Pranab: PM's approval for rail budget not required

Pranab Mukherjee says Mamata Banerjee's communication is under active consideration. He says the approval of the PM is not required for a railway budget, only the FM's approval is required. And now that it has been presented in the House, the rail budget becomes the property of the house.
