For the first time in its history, the All India Institute of Medical Sciences here has decided to indefinitely shut down outpatient department (OPD) services, including speciality and all new and follow-up registration. The order will come in to effect from March 24.

Earlier, the premier institution had decided to temporarily suspend routine walk-in OPD registration of patients from March 23 so that it could redirect its resources to control the Covid-19 outbreak.

23:05   Domestic flights likely to remain suspended beyond Mar 31: CAPA
Domestic air services are likely to remain suspended beyond March 31 in the wake of the coronavirus pandemic, according to aviation consultancy CAPA.

The government clearly sees heightened risks related to the coronavirus virus and is determined to take unprecedented action to slow its transmission, it said.

The Civil Aviation Ministry, on Monday, said that no domestic commercial passenger flight would be allowed to operate from March 24 midnight till March 31 midnight.

The move is part of larger efforts to prevent spreading of coronavirus infections.

"The timing of the resumption of services is entirely in the control of the government, but it will most likely be beyond March 31," CAPA said in a note.

India has already banned international flights for a week from Sunday.

In light of concerns about the accelerating number of coronavirus cases in the country, many states have announced restriction on movement of people and vehicles.

For airlines, the suspension of domestic flights coincides with what can only be described as a destruction of demand in the last few days, CAPA said.

With no air services, entire Indian commercial fleet of around 650 aircraft lies grounded, it added.

CAPA said that severity of disruption which the Indian aviation industry is experiencing would have an impact that would be felt well beyond FY 2021, unless the government is able to provide quick and meaningful support.

"Industry stability in the post-COVID period will also depend upon promoters of distressed airlines themselves bringing in significant funds. -- PTI

22:53   Airborne spread of Covid-19 not reported: WHO
Airborne spread of COVID-19 has not been reported so far and it is transmitted mostly through respiratory droplets and close contact, Regional Director of WHO South-East Asia Dr Poonam Khetarpal Singh said on Monday.

Her comments came in the backdrop of rumours about air borne transmission of the novel coronavirus doing rounds on social media.

"Airborne spread has not been reported for COVID-19. Based on the information received so far and on our experience with other coronaviruses, COVID-19 appears to spread mostly through respiratory droplets (for instance those produced when a sick person coughs) and close contact. This is why WHO recommends maintaining hand and respiratory hygiene," Singh said.

She said Chinese authorities reported that there could be a possibility of aerosol transmission in a relatively closed environment with prolonged exposure to high concentrations of aerosols, like in ICUs and CCUs in hospitals.

However, 'more investigations and analysis of epidemiological data is needed to understand this mode of transmission of the virus', she said.  -- PTI

11:34   Global economy will be permanently hit: Moody's
The rapid spread of the coronavirus in the last two weeks, widespread business closures and unprecedented restrictions on social interactions will result in a permanent hit to global economic activity this year, according to Moody's Investors Service.

A sharp contraction of the global economy, at least in the second quarter, appears imminent, it said in its latest special series 'Credit Risks in Turbulent Times.

"Uncertainty will remain for at least several months as to how long it will take to contain the spread of the virus and how businesses and households will cope with the resulting financial losses. Financial market volatility is at levels that last occurred during the global financial crisis," said Moody's.

"And fear about the huge hit to business activity is contributing to extreme risk-off sentiment, resulting in the repricing of equities, commodities, bonds and currencies."On the real economy side, recently released data from China offers a glimpse into the impact of the unfolding consumption shock. The official data suggests a sharp contraction relative to last year in retail sales (minus 20.5 per cent), industrial production (minus 13.5 per cent), fixed asset investment (minus 24.5 per cent) and job losses (5 million) in January and February.Outside Asia, evidence of costs to the real economy is becoming evident in Italy, France, Germany, Spain, Britain and the United States."

"As business grinds to a halt, big and small firms are starting to lay off workers temporarily in an attempt to cut costs," said Moody's.The short-term economic costs are likely to be steep the world over.

In advanced and emerging market countries alike, closures are crippling both the traded and non-traded sectors of the real economy.

Moody's said the long-term consequences will depend not only on the depth and duration of the hit to economic output but on whether it will cause lasting damage to balance sheets of households and businesses.

Without policy support, many businesses that depend on a constant stream of revenue will close and lay off their workers.

The Indian rupee slipped further by 95 paise to 76.15 against the US dollar in opening trade on Monday amid sharp rise in coronavirus cases in the country and heavy selling in domestic equities.

Forex traders said market participants are concerned that the sharp rise in coronavirus cases, with nearly 400 cases in the country, could weigh on the economy. Disgraced Hollywood mogul Harvey Weinstein has tested positive for the novel coronavirus, US media has reported. Weinstein, 68, is in prison in northern New York state after being sentenced to 23 years in jail for rape and sexual assault.

The fallen film producer's diagnosis was first reported on Sunday evening, reports say.

Weinstein was transferred Wednesday to a prison near Buffalo, 350 miles (560 kilometers) northwest of New York City. Prior to his transfer, he stayed at Rikers Island prison and a Manhattan hospital, where he was treated for chest pains. Crowded US prisons have the potential to become hotbeds for coronavirus infections.

Weinstein was convicted in February of a criminal sexual act in the first degree and rape in the third degree, while being cleared of predatory sexual assault charges. He was convicted of raping ex-actress Jessica Mann in 2013 and of forcibly performing oral sex on former production assistant Mimi Haleyi in 2006. 09:16   COVID-19 pandemic could last 4-9 mths: NY Guv
New York has now over half of all coronavirus cases in the United States and the highest number of deaths in the country, with state governor Andrew Cuomo warning that the COVID-19 pandemic is not a short-term situation and could last for about 4-9 months.
The US currently has 29,192 coronavirus cases and 374 deaths.
Cuomo, addressing a press conference on Sunday, said that the New York state now has 15,168 cases of coronavirus and 114 deaths.
"The numbers are still going up. We are trying to turn the trajectory but as of now the numbers are continuing to increase. What we are working very hard to do is to keep the rate of increase of the spread of the disease to a level that we can manage it in our hospital system," he said.
Cuomo pointed out that New York is testing more people than any other state in the country and per capita, more than any country on the globe, describing it as a "positive accomplishment".
He, however, warned that the COVID-19 pandemic is not a short-term situation and while there is no "crystal ball" to predict how long it will last, it could be anywhere in the range of 4-9 months.
"It's going to go on for a period of time. This is not a short-term situation. This is not a long weekend. This is not a week. The timeline nobody can tell you, it depends on how we handle it. But 40 per cent up to 80 per cent of the population will wind up getting this virus," he said.
Cuomo stressed that it is essential to slow the spread of the virus but cautioned that it will spread because "it is that contagious".
"Again, that's nothing to panic over," he said, adding that most people who get the virus will self-resolve.
"But it's going to work its way through society... but it is going to be four months, six months, nine months," the governor said.
Citing the example of China, Cuomo said Beijing changed the trajectory of the virus which the US has not done yet.
"Eight months, we're in that range. Nobody has a crystal ball, nobody can tell you" when this will last, he said.
Cuomo added that he has spoken to more people on this issue than 99 per cent of the people in this country.
"No one can tell you, not from the superb doctor Fauci, to the World Health Organization, the National Institute of Health, but it is in that range. So, start to plan accordingly," he said, making a reference to Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases and member of the White House Coronavirus Task Force.
He assured that New York is doing everything it can to expand hospital capacity.
"We are asking all NYS hospitals to increase the capacity by 100 per cent -- regulations have been waived. We are ordering that every hospital MUST increase capacity by at least 50 per cent. Every hospital must do its part to expand capacity," he said.
The state currently has 53,000 hospital beds available and the virus curve suggests that there could be a need of 110,000 hospital beds "and that is an obvious problem". -- PTI

In a late night order, Additional Chief Secretary (Home) Awanish Awasthi said Pilibhit has also been added to the list of districts that will be shutdown in the first phase.

Barring essential services, all government offices, educational institutes, autonomous bodies, business establishments, private offices, malls, shops, factories, godowns and public transport will remain closed in these districts, the state government said.

The government will time to time evaluate the situation and redefine the essential services, Principal Secretary Medical, Health and Family Welfare Amit Mohan Prasad said.

Postal services, banks, ATMs, insurance companies, e-commerce, print, electronic and social media, petrol pumps, LPG gas, oil agencies, medicines shops, medical equipment shops and medicine producing units, units related to agriculture production and animal fodder too have been classified as essential services.

The chief minister asked people to avoid unnecessary gathering at public places. "We are standing at a juncture where even a slight laxity can prove to be harmful," he said.

Adityanath said officials of the police and district administration would patrol these districts. "We will review the situation tomorrow. If any family needs anything in emergency, 112 service of the state police will be available," he said.

He said the districts where the lockdown has been enforced are those where coronavirus cases have been reported. "These districts will be thoroughly sanitised. Cleanliness drives are already going on for the last three days," the chief minister said.
"People from Mumbai, Surat and other places arrived in large numbers at Jaunpur, Mirzapur, Mau, Kushinagar, Jhansi, Ghazipur, Ayodhya, Basti, Barabanki, Deoria, Ballia, Santkabirnagar and Gonda district yesterday and today. 08:53   Selective branches of banks to be open in areas under lockdown
To carry out basic essential transactions, the Indian Banks' Association has asked banks to open only selective branches in areas that have been placed under lockdown across the country in view of the coronavirus pandemic.

In a late night communique to the heads of banks, the IBA requested the state level State Level Bankers' Committee convenor banks and lead district managers to proactively consult the state administration to chalk out a feasible Business Continuity Plan.

India reported three more coronavirus deaths on Sunday, including the first casualties from Bihar and Gujarat, taking the toll to seven and the number of COVID-19 cases rose to 360, as authorities suspended all passenger trains and inter-state bus services till March 31 and more states imposed unprecedented restrictions to contain the spread of the infection.
"Keeping this in view, after due deliberation, it is suggested that member banks may selectively keep their branches open at such locations after due consultation with the local state government/authorities to carry out the basic essential transactions," the IBA said.

The association asked the CEO of banks to empower their regional or zonal or circle heads to take appropriate decision in the matter.

"State Level Bankers' Committee convenors should also take concurrence of the regional director of RBI for implementation of BCP prepared by them. The MD & CEOs of the SLBC convenor banks may take the lead in providing guidance to the SLBC convenor and member banks in the state for effective implementation of the contingency plan," it said.

The IBA asked all banks to prepare BCP for uninterrupted availability of banking services through alternate delivery channels for the convenience of the public and expressed hope that all the member banks will rise to the occasion to collectively sail through the COVID-19 pandemic.

Earlier in the day, the association had asked customers to use online and mobile banking channels for making their transactions and avoid visiting bank branches as it could pose a risk to banks' front desk staff. -- PTI

Nearly two months after it began, the anti-Citizenship Amendment Act protest at Nagpada in Mumbai, which came to be known as the 'Mumbai Bagh' protest, was put on hold from Sunday due to the coronavirus outbreak, its participants said.
The protest against the CAA, the National Register of Citizens and the National Population Register, was going on since January 26 this year.
"The protesters have started returning home due to the coronavirus outbreak and also because section 144 has been imposed in the state. The stir has been put on hold temporarily. But it will resume again later," one of the
protesters said.
"We are equally willing to stop the spread of coronavirus by not gathering at the protest site. The protest will, however, continue online," a woman protester said.
"We may have differences with the government on the CAA, the NRC and the NPR, but we are with the government in the fight against COVID-19," she said.
Rubaid Ali Bhojani said, "All the protesters at Mumbai Bagh have withdrawn due to the coronavirus pandemic and as responsible citizens, we are following the state government's guidelines and measures." -- PTI

07:54   Willing to help Iran, North Korea to combat coronavirus: Trump
United States President Donald Trump on Sunday said that he is willing to help all countries, including Iran and North Korea to combat the coronavirus outbreak, without specifying the nature of help.

"Willing to help not just Iran and North Korea but many other countries. We are helping a lot of countries. There 140 countries affected by the virus. The situation is very bad. Especially Iran, the country is going through a lot," said Trump at a press brief.

"No financial aid for coronavirus as of now. We will look after our own country first. We already give billions and billions to other countries to fight AIDS and malaria," he added.

Trump also confirmed that he had extended cooperation to North Korea in the fight against coronavirus in a letter sent to North Korean leader Kim Jong Un on Saturday.

Trump also commented on China, saying, "I am a little upset with China. As much as I like President Xi and respect the country, I admire what they have done in a short period of time. I asked if we could send some people to help them, they didn't want it, at a pride. They did not respond."

During the press brief, Trump further stated that aid is being sent to New York, Washington and California, the three major hot spots of the coronavirus outbreak in the country.

Meanwhile, a major procedural vote to further a massive stimulus package failed as Senate Democrats voted against it.

The coronavirus epidemic is surging in the US with at least 100 deaths in the last 24 hours, according to Johns Hopkins University.

COVID-19 tally in the country has reached 32,149 cases with over 400 deaths, CNN reported. -- ANI

07:36   Uber, Ola suspend services in Delhi till Mar 31
Services of Ola and Uber will not be available in Delhi till March 31 amid the lockdown announced by the state government to contain the spread of coronavirus infection.

The Delhi government on Sunday said the city will be in lockdown from March 23 to 31, under which no public transport, including private buses, taxis and autorickshaws will be allowed.

"Uber is complying with all Central and State Government directives related to its services for containing the spread of Coronavirus," an Uber spokesperson said in response to a query.

An Ola spokesperson said the company "will enable a minimal network of vehicles to support essential services in cities, wherever applicable, as part of this national effort to reduce the contagion of COVID-19".

The two companies -- which account for a major share of the taxis running in the national capital -- had already suspended temporarily their shared rides on their respective platforms.

The Centre and state governments have decided to completely lock down 80 districts across the country where coronavirus cases have been reported.

In view of the need to contain the spread of the deadly COVID-19, it was agreed that there was an urgent need to extend the restrictions on the movement of non-essential passenger transport.

The districts where lockdown was announced include Uttar Pradesh, Maharashtra, Punjab, Karnataka, Tamil Nadu and Kerala.

Delhi will be locked down from 6 am on March 23 and continue till midnight on March 31.

The city's borders will remain sealed during the lockdown, but essential services related to health, food, water and power supply will continue, and 25 per cent of the DTC buses will run to transport people associated with essential services. -- PTI
