23:25   Cattle slaughter in Jharkhand: Villagers attack cops
Villagers attacked a group of policemen when they tried to prevent illegal cow slaughter on Eid ul-Azha today in Jharkhand's Pakur district, leaving four cops injured, officials said.

Cow slaughter has been banned in Jharkhand since 2015.

The state government had on August 18 directed deputy commissioners of all districts to ensure that cattle is not slaughtered on Eid ul-Azha.

Replying to a query, the DIG, Santhal Paraganas, Raj Kumar Lakra, said cow slaughter had occurred in the village.

He told PTI that a police team had rushed to Dangapara village under Maheshpur Police Station of the Pakur district following a tip-off about cattle slaughter and faced brickbatting by the villagers.

Four policemen suffered minor injuries and were taken to a nearby primary health centre.

Doctors referred them to the Pakur sadar hospital for better treatment, he said. Police retaliated by bursting tear gas shells to disperse the mob.

"We had received a call informing that cattle were being slaughtered and accordingly dispatched a police team. As soon as the team reached the spot, villagers started brick batting, forcing the police to lob tear gas shells to disperse the mob," Additional Director General of Police R K Malik said.

Senior police officials, including Deputy Commissioner D K Jha and Superintendent of Police Shailendra Prasad Burnwal, were camping at the spot to take stock of the situation.

"Other details are awaited," Malik added.  -- PTI

22:21   Will talk to PM to clear obstacles in accepting UAE aid: Vijayan
The Kerala government would approach Prime Minister Narendra Modi to clear hurdles, if any, in receiving the $100 million (Rs.700 crores) flood relief aid offered to the state by the United Arab Emirates, Chief Minister Pinarayi Vijayan today said.

Referring to reports that Centre was unlikely to accept foreign funds for the flood relief works, he said there were no obstacles for accepting such assistance.

"Donations from other countries are acceptable. Will approach the Prime Minister if required," he told reporters in Thiruvananthapuram tonight.

It was natural that two countries help each other. The Disaster Management policy announced in 2016 makes it clear that if any national government of another country voluntarily offers assistance as a good will gesture in solidarity with the disaster victims, the Central government may accept the offer, Vijayan said.

The state government wanted to sort out the issue by holding discussions at the official level, but if necessary would seek the prime minister's intervention.

The Congress earlier in the day termed as disappointing reports that the Centre was unlikely to accept any foreign financial aid for flood relief work and requested the prime minister to take steps to amend the rules.

The government of UAE, which hosts a large number of expatriates from Kerala, has yesterday promised an assistance of $100 million for the reconstruction of the state, which has been devastated by the unprecedented deluge that left 231 people dead and displaced over 14.50 lakh.  -- PTI

21:15   Flight operations from Cochin airport from August 29
Flight operations from the flood-hit international airport in Kochi, which was rendered non functional for over a week, will resume from August 29 instead of August 26 as announced earlier.

The decision to extend the date was taken at a meeting at Cochin International Airport Limited in Kochi, where most stakeholders, including airlines and ground handling agencies, expressed concern over mobilising manpower by that date, a CIAL spokesperson said.

The meeting, held to review damage control activities, was informed that 90 per cent of staff have been affected by the floods and are out of station.

Nearby hotels, restaurants and eateries still remain closed.

'As central Kerala was yet to recover from post-flood trauma, it is a daunting task to arrange local commutation, logistics of catering items, which will cause a cascading effect on passengers.

'In view of these apprehensions, CIAL decided to extend the date of resuming operations for three more days.We will be starting all operations at 2 PM on August 29,' the spokesperson said in a release in Kochi.

CIAL, among the busiest in the country, suffered an estimated loss of over Rs 220 crore due to the floods and was rendered non-functional since August 14.

The CIAL management has launched rebuilding of the damaged infrastructure, including 2.6 km long airport walls that collapsed after the Periyar river overflowed.

Airport officials had said the runway, taxi bay, duty free shops and other areas of international and domestic terminals were submerged, causing damage to electrical equipment, including runway lights.

The solar power system of the world's first solar powered airport has also suffered damage in the floods, they had said.

Meanwhile, the Naval Air Station, INS Garuda, commenced civil aircraft operations from Monday.

The devastating deluge left 231 people dead over the past15 days and displaced over 14 lakh people.  -- PTI

21:02   Kerala floods: RBI to conduct exams for Grade-B officers again
The Reserve Bank of India today said it will once again conduct exams for the direct recruitment of Grade-B officers in Kerala due to the floods.

The RBI services board had conducted the phase I/ paper 1 of examination for recruiting Grade-B officers on August 16.

But due to the widespread floods in Kerala, attendance in some of the centres in the state was low.

Following representations from aspirants requesting for an opportunity to reappear for the exam in light of the conditions in the state, 'the board has decided to conduct another examination at a few centres in selected cities in Kerala for the benefit of the candidates who could not appear in the examination held on August 16 due in the flood-ravaged state', RBI said in a statement.

The date of examination will be announced shortly once the logistics are in place and the details of the examination will be emailed to eligible candidates, it added.

But it also said that the candidates who had appeared in the August 16 exams will not be eligible to appear in this examination.

Accordingly, the date for Phase-II/Paper-II and III examination, scheduled for September 6-7, will be rescheduled and the revised dates of examination will be notified separately.

Also, the results of all the candidates appeared in the August 16 will be announced after the completion of the reexamination to be held in Kerala, it added.  -- PTI

20:39   Parrikar returns from US
Goa Chief Minister Manohar Parrikar returned today from the United States where he had gone for a medical check-up.

Parrikar, who underwent three-month-long treatment for a pancreatic ailment at a hospital in the United States earlier, undertook another journey to that country on August 10 for a follow-up.

He landed at the Goa airport this evening by a regular flight and was seen walking out of the airport terminal.

As he came out, he was accompanied by Union AYUSH minister Shripad Naik and state Bharatiya Janata Party president Vinay Tendulkar.

BJP sources said that Naik and Tendulkar had landed a little earlier from Delhi, bringing with them two urns of ashes of former prime minister Atal Bihari Vajpayee for immersion in rivers in the state.

Parrikar, 62, had gone to the US for treatment in the first week of March, and returned in the last week of June.

After that he attended the monsoon session of the Goa Assembly before flying to the US again on August 10.

The urns of Vajpayee's ashes would be kept at the BJP headquarters in Panaji where party workers can pay their respects to the departed leader, BJP sources said.

Prime Minister Narendra Modi and senior BJP leaders handed urns containing Vajpayee's ashes to state BJP chiefs in Delhi earlier today.

Parrikar will immerse the ashes in the River Mandovi, while South Goa member of Parliament Narendra Sawaikar will immerse them in the River Zuari on August 24, BJP sources said.  -- PTI

20:03   Cabinet colleague wants Sidhu to say sorry to martyrs' families
Punjab cabinet minister Tripat Rajinder Singh Bajwa today suggested his ministerial colleague Navjot Singh Sidhu 'say sorry' to the families of slain soldiers for upsetting them by hugging the Pakistan Army chief.

He asserted that the families of soldiers who died in the line of duty were justified in expressing their displeasure over the cricketer-turned-politician's hug.

"Sidhu sahab is my senior colleague. I cannot dictate him. I can only suggest that he can gracefully say sorry to the families of martyrs who expressed unhappiness (over embracing the Pakistan Army chief). I think there is no harm in saying sorry. He is a wonderful person and a senior minister," Bajwa said in Chandigarh.

Sidhu was widely criticised for hugging the Pakistan Army chief during his visit to Pakistan to attend the swearing-in ceremony of Pakistan Prime Minister Imran Khan.

However, Bajwa said, 'a friend had invited a friend' and there was no 'crime' in Sidhu going to attend the ceremony in Islamabad.

The statement by the senior minister comes after Chief Minister Amarinder Singh ticked off Sidhu for hugging Gen Qamar Javed Bajwa.

Earlier, the CM had said, "It was wrong for him (Sidhu) to have shown the affection he did for the Pakistan Army chief. I am not in its favour...the fact is that the man (Sidhu) should understand that our soldiers are being killed everyday. My own regiment lost one Major and two jawans a few months ago."

Meanwhile, Punjab Congress chief Sunil Jakhar came out in defence of Sidhu again while describing the latter's Pakistan visit as a 'manufactured controversy'.

"It is a manufactured controversy. I want to say that one should talk on issues instead of discussing individuals. The issue was opening the corridor to the historic Gurdwara Kartarpur Sahib (in Pakistan). Sidhu raised this issue in Pakistan," Jakhar said.

The Gurdaspur MP also asked the Bharatiya Janata Party not to adopt 'double standards' on this matter while citing the invitation extended to the then Pakistan President Pervez Musharraf, who was the mastermind of Kargil war, to Agra in 2001.

Yesterday, Sidhu had defended hugging Pakistan's Army chief in Islamabad, and had slammed the BJP's 'double standards', reminding it of peace visits to Pakistan by Atal Bihari Vajpayee and Narendra Modi.

He had said hugging Gen Qamar Javed Bajwa at the swearing-in was an 'emotional response' on learning that Sikh pilgrims might be allowed to visit the Kartarpur shrine across the border.  -- PTI

19:02   Navy ends rescue operations in Kerala
The Southern Naval command today called off its 14-day long rescue operations in the flood-hit Kerala, saying there were no more requests for evacuation as waters receding in affected areas.

It also said the Naval personnel rescued a total of 16,005 people during 'Operation Madad', launched on August 9 for assisting the state administration and undertaking disaster relief operations.

"The Southern Naval Command recalled all rescue teams deployed for #OperationMadad as flood waters receded and no more requests for rescue were received," a Defence release said in Kochi.

According to the Disaster Management State Control room, 231 people have lost their lives and 32 are missing in flood-related incidents since August 8.

Nearly 14.50 lakh people belonging to 3.91 lakh families are still lodged in 3,879 relief camps across the state.

Besides the Navy, personnel of the Army, the Air Force and Coast Guard were also involved in the rescue and relief operations along with civil administration.

Army's Southern Command chief Lt Gen D R Soni had on Monday said its personnel would continue to be engaged in the rescue operations in flood-hit Kerala till the situation stabilised.

The Defence forces were involved in several daring rescue acts such as the air-lifting of a pregnant woman, winching up of a two-year old which won them widespread appreciation.

The Navy said that in addition to the rescue of the marooned, 10 air sorties amounting to 15 hours of flying were undertaken by various naval aircraft, mainly for air dropping of relief supplies especially food and medicines.

Relief materials including fresh water, provisions, ready to eat meals and medicines which arrived onboard two ships of the Western Naval Command were distributed in various localities in coordination with the civil administration.

The Naval air station, 'Garuda', continued facilitating civil aircraft operations, in addition to the military flying requirements, the release said.

The Naval airport was being used in view of the closure of the international airport at nearby Nedumbassery in the wake of floods.

Alliance Air, a subsidiary of Air India, and Indigo operated ATR 72 aircraft during the day.

The air station was also extensively used to airlift medical teams, food and medicines as required by the state government so that the relief supplies could quickly reach the needy people, the release said.  -- PTI

18:08   Reliance has threatened legal action against Cong over Rafale talk: Party spokesman
Congress Spokesperson Jaiveer Shergill on Wednesday received a cease and desist notice from businessman Anil Ambani-led group of companies asking him to restrain from speaking on the Rafale deal or face legal consequences.

The notice on behalf of the Reliance Infrastructure, Reliance Defence and Reliance Aerostructure, stated that the Congress should stop spreading unverified, frivolous and defamatory statements on the deal.

'Such freedom of expression and speech should not be mistaken as a license to behave irresponsibly and make false, frivolous, misleading and distorted statements to suit your political interest. Political leaders should release statements based only on irrefutable evidence which have been gathered after due inquiry and verification from the concerned source,' read the notice.

'Making such false frivolous, misleading, sensational and derogatory statements have casted aspersions and have created a negative image/perception in the minds of the public and have resulted in defamation,' it added.

Taking names of other Congress leaders including Randeep Surjewala, Ashok Chavan, Sanjay Nirupam, Anugrah Narayan Singh, Oommen Chandy, Shaktisinh Gohil, Dr Abhishek Manu Singhvi, Sunil Kumar Jakhar and Priyanka Chaturvedi, the notice said that they were also indulging in making 'incorrect, false, frivolous statements'.

Accusing the Congress of running a 'vilification campaign', the notice read that it was being done at the behest of corporate rivals to 'deliberately besmirch' the name and reputation of the company for 'petty personal and political gains'.

The notice further said that it reserved the right to take legal recourse for the protection of their name, brand, reputation and goodwill in case of any 'scurrilous statements' being made against them.

Reacting to the notice, Jaiveer Shergill took to his official Twitter handle and said that such notices do not scare him.

'Received 'Cease & Desist' Notice from Sh Anil Ambani threatening me with legal consequences if I speak on #RafaleDeal; My reply-I'm a Congress Soldier, a Proud Punjabi who doesn't get scared with such notices-Tax Payer of this country deserves to know why they paid extra 42000 Cr,' he tweeted.

The notice comes a day after Ambani wrote a letter to Congress president Rahul Gandhi over the Rafale deal.

16:45   Flood-ravaged houses in Kerala resemble battlefields
Volunteers engaged in relief work in rain-hit regions here say houses, flats and shops affected by the floods resembled a 'battlefield' and it is "a very big challenge" to restore them.

MLAs Hibi Eden and M Swaraj said volunteers and officials could not open many homes as they were filled with carpet of slush and debris dumped by the floods.

"The houses hit by floods look like battlefields. It will take some time for the people to rebuild their lives," Eden, a Congress MLA, said while taking part in rehabilitation activities at Cheranellore Panchayat which falls under his Ernakulam constituency.

"Cleaning of flood-hit houses, shops and flats is a very big challenge because you are welcomed there by knee-deep slush and reptiles including venomous snakes," Swaraj, a CPI(M) MLA representing Thrippunithura constituency, said.

He has been involved in cleaning work with party colleagues and volunteers in nearby Aluva, one of the worst affected areas situated on the bank of Periyar river. Eden said the house of a poor man in Cheranellore collapsed when its door was opened for cleaning. Many of the houses of the poor are not safe as the floods have weakened their walls and roofs, he added. He also said carcasses of animals like cows, goats and dogs killed in the floods were also lying unattended, posing health risks.

16:16   NASA estimates monsoon rains behind Kerala floods
NASA has released a video using satellite data that provides an estimate of rainfall and shows the spread of the resulting severe flooding in Kerala, and parts of Karnataka.

The summer monsoon is a regular feature this time of year in India, and it can bring heavy rains to the region. However, periodically areas of low pressure can form within the general monsoon trough and bring even more rain.

Kerala is facing its worst floods in nearly a century that has left at least 231 people dead, and forced over thousands of people out of their homes. The Centre has declared this calamity of 'severe nature'.

Although the extreme Himalayan topography is much more well-known, another contributing factor to the heavy rains along the southwest coast of India is the Western Ghats, NASA said in a statement.

Though much smaller than the Himalayas, this mountain range runs parallel to the West Coast of India with many peaks over 2,000 metres. As a result, the Western Ghats are well positioned to enhance rainfall along the West Coast of India as they intercept the moisture laden air being drawn in off the warm waters of the northern Indian Ocean and Arabian Sea as part of the southwest monsoon circulation.

15:32   PM, Amit Shah hand Vajpayee's ashes for immersion across India
Prime Minister Narendra Modi and BJP chief Amit Shah today handed over urns containing ashes of former prime minister Atal Bihari Vajpayee to state unit chiefs of the party who will take out processions with it to mark the legacy of the popular leader.

The state unit heads of the BJP along with the union ministers from their respective states were assigned to carry out the 'Asthi Kalash Yatra' in all states to immerse the ashes in holy rivers.

The urns carrying the ashes of Vajpayee were handed over by Modi and other senior leaders of the BJP to party's state unit chiefs in a programme organised at the BJP's old head office here.

Home Minister Rajnath Singh and External Affairs Minister Sushma Swaraj as well as members of Vajpayee's family were also present.

The party had decided to undertake the 'Asthi Kalash Yatra' in all the states of the country, so that all the citizens could offer their tributes to the popular leader, Shah tweeted.

The BJP decided to take out the yatras in all districts, the party leaders said. The yatra was being organised as party workers and people in the country wanted to pay tributes to Vajpayee, who died last week after a prolonged illness at the age of 93, they said. Processions will start from today from state capitals and pass through all blocks, they added -- PTI

14:29   HC asks WB govt to ensure no slaughter of animals in public
The Calcutta High Court directed the West Bengal government to ensure that there was no slaughter of animals in any open public place. The court also directed the state authorities to take necessary steps to ensure that the provisions of West Bengal Animal Slaughter Control Act 1950 were implemented prior to observance of the festival of Id-Uz-Zoha next year.

Passing the order on a modification application filed by the state in connection with a prior order of the court on a PIL, a division bench presided over by Chief Justice J Bhattacharya expressed surprise that the state did not have the machinery to implement the provisions of an act which was 68 years old.

"One could have definitely expected that by this time the state would have its machinery in place to implement the provisions of the said act of 1950, which is a creature of the legislature itself," the bench, also comprising Justice A Banerjee, said.

The court, however, allowed the modification application moved by Advocate General Kishore Dutta to implement the provisions contained in the act before observance of ID-Uz-Zoha next year, instead of this year. The PIL had sought direction to the state government to publish notices giving widespread publicity of the act of 1950 and Supreme Court orders in this regard. -- PTI

The celebrations of Eid was marred by violence in Jammu and Kashmir's Srinagar city when stone-pelters came out on the streets and waved flags of Pakistan and dreaded terrorist group Islamic State of Iraq and Syria.

In a bid to disrupt peace, the demonstrators chanted slogans and clashed with police personnel on duty in Srinagar's Eidgah area, soon after Eid prayers. They also pelted stones on security personnel, who were trying to disperse them.

In another incident, a policeman was shot dead by terrorists outside an Eidgah in Kulgam's Zazripora, when he was leaving after offering prayers.

Earlier in May, a tourist from Tamil Nadu's Chennai had lost his life in stone-pelting, a few days after the vehicle of a district judge from Bengaluru, who was on a holiday with his family, was pelted with stones. Around the same time, a bus carrying school students was also attacked by unruly stone-pelters in Zawoora village of Shopian district.

The rampant incidents of stone-pelting in Jammu and Kashmir have become a matter of concern for the state administration, with Defence Minister Nirmala Sitharaman condemning the same, saying that although the armed forces cannot be held responsible for being firm with terrorists, it is extremely important to ensure safer movement of tourists to restore normalcy. --  PTI

10:22   Rupee depreciation will not cause inflation: NITI Aayog
Rajiv Kumar, the vice chairman of NITI Aayog, on Tuesday said depreciation of the Indian Rupee will not result in inflation of prices and that it does not symbolise a slump in India's reputation in international markets.

"It is wrong to say that a fall in rupee value symbolises depreciating reputation in the market. Value of a country falls or rises depending on the success rate of the country, number of poor people and the growth of employment in the country," Kumar said.

"Value of rupee is like temperature in thermometer that falls and rises based on certain parameters. It's wrong to say that a fall in rupee value will lead to inflation. Value of rupee is just a price, depending on supply and demand," he added.

Meanwhile, informed sources in the Finance Ministry said that the Rupee is on the same level as was in 2013, adding that it has not depreciation in the last four year.

"Look at all the emerging market currency in 2013 and 2018, you will find the difference. All the currencies against the dollar are depreciating. There will be short-term pressure on current account deficit due to the rupee's depreciation. We are in a comfortable position as far as forex reserves are concerned," the source said.

On Tuesday, the Indian Rupee hit a record low of 70.08 against the dollar, following which it further depreciated to 70.22 on Thursday. The economic crisis in Turkey, which has seen a plunge in the value of the Turkish Lira, is being cited as the primary cause for the depreciation of the Indian currency. -- ANI

Aam Aadmi Party leader Ashish Khetan on Wednesday said that he is not involved in active politics at the moment and is "completely focused" on his legal practices.

Khetan's comments come after rumours of him leaving the AAP surfaced, following Ashutosh's exit from the party.

"I am completely focussed on my legal practice and not involved in active politics at the moment. Rest is all extrapolation," Khetan wrote on Twitter.

In another tweet, he wrote, "I had resigned from DDC (Delhi Dialogue and Development Commission) in April, to join the legal profession. That is all. Not interested in rumours."

Last week, Ashutosh had announced his resignation from the party citing personal reasons. "Every journey has an end. My association with AAP which was beautiful/revolutionary has also an end. I have resigned from the PARTY/requested PAC to accept the same. It is purely from a very very personal reason. Thanks to party/all of them who supported me throughout. Thanks," Ashutosh had tweeted.

However, Delhi Chief Minister and AAP national convener Arvind Kejriwal had refused to accept Ashutosh's resignation.

Kejriwal tweeted, "How can we ever accept your resignation? No, not in this birth."In 2014, Ashutosh had left TV journalism to join AAP. He contested in Lok Sabha elections from Chandni Chowk constituency the same year and lost to Bhartiya Janta Party's Dr Harsh Vardhan. -- ANI

09:07   Nirav Modi, Mehl Choksi's 'illegal' bungalows in Alibaug to be razed
Authorities have been directed to demolish the "illegal" bungalow of fugitive diamond trader and PNB scam accused Nirav Modi situated in Raigad district, a Maharashtra minister said, days after the high court pulled up the state government for not taking action against it.

Environment Minister Ramdas Kadam gave the demolition order after presiding over a review meeting on illegal bungalows built in the adjoining coastal district with Raigad collector Vijay Suryawanshi at the state secretariat.

Suryawanshi said one of the "illegal" bungalows in the district belongs to Mehul Choksi, a diamond trader and co-accused in the PNB scam, but there was a court stay on its demolition, along with some other unauthorised buildings.

"The government will request the court to vacate the stay granted on the demolition of illegal bungalows of Choksi and others so that we go ahead and raze them too," the collector said.

The minister gave details of unauthorised bungalows.

"In all, there are total 121 illegal bungalow in Alibaug and 151 illegal bungalows at Murud in Raigad district.

"Some of these bungalows belong to filmstars and industrialists. Today, I have  asked the district collector of Raigad to demolish the illegal bungalow of Nirav Modi, who has looted India and fled," said Kadam.

An official from the district collector's office said Nirav Modi's bungalow is in Kihim village, while that of Choksi is in Awas village in Alibaug, a coastal town popular as a weekend gateway for Mumbai residents.

"The illegalities of these bungalows include the violation of the Coastal Regulation Zone norms and additional construction," the official said.

08:38   Venomous snakes greet Keralites returning to homes
People displaced by the floods in Kerala are returning home to the frightening sight of venomous cobras and Russell's vipers slithering around in their bathrooms or coiled inside cupboards and washbasins.
Incidents of snake bites have been reported from various parts of the state in the last five days.

Doctors at a private hospital in nearby Angamaly, for instance, have attended to 53 cases of snake bites from August 15 to August 20, authorities said.

A doctor at the Angamaly Little Flower Hospital said cobras, kraits and Russell's vipers found their way from the forests into abandoned houses.

"These reptiles have entered flooded homes and other structures. So those who step into their houses for cleaning after the floodwaters have receded should be very careful," the doctor said.

Heavy rains and floods over the past fortnight in Kerala have left 223 dead and forced over 10 lakh people out of their homes.
With rains easing and water receding in some areas, many people have started returning to their homes.

07:58   India unlikely to accept UAE's Rs 700 crore offer for Kerala
The government is unlikely to accept any foreign financial assistance for flood relief operations in Kerala, official sources said.

They said government has taken a considered decision to rely solely on domestic efforts to tide over the situation.

The United Arab Emirates has offered $100 million (around Rs 700 crore) as financial assistance for flood relief operation in Kerala.
Sheikh Mohammed Bin Zayed Al Nahyan, the crown prince of Abu Dhabi, called up Prime Minister Modi and made the offer for assistance, Kerala Chief Minister Pinarayi Vijayan said in Thiruvananthapuram.

The government of Maldives has also decided to donate $50,000 (Rs 35 lakh) for flood affected people in Kerala.

It is understood that the UN is also offering some assistance for Kerala.

However, sources said India is unlikely to accept the assistance.

The floods in Kerala, worst in a century, have claimed lives of 231 people besides rendering over 14 lakh people homeless.

00:12   Congress questions defence preparedness under NDA govt
The Congress on Tuesday expressed serious concern over India's defence preparedness, claiming the country was at its weakest under the Narendra Modi government due to its "wrong policies".

Congress spokesperson Manish Tewari asked Prime Minister Modi and Defence Minister Nirmala Sitharaman as to why the country's defence expenditure as a percentage of India's GDP is at its lowest since 1962, as pointed out by a parliamentary panel report.
He cited the reports of parliamentary committees on Public Undertakings and the Public Accounts Committee to target the government, saying the reports pointing out the shortcomings in the defence budgets and expediencies were adopted unanimously.
He said the committees have BJP members in majority and the panel on public enterprises is headed by former BJP chief Murli Manohar Joshi.
He recalled that in the run-up to 2014 general elections, Modi had questioned  UPA's track record on defence preparedness and national security.
"In 2018, the track record of the NDA-BJP Government speaks for itself. This country is perhaps, unfortunately, at its weakest because of the wrong policies which have been pursued by the NDA-BJP Government in both the foreign policy realm and in the realm of defence preparedness," he said.
The Congress leader asked why the defence expenditure as a percent of GDP constantly declined since 2014-15, as it was 2.06 pc in 2014-15 and came down to 1.96 pc in 2015-16.
It further came down to 1.5 pc in 2016-17 and down to 1.56 pc in 2017-18, which is below the pre-1962 level.
"The question to you Mr. Prime Minister and Madam Defence Minister is - does this make India stronger or does this make India weaker?
Tewari also questioned the decline in capital expenditure as a percentage of the defence budget from 39 pc to 34 pc in the last four years.
"Does this make India strong or does it make India weak? And the most important question is Mr Prime Minister and Madam Defence Minister has the Government junked the proposal cleared by the previous UPA Government with regard to the raising of the 17 Strike Corps which is also called the Mountain Strike Corp," he asked.
He said the country would like to know "if it is true, why it has been done and under whose pressure has this decision been taken".
The Congress leader alleged that the NDA Government which claims to be "muscular" on national security has dismantled Mountain Strike Corp, which was a counter force posture to China.
Tewari also expressed concern over the scenario in India's neighbourhood, with "Pakistan indemnified by China, Nepal pushed into the Chinese corner by ill-conceived economic blockade of Modi government, the Yameen Government in Maldives threatening India regularly and a Chinese port in Sri Lanka's Hambantota". -- PTI
