21:03   British scientists: No normality until vaccine
Scientists are dismissing British Prime Minister Boris Johnson's hope the country may emerge from coronavirus lockdown and return to normality by Christmas.

Johnson has announced more easing of restrictions, with people urged to return to public transit and workplaces.

He says sports fans should return to stadiums by October and remaining restrictions could be lifted from November, possibly in time for Christmas.

But epidemiologist John Edmunds, a member of the government's Scientific Advisory Group for Emergencies, says a return to pre-pandemic normality wouldn't be possible until there's a vaccine for the virus.

He says a world where people can "go to work normally, travel on the buses and trains, go on holiday without restrictions, meet friends, shake hands, hug each other and so on -- that's a long way off, unfortunately."

England's Chief Medical Officer, Chris Whitty, also says social distancing rules would have to be in place for a "prolonged period".

Britain has registered more than 45,000 confirmed COVID-19 deaths, the highest total in Europe

20:26   Ram Mandir invites PM to lay foundation stone
The Shri Ram Janmabhoomi Teertha Kshetra Trust has invited Prime Minister Narendra Modi to lay the foundation stone of a grand Ram Temple in Ayodhya either on August 3 or 5, both auspicious dates, a spokesperson said on Saturday.

The prime minister had announced the formation of the Shri Ram Janmabhoomi Teertha Kshetra Trust on February five.

Mahant Kamal Nayan Das, the spokesperson of Ram Mandir Trust president Nritya Gopal Das said, "We have suggested two auspicious dates -- August 3 and 5 -- for the prime minister's visit based on calculations of movements of stars and planets."

After a protracted legal tussle, the Supreme Court had on November 9 last year paved the way for the construction of a Ram Temple by a Trust at the disputed site in Ayodhya, and directed the Centre to allot an alternative 5-acre plot to the Sunni Waqf  Board for building a new mosque at a "prominent" place in the holy town in Uttar Pradesh.

19:00   'Bar defectors from holding office for 5 years'
Elected representatives should be barred from holding public office for five years and from contesting the next election if they defect, senior advocate and Congress leader Kapil Sibal said on Saturday.

Sibal, who was addressing a webinar, said that the "endemic" of defection is due to human greed and hunger for power.
His remarks come at a time when the ruling Congress in Rajasthan is facing a rebellion by Sachin Pilot and his loyalist MLAs. Just months earlier party legislators led by Jyotiraditya Scindia had defected to the BJP in Madhya Pradesh leading to the collapse of the Congress government there.
"No law can prevent it (defection). The only solution is that if anyone defects they shall not hold public office for five years and cannot contest in the next election. These are the two elements that need to change," Sibal said in response to a question on the  political crisis in Rajasthan.
Speaking on the Collegium system of appointments, Sibal said even the judges are human beings and are swayed by personal likes and dislikes.
"See, even if you give the power to the government, they will misuse it," he said.
When a person becomes a judge in the Supreme Court, he should give away his personal likes and dislikes. "But over the years, this is not happening," he said.

18:28   Community spread has started and the situation is bad, observes IMA
With one million people getting affected by COVID-19, the Indian Medical Association is of the view that community spread has started and the situation is pretty bad.

Dr V K Monga, the Chairman of IMA Hospital Board of India said, "This is now an exponential growth. Every day the number of cases is increasing by more than around 30,000. This is really a bad situation for the country. There are so many factors connected with it but overall this is now spreading to rural areas. This is a bad sign. It now shows a community spread."

Dr Monga further said, "Cases are penetrating down into towns and villages where it will be very difficult to control the situation. In Delhi, we were able to contain it, but what about interior parts of the country in Maharashtra, Karnataka, Kerala, Goa, Madhya Pradesh (which may be the new hotspots)?"

"All these issues are very important and the state governments should take full care and seek help of the Central government to control the situation," Monga said.

As many as 1,34,33,742 samples have been tested for COVID-19 till July 17. Of these 3,61,024 samples were tested on Friday, Indian Council of Medical Research said.

ICMR is ramping up testing facilities regularly. At present, 885 government laboratories and 368 private laboratory chains are conducting COVID-19 tests across the country.

"This is a viral disease that spreads very fast. To contain the disease there are only two options. Firstly, 70 per cent population contracts the disease and gets immune, and other is getting an immunisation," stated Monga.

14:11   Sushant death: Aditya Chopra gives statement
Filmmaker Aditya Chopra today recorded his statement in connection with the investigations into actor Sushant Singh Rajput's death last month.

Chopra's statement was recorded by the Bandra police at the Versova police station. The producer-director was at the police station for over four hours, police said.

Sushant Singh Rajput was found dead at his apartment in Mumbai on June 14. The 34-year-old actor died by suicide, police say.

The police are investigating allegations that professional rivalry, apart from clinical depression, drove him to suicide.

Statements of over 34 people, including family, friends, co-stars and close aides have been taken in the investigations ordered by the Maharashtra government into the actor's shock death. The police are investigating allegations that professional rivalry, apart from clinical depression, drove him to suicide.

On Friday, the Mumbai Police recorded statement of the actor's psychiatrist, Dr Kersi Chavda, to know about the actor's medical history, his recent mental state before his death and about the changed dosages of medicines. Apart from Dr Chavda, statements of three other doctors have also been recorded by the Bandra police.

Actor Rhea Chakraborty -- a close friend of Sushant Singh Rajput -- had on Thursday requested Home Minister Amit Shah to order the CBI to investigate the case. Tagging Shah in a post on Instagram, Rhea Chakraborty said that she "only wanted to understand what prompted him to take the step".

Maharashtra Home Minister Anil Deshmukh, however, has ruled out his government is considering to request for a CBI probe in the case. "There was no need to give the case to the CBI. Our police officials are capable and doing the inquiry in right way. We are also examining the angle of business rivalry," Deshmukh said.

13:47   Rajnath's statement just rhetoric: Chidambaram
In a veiled attack on Rajnath Singh, Congress leader P Chidambaram on Saturday said that the Union defence minister's statement that no one can touch an inch of India's territory was just "rhetoric" and pointed out that Chinese troops are still on the Indian side of Line of Actual Control as per the assessment of security agencies.

"Indian security agencies have assessed that Chinese troops are still up to 1.5 km on the Indian side of the LAC (according to India's perception). In May, Chinese troops had intruded up to 5 km on our side of the LAC," he said in a tweet. The Election Commission wrote to all national and regional political parties seeking their "views and suggestions" on conduct of election campaign during the "pandemic period" after several opposition parties in Bihar asked the EC to ensure that the upcoming assembly polls do not become a "super spreader event".

In its one-page letter, the commission sought their replies by July 31 and said that bypolls in some states and the Bihar assembly elections are due this year.

The Bihar assembly elections are expected to take place in October-November time frame.

"Some of the precautionary measures prescribed include compulsory wearing of face mask in public places, social distance, maintaining a prescribed minimum social distance in public places including restrictions on large public gatherings/congregations, thermal scanning at the place of gathering, sanitisation etc," the EC said.

00:29   US SC judge Ruth Bader Ginsburg has cancer again
US Supreme Court Justice Ruth Bader Ginsburg has said she is undergoing chemotherapy for a recurrence of cancer.

In a statement, the 87-year-old judge said the treatment was having "positive results" and she was "fully able" to continue in her post.

Ginsburg said a scan had revealed lesions on her liver, but the chemotherapy had helped to reduce them.

As the court's most senior liberal justice, her health is closely watched.

She has received hospital treatment a number of times in recent years but has returned swiftly to work on each occasion.

Supreme Court justices serve for life or until they choose to retire, and supporters have expressed concern that if anything were to happen to Ginsburg a more conservative judge might replace her while Republican US President Donald Trump remains in office.
