Raj Bhavan makes it official: Guv recommends Prez Rule

So, finally, the Raj Bhavan has announced that Maharashtra Governor Bhagat Singh Koshyari has submitted a report to President Kovind.

The press release says that "the governor having been satisfied that as the government of Maharashtra cannot be carried on in accordance with the Constitution, has today submitted a report as contemplated by the provisions of Article 356 of the Constitution".

Article 356 of the Constitution of India states in the event that a state government is unable to function according to constitutional provisions, the Central government can take direct control of the state machinery. The state's governor issues a proclamation, after obtaining the consent of the President of India.
