22:51   Parl panel to discuss Facebook issue on Wed
Amid a political slugfest over the Facebook issue, a parliamentary panel will meet on Wednesday to discuss alleged misuse of the social media platform.

The Parliamentary Standing Committee on Information Technology, headed by senior Congress leader Shashi Tharoor, has summoned representatives of Facebook and will hear their views "on the subject of safeguarding citizens' rights and prevention of misuse of social/online news media platforms including special emphasis on women security in the digital space," according to the agenda of the meeting.
It has also called representatives of the Ministry of Electronics and Information Technology on the same issue.
The meeting of the panel was adjourned on Tuesday in view of the national mourning due to the demise of former President Pranab Mukherjee. Its agenda for the day was suspension of internet services in several parts of the country.
However, panel members were intended to discuss the suspension of internet services in Jammu and Kashmir, a source said.
Tharoor's announcement that the panel would like to hear from Facebook about the report published in the Wall Street Journal claiming that the social media platform ignored applying its hate-speech rules to politicians of the BJP in India, evoked strong reaction from BJP members of the panel.
BJP MP Nishikant Dubey alleged that the Congress leader has been using the platform to further his and his party's political agenda and even demanded his removal as chairman of the panel.

A fresh political slugfest has started on the matter with Congress leader Rahul Gandhi on Tuesday claiming that international media has "exposed" Facebook and WhatsApp's "brazen assault" on India's democracy and social harmony.

IT Minister Ravi Shankar Prasad on Tuesday wrote to Mark Zuckerberg accusing the social media platform's employees of supporting people from a political predisposition that lost successive elections, and "abusing" Prime Minister and senior cabinet ministers.
In a three-page letter to Facebook Chief Executive Zuckerberg, Prasad alleged "bias and inaction" by individuals in Facebook India team on complaints by people supportive of right-of-centre ideology.

Actor Vidya Balan has called out the "vilification of Rhea Chakraborty" in connection with Sushant Singh Rajput's death, saying it is unfortunate that the tragedy has been turned into a "media circus".

Chakraborty and her family has been accused of abetting Rajput's suicide and misappropriating his money by the late actor's family in an FIR in Patna. The case is now being investigated by the CBI.

The TV coverage around Rajput, who was found dead in his Bandra apartment on June 14 at the age of 34, has been criticised with many on social media calling it insensitive and deeply intrusive.
Chakraborty, in an interview, had said she was being targetted in the case, callin gthe media scrutiny of her relationship with the actor a "witch hunt".

Replying to Manchu, Balan posted a statement and said that the coverage into Rajput's death is unfortunate.

"It is so unfortunate that the tragic and untimely death of a beloved young star Sushant Singh Rajput has become a media circus. In the same breath, as a woman, my heart breaks at the vilification of Rhea Chakraborty."

19:52   China again engaged in 'provocative action': MEA
The ministry of external affairs on Tuesday said the Chinese army "engaged in provocative action" on August 31 even as commanders from both sides were engaged in discussions to de-escalate the situation at the Line of Actual Control in eastern Ladakh on the southern bank of Pangong Lake.

Chinas attempt to unilaterally change the status quo on the Pangong lake was the first major incident in the area after the Galwan Valley clashes on June 15 in which 20 Indian Army personnel were killed.

"India and China have been closely engaged through diplomatic and military channels over the past three months to resolve the situation along the India-China border. The Chinese side violated this understanding and engaged in provocative military maneuvers in the late night of August 29-30 in an attempt to change the status quo in the South Bank area of Pangong Lake," said the MEA in a statement on Tuesday.

"On August 31, even as ground commanders of two sides were in discussions to de-escalate the situation, Chinese troops again engaged in provocative action. Due to timely defensive action, Indian side was able to prevent these attempts to unilaterally alter status quo," it said.

The MEA said the government has taken up the matter of recent provocative and aggressive actions with Chinese side through both diplomatic and military channels and has urged them to discipline and control their frontline troops.

After the Indian Army on Monday thwarted the provocative Chinese army movement in eastern Ladakh, the Chinese embassy claimed Indian troops had illegally trespassed across the LAC on the southern bank of the lake.

18:24   Pulwama accused seeks bail to appear in NEET
Waiz-Ul-Islam, an accused in the Pulwama terror attack case, has moved an application in a special National Investigation Agency court in Jammu seeking bail in the case to appear for the National Eligibility cum Entrance Test (NEET).

The bail plea is listed to come up for hearing before the special NIA court on September 3.

"Accused Waiz-Ul-Islam (in Pulwama terror attack case) has filed an application for bail as he wants to appear for NEET exams. Bail listed for 3rd September. We are opposing this application," NIA counsel Vipin Kalra told reporters in Jammu.

The NIA had last week filed a chargesheet against Jaish-e-Mohammed chief Masood Azhar Alvi and 18 others in a special NIA court in Jammu in connection with the Pulwama terror attack, in which 40 Central Reserve Police Force personnel were killed.

The main case is slated to come up before the court on September 15.

According to NIA sources, the 13,500-page chargesheet has named several Pakistani nationals as accused in the case including Masood Azhar Alvi, Rouf Asgar Alvi, Ammar Alvi, Mohd Ismail, Muhammad Umar Farooq, Mohd Kamran Ali, and Qari Yasir.

In July, the NIA had informed that it has arrested the seventh accused named, Bilal Ahmed Kuchey, whom the agency has termed as 'a terror associate' on July 5.

According to the agency, Kuchey a resident of Hajibal, Kakapora, Jammu and Kashmir, runs a sawmill at his place and harboured and extended logistic support to the Jaish-e- Mohammad (JeM) terrorists involved in the Pulwama attack.

The main perpetrators in the case stayed in his house and Kuchey further introduced them to other over ground workers (OGWs) who provided safe houses during their stay and planning of the attack.

In February last year, 40 CRPF personnel were killed in a JeM-orchestrated terror attack in South Kashmir's Pulwama district.

The incident took place when a CRPF convoy, consisting of around 2,500 personnel, was attacked by a suicide bomber who rammed a car laden with explosives into one of the buses on the Jammu-Srinagar highway.   -- ANI

Gandhi's attack came on a day the Joint Entrance Exam (JEE)-Mains for admission to engineering colleges began amid stringent precautions and social distancing measures due to the Covid-19 pandemic.

The Congress party and Gandhi have been supporting the demand by a section for postponement of JEE and NEET exams in the wake of the rising number of coronavirus cases. The JEE exam which has been postponed twice in view of the Covid-19 pandemic will be held between September 1 and 6.

17:37   Mask use may prevent 2L Covid deaths in India
Widespread mask use and data-driven social distancing measures in India may help prevent over 200,000 Covid-19-related deaths in India by December 1, according to a modelling study which shows the disease will continue to pose a major public health threat in the country.

The study by the Institute for Health Metrics and Evaluation at the University of Washington in the US suggests that there is an opportunity to further limit the toll of Covid-19 in India. It highlights the critical need for people to comply with face mask use, social distancing, and other COVID-19 prevention guidelines as advised by the public health authorities.

"India's epidemic is far from over, as a large proportion of the population is still susceptible," IHME Director, Christopher Murray, said in a statement. "In fact, our modelling shows there is a wide range of potential outcomes, depending on the actions that governments and individuals take today, tomorrow, and into the near future. Mask-wearing and social distancing are crucial to mitigate the spread of the virus," Murray explained.

Reacting to the findings of the modelling study, Gautam Menon, Professor, Departments of Physics and Biology, Ashoka University in Haryana said it is certainly true that mask wearing and distancing measures will significantly slow the progress of the disease while protecting vulnerable populations.

"My first view is that the IHME model predicts a peak in infections only by early to mid-December, peak numbers of close to 6 million new infections per day and total deaths of about 500,000 in the 'no intervention' scenario," Menon told PTI.

However, he noted that these numbers appear inflated compared to other estimates and models which suggest a peak that should happen well before mid-December.

"Given that, the estimate of lives saved (in the study) may be on the excessive side," Menon noted. The researchers in the IHME study noted that India's response to Covid-19 has produced some significant successes that highlight the opportunity to limit the pandemic's toll in the country. Giving the example of some urban areas, including Delhi, they explained that containment measures which include intensive contact tracing, widespread testing, mask-wearing, and social distancing mandates have helped reduce the spread of the virus.

Their modelling study found that, in the best-case scenario, India can expect approximately 291,145 total COVID-19 deaths by December 1, up from 60,000 in late August. This scenario assumes that face mask usage increases to near-universal (95 per cent) levels and that six-week, state-level lockdowns are re-imposed if the daily death rate exceeds 8 per million in the states.

17:21   India conducts total 4.3-cr Covid tests so far
India's cumulative Covid-19 tests crossed 4.3 crores on Tuesday, including 1,22,66,514 tests, which were done in the last two weeks alone, informed Ministry of Health and Family Welfare.

The states, which are contributing maximum to the overall number of tests include Tamil Nadu, Uttar Pradesh and Maharashtra among others. These three states account for nearly 34 per cent of the total testing.

Over 10 lakh tests were conducted in the last 24 hours, the Health Ministry informed.

According to an official release, the guiding principle within the Centre-led strategy of TEST, TRACK, TREAT has been aggressive testing by the states/Union Territories. High level of testing on a sustained basis leads to early diagnosis and enhanced recoveries.

There has been sustained growth in the average weekly numbers of tests. The weekly average tests have multiplied by more than four times since the first week of January 2020.

Expanded diagnostic lab network and facilitation for easy testing across the country have given a substantial boost. The Tests Per Million (TPM) have also seen a sharp increase to 31,394.

Twenty-two states/UTs have better TPM than the national average. Goa, Delhi, Andhra Pradesh and Tamil Nadu are reporting maximum number of tests in a day, the ministry said. -- ANI

17:00   Museum-cum-library in Pranab Mukherjee's memory: Son
Former President Pranab Mukherjee's son Abhijit, a parliamentarian, Tuesday said he plans to convert one floor of their house in West Bengal's Jangipur into a museum-cum-library in the memory of the departed leader. Abhijit also said he would like the government to issue a postage stamp in honour of his father.

Mukherjee, who had tested positive for coronavirus and had been in coma after a brain surgery earlier this month, passed away on Monday evening at the Army's Research and Referral Hospital in Delhi. He was 84.

"I also request a postal stamp. If the government agrees, I will be very happy," he said. "And on personal side, I am planning to convert the first floor or the ground floor of the house my father constructed at Jangipur into a museum-cum-library," Abhijit said. "I will gather his personal belongings, particularly the vast number of books, gift items like plaques and put them into that museum," he said.

Abhijit, however, rued his father could never stay in that house for longer durations. By the time the house was constructed, he had gone to a bigger house, the President's House, he said, as the elder statesman left on his final journey.

Abhijit remembered he had brought a jackfruit for his father from their farm in Jangipur on August 4. "Jackfruit is available in Delhi, too, but I took all the pain because that's from our field. I travelled by a train and brought him one," the former Jangipur MP said. "My father ate it. Fortunately, his blood sugar level remained in control. I am happy I could at least fulfill this wish of my father," he said.

Abhijit said his father had told him that in politics and otherwise, one should avoid being revengeful. "His message was clear and I will always remember it. Abhijit also thanked the doctors for trying their best while treating his father. They tried everything but it seems he had completed his role in the world. He passed away at the right age. He got everything whatever a common man wants to have," Abhijit added.

Family members, relatives, friends, politicians, members of the general public and Congress workers paid their homage to the departed leader at his 10, Rajaji Marg residence.

16:38   Delhi's 3rd sero survey begins on 17,000 people
The national capital's third round of monthly sero-prevalence survey began on Tuesday to analyse the Covid-19 situation in Delhi, Health Minister Satyendar Jain said.

In the serological survey, blood samples of the people are taken to check for the presence of antibodies for COVID-19 in their body. If the report comes positive for antibodies, it proves that those patients had been infected but have been cured of the viral infection.

The sample size this time will be 17,000 and the exercise will be carried out for seven to ten days.

"The third phase of sero-survey is beginning today. This time it is being done on a ward-wise basis. The sample size is 17,000. The sampling will be complete within a week and it will take 7-10 days after that to process it," said Jain while speaking to ANI.

Notably, the last sero-prevalence survey was held from August 1-7, according to which antibodies against COVID-19 infection were found in 29.1 per cent of people surveyed in Delhi. -- PTI

15:54   Hope UP govt will release Kafeel Khan: Priyanka
Congress leader Priyanka Gandhi Vadra on Tuesday hailed the Allahabad High Court directive quashing the detention of Dr Kafeel Khan under the National Security Act and hoped the Uttar Pradesh government will immediately release him "without any malice".

The Allahabad High Court has ordered the immediate release of Khan, who has been in jail since January after a speech he delivered at the Aligarh Muslim University during the anti-Citizenship (Amendment) Act (CAA) protests in December.

"The Allahabad High Court today ordered the removal of NSA and immediate release of Dr Kafeel Khan," Priyanka Gandhi said in a tweet. "It is expected that the UP government will release Dr Kafeel Khan without any malice," she said.

The Congress leader added that she also congratulated all the justice loving people and party workers in the state who had been making efforts for Khan's release.

The Allahabad High Court bench, comprising Chief Justice Govind Mathur and Justice Saumitra Dayal Singh, passed the order on a petition filed by Khan's mother Nuzhat Parveen. The petition alleged that Khan was granted bail in February by a competent court and he was supposed to be released on bail. However, he was not released for four days and the NSA was subsequently invoked against him. Hence, his detention was illegal, the petition argued. PTI

15:48   Tackling China: Time to rewrite India playbook?
How should India handle the challenge posed by China at the Line of Actual Control?

Strategic analyst Manoj Joshi offers a perspective in a paper for the Observer Research Foundation.

'India knows that given the asymmetry with China, it is simply not possible to deal with it through its own resources. New Delhi will have to add heft to its position through diplomacy in the Indo-Pacific region and elsewhere to ensure that Beijing begins to address Indian concerns seriously,' he writes.

'The Sino-Indian border is unlikely to assume the status of Fravel's primary strategic direction. But India can, and should, sharply escalate its military capacity, generally, as well as along the LAC, and adopt a posture that will enhance the importance of the "south-west direction' in Chinese calculations. India already occupies strong defensive positions along the LAC, but Indian military capabilities are defensive and erratic: good in certain places, but mediocre and poor in most.

'Some capabilities are already causing China worry in parts of the LAC, but boosting them to pose a significant challenge to China beyond Tibet is a different level of enterprise, given India's current economic predicament. Yet that may be the only route available to persuade Beijing of the importance of stability that it could obtain by settling its border with India,' Joshi writes, here.

The Delhi High Court on Tuesday granted bail to Pinjra Tod member Devangana Kalita in connection with a case related to the northeast Delhi violence in February this year.

A single-judge bench of Justice Suresh Kumar Kait, while granting bail, said, "I find no substance in arguments of learned ASG and cases relied upon are no help in the facts and circumstances of the present case. Thus, without commenting on the merits of the prosecution case, petitioner deserves bail".

13:25   Indian army pushed back PLA despite cameras
Despite the presence of cameras and surveillance equipment deployed by the Chinese Army near the height close to Pangong lake southern bank, the Indian Army troops managed to occupy it before the People's Liberation Army troops.

"The Chinese Army has deployed advanced cameras and surveillance equipment to monitor Indian activities near the dormant height but despite that, the Indian troops managed to occupy height there," sources told ANI.

The Chinese Army has installed such equipment all along the Line of Actual Control and use them effectively to monitor Indian activities and respond quickly whenever they find Indian patrols on the areas claimed by them.

Sources said the cameras and surveillance equipment has been removed after the Indian side occupied the dormant height within its territory.China has been claiming that the height belongs to them and wanted to capture it to get into an advantageous position all along the southern bank of Pangong lake area and the nearby Spangur Gap, an open territory where Chinese armoured regiments were deployed.

Sources said the Indian side has prepared very well for responding to the Chinese reaction in view of the action by own troops including a Special Operations unit and Sikh Light Infantry troops there. One of the Indian Army jawans also lost his life in an anti-personnel mine explosion while patrolling in the area.

The Indian side has done heavy deployment of armoured regiments including the BMP Infantry Combat Vehicles and different types of tanks flown in from armoured divisions from the plains.

The preparation for the action had been done by the Indian Army recently as the heavy movement of logistics and equipment was done by the force. The Indian Army has preempted the Chinese action to occupy the strategic height on the intervening night of August 29-30 and thwarted a Chinese action to do so after an intense face-off there.

The Chinese and Indian troops are engaged in a standoff for over three months after the PLA troops marched into Indian areas in Finger area and other parts of the Ladakh sector. -- ANI

Former Assam Chief Minister Tarun Gogoi, who is suffering from COVID-19, was administered plasma therapy after his condition deteriorated late on Monday night, doctors said. Gogoi's condition, however, is stable on Tuesday, they said. His condition had deteriorated due to a sudden fall in oxygen saturation levels, a spokesperson of the team of doctors attending to the senior Congress leader said. Gogoi had tested positive for COVID-19 on August 25 and was admitted to the Gauhati Medical College and Hospital (GMCH) on the next day.

He was administered one unit of plasma and two litres of oxygen since midnight and his oxygen saturation level is being maintained, the spokesperson said. 12:34   SC grants telecom companies 10 years to pay AGR dues
The Supreme Court on Tuesday granted telecom companies, including Airtel Bharti and Vodafone Idea, a period of 10 years to clear their pending adjusted gross revenue dues to the Central government.

A three-judge bench headed by Justice Arun Mishra, passing the order through video conferencing, asked the National Company Law Tribunal (NCLT) to decide on spectrum trading as part of the Insolvency and Bankruptcy Code.

The top court had, on July 20, reserved its order on the timeline for the payment of AGR dues by telecom companies after observing that the request of telecom companies seeking 15 to 20 years for the payment of AGR dues in a staggered manner was unreasonable.

The bench was hearing a petition filed by the Central government through the Department of Telecommunication seeking the approval of a formula allowing telecom service providers to make annual installments of unpaid or remaining AGR dues in next 20 years or more.

The plea said if the telecom companies face proceedings under the Insolvency and Bankruptcy Code, it will have adverse impacts on competition and service in the telecom sector.

The telecom companies, during the hearing, had also sought a period of 15-20 years for the repayment of AGR dues.On February 14, the Supreme Court had directed telecom companies to pay the AGR-related liabilities to the government by March 17. Thereafter, the telecom companies had partly or fully paid their self-assessed AGR dues to the Central government. -- ANI

10:57   US aiming for NATO-like alliance with India, Australia, Japan to counter China
The United States seeks to formalise its closer defence ties with countries of the India-Pacific region -- India, Japan and Australia -- similar to something like the North Atlantic Treaty Organisation (NATO) with an aim to counter China, US Deputy Secretary of State Stephen Biegun said on Monday.

He said that Washington's aim is to get the grouping of four countries and others in the region to work together as a bulwark against "a potential challenge from China", and "to create a critical mass around the shared values and interests of those parties in a manner that attracts more countries in the Indo-Pacific and even from around the world ... ultimately to align in a more structured manner", South China Morning Post (SCMP) reported.

Biegun made the comments while speaking with former US ambassador to India, Richard Verma in an online discussion organised by the US-India Strategic Partnership Forum.

"The Indo-Pacific region is actually lacking in strong multilateral structures. They do not have anything of the fortitude of NATO or the European Union. The strongest institutions in Asia oftentimes are not, I think, not inclusive enough and so ... there is certainly an invitation there at some point to formalise a structure like this," Biegun said.

"Remember, even NATO started with relatively modest expectations and a number of countries (initially) chose neutrality over NATO membership," he added.

However, he cautioned that the US would keep its ambitions for a Pacific NATO "checked", asserting such an alliance "will happen only if the other countries are as committed as the US".Biegun said the grouping of four countries are expected to meet in New Delhi this autumn and cited Australia's possible participation in India's Malabar naval exercise as an example of progress towards a formal defence bloc, according to SCMP.

India is "clearly indicating an intention to invite Australia to participate in the Malabar naval exercises, which will be a tremendous step forward in ensuring the freedom of passage and the security of the seas in the Indo-Pacific," the senior US department official said.

The naval exercises have been conducted by the US and India since 1992 and mostly takes place in the Bay of Bengal. Japan has been taking part in this exercise since 2015. -- ANI

10:53   Rahul demands probe into FB, WhatsApp ops in India
Congress leader Rahul Gandhi has called for an investigation into the operations of social media giants, Facebook and WhatsApp, in India and asserted that no one can be allowed to interfere in our nation's affairs.

He claimed that international media have fully exposed Facebook's and WhatsApp's brazen assault on India's democracy and social harmony.

"International media have fully exposed Facebook's & WhatsApp's brazen assault on India's democracy & social harmony. No one, let alone a foreign company, can be allowed to interfere in our nation's affairs. They must be investigated immediately & when found guilty, punished," he tweeted while citing a media report.

Earlier, the Congress leader had alleged that the BJP has a hold over WhatsApp and said the platform now needs the approval of the Central government to launch its payment services in India.

"America's Time magazine exposes WhatsApp-BJP nexus: Used by 40 Cr Indians, WhatsApp also wants to be used for making payments for which Modi Govt's approval is needed. Thus, BJP has a hold over WhatsApp," he had tweeted while citing a media report.

Congress alleged "quid-pro-quo" relationship between Facebook and the BJP and wrote a letter to the social networking platform founder Mark Zuckerberg seeking information about steps the company is planning to take to investigate the matter.

"We draw your attention to the article in Time magazine dated Aug 27, 2020, that reveals more information and evidence of biases and a quid-pro-quo relationship of Facebook India with the ruling Bharatiya Janata Party (BJP)," read the letter by Congress General Secretary KC Venugopal to Zuckerberg.-- ANI

The Nagpur bench of Bombay high court on Tuesday refused to stay the JEE-Main examination, but said any student residing in flood-hit parts of Maharashtra's Vidarbha region who cannot reach the exam centre or reaches late can apply to the National Testing Agency to seek a re-examination.
A division bench of Justices Ravi Deshpande and Pushpa Ganediwala said the National Testing Agency shall consider such applications and decide accordingly, after checking the veracity of the same.
