21:10   If FIR is lodged against me, I'll quit: Sibal
Union Minister Kapil Sibal on Thursday downplayed the registration of a CBI case against Maharashtra minister Rajendra Darda in coal block allocation case but said he himself would have resigned if any FIR was filed against him.

"If anybody lodges an FIR against me, I will resign," Sibal told reporters.

He, however, added "what is an FIR...It is the originatiing point, the beginning of an investigation. FIR is not prima facie (evidence of some case). The chargesheet is prima facie...Is this the law in our country that you resign if anybody files an FIR"?

The Union minister was replying to questions about the case lodged by CBI against the Rajendra Darda.

Sibal also sought to pick holes in the CAG report which has computed alleged undue benefits of Rs 1.86 lakh crore to private companies in coal block allocation, by questioning why the CAG changed its mind after saying that estimates were being employed to project and emphasize a material issue and it should not be construed as a core finding.

He also wondered why the CAG did not call a meeting to discuss the revised draft performance audit report despite a request from the Coal Ministry in March this year.

20:13   Terror alert at 2 oil refineries in Mumbai
Security has been stepped up at two major oil refineries in Mumbai following "specific" intelligence inputs warning about a possible terror strike, police said on Thursday.

"There is an alert to intensify security in and around the Bharat Petroleum Corporation Limited and Hindustan Petroleum Corporation Limited refineries following specific information about a possible terror attack," a police officer involved in the exercise told PTI on condition of anonymity.

The security to these installations is provided by the CISF in coordination with state police.

The officer declined to divulge any further details about the terror alert.

The two public sector refineries, located close to Bhabha Atomic Research Centre (BARC), the country's premier multi-disciplinary nuclear research facility in suburban Chembur, produce about 20 million tons of fuel every year.

Security at BARC has also been further tightened, the officer said.

Senior BJP leader Jaswant Singh (and one time vice-president candidate) today claimed mistakes committed in understanding and management of border issues, resulted in the Indo-China war in 1962 and later territorial disputes with Pakistan.

Mistakes committed in domestic policy matters would be corrected in a lifetime but mistakes with regard to foreign policy issues take generations to correct, Singh, a former Defence and External Affairs Minister, said in an interaction with academicians here. To a query on 1962 Indo-China war trauma, he claimed India has not entirely come out of the trauma and to overcome it, the country needs a robust leadership which is absent at present.
