Historic joint budget, says Prez

President Pranab Mukherjee, Vice President Hamid Ansari and Speaker Sumitra Mahajan and both houses of Parliament stand for the national anthem. The President begins his address to the joint session of Parliament. "It's a historic session where the railway budget is being merged with the Union Budget for the first time since Independence," the President said.
