22:41   COVID-19 won't go away by itself: WHO
Coronavirus will not go away by itself and rather it needs to be pushed down using public health care measures, said Dr Mike Ryan, executive director of the World Health Organization health emergencies program.

"Everyone has talked about flatting the curve, Ryan said, but "the question is how do you go down? And going down, isn't just about a lockdown and let go. To get down from the numbers, not just stabilise, requires a re-doubling of public health efforts, to push down. It won't go down by itself, it will be pushed down."

"We have to now push the virus down and that will not happen by itself," Ryan said.

Speaking on Monday, Ryan said lockdowns are essential, because it means fewer people will be exposed to the virus, "so there are less people at risk from any individual case. If you get those cases out of the community quickly, they'll expose even less people, and that's how you get ahead of an epidemic."

Dr Maria Van Kerkhove, World Health Organization infectious disease epidemiologist, added we need to focus on the now, "we need to focus on what must be done now to get us out of this."

22:13   Congress attacks PM over new PMCARE trust
The Congress on Monday attacked Prime Minister Narendra Modi over the creation of the new PMCARE trust to help contain coronavirus in the country, asking what was the need to create a separate trust when Rs 3,800 crore was lying unused in PM National Relief Fund.

Party leader Shashi Tharoor said that instead of creating a separate public charitable trust whose rules and expenditure are totally opaque, the prime minister should have renamed the PM National Relief Fund.
"This is important. Why not simply rename PMNRF as PM-CARES, given the PM's penchant for catchy acronyms, instead of creating a separate public charitable trust whose rules and expenditure are totally opaque,"he asked.
"PM you owe the country an explanation for this highly unusual step," he said on Twitter.
Congress spokesperson Gaurav Vallabh said that when Rs 3800 crore were remaining unused in the PM National Relief Fund, what was the need to have a separate trust in the name of PMCARE.
"When an amount of Rs 3,800 crore was still lying unused in PM National Relief Fund, what was the need for having another trust in PM-CARE,"he asked.
He also asked whether PMCARE was a trust and who were its trustees and whether the money given to the fund would give income tax relief to donors.

The Home Ministry has issued orders to the states and Union Territories to make it a personal responsibility of district magistrates to arrange food and shelter for stranded workers waiting to reach their native places after announcement of lockdown in the wake of COVID-19.

Addressing a press conference on Monday, Joint Secretary of Union Home Ministry Punya Salila Srivastava said the ministry has already issued orders on Sunday asking landlords to not seek a month's rent from migrant workers and also to not ask for vacating their property.

"As you know Home Secretary as Chairman of National Executive Committee exercising powers under Disaster Management Act had directed the states and UTs that DMs, Deputy Collectors and SPs should be given personal responsibility to ensure food and shelter for stranded workers," she said.

Those who have reached their destination should be quarantined as per standard medical protocol, she said citing the March 29 order.

"The order says migrant people who have reached their destination should be kept at a nearby shelter in quarantine after proper screening as per standard medical procedures," she said.

On those who violated the lockdown, Srivastava said she does not have the numbers.

"Wherever COVID-19 positive cases are being found action is taken as per standard medical protocol," she said.

On the issue of police beating workers who are walking to their native places in the absence of transport, she said while clear instructions have been issued to states and UTs to enforce lockdown, the ministry has also asked that the police be sensitied.

"All employers should pay wages to their workers on due date without any deductions...Situation of migrant workers is in control. All states and UTs, with community participation are arranging relief, shelters food etc on war footing," she said.

Asked about reports of a large number of people who participated in a religious gathering in a locality in the national capital being screened for the virus, Srivastava said, "No religious congregations are permitted as per March 24 order of Disaster Management Act."

However, she did not make any specific comments about the reports.

The official said home ministry is doing 24X7 monitoring of lockdown along with state government.

"Lockdown guidelines are being mostly followed in states. Essential goods and services situation is satisfactory. Wherever problems are being reported control rooms are solving them," she said.

Srivastava said Home Secretary who is the Chairman, National Executive Committee under Disaster Management Act, has constituted empowered groups for comprehensive action and integrated response.

18:15   Britain's Prince Charles recovers from COVID-19
Britain's Prince Charles came out of self-isolation on Monday, seven days after it was confirmed that he had tested positive for coronavirus, a royal spokesperson said.

The 71-year-old heir to the British throne had been self-isolating on the Queen's Balmoral estate in Scotland after he had been tested by the National Health Service (NHS) in Aberdeenshire last week.

"Clarence House has confirmed today (Monday) that, having consulted with his doctor, The Prince of Wales is now out of self-isolation," his spokesperson said.

His Clarence House royal office said the prince was in 'good health' and was following the government's restrictions as he carries on working from home.

His wife Camilla, Duchess of Cornwall, had tested negative for the deadly virus at the same time, but the 72-year-old had also been self-isolating separately in Balmoral.

The royal couple were tested last Monday after they had flown out to Scotland in a jet and have remained there since then.

"It is not possible to ascertain from whom the Prince caught the virus owing to the high number of engagements he carried out in his public role during recent weeks," Clarence House had said at the time.

Prince Charles, who made international headlines as he switched to the non-contact 'namaste' as a form of greeting just as the coronavirus outbreak was declared a pandemic, spent seven days of quarantine at his Birkhall home on the royal Balmoral estate.

The Buckingham Palace previously said 93-year-old Queen Elizabeth II last saw her son on March 12, and was 'in good health' as she remains in Windsor Castle with husband Prince Philip, 98.

15:55   Govt stimulus won't offset economic loss: Report
The coronavirus pandemic is expected to dampen economic growth "substantially" in the South Asian region, including India, and though the central banks and governments have responded by providing stimulus, the measures will not come close to offsetting the loss of economic activity, says a report.

The Economist Intelligence Unit said dense living conditions, low hygiene awareness and overburdened healthcare systems make the South Asian region vulnerable to the worst effects of an outbreak.

"Chronic underinvestment in healthcare infrastructure and a low number of doctors and hospital beds in relation to the population mean that health systems will not be able to cope with the further toll, exacerbating the spread of the virus and the death rate," EIU said.

India has imposed a three-week long nationwide lockdown, the most far-reaching measure undertaken by any government, to curb the spread of the coronavirus pandemic that has killed at least 29 people in the country so far.

According to EIU, the preventive measures taken by governments will curtail the movement of people and lead to a demand-side shock, while the closure of factories and businesses will result in a supply-side shock, and the subsequent lay offs will exacerbate the demand shock. -- PTI

14:31   Fitch: GDP growth forecast for FY21 is 4.6%
Fitch Solutions on Monday slashed its estimate for India's GDP growth in the fiscal starting April 1 to 4.6 per cent due to weaker private consumption and contraction in investment amid coronavirus outbreak, costing economies around the globe.

The growth estimate for 2020-21 fiscal (April 2020 to March 2021) compares with a 4.9 per cent forecast in the current 2019-20 that ends on Tuesday.

"At Fitch Solutions, we are revising India's FY2020/21 (April'"March) real GDP growth forecast to 4.6 per cent, from 5.4 per cent previously, which reflects our view for a slowdown from our FY2019/20's estimate of 4.9 per cent," the rating agency said.

It said despite the Rs 1.7 lakh crore economic package announced last year, private consumption growth would come under strong headwinds over the coming months.

The lower growth estimate, it said, is "due to weaker private consumption and a contraction in investments, although a higher net exports contribution and higher government consumption should help blunt the economic blow from Covid-19".   -- PTI

14:24   SC to hear tomorrow plea seeking food, shelter for migrant workers
The Supreme Court on Monday slated for tomorrow the hearing on a petition seeking directions to provide amenities like food and shelter to migrant workers amid the lockdown imposed in the wake of coronavirus.

A two-judge bench headed by Chief Justice of India Sharad Arvind Bobde and also comprising Justice L Nageshwar Rao today heard the petition, filed by advocate Alakh Alok Srivastava, through video conferencing and slated the matter for Tuesday.

Srivastava, during the hearing today, cited many news stories about migrant labourers walking out of urban centres. Seeing thousands of people on the road every day, it is a very sad situation, he told the apex court.

The top court said that it will deal with everything, but not with what the Central government is already doing and added that it will first go through the Centre's affidavit.

Solicitor General, Tushar Mehta, told the court that the Union of India and all state governments are taking all kinds of necessary steps to mitigate the situation and submitted that he wanted to file an affidavit while replying to the petition.

The CJI said that we are not going to add to the confusion by issuing any kind of direction, which is already being taken care of by the government.

The petition sought directions to provide food, water, shelter and urgent indulgences to the migrant workers and their families, including women, children, and elders, who are resorting to walking miles on miles to their hometowns. -- ANI

The Supreme Court on Monday sought a status report from the Centre by Tuesday on the measures taken in view of the large-scale migration of labourers from cities to their native villages amid the coronavirus outbreak and the consequent lockdown across the country.

The top court observed that the migration of labourers out of panic and fear is becoming a bigger problem than the coronavirus. It said the court would not create more confusion by issuing directions on measures that the government is already taking to deal with the issue.

A bench of Chief Justice S A Bobde and Justice L Nageswara Rao, which took up two separate PILs filed by advocates Alakh Alok Srivastava and Rashmi Bansal on the issue of migration of labourers through video-conferencing, said before passing any direction, it would like to wait for the status report from the Centre. Solicitor General Tushar Mehta, appearing for the Centre, said the migration of labourers needs to be stopped to prevent the spread of the virus and the Centre as well as the states concerned have taken the requisite steps to deal with it. Stating that the course of COVID-19 tends to be more severe in the case of the elderly population, resulting in higher mortality, the Union Health
Ministry has issued a health advisory, listing some "dos" and "don'ts" for reducing the transmission of the virus among the aged section.

The advisory said globally, COVID-19 has impacted several lives and is steadily increasing its reach.

While the Indian government has taken stringent actions to contain the spread of COVID-19, including a nationwide lockdown, it is also critical for each one of us to follow the protocols and take necessary measures and precautions to break the chain of transmission of the disease, it added.

"Elderly people are at a higher risk of COVID-19 infection due to their decreased immunity and body reserves, as well as multiple associated comorbidities like diabetes, hypertension, chronic kidney disease and chronic obstructive pulmonary disease.

10:53   AIIMS to convert trauma centre into COVID-19 hospital
Joining the fight against the coronavirus, the All India Institute of Medical Sciences has decided to convert its sprawling Trauma Centre building into a COVID-19 hospital. Preparations are underway to convert the facility, which provides treatment mostly to victims of road accidents, into a dedicated COVID-19 hospital, official sources said, adding that initially, it will have around 260 beds.

The AIIMS administration is likely to make an official announcement in this regard very soon.

"The entire trauma casualty and the emergency is being shifted to the AIIMS' main emergency. Most of the patients have already been shifted to multiple wards at the main AIIMS hospital," a source said.

The Trauma Centre currently has 242 beds and 18 more are being added to it. Of the total number of beds, there are about 50 ICU beds and around 30-40 beds in the high-dependency unit. It has around 70 ventilators.

"The capacity can be ramped up, depending on the requirement," a source said. The AIIMS has set up a task force to develop a management protocol for COVID-19 and constituted several committees to be able to respond to the challenges that may prop up in the coming days due to the rising number of coronavirus cases. The premier hospital has already closed its OPD, including speciality services and all new and follow-up patients' registration, from March 24 till further orders.

The AIIMS had earlier decided to temporarily suspend the routine walk-in OPD registration of patients from March 23 as part of its efforts to redirect its resources to control the coronavirus outbreak. Further, the hospital has been postponing all non-essential elective procedures and surgeries, and the administration has directed for only emergency life-saving surgeries. 10:45   From 4 to 21: How COVID-19 spread in a family
The 25 coronavirus patients reported from one family at Sangli in Maharashtra were found to be living in a congested set up, which might have led the infection to spread fast among them, officials said. Initially, four family members who returned from Saudi Arabia tested positive for coronavirus on March 23.

Within a week, 21 more family members, including a two-year-old boy, were found to have contracted the infection. The district administration, however, maintained that so far there is no 'community transmission' of the viral infection, as only known contacts have been exposed to it.

"These 25 patients from Islampur tehsil belong to a big family living in a congested housing set up and because of that, they got infected," Collector Abhijeet Chaudhari told PTI on Sunday.

District civil surgeon C S Salunkhe said all the patients are from one big family and they live "side by side" in Islampur. "Majority of the family members were in touch with each other round-the-clock, that is why the exposure took place," he told PTI.

The family's secondary contacts have not been infected, so community transmission is ruled out, he said. "If a coronavirus positive person coughs in the house, his droplets spread on objects in the room. The common objects are handled by everyone in the house and this is the way the virus spreads," he explained. He, however, said since all the positive cases are from one "vertical" (family), it is actually better from the control point of view.  -- PTI
