The real reason why the Monsoon session of parliament has not been announced

The monsoon session of Parliament, normally in July, is yet to be announced. Generally, the session is announced in June.

The Union Cabinet sub committee on Parliamentary Affairs which recommends the dates to the President of India to summon the Monsoon session, has deferred its decision of convening Parliament on July 18, so that Members of Parliament can vote for the Presidential election, which will take place  inside Parliament house.

But babudom has another version.

Prime Minister Narendra Modi is keen to have the calendar year (January to December) as the financial year and wants to implement it from 2018.

North Block, which houses the Union Ministry of Finance is apparently getting its act together to institute the change.

If the financial year and the calendar year are the same, the Union Budget is also likely to be moved to the second half of November 2017.

Finance Minister Arun Jaitley in his 2017 Budget announced that the government is considering a change in the financial year.

Financial wizard, Shankar Acharya, who headed a four-member committee to study the implications of a change in financial year has submitted its report.

The Prime Minister alone will take a call on this, and not the members of the Cabinet Committee on Parliamentary affairs, said a political source.
