Haryana on rapes: Haryanvis not mentally developed

Another bizarre defence, this time from the Harayana government on the spate of rapes in the sate. The state government says that people in the state haven't shown any social or mental progress leading to a rise in rapes. The state has progressed economically, but Haryanvis not mentally developed.
