When Modi proposed & Atal disposed

The Indus Waters Treaty was not serving two barren Indian districts though it could, Narendra Modi thought. He called a meeting of senior officials in his government, who endorsed the view, and set in motion a process aimed at changing India's use of the pact. It was May 2002, and the proposal was shot down by then Prime Minister Atal Bihari Vajpayee.


Last week, Modi, now the Prime Minister, ordered a review of India's use of the bilateral treaty with Pakistan as part of New Delhi's diplomatic response to the Uri terror attack that left 19 soldiers dead. Modi's desire to take a re-look at the pact's use by India dates back at least 14 years.
