20:10   AI pilot unions demand removal of DGCA chief Arun Kumar over Kozhikode plane crash comments
Two leading pilot unions of Air India on Tuesday said DGCA chief Arun Kumar must be immediately replaced with a suitable candidate with substantial knowledge of the aviation sector and operational experience as his comments on news channels reveal a total lack of technical know-how and an "amateurish view" of the Kozhikode plane crash.

According to the Indian Commercial Pilots' Union and Indian Pilots' Guild, Kumar said during one of the televised interviews that the plane's "landing was not smooth".
On another news channel, Kumar stated that the "two fellows are dead... and the landing it seems was not appropriate", according to a letter jointly written by the two unions to Civil Aviation Minister Hardeep Singh Puri on Tuesday.
Pilot-in-command Captain Deepak Vasant Sathe, 58, and co-pilot Captain Akhilesh Kumar, 32, were the ones operating the Air India Express flight with 190 that overshot the runway and crashed at the Kozhikode airport in Kerala on Friday night.
Both pilots, along with 16 other people on board, died in the accident.
Air India Express is a wholly owned subsidiary of Air India. The two deceased pilots were not part of either of the two aforementioned unions.
The unions noted, "Whether a landing technique is appropriate or a contributory factor to a mishap can only be ascertained after a thorough, evidence backed investigation and not by speculative, casual remarks."
The above remarks of Kumar on news channels only go to reveal his "total lack of technical knowledge and amateurish view of the unfortunate accident", the letter noted.

19:44   Delhi records only 8 deaths due to COVID-19
The national capital recorded 1,257 fresh coronavirus cases, and eight deaths, the lowest in over two months, in the last 24 hours, authorities said on Tuesday.

This is the first time in over two months that the daily number of deaths has dropped below 10, according to the Delhi government's health bulletin.

On August 5, Delhi recorded 11 COVID-19 deaths, indicating a significant improvement in the situation in the city.
Chief Minister Arvind Kejriwal said in a tweet, "Delhi recorded just 8 deaths on Tuesday. It is after many days that the number has gone below 10. We have taken several steps to reduce the number of fatalities due to the virus. We want no deaths due to it in the future. Every person is important to us."

The city has so far recorded a total of 1,47,391 cases, of which 1,32,384 people have recovered, been discharged or have migrated.
There are 10,868 active cases, of which 5,523 are under home isolation.

19:23   US skeptical of Russia's virus vaccine safety
US Health and Human Services Secretary Alex Azar says it's more important to have a safe and effective vaccine against the coronavirus than to be the first to produce a vaccine.

Azar, on a visit to Taiwan, was asked by ABC on Tuesday what he thought of Russia's announcement that it had become the first country to register a vaccine against the virus.

He says, "The point is not to be first with a vaccine. The point is to have a vaccine that is safe and effective for the American people and the people of the world."
He says it's important to have transparent data on the vaccine to prove its safety and efficacy. He also noted that the US has six vaccines in development under the Operation Warp Speed initiative.

The US has the highest death and case count in the world, with more than 163,000 deaths and over 5 million cases.

Meanwhile, White House counselor Kellyanne Conway expressed skepticism about the testing backing up Russia's claim that it has developed a COVID-19 vaccine.

"The US standards are so much more stringent,"Conway said.
"Our FDA in our country sets the standards and what I understand from the Russia announcement is this is nowhere near where we are."

18:34   Covid takes toll on Prez's I-Day celebrations
The Covid-19 pandemic has severely impacted one of the key events of Indias Independence Day celebrations. The need to follow social distancing and no large gathering protocols have forced drastic cuts in the scale of the Presidents 'At Home' reception to mark the Independence Day on August 15 this year.

Sources inside Rashtrapati Bhawan said that in normal times the list of invitees used to be 1,200-1,300 guests. But this time, according to sources, the list is not going to exceed 100 and could well be down to 90 guests only.

The second scale down is the level of interaction at the reception hosted by the President of India. Usually, the President and the Prime Minister would go around greeting guests who would line up after the arrival of the President and the playing of the National Anthem.

This time all the guests will be seated as per the social distancing requirement. This includes the President, Prime Minister and the Vice President. The event would take place inside the Rashtrapati Bhawan Convention Centre or RBCC.

There would be strict entry and exit procedure protocols. Masks and sanitisers would be placed at strategic points for the guests and other staff members.

16:18   COVID-19 fatality rate falls below 2%: Govt
Successful implementation of containment strategy, aggressive testing coupled with standardized clinical management of critical patients have resulted in the rise of COVID-19 recovery rate to nearly 70 per cent while the case fatality rate has fallen below 2 per cent, the Union Health ministry said on Tuesday.

With more patients recuperating and being discharged from hospitals and home isolation (in case of mild and moderate cases), the total recoveries have jumped to 15,83,489 with 47,746 patients getting discharged in a span of 24 hours, it said.

The national recovery rate has risen to 69.80 per cent, according to the Union Health Ministy.

The actual case load of the country is the active cases (6,39,929) which is only 28.21 per cent of the total positive cases and they all are under active medical supervision, the ministry said.

"With a consistent and sustained increase in recoveries, the gap between recovered patients and active COVID-19 cases has reached nearly 9.5 lakh. India's test, track and treat strategy is showing the desired result - the gap between percentage of recoveries and percentage of active cases of COVID-19 is growing every day," the ministry said.

Focus on improved and effective clinical treatment in hospitals, use of non-invasive, improved and coordinated services of the ambulances for ferrying patients for prompt and timely treatment have resulted in seamless efficient patient management of COVID-19 patients, it said.

"As a result, the case fatality rate has been low when compared to the global average. It has fallen below 2 per cent on Tuesday and currently stands at 1.99 per cent," the ministry said.

14:06   SC backs daughter's right to property
A woman can claim equal share in family property as a daughter, the Supreme Court reiterated today as it stressed that the Hindu Succession Act - that was amended in 2005 to give women equal inheritance rights - can have a retrospective effect.

A three-judge bench, headed by Justice Arun Kumar Mishra, today said, "Once a daughter, always a daughter... a son is a son till he is married. The daughter shall remain a coparcener (one who shares equally with others in inheritance of an undivided joint family property) throughout life, irrespective of whether her father is alive or not."

The question that urged the top court to make the remarks today was: "Does the Hindu Succession (Amendment) Act, 2005, which gave equal right to daughters in ancestral property, has a retrospective effect ?"

The top court was hearing a batch of appeals that raised the issue.

The question arose out of the top court's contradicting rulings in 2016 and 2018 with regards to interpretation of Section 6 of the Hindu Succession Act, 1956, which was later amended in 2005.

13:47   High rate of asymptomatic COVID-19 cases good thing for society: Expert
A high-rate of asymptomatic COVID-19 cases is a "good thing" for the society and could play a role in the ending of the pandemic, according to a researcher.

In the last seven months, the COVID-19 pandemic has infected over 20 million people globally while it has claimed more than 700,000 lives, as per the Johns Hopkins University.

The research by Monica Gandhi, an infectious-disease specialist at the University of California at San Francisco, is based on asymptomatic cases, which form a large part of the infection history, according to The Washington Post.

"A high rate of asymptomatic infection is a good thing. It is a good thing for the individual and a good thing for society," Gandhi was quoted as saying.

The COVID-19 pandemic has thrown up several clues -- the uneven transmission in various parts of the world and mostly mild impact on children. According to the United States Centres for Disease Control and Prevention last month, 40 per cent of people infected with the virus are asymptomatic.

These developments have allowed scientists to look into the role of the receptor cells, which the virus uses to infiltrate the body and to get a better understanding of the role that age and genetics might play. Others are researching about face masks and whether they may filter out enough virus so that those wearing them had mild cases or no symptoms.

When coronavirus first surfaced in December last year, health authorities labelled it a "novel" virus as it was the first time it was seen in humans who presumably had no immunity from the infection. However, this early and tentative evidence suggests that the assumption might have been incorrect.

One interesting hypothesis states that a part of the world's population may have partial protection due to "memory" T cells, a part of our immune system trained to recognise specific invaders. This may arise from cross-protection derived from standard childhood vaccinations, as per The Washington Post.

"This might potentially explain why some people seem to fend off the virus and may be less susceptible to becoming severely ill," National Institutes of Health Director Francis Collins was quoted as saying.

This could be far-reaching if such findings are validated on a population level.

11:14   4G on trial in 2 J-K districts after August 15
The Central government has told the Supreme Court that a special committee looking into the issue of internet restoration in Jammu and Kashmir is considering allowing 4G internet access on a trial basis in the Union Territory.

Centre said that 4G access may be given in one district of Jammu region and one in Kashmir.

The easing may come into effect after August 15.

The Supreme Court had on Friday asked the Jammu and Kashmir administration to explore the possibility of restoring 4G services in certain areas.

The apex court was hearing a plea of the NGO seeking initiation of contempt proceedings against the Union Home Secretary and Chief Secretary of J-K for their alleged "wilful disobedience" in complying with the court's May 11 order.

High speed Internet service in J&K has been suspended since August last year when the Centre had announced revocation of its special status and bifurcation of the state into two UTs -- Ladakh and Jammu and Kashmir.

Earlier, the Jammu and Kashmir administration had sought time to take instructions on the restoration of high-speed internet services, saying a new Lt Governor has been appointed in the Union Territory.

Manoj Sinha was appointed the new LG of Jammu and Kashmir after G C Murmu resigned from the post last week.

However, the top court told the administration that with the change of LG, nothing changes as the special committee is there to look into the issue.

10:33   DGCA suspends 2 AirAsia execs over safety issues
Aviation regulator Directorate General of Civil Aviation (DGCA) has suspended two senior executives of AirAsia India for a period of three months over 'safety violations', said a senior official on Tuesday.

The suspension was carried out a week ago, the official said. In June this year, one of the AirAsia India's former pilots -- who runs a YouTube channel called Flying Beast -- alleged violations of safety norms by the low-cost airline.

'We had issued a show cause notice to two AirAsia India executives -- Head of Operations Manish Uppal and Head of Flight Safety Mukesh Nema -- in June only. It has been decided now to suspend them for a period of three months,' the DGCA official said.

AirAsia India did not respond to PTI's request for a statement on this matter. Captain Gaurav Taneja, a popular Youtuber, tweeted on June 14 that he has been suspended by AirAsia India 'for standing up for safe operations of an aircraft and its passengers'.

On June 15, he posted a detailed video on YouTube titled 'Reasons behind suspension from my pilot job'.

Taneja alleged in the video that the airline has asked its pilots to do 98 per cent of landings in 'Flap 3' mode, which allows it to save fuel.

He said if a pilot does not do 98 per cent of landings in 'Flap 3' mode, the airline considers it a violation of its standard operating procedure (SOP).

Flaps are part of wings of an aircraft and they are engaged to create a drag during a landing or a take-off.

Taneja gave the example of the Imphal airport, where the plane descends more steeply as compared to other airports when approaching for landing.

He said when an aircraft is coming down steeply, it needs to have a drag so that it remains slow, and in these circumstances a pilot has to do a 'Flap full' landing.

'In order to achieve targets, what would people do? They will do Flap 3 landings without giving consideration whether it is safe or unsafe.

'This directly impacts the passenger safety,' he had claimed in his YouTube video.

'If something happens during a Flap 3 landing, then the question would be asked to the pilot if he or she cares more about saving fuel or 180 passengers' lives, Taneja had said.

On June 15, the DGCA said on Twitter that it had taken note of the concerns raised by some stakeholders 'against a particular airline and its approach to safety'.

'(The) DGCA has already started an investigation into the issues flagged and shall take appropriate action based on the outcome of the said investigation,' it added.

Senior DGCA officials had confirmed on June 15 itself that AirAsia India was under investigation after Taneja's allegations.  -- PTI

00:10   Coronavirus: Masks made mandatory in Paris
Wearing a face mask will be compulsory in busy parts of Paris from Monday amid a rise in coronavirus infections in and around the French capital.

Police said the order would apply to people aged 11 and over in "certain very crowded zones".

The virus had been circulating more widely in the region since mid-July, they said. Face masks are already compulsory in enclosed public spaces.

Experts have warned that France could lose control of Covid-19 "at any time".

Several cities, such as Nice and Lille, have introduced their own additional orders making mask-wearing mandatory in certain outdoor areas.

The zones where masks are mandatory will be evaluated on a regular basis, they said.

In a statement on Saturday, authorities said the rate of positive coronavirus tests was 2.4 per cent in the greater Paris area, compared to the national average of 1.6 per cent.
