Why President Mukherjee was not wrong to impose Prez rule in Uttarakhand

President Pranab Mukherjee has come in for some criticism from the Congress and the media over his nod to declaring President's Rule in Uttarakhand. But sources tell us that the President is unmoved by the criticism since he has taken the decision based on constitutional requirements.

This is how it went.

The Presidential proclamation papers reached him on March 27 after which Arun Jaitley and Nripendra Mishra met him and posed two issues related to constitutional functioning.The Uttarakhand Budget if not approved from April 1 would mean the disbursement of salaries to lakhs of employees of the Uttarakhand government would have to be stopped. There was no clarity about the passage of the budget in the state assembly. A video of the proceedings gave a different outlook hence President Pranab Mukherjee went by the rule book. The President also met the Congress delegation, Uttarakhand MLAs, legal experts before he decided to impose President's Rule in the state. After all that he was left with no option but to go by rule book.
