Delhi Lieutenant Governor Najeeb Jung has directed all officials and ministers of the Aam Aadmi Party-led government to refer all the files to him.

Jung, while referring to the Constitution, the Government of National Capital Territory of Delhi Act, 1991 and Transaction of Business Rules, said the role of the chief minister and the council of ministers is to aid and advise him.

The tussle between Jung, who reports to the central government, and Kejriwal reportedly began soon after the Aam Aadmi Party came to power in February.

After taking charge, Kejriwal reportedly directed that files related to the police, public order and land -- subjects over which his government has no jurisdiction -- should be routed through him. The Lieutenant Governor reportedly wrote back in April saying that he was not obliged to do so.

This was followed by Kejriwal's letter to all departments not to bother the Lieutenant Governor's office with files that can be dealt with by the chief minister. On Sunday, Jung directed the Chief Minister's office to withdraw the order.
