Congress president Sonia Gandhi and PM Dr Manmohan Singh may be away from India, but the Parliament was seen to be functioning perfectly well in their absence, but attendance was skeletal, and few MPs from the Treasury benches bothered to participate in the discussions.

Sonia Gandhi is in the US after she fell ill last week, while the PM is attending the G20 summit in St Petersburg.
