19:38   US to start receiving H1B visa applications from March 1
The highly anticipated H1B visa filing season for fiscal 2023-24 will officially begin on March 1 when the United States immigration agency will start accepting applications for skilled foreign workers visas, the most sought-after by Indian IT professionals.

The H1B visa is a non-immigrant visa that allows US companies to employ foreign workers in speciality occupations that require theoretical or technical expertise.

Technology companies depend on it to hire tens of thousands of employees each year from countries like India and China.

The US Citizenship and Immigration Services (USCIS) said for the fiscal year beginning October 1, 2023, it will accept applications between March 1 and March 17 petitions for H-1B visas that allow them to work and live in the US for up to six years in specialised fields such as technology, engineering, and medicine.

After six years, it opens up pathways to permanent residency or Green Card.

'If we receive enough registrations by March 17, we will randomly select registrations and send selection notifications via users' myUSCIS online accounts. If we do not receive enough registrations, all registrations that were properly submitted in the initial registration period will be selected,' the USCIS said.

'We intend to notify account holders by March 31,' a media release said.

The USCIS said it would release additional information in the coming weeks.

The H1B visa allocations are capped at 85,000 visas per year, with 20,000 of those set aside for workers holding advanced degrees from US institutions.

The remaining 65,000 visas are awarded through a lottery system, making the competition for H1B visas fierce.

The high demand for H1B visas has led to calls for reforms to the programme, with many advocating for an increase in the number of visas available and a simplification of the application process.

Proponents argue that the H-1B programme is crucial for maintaining the United States' position as a global leader in technology and innovation, while also supporting the country's economy.    -- PTI

18:58   Houses of Hindus, Christians demolished in Pak
Authorities in Pakistan's Rawalpindi have demolished houses of a minority community, a Hindu and a Christian family, who were living in the area for the past 70 years.

As per the sources, at least five houses were demolished in the Cantonment area of Rawalpindi on January 27 that belonged to a Hindu family, a Christian family and the Shias.

Their belongings were thrown on the streets in the neighbourhood.

The Hindu family was forced to take shelter in a nearby temple, whereas the Christian family and Shias were forced to live without any shelter.

Sources reveal that the victims' families tried to take a stay order from the court, but authorities used force to demolish their houses.

A Hindu victim said, "They are mafias and came in a group of at least 100 people. They even harassed us, attacked us as we tried to counter them. They are so powerful that no FIR was registered at the police station."

He added, "We tried to oppose them in a court, but the Cantonment Board has only one judge, Naveed Akthar, who takes their favour. We were having all the papers as we have been living here for over 70 years. They have not given us any notice and no time to save our household goods. We have no option but to take the family to a temple."   -- ANI

17:36   UK PM Rishi Sunak sacks Tory party chief over tax penalty row
British Prime Minister Rishi Sunak on Sunday sacked one of his Cabinet ministers and Conservative Party chairman, Nadhim Zahawi, after he was found to have been in serious breach of the Ministerial Code.

Zahawi, who was a minister without portfolio as the chief of the governing Tory party, had faced fierce pressure in recent days to quit over questions about his finances after it emerged that he had agreed a penalty settlement with His Majesty's Revenue and Customs (HMRC) department.

Sunak had ordered an independent investigation into the Iraqi-born former Chancellor's tax affairs amid growing Opposition demands for him to sack Zahawi.

His independent ethics adviser, Sir Laurie Magnus, submitted his assessment on whether the HMRC settlement amounted to a breach of the ministerial code.

When I became Prime Minister last year, I pledged that the government I lead would have integrity, professionalism and accountability at every level, writes Sunak in his letter to Zahawi, released by Downing Street.

"Following the completion of the independent adviser's investigation the findings of which he has shared with us both it is clear that there has been a serious breach of the Ministerial Code. As a result, I have informed you of my decision to remove you from your position in His Majesty's government," he said.

He added that Zahawi should be 'extremely proud' of his 'wide-ranging achievements in government over the last five years', particularly crediting his 'successful oversight of the COVID-19 vaccine procurement and deployment programme'.

In the correspondence to Sunak, also released by Downing Street, Magnus said his overall judgement was that 'Mr Zahawi's conduct as a minister has fallen below the high standards that, as Prime Minister, you rightly expect from those who serve in your government'.

Earlier this week, Zahawi said he welcomed the investigation and looked forward to 'explaining the facts of this issue' to Magnus the UK Prime Minister's Independent Adviser on Ministers' Interests.

"In order to ensure the independence of this process, you will understand that it would be inappropriate to discuss this issue any further, as I continue my duties as chairman of the Conservative and Unionist Party," Zahawi said at the time.

The minister has insisted he 'acted properly throughout' and any tax error was due to being careless and not deliberate.

The Opposition parties and even some members of the Conservative Party had called for Zahawi to step down as Tory chairman amid too many unanswered questions.

In his report, dated 29 January, Magnus notes: "Given the nature of the investigation by HMRC, which started prior to his appointment as secretary of state for education on 15 September 2021, I consider that by failing to declare HMRC's ongoing investigation before July 2022 despite the ministerial declaration of interests form including specific prompts on tax affairs and HMRC investigations and disputes Mr Zahawi failed to meet the requirement to declare any interests which might be thought to give rise to a conflict."

He adds: "I also conclude that, in the appointments process for the governments formed in September 2022 and October 2022, Mr Zahawi failed to disclose relevant information in this case the nature of the investigation and its outcome in a penalty at the time of his appointment, including to cabinet office officials who support that process.

"Without knowledge of that information, the Cabinet Office was not in a position to inform the appointing prime minister."   -- PTI

15:47   Rahul hoisted tricolour in J-K when...: Mehbooba
People's Democratic Party president Mehbooba Mufti on Sunday said Congress leader Rahul Gandhi unfurled the national flag here under 'different circumstances' when Jammu and Kashmir has been turned into a military garrison and assurances given by the Constitution demolished by the Bharatiya Janata Party.

She said former prime minister Jawahar Lal Nehru first unfurling the tricolour in Kashmir in 1948 amongst a sea of people was a momentous occasion marked by celebrations.

'Today history stands witness as RG (Rahul Gandhi) unfurled the same flag albeit under completely different circumstances at a time when J and K has been turned into a military garrison.

'Assurances given by Indian Constitution have been demolished by BJP and is a complete betrayal,' Mehbooba said in a series of tweets.

'In 1948 when PM Nehru first unfurled tiranga in Kashmir amongst a sea of people, it was a momentous occasion marked by celebrations.

'People of J and K had successfully fought off invaders by pushing them back and thus began a new relationship with India based on mutual trust and respect,' she said.

The former chief minister said Nehru's efforts ensured a Muslim-majority Jammu and Kashmir acceded to India.

'He assured Kashmiris and allayed concerns about preserving their identity not only in terms of religion but also culturally within India.

'This was achieved through constitutional safeguards guaranteed by Article 370,' she said.

Despite these facts, the BJP claims to have resolved the Kashmir issue by the 'unconstitutional abrogation of Article 370', Mehbooba said.

'Not only have they failed to address the issue but also gifted 2000 sq km of our territory to China,' she said.  -- PTI

08:19   Ladakhi innovator Wangchuk on 5-day hunger-strike
Sonam Wangchuk, a prominent engineer whose life inspired a character in Bollywood blockbuster 3 Idiots, has claimed that he placed under house arrest at his institute in Leh, a charge denied by the police which said he was only prevented from observing a five-day-long fast at Khardung La top.

The Ladakh-based innovator had announced a five-day long hunger strike at 18,380 feet high Khardung La from January 26 to invite attention of the Bharatiya Janata Party-led Centre to the demands of the people of Ladakh, including extension of sixth schedule of the Constitution and environmental protection form unchecked industrial and commercial expansion.

Barring BJP, almost all major political parties, social and religious groups and student organisations have come together in both Leh and Kargil districts in support of the demands, including statehood and constitutional safeguards after the region was given a Union Territory status in August 2019 after being carved out of J&K.

"He (Wangchuk) was not given permission by the administration to hold a five-day fast at Khardung La pass as the temperatures fall below minus 40 degrees Celsius there.

"It was high risk for him and his followers to move to the place and accordingly, he was requested to observe the fast at his Himalayan Institute of Alternatives, Ladakh campus," senior superintendent of police, Leh, PD Nitya said.

She said police intercepted him when he tried to move towards Khardug La pass and requested him to return but he showed resistance and was brought back under lawful action to his institute.

"He has signed a bond and police was deployed as a precautionary measure as he did not cooperate with the police," the officer said.

However, Wangchuk said "he was under house arrest, actually worse than the house arrest at the institute where he had started the five-day fast coinciding the Republic Day." -- PTI
