffers stroke
The former Israeli President, Shimon Peres, has been rushed to a hospital outside Tel Aviv after suffering a stroke, his office says.

The 93 year old was fully conscious and in a stable condition at the Sheba Medical Centre in Tel Hashomer, according to a statement.

Peres was currently receiving medical treatment, it added.

In January, he underwent successful minor surgery at the same hospital after suffering a small heart attack.

The veteran politician has held almost every major political office since Israel was founded in 1948, and was the architect of Israel's secret nuclear programme.

He twice served as prime minister and was president from 2007 to 2014.

He won the Nobel Peace Prize in 1994 for his role negotiating the Oslo peace accords with the Palestinians a year earlier, a prize he shared with Prime Minister Yitzhak Rabin, who was later assassinated, and Palestinian leader Yasser Arafat.

22:07   'Acche din' slogan was originally coined by Manmohan Singh: Gadkari
Prime Minister Narendra Modi's famous slogan of 'acche din' had originally been coined by his predecessor Manmohan Singh but has now become the "millstone" around the NDA government's neck, Union Minister Nitin Gadkari said.

"Acche din maanne se hota hai (Good days depends on one's belief). It was at an NRI meet in Delhi that Manmohan Singh had said that 'Acche din ayenge' (good days will come).

"When asked when 'acche din' will come, Singh had replied, 'in the future'. Modiji said the same thing somewhere and it has now become the millstone around our neck," Gadkari said at an event in Mumbai.

Modi had extensively used the 'acche din' slogan during the last Lok Sabha elections.

21:52   Mulayam elevates Shivpal as SP UP chief in place of Akhilesh
The rift within the ruling Samajwadi Party in Uttar Pradesh widened on Tuesday as party supremo Mulayam Singh Yadav replaced his son and Chief Minister Akhilesh as the state unit chief with his brother and senior minister Shivpal Singh Yadav.

"SP President Mulayam Singh Yadav has appointed you as the president of the Uttar Pradesh unit. It is hoped that with your hard work, you will further strengthen the party," SP National General Secretary Ram Gopal Yadav said in a letter addressed to Shivpal Singh Yadav.

A copy of the letter was also marked to Akhilesh Yadav.

The development came hours after Akhilesh shunted out state Chief Secretary Deepak Singhal, considered close to Shivpal Singh, and replaced him with Rahul Bhatnagar.

Singhal had taken over as Chief Secretary nearly two months ago.

Disagreements between Akhilesh and Shivpal have been reported on several occasions in the past, including on the choice of official to be appointed as the state's chief secretary after Alok Ranjan's term ended, and the postponement of Qaumi Ekta Dal's merger with SP. 21:29   Edward Snowden urges Obama to pardon him
US intelligence whistleblower Edward Snowden called on President Barack Obama to pardon him, saying in comments published on Tuesday it had been morally "necessary" to shine a light on mass surveillance.

The former intelligence contractor has spent three years in exile in Russia after initiating the largest data leaks in US history, fueling a firestorm over the issue of mass surveillance.

"If not for these disclosures, if not for these revelations, we would be worse off," he told Britain's Guardian newspaper in a video-link interview from Moscow on Monday.

"Yes, there are laws on the books that say one thing, but that is perhaps why the pardon power exists -- for the exceptions, for the things that may seem unlawful in letters on a page but when we look at them morally, when we look at them ethically, when we look at the results, it seems these were necessary things," he said.

20:48   Dalai Lama urges talks with Islamic State, help for refugees
The Dalai Lama says there should be dialogue with Islamic State extremists to end bloodshed in Syria and Iraq, and argues that religion is never a justification for killing.
The Tibetan Buddhist spiritual leader, speaking today in Paris, said dialogue "is the only way," but didn't elaborate on how it should take place or with whom.
He insisted that Islam should never be conflated with terrorism.
"A genuine practitioner of Islam must respect others' lives," he said, adding that someone who kills in the name of Islam or Buddhism "is no longer a Muslim, or a Buddhist."
He urged European countries to take in refugees, such as those fleeing Syria's war, but said European governments should also work toward ending the war so that the refugees can go home.
The Dalai Lama himself fled Tibet and has lived in India for decades, effectively as a refugee, and is viewed by China as a separatist.
He slammed Chinese censorship as "immoral" but said he's optimistic that China will eventually relax restrictions and open up more.

19:49   Monsoon could start withdrawing in next 3-4 days: IMD
The southwest monsoon could start withdrawing in the next 3-4 days, the India Meteorological Department said even as the overall rainfall deficiency increased to 5 per cent.

"Conditions are becoming favourable for withdrawal of southwest monsoon from some parts of west Rajasthan during next 3-4 days," the IMD said.

The normal withdrawal of monsoon from west Rajasthan is September 1. Interestingly, it is also the frontiers where monsoon reaches last and withdraws first.

Cessation of rainfall activity over the area for continuous 5 days, establishment of anticyclone in the lower troposphere and considerable reduction in moisture content are three major factor that determine the withdrawal of the seasonal rainfall.

Meanwhile, the overall monsoon deficiency has reached to around 5 per cent.

From June 1 to September 13, the country as a whole has recorded 759.9 mm of rainfall as against 802 mm of precipitation, which is the normal level.

17:27   Cauvery protests sully Bengaluru's image; losses of Rs 25,000 crore
With widespread damage to the vital urban infrastructure, interruption in the transport including, roads, rail and air and inability of the workforce to safely move to and from offices and factories, Karnataka, particularly Bengaluru city, is estimated to have suffered a loss between Rs 22,000 to 25,000 crore due to the Cauvery dispute related violence, apex industry body ASSOCHAM said today.

"Violence in the state capital and other parts of Karnataka has severely dented the image of Bengaluru as Silicon Valley of India, home to almost all the Fortune 500 companies," said ASSOCHAM.

The strikes and bandhs should not be allowed to take violent shape and the law and order machinery should be geared up well in advance, with good amount of intelligence gathering, it said.

16:11   I&B ministry asks media to 'exercise restraint' while covering Cauvery violence
The Ministry of Information and Broadcasting has issued advisory to the media, appealing to exercise restraint while covering incidents of violence and rioting during the ongoing protests in Karnataka and Tamil Nadu.

Earlier in the day, Prime Minister Narendra Modi, Union Minister M Venkaiah Naidu and Karnataka Chief Minister Siddaramaiah expressed similar concerns.

Hyderabad police had also asked all TV channels to refrain from showing anything which may cause a law and order situation in the city.

Meanwhile, 350 people who set fire to buildings and public property in Karnataka have arrested based on video evidence from channels and police, Chief Minister Siddaramaiah said.

In Coimbatore, 30 activists of a fringe Tamil outfit were also arrested when they tried to stage a demonstration in front of Karnataka Association office, in protest against attacks on Tamils.

The activists of Naam Tamizhar Katchi, led by its district secretary Wahab raised slogans against Karnataka and proceeded to the association hall in Tatabad, police said.

15:56   Facebook apologises for removing 'napalm girl' photo
Facebook's chief operating officer has apologised to Norwegian Prime Minister Erna Solberg for deleting a photograph from its pages and conceded that 'we don't always get it right'.

Sheryl Sandberg said in a letter to Solberg that she'd raised important issues about Facebook's decision to remove postings of an iconic 1972 image of a naked, screaming girl running from a napalm attack in Vietnam.

Friday, following protests in Norway the tech giant reversed its decision and allowed the photo 'Terror of War' to be seen on its pages.

In a letter dated October 10, Sandberg conceded that historical importance 'sometimes ... outweighs the importance of keeping nudity off Facebook,' after Solberg had reposted the 1972 image and other iconic photos with black boxes covering parts of the images.

15:47   Cauvery violence: Siddaramaiah likely to meet PM tomorrow
Karnataka Chief Minister Siddaramaiah addressing the media on Cauvery issue.

-- We have been facing injustice on Cauvery Issue for a very long time.

-- The inability to implement the September 5 judgment (of the Supreme Court) is the reason why yesterdays direction came from the SC.

-- But we have had to deal with the situation arising out of it, we have to implement in the executive what judiciary has directed.

-- People should not take law in their own hands, don't cause damage to public property.

-- As per the order we've released water for six days. The order is hard to follow but well still follow the SC order.

-- (Kin of) whoever lost his or her life in police firing, will get Rs 10 lakh compensation.

-- I need the media's co-operation in bringing the situation to normal. Please join hands with the government. If you don't show volatility, it will help. Bengaluru isn't just capital of Karnataka but an international city -- Silicon Valley of India.

-- I have written to the prime minister to intervene in the matter, have asked for an appointment immediately. Most probably I will meet him tomorrow. I will request the PM to call TN CM Jayalalithaa as well.

-- It is true that violence is not a solution to any problem. We have to maintain peace and tranquillity in the society.

-- In sensitive areas where Ganesh Chaturthi, Onam and Bakrid are being celebrated, we have deployed security forces.

14:57   Convict in Jigisha murder case challenges death sentence
One of the two death row convicts in the 2009 Jigisha Ghosh murder case has moved the Delhi high court, challenging his conviction and the sentence awarded to him by the trial court.

Convict Amit Shukla, who along with accused Ravi Kapoor was handed down death penalty, has approached the high court, saying the trial court has awarded him the capital punishment by 'wrongly holding that the case falls in the category of rarest of rare'.

The trial court on July 14 held Kapoor, Shukla and Baljeet Malik guilty on various counts, including the murder of 28-year-old IT executive Jigisha.

The court while sentencing Kapoor and Shukla to death on August 22, had said the girl was killed in a 'cold-blooded, inhuman and cruel manner' and 'brutally mauled to death'.

While seeking setting aside of his conviction and order on sentence, Shukla through his counsel Amit Kumar said the trial court has committed error by awarding death penalty simply on the basis of biased jail/probation report about his client.

'It has also not been noticed that for the similar offence one of the convict has been sentenced for life imprisonment,' the appeal, which would come up for hearing on September 15, said.

14:18   Centre launches interactive dashboard for info on Padma awardees
The government has launched an interactive dashboard of all Padma awardees between 1954 and 2016, allowing users to explore details about the winners.

This marks another major step in the government's efforts to bring transparency and people engagement into the Padma Award process, official sources said.

The website, www.padmaawards.gov.in, enables a user to understand, explore and analyse all Padma awardees -- who was awarded what award, in which year, and belonging to which state and profession.

The sophisticated data visualisation engine processes complex data of around 4400 awardees till date, into a simple and intuitive format, empowering the user to understand and engage.

The government has already allowed Indians to recommend any achiever for the prestigious Padma Awards as it threw open the nomination process to general public to make it transparent and curb the crony culture of influence and lobbying.

The nominations can be made online but the nominators would be required to furnish their Aadhaar details for authenticity and accountability.

The government has already received over 1,700 nominations and the last date of nomination is September 15.

14:03   'Ask LG, ask PM', Kejriwal's response on chikungunya deaths in Delhi
As Delhi faces an outbreak of chikungunya, dengue and other viral diseases, State Health Minister Satyender Jain is on a visit to Goa to oversee the Aam Aadmi Party's preparations for next years assembly elections, NDTV reports.

Chief Minister Arvind Kejriwal, who is in Bengaluru for throat surgery, shrugged off all responsibility and sought to deflect criticism over Jain's absence by pointing out that Delhi's Lieutenant Governor Najeeb Jung is not in the capital either. He is in the United States.

While Deputy CM Manish Sisodia in Finland, Kapil Mishra, the one AAP minister available in Delhi, blamed the Bharatiya Janata Party-ruled Municipal Corporation of Delhi for the crisis.

And Kejriwal, as he often does, cried foul for 'not having enough powers as CM'.

'CM n min left wid no power now, even to buy a pen. LG n PM enjoy all powers wrt Del. LG abroad. Question them for Del (sic),' he tweeted.

Three people died on Monday of chikungunya, the first deaths in the capital from the mosquito-borne disease. At least 10 people have died of dengue and malaria and hospitals are overflowing with patients.

12:26   Cauvery row can only be solved within legal ambit: Modi
Prime Minister Narendra Modi today tweeted this message regarding the violence over Cauvery waters that has gripped both Karnataka and Tamil Nadu.

Dear brothers and sisters,

The situation that has emerged in Karnataka and Tamil Nadu, as a fallout of the issue of distribution of the waters of the Cauvery river, is distressful. I am personally pained at the developments.

Violence cannot provide a solution to any problem. In a democracy, solutions are found through restraint and mutual dialogue.

This dispute can only be solved within the legal ambit. Breaking the law is not a viable alternative. The violence and arson seen in the last two days is only causing loss to the poor, and to our nation's property.

Whenever the country has faced adverse circumstances, the people of Karnataka and Tamil Nadu, just like people across the country, have always handled the situation with sensitivity.

I appeal to the people of the two states, to display sensitivity, and also keep in mind their civic responsibilities.

I trust you will keep national interest and nation building above all else, and give priority to restraint, harmony, and finding a solution, eschewing violence, destruction and arson.

11:57   What Ajay Devgn has to say on 'Shivaay-ADHM' clash: Nothing
Social media, portals, TV screens and papers were recently agog when actor Ajay Devgn posted the now infamous phone recording of Kamal R Khan regarding his Shivaay and Karan Johar's Ae Dil Hai Mushkil, which will clash at the box office this Diwali.

During the trailer launch of his production venture Parched, when the actor was quizzed on the same, he avoided the question and said, "We're talking about good films so let's talk about good things as well!"

For the uninitiated, the Singham actor accused KRK of taking Rs 25 lakh from Karan Johar to speak ill of Shivaay. The film critic however denied the accusation in a press conference, which he held to address the issue.

Further, when Devgn was asked about Shivaay and ADHM's Diwali clash, he said, "We'll talk about this when the time comes!"

Speaking about Parched, which was premiered at the Toronto International Film Festival last year, the 47-year-old actor said, "It is sad that we had to show this movie abroad first, we hope people like it here as well."

The movie revolves around life of four women, who live an unwanted life in a village in north-western India, which still suffers from age-old issues like forced child marriages, spousal and familial rape and others. It tells the story of their standing up for themselves.

The movie, starring Tannishtha Chatterjee, Radhika Apte, Surveen Chawla, Adil Hussain, Sayani Gupta, Sumeet Vyas and others, is set to release on September 23.

He said it must be appreciated that 'we brought the city to order in time otherwise there would have been more loss of life'.

Meanwhile, Union minister M Venkaiah Naidu asked the media to 'exercise restraint in reporting on the incidents happening in both the states (Karnataka and Tamil Nadu)'.

"Highlighting such incidents might incite further violence; hope media would play a constructive role in ensuring peace and normalcy," Naidu said.

"I was supposed to rest five days -- that's what they told me on Friday -- and I didn't follow that very wise advice," Hillary told CNN's Anderson Cooper.

Saying that she now felt so much better, she insisted that she wanted to "get this over with and get back on the trail as soon as possible".

Has she not been fully forthcoming about her health condition? "Compare everything you know about me with my opponent. I think it's time he met the same level of disclosure that I have for years," she said in her interview.

In a statement issued through the Trump Campaign, Woolsey raised questions on Clinton's ability to lead the nation.

"Since Clinton left the State Department we have learned that she demonstrated a complete lack of understanding and an inability to lead the agency she headed in such a way as to maintain its mission and security," he alleged.

"Based on the emails thus far released we know that Secretary Clinton also lacks the ability to lead her senior managers while complying with and maintaining the basic protocols designed to protect our governments sensitive and classified information," Woolsey said.
