23:23   Cops attacked for stopping Friday prayers
Four policemen were injured when a group of people allegedly attacked them with stones after being asked not to gather for Friday prayers at a mosque in Hubballi in north Karnataka, a top police official said.

Some among the crowd also were injured in the incident, Hubballi Police commissioner R Dileep said without elaborating.

"Today the prayers were called in certain prayer halls and people had gathered there. Police on rounds requested them not to gather because of the order of the government and to contain the spread of the coronavirus disease but some people got sentimental about it," Dileep said.

The leaders of their community came there and persuaded the agitated people to exercise restraint saying police were performing their duties and they should not obstruct them.

"But in spite of it, some people got agitated and hurled some stones, in which four (police personnel) persons were injured. They got minor injuries. They are back on duty. There is nothing alarming and equally some people from their community got injured," the commissioner said.

Presently the situation was peaceful because of the efforts of police and community leaders, he said adding patrolling was on.  -- PTI

23:01   Management of waste from COVID-19 isolation wards now part of 'essential services'
The management of waste from COVID-19 isolation wards and quarantine camps is now part of 'essential services'.

In view of the coronavirus pandemic, the central pollution watchdog CPCB has included the services of common biomedical waste treatment and disposal facilities (CBWTF) associated with management of waste from COVID-19 isolation wards and quarantine camps under 'essential services'.

"CPCB has received some references regarding difficulties in operation of handling bio-medical wastes," the Central Pollution Control Board (CPCB) said.

"It is, therefore, advised that services of Common Biomedical Waste Treatment and Disposal Facilities (CBWTF) and staff associated with CBWTFs for collection, transportation, treatment and disposal of biomedical waste generated from hospitals including COVID-19 isolation wards, quarantine camps etc. may be considered an essential service as part of health infrastructure," it said in a notification, adding that necessary action be ensured to facilitate smooth operations of CBWTFs.

Earlier, the pollution control body had issued guidelines for disposal of COVID-19 waste, asking all healthcare centres to keep separate colour-coded bins or containers in wards and maintain proper segregation of waste as per Bio-medical Waste Management Rules, 2016 as amended, and CPCB guidelines for implementation of BMW Management Rules.

The CPCB had said that the biomedical waste, if any, generated from quarantine centres/camps, should be collected separately in yellow coloured bags and bins.

In addition to mandatory labelling, bags/containers used for collecting biomedical waste from COVID-19 wards, should be labeled as 'COVID-19 Waste', the guidelines said, as the marking would enable of Common Biomedical Waste Treatment Facility (CBWTF) to identify the waste easily for priority treatment and disposal immediately upon the receipt, it had said.   -- PTI

22:01   EC further defers RS polls to 18 seats
The Election Commission on Friday said it is using its constitutional powers to defer Rajya Sabha polls to 18 seats beyond the terms of the retiring members, keeping in mind the health hazard involved due to coronavirus pandemic and the 21-day nationwide lockdown.

Last month, the poll panel had deferred the March 26 Rajya Sabha elections citing threat of coronavirus, saying a decision will be taken after reviewing the situation.

While 17 members from six states are retiring on April 9, one from Meghalaya is retiring on April 12.

The 18 seats are spread across Andhra Pradesh, Jharkhand, Madhya Pradesh, Manipur, Rajasthan, Gujarat and Meghalaya.

In a statement, the Commission said the electoral process necessarily involves movement and gathering of polling officials, agents of political parties, support officials and members of respective legislative assemblies on the poll day, which may put public safety at risk and create public health hazard.

'The commission has reviewed the current unforeseen situation of public health emergency and the feasibility of completing the poll process for the aforesaid election.

'The commission, after taking all facts and circumstances in view, is of considered view that continuing electoral process in the current environment may not be feasible in view of the restrictions for the maintenance of public safety and avoiding health hazard...,' the statement said.

The EC said the elections to the 28 seats cannot be completed within its 'scheduled term'.

'Commission invoking its powers under Article 324 of the Constitution of India read with section 153 of the Representation of the People Act, 1951 has further extended the period of election beyond the prescribed term(s) of above mentioned seats,' it said.

Elections to fill up 55 seats in the Upper House of Parliament were to be held on March 26 though 37 candidates have already been elected without a contest.  -- PTI

15:52   Mayor asks New Yorkers to cover their face when stepping out
New Yorkers have been asked to cover their face when venturing out and near other people to prevent the spread of the virus as officials warned that some asymptomatic, pre-symptomatic people appear to actually be transmitting this disease which has killed over 1,500 people in the city and 6,000 others in the US.

A total of 1,002,159 COVID-19 cases have been reported across more than 175 countries and territories with 51,485 deaths reported so far, according to Johns Hopkins University data. The US has reported more than 240,000 COVID-19 cases, the highest in the world, and over 6,000 people have died due to the disease. The death toll from the novel coronavirus reached staggering new levels in the United States on Thursday, as officials reported more than 1,000 deaths from the pandemic in a single day.

In New York City, there were 49,707 COVID-19 cases, 10,590 hospitalisations and 1,562 deaths. Authorities have set up 45 new mobile morgues to handle the growing number of corpses.

"I want to emphasise what I'm about to tell you is very, very important, but it does not in any way change the basic guidance that you've received now over many weeks,' New York City Mayor Bill de Blasio said. He said that while social distancing is very important and must be observed no matter what, "now we're adding a new important point, we're advising New Yorkers to wear a face covering when you go outside and will be near other people.' He said such a face covering could be a scarf, something made at home, a bandana but it does not need to be a professional surgical mask.

"In fact, we don't want you to use the kinds of masks that our first responders need that our health care workers need. Don't use those can't be clearer, leave those alone, leave those to the people who need them the most who are saving lives," he said.

The Mayor said residents can create a face covering with anything they have at home right and that will give protection to others. "The reason for this guidance is because the studies are showing that some asymptomatic people, some pre-symptomatic people appear to actually be transmitting this disease. We don't have perfect evidence; it doesn't conform with what the initial showed us weeks ago, but it does seem to be more and more evident," he said. "What that means is when you put on that face covering you're protecting everyone else. You're making sure that, you know, you don't inadvertently, if you happen to have this disease and you may not even know it, you don't end up giving it to someone else." -- PTI

15:39   COVID-19: Grofers to hire 10,000 people for warehouses, delivery
Online grocery platform Grofers is looking at hiring 10,000 people for its warehouses and last-mile delivery to clear pending orders quickly and meet the spike in orders on account of the nationwide lockdown.

"We are looking to hire 10,000 people for our warehouses and last-mile delivery. This hiring will happen across all 26 cities that we are present in," bigbasket Vice President-Human Resources Tanuja Tewari told PTI. She added that the pressure is being felt across all cities with the challenges being higher in tier I cities. E-commerce companies have been struggling to deliver orders after the 21-day lockdown, imposed to contain the spread of the deadly coronavirus, came into effect from March 25. Even though the government has allowed delivery of essential goods including food, pharmaceuticals and medical equipment through e-commerce platforms, players have complained of their delivery staff being hassled by police.

With local authorities shutting down warehouses and stopping trucks from crossing state borders, e-commerce players have seen their operations getting disrupted. The companies have resumed operations and working to complete pending orders.

Some companies are giving people the option to cancel their orders, and are also delaying taking fresh orders to ensure the pending orders get delivered. Another challenge facing the industry is the availability of limited staff for warehouses and logistics. -- PTI

Union Minister VK Singh on Friday asserted that people from Tablighi Jamaat congregation deliberately tried to spread coronavirus and said that such incidents only malign the image of the religion.

People belonging to one religion are doing this. Even the doctors who went to treat them in Indore were attacked," Singh told ANI. 14:02   Malaria drug for COVID-19 may raise risk of heart problems: Scientists
The anti-malaria drug hydroxychloroquine and the antibiotic azithromycin, which are being considered by some for treating COVID-19, may increase the risk for dangerous abnormal heart rhythms, United States cardiologists have warned.

The researchers from Oregon Health & Science University and Indiana University recommend that clinicians treating COVID-19 patients with the malaria-antibiotic drug combination should consider monitoring those patients for ventricular arrhythmia.

The condition leads to the lower heart chambers beating quickly and irregularly, and can lead to cardiac arrest, they said.

In a paper published in the American College of Cardiology's Cardiology Magazine, the researchers noted that there are hundreds of drugs that can increase the risk for cardiac arrest.

However, they said, using two together in patients who are already at risk or critically ill could increase that risk further.

"While there is yet very little data regarding hydroxychloroquine and azithromycin's effectiveness as a treatment for COVID-19, some clinicians are considering combining them during this global pandemic," said Eric Stecker, the paper's lead author.

"If physicians use their best medical judgment and order this drug combination for coronavirus patients, we want them to be aware of potential adverse side effects," said Stecker, an associate professor at the OHSU School of Medicine.

The researchers recommend clinicians who treat COVID-19 patients with the drug combination also monitor patients for dangerous arrhythmias.

However, they acknowledged that limited resources could make monitoring a challenge.

"Until we have clinical outcome data supporting the benefit or harm of these medications, I would advocate for a cautious approach in using the combination of hydroxychloroquine and azithromycin," Stecker said. -- PTI

13:25   Mice immunised by COVID-19 vaccine: Study
Researchers have tested a potential vaccine for COVID-19 in mice, which when delivered through a fingertip-sized patch, produced an immune response specific to the novel coronavirus at quantities thought to be sufficient for neutralising the virus.

The study, published in the journal EBioMedicine, noted that when tested in mice, the PittCoVacc -- short for Pittsburgh Coronavirus Vaccine -- generated a surge of antibodies against the coronavirus, SARS-CoV-2, within two weeks of delivering it.

"We had previous experience on SARS-CoV in 2003 and MERS-CoV in 2014. These two viruses, which are closely related to SARS-CoV-2, teach us that a particular protein, called a spike protein, is important for inducing immunity against the virus," said co-senior author Andrea Gambotto from the University of Pittsburgh in the US.

"We knew exactly where to fight this new virus," Gambotto added. The scientists said, the vaccine described in the current study follows a more established approach, using lab-made pieces of viral protein to build immunity. They said it works the same way as current flu shots. In the study, the researchers also used a novel approach to deliver the drug, called a microneedle array, to increase potency. They said this array is a fingertip-sized patch of 400 tiny needles that delivers the spike protein pieces into the skin, where the immune reaction is strongest. According to the scientists, the patch goes on like a Band-Aid and then the needles, made entirely of sugar and the protein pieces, simply dissolve into the skin. "We developed this to build on the original scratch method used to deliver the smallpox vaccine to the skin, but as a high-tech version that is more efficient and reproducible patient to patient," said co-senior author Louis Falo from the University of Pittsburgh. "And it's actually pretty painless -- it feels kind of like Velcro," Falo said.

12:44   Pak struggles to stop congregational prayers, cases surge past 2,400
Pakistan's coronavirus cases crossed 2,400 on Friday as the authorities struggled to stop big congregational gatherings despite government's notification limiting upto five the number of people attending such prayers to curb the spread of the deadly disease.

Ministry of Health Services said that Pakistan's coronavirus cases jumped to 2,450 on Friday. Thirty five people have died due to the pandemic, while 126 have recovered so far.

It further reported that the largest province of Punjab registered 920, Sindh 783, Khyber-Pakhtunkhwa (KP) 311, Balochistan 169, Gilgit-Baltistan (GB) 190, Islamabad 68 and Pakistan-occupied Kashmir 9 cases. The government had earlier issued a notification limiting the number of people between three to five who can attend Friday and congregational prayers to fight the virus outbreak. The provincial and federal governments were also trying to convince people to stay away from mosques but without much success.

The Sindh provincial government announced a complete lockdown from 12 noon to 3pm to stop people from attending the Friday prayers. Sindh's Local Government Minister Nasir Shah termed it as a "painful decision' taken with a heavy heart. 12:24   India's growth to slow to 4 pc in FY20, recover to 6.2 pc in FY21
The Asian Development Bank projects India's gross domestic product will slow to 4 per cent in the fiscal year 2020 ending on March 31, 2021 due to a weak global environment and continued efforts to contain the novel coronavirus (COVID-19) outbreak in the country.

The forecast assumes that the pandemic dissipates and full economic activity resumes from the second quarter of FY20.

The Asian Development Outlook 2020 forecasts a recovery in India's economy in FY21 with a growth of 6.2 per cent supported by government reform. India's economy recorded 5 per cent growth in FY19. ADO is ADB's annual flagship economic publication. "The COVID-19 pandemic jeopardises global growth and India's recovery. But India's macroeconomic fundamentals remain sound, and we expect the economy to recover strongly in the next fiscal year," said ADB Chief Economist Yasuyuki Sawada.

"Indian authorities have acted swiftly to shore up the economy hit by the pandemic. Ongoing reforms to personal and corporate taxes and measures to strengthen agriculture and the rural economy and alleviate financial sector stress will help accelerate India's recovery.

Risks to the outlook are firmly on the downside. A prolonged pandemic will push the global economy into a deep recession and further slow Indian growth. If the virus spreads widely within India, economic activity will be severely constrained. In late March, the government took prompt action to strengthen the health system and support the poor and vulnerable.

The Reserve Bank of India has cut its policy rate to the lowest ever and committed to using all instruments to fight the pandemic.

Government initiatives introduced in late FY19 and in the FY20 Budget will aid recovery and sustain growth in the coming years. Both urban and rural consumption will be supported by reduced personal income taxes and increased assistance to the agriculture sector and rural areas. -- ANI

"The key thing, at this hour, is that we all need to confine ourselves in homes. No one should come out on the streets. Please remember that maintaining social distancing is the most important thing to do," said Prime Minister Modi in a video message to the nation on the 9th day of the lockdown.

10:18   Born during lockdown, Raipur twins named 'Corona' and 'Covid'
The pandemic caused by a new virus may have brought the world to its knees, but that has not deterred a couple in Chhattisgarh to name their newborn twins as 'Corona' and 'Covid'.

The two words may evoke fear and devastation in minds of others, but for the Raipur-based couple they symbolise triumph over hardships as the twins -- a boy and a girl -- were born during the ongoing coronavirus-enforced nationwide lockdown which has disrupted normal life.

The names, they said, would remind them about all the hardships they conquered amid the lockdown, ahead of a successful delivery on the intervening night of March 26-27 at a government hospital here.

However, the couple said they may change their decision later and rename their kids. I was blessed with the twins - a boy and a girl - in the early hours on March 27. We have named themCovid (boy) and Corona (girl) for now," Preeti Verma, the 27-old mother of the newborns, told PTI.

"The delivery happened after facing several difficulties and therefore, me and my husband wanted to make the day memorable. "Indeed the virus is dangerous and life-threatening but its outbreak made people focus on sanitation, hygiene and inculcate other good habits. Thus, we thought about these names," she said, giving reasons for their unusual decision.

"When the hospital staff also started calling the babies as Corona and Covid, we finally decided to name them after the pandemic," she said.

10:06   'No democracy fights pandemic by gagging media'
The Editors Guild of India has said it is "deeply perturbed" over the government blaming the media in the Supreme Court for causing panic among migrant workers, leading to their exodus in the wake of the lockdown, and asserted that such actions could obstruct the process of dissemination of news.

In a strongly-worded statement, the Guild said blaming the media at this juncture can only undermine the current work being done by it under trying circumstances.

"The Editors Guild of India is deeply perturbed over the recent government statement before the Supreme Court putting the blame on the media for causing panic among migrant workers leading to their mass movement in the wake of the lockdown," the statement said.

This led the apex court to observe that while it didn't want to inhibit the debate on the pandemic in any way, the media should refer to and publish the official version of the developments pertaining to the coronavirus pandemic, the Guild said in the statement issued Thursday night.

The Guild stated that it holds the court in the highest respect, but finds this advice "gratuitous and unnecessary". Such charges can also obstruct in the process of dissemination of news during an unprecedented crisis facing the country, it said.

"No democracy anywhere in the world is fighting the pandemic by gagging its media," it said. The Guild also hit out at the lodging of a First Information Report against the Editor-in-Chief of the website TheWire.

"A police action in the form of an FIR under criminal laws at this stage is an overreaction and an act of intimidation," the Guild said. Any such intimidation of the media or blaming the media for mass migration of workers will be counterproductive, it said, adding that such actions will be tantamount to disabling the messenger. "The Guild believes for sure that the media must be responsible, free and fair. But such interference can only undermine those goals," the statement said. -- PTI

The surge in number of the coronavirus cases in the United States reveals that Americans are not following the Trump administration's social distancing guidelines, White House COVID-19 Response Coordinator Deborah Birx said on Friday.

"I can tell by the curve that not every American is following it (social distance guidelines)," Birx said during the White House's daily coronavirus briefing.

According to Johns Hopkins University, the country is now leading the world with more than 2,42,000 confirmed cases and 5,850 deaths. Nearly 30,000 new cases were registered within the last 24 hours.

"When the president (Donald Trump) put out guidelines 16 days ago, that was serious. And you can see what happened subsequently. And you can see the number of individuals affected since then. The people we are seeing affected today - and in hospitals today - were infected after the guidelines went out," said Brix.

She further said that the upward trajectory in the US has compelled Trump to extend the social distancing guidelines for 30 days.At the Coronavirus taskforce briefing, White House Trade Adviser Peter Navarro said that Trump administration will soon issue an order to crack down on the sale of COVID-19-related medical supplies in the black market, which has been driving the cost up for supplies. -- PTI

09:36   Do not step out of your homes when you light lamps: PM
No candlelight marches, please. The PM clearly says: "I appeal to people to avoid gathering anywhere during this period (on 5th April at 9 pm). You don't have to go out on the streets and in the colonies, but do it from your doorsteps and balconies."

During the clanging of thalis, people came out en masse on the streets, even playing garba with their thalis, violating the whole purpose of social distancing.

09:19   Diyas, torches, phone flashlights, candles... light up, says PM

09:15   PM: At 9 pm on Sunday for 9 minutes light diyas
PM's message: Today when crores of people are inside homes, then some of us may think how will they fight this battle against #COVID19 alone. Such questions might come up in your mind? But please remember, none of us is alone. The strength of 130 crores of Indians is with each one of us.

The main thrust of the message: I request all of of you to switch off all the lights of your house on 5th April at 9 pm for 9 minutes, and just light a candle, 'diya',  or mobile's flashlight, to mark our fight against coronavirus.

Maintain social distancing while lighting up lamps; remain in your homes.

We have to support the lesser privileged ones to survive. The way you paid gratitude to people fighting against, on March 22 has become a model that is being emulated by other countries. Janata curfew and ringing of bells/clanging utensils, made the country aware of its unity amid this challenging time.

08:08   Trump again tests negative for coronavirus
United States President Donald Trump has tested negative for the novel coronavirus for a second time and is "healthy" and not displaying any symptoms for the deadly disease, the White House physician has said.

Sean Conley, Trump's physician, did not provide any context for the second test.

The doctor, however, said the president had been tested by a new rapid-point-of-care test that delivered results in 15 minutes.

"The President tested negative for COVID-19," Conley, said on Thursday in a memorandum to the White House Press Secretary Stephanie Grisham.

"This morning, the President was tested again for COVID-19, utilising a new, rapid-point-of-care test capability. He is healthy and without symptoms. Sample collection took just one minute and results were reported back in 15 minutes," Conley said.

President Trump flashed a copy of his physician's memorandum to his press secretary during his daily White House news conference.
"I did take a test. It just came out, this is from the White House physician," Trump said at the briefing while holding up the memo.

"You may have it, just came out. I just took it this morning. And I took it, it took me literally a minute to take it and it took me - I guess it was 14 or 15 minutes (for results). I went to work, I didn't wait for it, but it said it took 14 minutes or something with a conclusion and it said the President tested negative for COVID-19," he was quoted as saying by the US media.

Trump added that he had taken the test "really out of curiosity to see how quickly it worked, how fast it worked."

"It's a lot easier. I've done them both and the second one is much more pleasant," he said of his second test.
