Bail application of PradeepShukla, senior IAS officer and an accused in multi-croreNational Rural Health Mission scam, was on Monday rejected by aspecial CBI court in Ghaziabad.

The court rejected the plea saying that the accused couldtamper with the evidence and influence the witnesses, public prosecutor told PTI. Shukla, who was arrested on May 11 in Lucknow by the CBI for his alleged involvement in the Rs 5,700-crore NRHM scam,has moved the bail plea on health grounds.

AFP reports: Colorado prosecutors charged James Holmes on Monday with 140 counts of murder or attemptedmurder, including 12 of first-degree murder for each fatalityin the Aurora cinema shooting. Twelve people were killed and 58 were wounded after agunman burst into a sold-out midnight viewing of the latest Batman film, The Dark Knight Rises, and began shooting people at random.

A meeting of the Congress-NCP coordination committee in the state would take place around August 2 or 3, in the backdrop of the recent standoff between the two parties.            

"The meeting is expected to take place on August 2 or 3," state Congress chief Manikrao Thakre told reporters here today. The committee was revived after the recent standoff.

Congress President Sonia Gandhi has more or less finalised the plan to tweak the Union Cabinet before Parliament opens on August 8. Three ministers will be shifted to the new portfolios.

Home Minister P Chidambaram, as expected, will become the finance minister. He succeeds Pranab Mukherjee who has become President of India. He is impatiently waiting for the announcement to be made within three to four days, reports rediff.com's Sheela Bhatt.

While talking to rediff.com, senior Congress leader claimed that Rahul Gandhu is unlikely to join the government. He is likely to take a more active role in the party.

Senior NCP leader Praful Patel has been included in the Group of Ministers to tackle corruption, a development which assumes significance against the backdrop of recent complaint by the UPA ally that its voice was not being heard in Government functioning.

Patel was nominated in the important GoM by Prime Minister Manmohan Singh a few days back, sources told PTI.

However, he did not attend the first meeting of the GoM held today under its new chairman Defence Minister A K Antony. Patel's nomination assumes significance as the NCP had last week gone public over its unhappiness with the government saying that voice of UPA allies was being ignored in the functioning of the government.

21:00   TN Express fire: Sabotage not ruled out, says Roy
Railway Minister Mukul Roy did not rule out the possibility of a blast behind the devastating fire in Tamil Nadu Express that left 28 passengers dead today.

"I am not excluding anything. I got a call from the Divisional Railway Manager that there was a report of a blast. I don't want to dwell on it further since you will infer that I am trying to divert the cause of the mishap to another direction," Roy told reporters in Kolkata fore leaving for the accident site.

India American Nikki Haley, the South Carolina Governor, would campaign for Mitt Romney, the presumptive Republican presidential nominee, in Michigan.

Though one of the few national leaders to have endorsed Romney in his early campaign, Haley has been a bit late in joining the election campaign, while Indian American Bobby Jindal, the Louisiana Governor, has been holding a series of election meetings in the last few weeks.

According to Romney Campaign, Haley would attend office openings in Lansing and Ann Arbour; Michigan. She will also attend a roundtable in Lansing, Michigan. She is expected to join small-business owners for a 'Built By Us' rally tomorrow in Ann Arbor. Haley too is being touted as the potential vice presidential running mate for Romney; who is said to be in the final stages of making a final decision in this regard.

Prime Minister Manmohan Singh today congratulated shooter Gagan Narang for winning Bronze medal at the London Olympics and wished him further success in the remaining events. "I join the nation in congratulating shooter Gagan Narang for winning the Olympic Bronze medal in the 10 metre air rifle event," Singh said in a message. "I wish Narang more success in the two other events he is particiapting in," the PM said.

Terming the drought in the state as "worst", Maharashtra Water Supplies and Sanitation Minister Laxmanrao Dhoble today said the average rainfall recorded in the state till July-end is a meagre 24 per cent. 

"The state is facing the worst drought. It is a cause of concern and the state government will seek appropriate fund from the Centre to tackle the situation," Dhoble told reporters. 

He said the average rainfall this year compared to last year is less than 50 percent.

There was an unusual sense of calm in B S Narang's body language even as he was glued to the television set watching his son Gagan take the final aim during the 10m Air Rifle event at London.

As Gagan clinched India's first medal in this edition of the Olympics, you know from where the burly shooter has inherited composure that is so required in a precision event such as shooting.

"If he calls me, I will congratulate him and tell him to do well in the next two events. He still has two more events left on August 3 and 6 (50m Rifle 3-Position & 50m Rifle prone). He should concentrate on those two events," senior Narang stated in a composed manner as media persons jostled for some sound bytes at their residence in Hyderabad.

Fourteen people have died, including one in the capital, Kampala, since an Ebola outbreak began in western Uganda three weeks ago. Uganda's President Yoweri Museveni has called on people to avoid physical contact. Ebola is one of the most virulent diseases in the world.It is spread by close personal contact and kills up to 90% of those who become infected, reports the bbc.

There is no vaccine for the virus. Symptoms include sudden onset of fever, weakness, headache, vomiting and kidney problems.

President Pranab Mukherjee today congratulated shooter Gagan Narang for winning a bronze medal in the 10m Air Rifle event of the London Olympics. Narang shot 103.1 in a gripping ten-shot finals for an aggregate of 701.1 after scoring 598 in the qualifying round in which also he stood third. Beijing Olympics gold medallist Abhinav Bindra could not make the final in the same event.

Anna Hazare today asked the government to bring a strong Lokpal Bill or quit while his team softened its stand on yoga guru Ramdev whom they attacked yesterday for sharing dais with Gujarat Chief Minister Narendra Modi.

After an impressive turnout yesterday, the morning crowd at the fast venue of Jantar Mantar here was small but it grew to around 2,000 in the afternoon.

As Hazare's fast entered the second day and his aides' sixth day, Team Anna said the government will have to send a messenger to the 74-year-old activist if it wanted to resolve the issue. They also came with a bizarre statement during the day by appearing to see a conspiracy in the collapse of the northern power grid, alleging that new developments are happening as Hazare is sitting on an indefinite fast.

The disappointing show by Indian archers continued as Laishram Bombayla Devi bowed out in the pre-quarterfinals of the women's individual recurve event losing 2-6 to Mexico's Roman Aida at the Lord's ground here today.

This was after Bombayla won her first round encounter against Evangelia Psarra of Greece 6-4. In individual events, which is decided on best of five sets (three arrows each), one who wins a set irrespective of the margin gets two points.

The target score in the pre-quarterfinal match against Aida was 107-93 in favour of the Mexican. Bombayla missed the target altogether as she got a zero in the fourth set which turned out to be the decider.

16:39   Election Commission to meet Returning Officer tomorrow
Keen to avoid a fiasco similar to  Samajwadi Party chief Mulayam Singh Yadav receiving two ballot papers during the presidential election, the Election Commission is holding a review meeting tomorrow with the returning officer for the vice-president's election.

Returning officer T K Viswanathan says major issues have to be sorted out and the foremost is the casting of the ballot  by Jagan Reddy. 

Another question is, can three Lok Sabha MPs -- Dimple Yadav (SP), Rajamohan Reddy (YSR Congress) and Shanta (BJP) -- cast their votes in the vice-president polls?

The returning officer will need to consult the EC's legal section  since Dimple Yadav is yet to take the oath of office. Ditto with Rajamohan Reddy, who has been elected but has not taken oath so far. And Shantha has been disqualified as Lok Sabha MP.

16:18   Gujarat riots: Lifer for 21 guilty of killing 11
Just in: Twenty-one accused, found guilty in the Mehsana riots in post-Godhra Gujarat have been given a life term. They are guilty of butchering 11 people of one family in the Dipda Darwaja area of Visnagar town in Mehsana district, Gujarat. The remains of two people were found from the site, while the other nine bodies were thrown in a village tank two km away. Sixty-one people, including former MLA Prahlad Gosa, have been acquitted.

Asked if he suspected any act of sabotage, Railway minister Mukul Roy said, "I will not say anything at this stage." He said that there was a talk about short circuit as also some inflammable substance being carried by a passenger.

"Nothing can be excluded and nothing can be said without an investigation. It will be investigated if inflammable substances were in the compartment or it was caused by a short circuit," the minister said.

Ishan Shah, who was travelling in the ill-fated coach and had woken up due to the disturbances, said that he had not heard any blast.

An idea ripe for picking... Indonesia's state-run railway company has lowered the electrical lines powering commuter trains in its latest bid to stop commuters from riding on train roofs.
Officials have failed for years in their battle against the roof riders. They have tried everything from spraying the top of trains with red paint to appealing for help from religious leaders.

Earlier this year they suspended rows of grapefruit-sized concrete balls just above the trains. Still, it is common to see people sitting atop the trains, which link Jakarta and surrounding areas.

Railway official Mateta Rizahulhaq said today that lowering the power lines will also allow for the construction of bridges over the tracks and will maximise power transmission. Passengers often complain there aren't enough trains and there are too many delays.

Update on the Tamil Nadu Express fire. Railway Minister Mukul Roy today said that some injured passengers and a gateman had heard a loud sound when the S-11 coach of Tamil Nadu Express caught fire, but refused to say at this stage whether he suspected sabotage.

"Some of the injured passengers admitted to hospitals and a gateman at one of the level crossings near Nellore station heard a loud sound when the fire occurred in the coach," Roy said before leaving for the accident site at Nellore in Andhra Pradesh.

Asked if he suspected any act of sabotage, Roy said, "I will not say anything at this stage." "Nothing is being ruled out and nothing can be said without an investigation. It will be investigated if inflammable substances were in the compartment or it was caused by a short circuit," the minister said.

Back in India, in Delhi, India Against Corruption (IAC) members and Anna Hazare supporters are protesting outside Agriculture Minister Sharad Pawar's residence in New Delhi right now. The Delhi Police are trying evict them. 

Yesterday, 50 supporters of Team Anna, turned up to protest outside Prime Minister Manmohan Singh's official residence, 7 Race Course Road. They were all detained, and a day later, Anna apologised for the incident.

Yesterday, there was a show of strength of sorts with at least 6000 people protesting at Jantar Mantar.

Abhinav Bindra's Olympics will be over by Monday evening but the Indian shooter's work with the letter-opener may only just be beginning.

After winning gold in the 10-meter air rifle event at the 2008 Beijing Olympics, Bindra says he was besieged with roughly 380,000 congratulatory telegrams that were "lugged" to his home in Chandigarh by the local postman. It was a rare moment of recognition for an Indian sportsman outside the world of cricket.

13:03   Poor turnout again? Anna blames North grid failure
Update on Anna Hazare, who has entered the second day of his indefinite fast today. Anna today warned the government that it would have to go if it does not bring a strong Lokpal Bill as a "wave of protest" is building up.

After an impressive turnout yesterday, the morning crowd at the fast venue of Jantar Mantar here was just around 400 with organisers blaming the low turn out on rains and disruption in Metro services due to collapse of the Northern Power Grid.

They said they expect the crowd to swell as the day progressed. 74-year-old Hazare took the dais at 11 am and said, "The way this wave of protest against corruption is building in the country, I am getting this feeling that the government would have to bring a strong Lokpal Bill or else it will have to go."

His close aide Arvind Kejriwal, who is into his sixth day of fasting, tweeted, "This time its do or die. Dedicate this week for the country. Take off from your work and college. Take to streets. Just one week. "Pray for a corruption free India. I am very, very confident that time for India has arrived. Future belongs to India. And it will happen soon," he added.

Another Team Anna member Kiran Bedi said the next few days will decide the future of the country. "It either embarks on a journey of equitable prosperity or remains a crony oligarchy!" she tweeted.

Union Home Minister P Chidambaram has reached the violence-hit areas of Assam beginning today and review the security situation. Chidambaram will review the law and order situation in Kokrajhar and neighbouring areas and will meet senior state government officials during his visit. 

Chidambaram, who has been closely monitoring the situation in Assam, will take stock of the law and order situation in four violence-hit districts Kokrajhar, Chirang, Dhubri and Bongaigaon.

He will also review the relief and rehabilitation steps taken for those who lost their kin and suffered losses during the violence, which so far claimed over 50 lives and left almost four lakh people homeless. 

The Home Minister will also be meeting Assam Chief Minister Tarun Gogoi and state Governor JB Patnaik.

The elaborate cauldron lit at the London Olympics opening ceremony has been extinguished while it is relocated to another part of the stadium. The Olympic cauldron -- which traditionally burns for the entirety of each Games -- was seen unlit within the Olympic Stadium at 11.14pm late yesterday.

The Olympic flame -- a symbol of the Olympic Games movement -- would be kept burning in a lantern used during the torch relay until the cauldron was relit later today.

Railway Minister Mukul Roy today ordered an inquiry into the Tamil Nadu Express fire mishap and announced an ex-gratia payment of Rs 5 lakh each for the next of the kin of those killed in the incident that left 47 people dead. He also announced a payment of Rs one lakh each for those who were grievously injured and Rs 25,000 for those who suffered simple injuries.

This is the second major train accident in Mukul Roy's watch. Two trains collided at Penukonda in Andhra Pradesh on May 22, leaving 24 people dead and over 30 injured. The Hampi Express was on its way to Bangalore when it rammed a goods train.

11:40   30 of 47 charred bodies retrieved from Tamil Nadu Express fire
Officials have retrieved 30 charred bodies from the Tamil Nadu express at Nellore. A special train has been arranged to ferry the relatives to the accident site, which is expected to reach at around noon today.  

At least 47 passengers were killed and 22 injured when a massive fire broke out in the New Delhi-Chennai Tamil Nadu Express in Nellore city of Andhra Pradesh in the early hours today.

Nellore District Collector B Sridhar, who led the rescue and relief operation, said that the S 11 coach of the train was completely gutted in the fire, which broke out at around 4:20 am.

"The fire was first spotted by the gateman as the train was leaving Nellore for Chennai and he immediately alerted the station manager of Nellore. He brought the train to a halt," Sridhar said.

There were 72 people inside the coach and there were fears that the toll could mount further. A special train carrying relatives of passengers of the Tamil Nadu Express has left New Delhi for the accident site.

A day after the Samajwadi Party disowned him for his interview of Gujarat Chief Minister Narendra Modi, Shahid Siddiqui, Editor of Urdu weekly Nai Duniya, hit back on Sunday, saying the party had shot the messenger.

Defending his decision to interview Modi, Siddiqui said he asked the Chief Minister tough questions on his role in the 2002 riots, which none had done so far. "I asked questions which nobody poses to Mr. Modi. People are scared even to see him in the eyes, but I asked him tough questions. So there is no question of my favouring anyone.'

11:18   Delhi Metro got power from Bhutan
Delhi Metro was getting hydel power from Bhutan on priority basis along with power from AIIMS and Prime Minister's House to run the services.

As services were not available in the morning, people were forced to take over-crowded buses and auto rickshaws. Passengers said there were no announcements about the power failure at Metro stations. Delhi Metro carries around 18 lakh passengers a day.

"It was a horrible night. It was a bit humid and without fans, it was difficult. The morning also proved disastrous as we could not get water as motors could not be operated," said Manjari Mishra, an office-goer.

The minimum temperature was recorded at 28 degree Celsius while the humidity was at 81 per cent. A Delhi airport official said as soon as there was a disruption in power supply, all essential services like flight arrival and departure, check-in, baggage handling, aerobridge services were shifted to the back-up system.

However, there were reports of air conditioning not functioning in Terminal 1D and some portions of Terminal 3. Also, there was no power in some retail outlets at the airport.

"Overall ninety-five percent of our services remained unaffected", a spokesperson said. "All flight operations at IGIA are normal with no cancellations and delays. The power supply was restored to DG Systems instantaneously and has been running smoothly," the spokesperson said.

Union power minister Sushilkumar Shinde said 60% power has been restored in the northern region with power in essential services -- Metro, trains, hospitals -- already restored. Shinde says this type of grid failure has happened after 10 years. Power has been taken from eastern and western grids to restore supply.
As of now, a three-member committee has been formed to inquire into the matter.

Metro services in Delhi have been completely restored as also train services across the seven states affected by the northern grid failure.

Most parts of North India are reeling under severe power outage since early morning today, due to collapse of Northern electricity transmission grid.

The collapse of the Northern power grid impacted public transport systems including, Railways and Delhi Metro. The fault is not known as yet... somewhere near Agra, a failure has happened. We will enquire that," Power Minister Sushilkumar Shinde said. Even though the exact reason for the grid failure is yet to be ascertained, official sources that many lines tripped and there could be even be the possibility of over withdrawal of power by some states.

10:47   25 pilgrims killed in head-on collision in Haryana
Just in: At least 25 pilgrims on their way back from Rajasthan were killed in a head-on collision between two trucks in Haryana's Bhiwani district Monday morning, police said.

Twenty-two people died on the spot, while three others succumbed to their injuries in hospital, a police officer here. Police officials in Bhiwani and Hisar said nearly 25 people were injured in the accident. They were shifted to hospitals in Hisar town, 15 km from the accident site.

10:40   Northern power grid failure hits train services
Train services were disrupted in Punjab, Haryana and Chandigarh due to collapse of the northern grid on Monday morning, leaving a large number of passengers stranded.

A number of passenger trains bound for Delhi and beyond, Chandigarh, Amritsar, Jammu, Ferozepur and Kalka were stranded at way side stations due to failure of electricity, a senior railway official said in Chandigarh.

He said efforts were on to move the passenger trains with diesel engines after detaching them from running goods trains which would remain halted at way side railway stations.

The stations where passenger trains were stranded include Ambala, Kurukshetra, Phillaur, Sirhind, Ludhiana, Phagwara and Karnal.

10:05   Never called Modi a national saint: Cong MP
Congress MP Vijay Darda on Sunday night retracted from his remark praising Gujarat Chief Minister Narendra Modi. Darda earlier called Modi a tiger and a national saint.

"I was actually ridiculing Modi when I said 'the lion of Gujarat' what I actually meant was to mockingly refer to the man who has held the BJP and the RSS hostage," Darda said.

Clarifying on sharing stage with Modi, Darda said, "There is nothing wrong in sharing a platform with Modi. It was not a political platform it was a religious one."

Darda further said that he was the "vocal critic" of the "murder of humanity" that took place in 2002 in Gujarat and has raised his voice against the communal riots in Rajya Sabha and at other public platforms.

The MP said that he had not called Modi a "saint", but a "political saint". Darda, who on Sunday shared a stage with Modi in the city, called him a "tiger" of the state leaving Congress red-faced.

The BSE benchmark Sensex on Monday rose nearly 145 points in early trade, extending gains for the second straight session on sustained buying by funds and retailers tracking a firming trend in Asian region. 

The 30-share barometer, which had gained almost 200 points on Friday, rose further by 144.99 points, or 0.86 per cent, to 16,984.18. 

All the sectoral indices led by banking, capital goods and power, were trading in positive territory with gains up to 1.15 per cent. 

Similarly, the wide-based National Stock Exchange index Nifty moved up by 43.50 points, or 0.85 per cent, to 5,143.35.

The trading sentiment remained firm on continued buying by funds and retail investors amid a firming trend in Asian regions following Friday's gain on Wall Street on hopes for US and European stimulus measures to stoke economic growth.

09:41   Anna Hazare's fast enters 2nd day. Will govt blink?
Anna Hazare's fast-unto-death entered day two on Monday at Jantar Mantar to press for a strong Lokpal Bill. The Gandhian had joined his three close aides on fast on Sunday despite warnings about his health. 

Arvind Kejriwal, Manish Sisodia and Gopal Rai went on an indefinite fast on July 25. Anna's fast came after his four-day ultimatum to the government to concede to his demands on Lokpal Bill found no response. 

"Till we get Jan Lokpal, the countrymen will not allow me to die", Hazare had said addressing his supporters on Sunday. 

"They (politicians) are servants and we people are the owners; but the picture today is that people have become the servant and the politicians are the owner," he thundered to loud cheers. 

"This movement is to awaken the people," he added.

Operations at the Delhi airport largely remained unaffected even as power supply to six states was hit early Monday morning due to the failure of Northern Grid.

"As soon as there was a disruption in power supply, all our essential services like flight arrival and departure, check-in, baggage handling, aerobridge services were shifted to our back-up system. So all these operations remained normal", an airport spokesperson said.

"We have one of the best DG (Diesel Generating) back-up system of the world. However, there might be some disruption in our non-essential services", he added. 

There were reports of air conditioning not functioning in Terminal 1D and some portions of Terminal 3. Also, there was
no power in some retail outlets at the airport.
